  • Sustainable development has always been the top agenda of many governments. Especially, the concept of 'Ecological Civilisation (EC)' is gaining substantial attention from China's new leaders. However, regional government officers may manipulate or change top level policy in order to suit their own interests or if they are unable to meet the varied pressures of achieving the set measures. Thus, policy makers can unwittingly cause a negative or positive impact on the firms or regional development through the implementation of EC regulations and the requirement to measure, monitor and report performance measurement (PM) information. This can potentially have significant consequences for the firms, the industry sector, and China as a whole. The aim of this research is to explore and evaluate previous work focusing on the relationship and links between regulation and PM. This research will make a significant knowledge contribution to the emerging and yet important area in EC related research. A good understanding of the linkages between PM and EC will assist policy makers to better formulate suitable regulatory control mechanisms at the field level. Moreover, they may take the PM and EC linkages into consideration when setting policy frameworks by minimizing the negative effects and take advantages of the positive consequences.

  • This study focuses on the impact of China's system on the goals and strategies of public diplomacy for its actors and actions. In other words, China, which aims to assimilate the Western political values and systems, is special in setting the goals and strategies pursued through public diplomacy. Therefore, China often uses the historical and cultural agenda that it shares mainly in order to promote public diplomacy in the neighboring countries of Northeast Asia such as Taiwan and Korea, who have different systems. This phenomenon is an important key of explaining the vulnerability of China's public diplomacy in the face of political and security insecurity. Also, because of China's authoritarian politics and national-social relations, China can pursue efficient public diplomacy. On the other hand, however, such phenomenon provides an answer to why China's public diplomacy is not an effective buffer in the face of political and security conflicts with neighboring countries. Based on this framework, this study seeks to find answers to Why is China's public diplomacy not strong enough to ease political and security conflicts with neighboring countries?

South Korea's Role for the joint economic prosperity of South and North Korea

  • Purpose - Beginning from the formation of the two governments, South and North Korea in 1948, North Korean collective economy as per trade in exchange strategies with right of way employed on heavy and chemical companies, against the external concerned with South Korean selling economy. This study aims to provide solutions for the joint economic prosperity of South and North Korea in the future. Research design, Data, and methodology - This study adopted a qualitative content analysis research method. This research method focuses on themes and concepts that are present in previous literature. This method seeks to derive relationships and meanings by analyzing themes and concepts within existing data. Result - According to qualitative textual analysis, the findings indicate that there are total seven solutions to lead the joint economic prosperity of South and North Korea (Technology Innovation, Energy and Construction, Construction companies and the Gulf market; Oppression via negotiation, Sports and Culture, Agenda-setting and Framing; Competition System). Conclusion - The Korean Government's association strategies outlines tackled in this study are uniform to each other because they are phased, peaceful, regular, and well-designed. But there were situations in which diminutive tenure North Korea approaches was enlisted beyond medium-to-lasting-period union strategies. North Korea should allow a free market whereby its citizens can freely trade among themselves and other people from South Korea.

An Analysis on Student Burden Double Reduction Policy in China - Based on Kingdon's Policy Stream Model (중국 의무교육단계 학생 부담경감 정책의 흐름 분석 - Kingdon의 정책흐름모형을 중심으로)

  • Based on Kingdon's policy stream model, the logical mechanism of student burden double reduction policy agenda setting process in China was analyzed from three aspects: problem stream, policy stream, political stream. It was found that the direct reflection of data, the feedback and improvement of current policies constitute the problem stream.The high attention of government departments, the suggestions of CPPCC members and experts and scholars, the strong voice of schools, and the continuous voice of stakeholders constitute the policy stream. The ruling party's governing idea and educational policy, national mood and interest game during the transition period constitute the political policy stream. The three streams, coupling interaction, open the policy window, promoting the introduction of the 'double reduction' policy.

Media Diplomacy in the Time of Digital Revolution: A Case Study about 24 Hour English News Channel's Dealing with Libya Crisis in 2011 (리비아 사태와 글로벌 정보전쟁: 24시간 영어뉴스 채널을 통해서 본 미디어 외교의 현장)

  • Recently, media diplomacy takes on a substantial role in information war not only in setting global agenda but also in delivering their favored views and frames. Focusing on its crucial impact, this study attempts to investigate empirically the relationship between national prestigious media's news coverage and it's own foreign policy particularly about the 2011 Libya conflict. The total of 530 news articles in such 24 hour English news channels as BBC World, Cnn International, Russia Today, France24, Al Jazeera English and Deusche Welle were analyzed for this study. The analyses reveal that Libya coverages of those news channels are entirely constructed in the context of the foreign policy. To put it concretely, there was the undeniable level of differences in terms of quoting relevant sources, viewpoints, attitudes and frames for the pursuit of media diplomacy helped by high quality journalism. The authors argue in this regard that protecting information sovereignty should be urgently discussed even in the time of digital revolution. To launch 24-hour English news channel like 'Korea 24' would be a possible strategy for influencing global agenda and perspective in way of supporting national interests.

