The aged population increasing rapidly, the population rate of over 65 years old was over 7.5% in 2000 in Korea and it means that Korea is aging society. Increasing participation of woman in public affairs, becoming a nuclear family and increasing old aged people who want to stand alone brought about more the old households. But the aged welfare accommodation are still insufficient and more facilities accommodating the aged should be built. 80.5% of people according to poll by the Ministry of Health and Welfare responded the support of the aged is a serious problem in Korea. This result indicates the reality that the system for the aged are unsatisfied. Although these situations made a new concept of 'silver-town' of the welfare facility for the aged, it is under a transition in the aspect of the social system and the architectural aspect as well. This study will select good examples among facilities in the metropolitan area, analysis space and propose resonable program.

The purpose of this study is to measure the social worker's knowledge about facts on aging and attitude toward the elderly between Korea and Japan. and to find out the variables that may influence their attitude. Four hundred and sixty two social workers working in nursing homes were given the questionnaire containing the Kyung San Facts on Aging Quiz to measure the level of knowledge about aging and Yoon (1988)'s scale to find the direction of attitude toward the elderly. The results of this study are analyzed as follows: (1) The Korean social worker's level of knowledge about aging was 63.0%, which was lower than Japanese social worker's level (67.6%). (2) Using 5 points scale. mean of the Korean social worker's attitude toward the elderly was 2.2 (44.8%), which was significantly different from the Japanese social worker's attitude 3.2 (63.4%). (3) Using multiple regression analysis, the social worker's level of knowledge about aging was the most significant predictor to explain the social worker's attitude toward the elderly. The other variables that are also statistically significant predictors of the social workers' attitude were country, personal experience with the elderly. and voluntary experience for the elderly. Especially the significant predictors to explain the Korean social workers' attitude were their levels of knowledge about aging. age, and classification of social worker license. On the other hand. the significant predictors to explain the Japanese social workers' attitude were their levels of knowledge about aging and periods of activity, Based on the research results, implications for practice and education methods for making social workers' attitude toward the elderly more positive are also suggested.

최근 급격한 고령화, 핵가족화 현상에 따라 외로움과 우울증으로 고통 받는 독거노인 인구도 크게 증가하고 있다. 본 논문에서는 이런 고령자에게 주거환경과 건강상태에 따라 IT의 도움으로 최적의 고령 맞춤형 서비스를 제공함으로써 삶의 만족도를 높이는 smart aging 시스템을 제안하고자 한다. 의학의 발달로 건강한 노년층이 증가함에 따라 사회 속에서 활동적으로 생활하고자 하는 고령자뿐 아니라, 시설에서의 돌봄이 필요한 고령자에 대해서도 IoT, AI(인공지능) 기술 및 메타버스 환경을 십분 활용하여 선진적인 고령자 맞춤형 지원시스템을 제공할 수 있다. 제안시스템은 병원(요양) 시설 및 재택으로 외로움으로 고통 받는 고령자에게 주거환경과 건강상태에 맞추어 현실공간과 가상공간에서 사회적 연결(social connection)을 제공하여 인간적인 만족감을 제공한다. 본 논문은 급변하는 사회 환경 변화에 AI와 메타버스 기술을 접목하고 주거환경과 건강상태에 따라 사용자 맞춤형 smart aging 시스템을 제공함으로써 미래 지향적 노인복지정책의 새로운 길을 제시할 수 있다.

본 논문은 노인들이 생각하는 '품위 있는 노화'의 의미를 알아보고자 시도된 연구이다. 다각적인 관점의 연구를 위해 노년기 연령대에 있는 노인들을 대상으로 하여 그들이 가진 다양한 경험과 삶의 가치를 들여다보고자 하였다. 노인 각 개인이 노화를 어떻게 경험하고 있으며, 그 경험에 따른 '품위 있는 노화'에 대한 개인의 생각을 중심으로 참여자들을 심층면접한 후 면접 내용을 분석하여 이들의 인식과 현실적 맥락을 이해하고자 사례 간 공통점과 차이점을 알아보고자 하였다. 분석 결과, '품위 있는 노화'의 의미는 '늙지 않는 마음', '마음먹기에 따라 달라지는 행복', '가족에 대한 책임감', '사회활동과 새로운 학습에 대한 욕구'라는 의미단위로 묶을 수 있었다. 이 의미단위들은 '수용과 인정', '노력', '타인의 시선', '꿈과 희망'이라는 매개체를 통해 '보편적 삶의 가치로 얻는 만족(성취)감'이라는 중심의미로 귀결되었으며, '삶의 가치로 얻는 만족(성취)감'은 '나눔과 베풂'을 통해서 얻어질 수 있는 것이었다. 주목할 만한 점은 의미단위들을 분석하는 과정에서 참여자들은 두 개의 집단으로 구분된다는 것이며, 사례 간 상황분석을 통해 이 두 집단은, 현실 속에서 이상을 실현하는 '이상이자 현실'의 한 형태와 이상과 현실이 평행선을 그리며 실현되지 못하는 '현실, 갈등, 이상 속의 삶'의 다른 한 형태로 정리되었다. 결론에서는 이러한 분석과정에서 도출된 시사점과 제언점을 사회복지적 측면에서 기술하였다.

