영구임대주택 단지 내 사회복지관과 관리사무소의 업무 및 운영실태 분석을 통한 서비스체게 개선방안 (A Study to Improve Service System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Rental Housing Complex)

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

병원정보화 평가를 위한 PRM 기반의 체계 개발 및 적용 (Evaluation of Hospital Information System Based on the Performance Reference Model)

  • The purpose of this paper was to evaluate performance of information system for one national university hospital in order to identify the factors influencing performance of information system. KPIs were collected for 181 users of information system (41 doctors, 104 nurses, and 11 medical supporting staffs, and 25 administrative staffs) from August 10 to 24, 2010. The results were as follows: Average performance score for input layer was 3.16; average performance score for process layer was 3.35; and average performance score for business layer was 3.57. Scores for input layer was lowest for nurses and scores for process and business layer were lowest for doctors. Results from the path analysis showed that system quality, demographic characteristics, and security significantly influenced management process but these factors except demographic characteristics influenced user satisfaction; and management process also significantly influenced user satisfaction.

대학 행정 직원의 직무스트레스 및 영향 요인에 관한 연구 (A Study of Influencing Factors for Job Stress in University Administrative Staff)

  • 본 연구는 대학 행정 직원의 다양한 직무스트레스와 그 영향 요인에 대해 실증적으로 분석하여 대학 행정직원의 근로환경에 대한 이해를 높이고 사회복지적 개입을 모색하는데 목적이 있다. 연구를 위해 2017년 3월부터 약 5주간 서울 소재 4년제 대학교에 근무하는 행정 직원 250명을 대상으로 편의 표집하여 설문조사를 실시하였으며, 이 중 227부를 최종 분석에 활용하였다. 연구 결과, 조직적 특성(조직몰입, 조직문화, 조직 지원)과 직무 특성(직무만족, 직무 통제, 감정노동)은 직무 스트레스에 유의미한 영향을 미치는 것으로 나타났다. 이에 따른 제언으로 첫째, 통합적이고 다양한 문제에 적합한 서비스를 제공하기 위해 근로자지원프로그램(EAP) 도입이 필요하다. 둘째, 대학이 갖고 있는 자원 및 인프라를 활용한 다양한 형태의 복지 서비스(상담, 여가활동 기회 제공, 역량 강화 교육 등) 제공이 요구된다. 마지막으로 대학 행정 직원의 업무환경 개선을 위한 지자체 및 교육청의 정책적 지원이 필요하다.

한국, 미국, 일본의 간호인력 양성 및 활동 현황 비교 (Comparisons of the Nursing Workforce with Japan, and the U.S.)

  • 본 연구의 목적은 미국과 일본의 간호인력 양성 및 활동현황과의 비교를 통해 현재 우리나라 간호인력 정책 및 관리에 주는 시사점을 도출하는 것이다. 우리나라는 간호사, 간호조무사 및 간호보조인력의 높은 이직율과 이로 인한 간호서비스의 질 저하, 수급관리, 인력관리 비용의 증가 등 간호인력 정책제도 운영에 있어 여러 가지 어려움을 겪고 있으며, 이를 해결하기 위한 다양한 정책방안의 모색이 시급하다. 미국, 일본 등 간호인력 부족에 대한 어려움은 공통적이나, 이들 국가는 간호사 취업률이 우리나라의 40% 수준 대비 70~80% 수준으로 높고, 간호인력 확충을 위한 간호사 배치기준 법제화 및 수가정책, 근로조건 개선 등의 정책 마련이 중요함을 시사하고 있다. 우수한 간호인력의 안정적인 수급을 통해 환자안전 및 간호서비스의 질 향상을 달성하기 위해서는 보건당국의 보다 적극적인 간호인력 확충, 근로조건 개선 의지가 필요하며, 이를 위한 법 제도 개선이 요구된다.

사회복지 전담 공무원 제도 과연 필요한 것인가? (Is It Necessary for Government to Recruit Professional Social Welfare Workers?)

  • This paper is to provide the legitimacy of the recruit system of professional social welfare workers in public sector with government by analyzing the evaluation results of the supervisors. In order to evaluate the public welfare workers recruit system, 500 supervisors are selected randomly from the universe of 2,880 supervisors working in the public welfare field. They are not a professional social worker, but an administrative supervisor in hierarchical structure. Among them 302 supervisors give their views on the recruit system, social welfare workers' job achievement, job attitude, ability, and professional values. They assess the workers' job achievement very positively, which are affected by job attitude, ability, and professional values. They agree that it is very valuable to exist the recruit system of professional social welfare workers in public sector, because it has contributed to increasing the workers' job achievement level in the public welfare field. This study concludes that it is successful to adopt the recruit system of social welfare workers in public sector, and suggests that the system be developed further in public welfare field. Besides, this paper insists that professional public welfare workers recognize that they are one of the members of the organization and they work together with administrative staffs.