  • The policy agenda setting is the symbolic policy of representing the public at home and abroad in addition to what a role of the government and the ruling party made a great contribution out of a political stream, rather than the policy that was formed by external group. Especially, a policy for migrant workers and married immigrant women is the important policy that will need to be solved in the global era. Accordingly, the purpose of this study is to confirm a factor, which had a decisive influence upon a policy, by examining the decision-making process of 'policy for the married immigrant women' with which the government pushes ahead. A specific plan for achieving this research objective is as follows. It progresses a theoretical discussion about the multi-cultural policy in south Korea and discusses the process that the multi-cultural policy is formed. The advancing stage includes the process of forming a multi-cultural discourse, the differentiation process that a multi-cultural discourse is diversely formed, and the process of being made a policy of multi-cultural discourse, which had been formed by section.

Network Analysis and Frame Analysis on the Sensationalism of News Coverage according to the Influence of News Production Environment : based on the #metoo movement of celebrity (뉴스생산 환경에 따른 방송 보도의 선정성 네트워크 분석·프레임 분석 : 유명인에 대한 미투운동 사례를 중심으로)

  • This study explored news coverage on the sex crimes and analyzed news by network analysis and frame analysis based on the layered model to compare news coverage on the celebrity. As a result, in case of celebrity the broadcasting focused more and the tone of news is more sensational. The news in ground wave broadcasting more detailed on the sex crimes. It blamed the An, the governor of Chungnam more and the news is more sensational by interviewing marginal man. In #Metoo case, broadcasting news focused on the offender. The title of case name and the headline are framed based on the offender. Especially consensual relationship frame is dominated in the sex crime news. This study also can see the offender blaming frame and in the viewpoint of agenda-setting. It is difficult to find the cause of #Metoo movement and the structural approach on the case. This study highlighted the importance of layed model when analyzing the sex-crime news related with #Metoo movement.

A Trend Analysis of the Metro Sections of News Media in Korea during 1998 and 2009 (사회면 기사 분석(1998년~2009년)을 통해 본 뉴스 미디어의 현실구성)

  • This study explores the headlines of the metro sections posted in the major domestic news media during 1998 and 2009 and examines if the media contribute to construction of the reality. The data were systematical sampled from three main evening news programs representing each broadcasting company and the seven major nationwide newspapers (n=53,765). Results suggest the selection of news items should be influenced by the property of the regime and the trend for the time. This influence led to similarity among the news media to some extent, which are partially explained by the objectivity principle guiding the whole process of news making. Meanwhile, there was clear difference among the news media in general, and between the medium (broadcasting vs. newspaper) and within a medium, more specifically. The difference can be explained by the interaction of the property of the regime and the trend for the time and other factors including journalistic paradigm and ownership of each company.

Participants in the Redistribution Policy Process (재분배정책 과정에의 참여자 분석)

  • This paper examined the role of social workers in the redistribution policy process in Korea, based on the materials of case studies on the Korean redistribution policy. The findings and assertions in this paper are as follows: In the Korean redistribution policy process clients could not fully reflect their interests, because they were lack of the power resources such as money, knowledge, time, social status, etc. The process was initiated by the President and bureaucrats who were not oriented to social welfare. As a result, the redistribution policy in Korea has not been well-developed in terms not only of the policy for clients, but also of the policy for social integration. In the policy process, somebody is needed that issues the policy problem, watches the agenda setting process, the polcy making process and the implementation process in order to keep the interests of the have-nots. I assert that a social worker have taken these roles in the field of the redistribution policy process, because he/she is an expert equipped with professional knowledge and skills about social action.

GIS Interoperability Issues for ITS Services : Map Datum and Location Referencing

  • Two GIS and/or OGIS issues for ITS interoperability have been proposed and reviewed with some implications to Korean setting. They are location referencing and ITS map datum. The former must support ITS communication and data sharing. Therefore, an introduction of location referencing and other related issues have been addressed along with the Oak Ridge National Lab.'s (ORNL) location referencing scheme. The latter, proposed by ORNL, is a planned network of anchor points across the nation, that could potentially serve as a positional reference for ITS application (Gottsegen, 1997). It is composed of a set of nodes and links in a standard non-plannar network at a coarse scale for the entire nation for referencing purposes. To provide case of real time traffic information and to guarantee the seamless interoperability, we do need to develop the core ITS map datum as a national infrastructure, and the location referencing scheme should also be either developed or borrowed and localized to meet the domestic needs. Some institutional issues are also addressed along with the future research agenda.