본 연구는 과거의 노후 준비가 노년기에 이르러 활동적인 노년 생활을 보내는 것에 영향을 주는지, 그리고 노후준비를 통해 획득된 자기효능감 및 사회적 지지라는 심리사회적 자원이 이러한 두 요인간의 관계에서 매개효과를 가지는지 파악하는데 목적이 있다. 이를 위해 "2010 서울시 복지패널조사"자료 중 2010년도 가구원용 데이터를 분석 자료로 사용하였다. 연구 모형의 검증을 위해 빈도분석, 기술분석을 통해 대상자의 일반적 특성 및 주요 변수의 특성을 살펴보았고, AMOS 프로그램을 이용하여 모형의 적합도 분석 및 구조방정식으로 모형을 분석하였다. Sobel test를 통해 과거의 노후준비가 활동적 노화에 미치는 영향에 있어 심리사회적 자원인 자기효능감과 사회적 지지의 매개효과를 살펴보았다. 분석결과, 노후준비의 구성 요소인 신체적인 노후준비, 경제적 노후준비, 사회적 노후준비, 그리고 여가적인 노후준비는 활동적 노년생활에 정(+)적인 영향을 주는 것으로 밝혀졌다. 또한 과거의 노후준비와 노년기의 활동성의 관계에서 심리사회적 자원의 매개효과를 분석한 결과에서도 통계적으로 유의미한 영향력을 나타내어, 부분 매개 경로를 확인할 수 있었다. 연구결과를 통해, 노년기 진입에 앞서 다양한 영역에 대한 노후 준비는 심리사회적 자원을 획득하고 이는 활동적인 노후생활에 영향을 미치므로 복지정책을 개발함에 있어서도 향후 노후를 준비할 수 있도록 중장년층에게 노후준비 교육등을 실시하여 심리사회적 자원을 형성할 수 있도록 내용을 구성할 필요가 있다는 제언을 하고자 한다.

There are several problems facing our society today that are caused by demographic changes, such as an increase in the ageing population. The rapid increase in the aging population leads to increases in medical costs and a higher demand for care services for the elderly. The needs and burdens associated with elderly care are growing, but the human resources and costs to meet these needs are limited. Welfare technology has been suggested as an effective way to solve the discrepancy between higher welfare needs and limited resources. This study aims to explore the current trends and challenges of using welfare technology related to elderly care through literature review. Practical ways to expand uses of welfare technology are also provided. In order to make effective and practical use of welfare technology, public awareness and education, the cooperation of related organizations, the expansion and utilization of Living Labs, and the development and adoption of welfare technology are required.

Due to the aging of economically active population in the world, the average age of workers in the domestic construction industry is also steadily increasing. This study analyzes the aging of construction workers in small-size construction sites in Busan, where the aging of the economically active population is the most severe in Korea. As a result of the study on the aging of construction workers in six construction sites with a construction cost of less than 500 million won in Busan, it was found that 65% of the workers were over 50 years of age. In addition, several experts interviews and survey revealed that 'securing welfare facilities for construction workers' and 'diminishing prejudice about the construction industry" were the most urgent and effective methods to overcome the aging problems. The results of this study can be served as basic data to solve the aging problems in the industry.

This current study aims to investigate the reason for the low birth rate and increasing aging populations. It aims to offer potential countermeasures and possible solutions that might alleviate the decreasing birth rate and exponentially increasing aging populations. The present research has sought out to uncover the origin of the low birth rates and increasing aging populations by compiling various past studies and statistics in South Korea. It includes additional support from the government for working career women in easing their burden for raising a child and allocating the appropriate funds for the increasing elderly populations. The decreasing birth rate can be contributed as a side effect of the past policies passed in South Korea and in turn created an increase in the aging populations. Policies to tackle this current issue needs to be further investigated and employed for the future of the economic and sociological stability of the society. Consistent efforts need to be made to dispel the continuing decrease for birth rates and alarmingly increasing aging populations. Policies and redistribution of government funds are some of the many things that need to be revised.

외국인가족들은 대체로 고령화되고 있는 산업사회에서 사회경제적 체제유지를 위해 많은 기여를 하고 있다. 그러나 이들은 이주사회에서 사회경제적으로 안정적인 지위를 확보하기가 어려우며, 문화적 적응과정에서 본국이나 이주사회 어느 곳에도 친화감을 느끼지 못하고 주변화될 위험을 안고 있다. 본 논문은 독일에서 사민당정부가 집권하게 되면서 급속히 변화된 외국인 가족복지정책의 배경요인들을 사회통합적 측면에서 분석해 보고, 이를 통해 독일의 사례가 우리나라의 외국인 가족복지정책에 시사하는 함의를 도출해 보았다. 외국인가족을 위한 사회복지서비스가 미흡하고, 저출산과 인구의 고령화문제에 당면해 있는 우리사회에 독일의 사례는 외국인가족을 위한 자립정착과 지역사회 내 서비스의 확충을 위한 함의를 제공한다.

최근 우리나라는 인구 저출산과 의료기술의 발달, 식생활의 향상 등으로 인구의 고령화가 빠르게 진행되고 있다. 인구의 고령화는 노인에 대한 복지정책 경제적 문제 일자리 창출 등 여러 가지 정책적인 문제들을 야기 시킨다. 소방행정에서는 노인들을 위하여 실버구급차의 운행 등 노인의 특성에 맞추어 서비스를 제공하고 있다. 근래에는 IT 기술의 접목으로 먼저 알아서 찾아가는 서비스를 제공하기도 한다. 소방행정에서 노인들에게 제공하는 서비스를 분석하고 이에 대한 개선 방안을 모색하고자 하는데 본 연구의 목적이 있다.