전라북도 무료양로시설의 건물배치에 따른 공간구성 특성 (The Spatial Composition by Block Plan of the Free Elderly Facility in Jeonbuk Province)

  • The purpose of this study was to evaluate and to analyze the spatial composition by block plan of the free elderly facility and to provide basic information for building up the detail architectural guidelines. The results of the study were as follows: Elderly welfare law needed to control the poor physical environments of the free elderly facility such as the residential space for more than 4 individuals. The facility of single building type should strengthen the informal support networks through the dispersion of public spaces or should encourage moving of the residents through the outdoor space, especially in rural area. On the other hand, the linking type needed to focus on the administrative spaces on the first floor for the managerial convenience, and to group and disperse the public/recreational spaces to decrease the unnecessary moving of the residents and staffs. The passageway linking building to building should directly connect each administrative space or public space so that elderly used them without any inconvenience. In the dispersion type, which is suited to rural area, the lounge, dining hall, and the place for the staff on duty should be located in the same as the residence building for the convenience and the safety of the elderly residents.

Validation of a Diagnostic Model for Core Competencies at the Higher Education Institute in Korea

  • The purpose of this study is to develop and validate a model for diagnosing core competencies at the higher education level. Based on literature reviews, a potential model for core competencies at university was suggested. A tool for validating the model was composed of 24 items, which were delivered to 226 professors and administrative staffs, 730 students, and 134 graduates & external industrial experts. Five constructs (core competencies) were extracted from the data collected among professors and administrative staff responding to the importance of the items. The results of importance and performance surveys on core competencies with students were respectively 3.28 to 3.66 and 2.68 to 3.28 (4-point Likert scale). Statistical differences between importance level and performance level were found in all the sub-categories of core competencies. Borich priority determination formula and Locus for Focus Model were used for the determination of the priority of needs. Importance survey among graduates and external experts showed that the mean of each items ranged from 2.80 to 3.76 (4-point Likert scale). The overall results of the analyses suggest that the final model is appropriate for measuring the core competencies.

종합병원 행정직원의 직무스트레스와 관련된 융복합적 요인 분석 (Analysis of Convergent Factors Related to Occupational Stress among General Hospital Administrative Staff)

  • 본 연구는 종합병원 행정직원의 직무스트레스와 관련된 융복합적 요인들을 조사하였다. 조사는 2016년 11월 1일부터 2017년 1월 31일까지 J시의 11개 종합병원에서 임의로 선정된 행정직원 221명에 대하여 무기명 자기기입식 설문지를 통해 이루어졌다. 위계적 다중회귀분석 결과, 조직공정성의 분배가 낮을수록, 자아존중감이 낮을수록, 자기효능감이 낮을수록, 직무스트레스가 높았으며 이들의 설명력은 39.5%이었다. 이상의 연구결과를 볼 때, 종합병원 행정직원의 직무스트레스를 낮추기 위해서는 조직공정성의 분배를 높이고, 자아존중감 및 자기효능감을 높이는 노력이 필요하다. 이러한 결과는 종합병원 행정직원의 직무스트레스를 낮추는 조직 및 인사관리에 활용이 기대된다. 향후연구에서는 종합병원 행정직원의 직무스트레스에 영향을 미치는 추가요인에 대한 조사와 구조모형에 대한 분석이 필요하다고 본다.

중앙행정기관의 정보공개제도 운영 현황 및 개선 방안 연구 (A Study on the Improvement of the Information Disclosure System in Central Administrative Agencies)

  • 본 연구는 중앙행정기관의 정보공개제도 운영의 문제점을 파악하여 보다 효과적인 정보공개제도를 운영하기 위한 개선방안을 제시하는 것이 목적이다. 이를 위해 문헌조사에 의한 이론적 연구와 기관별 정보공개제도 운영 현황, 설문조사에 의한 실증적 연구를 병행하여 문제점을 도출하였다. 도출한 문제점에 대한 개선방안으로는 정보공개 전담 부서 설치 및 업무 증가에 따른 인력 배치 등의 제도 개선, 통일성 있고 표준화된 사전정보공개제도 운영 지침의 필요성, 원문정보공개제도 교육 횟수의 확대 등이 있다.

  • With new competitive environments, innovation is more necessary to survive severe competitions than ever. However, most Small and Medium(SM) businesses are used to be short of professional staffs, money and equipments for performing various innovations(ie., technological or administrative innovation, product development or Process development, and radical or incremental innovation). Many students have suggested that incremental innovation is more adequate than radical innovation in SM business. The purpose of this paper is to find antecedent factors In promote employees' Incremental Innovation Activities(IIA), In analyse moderating effects of ability and attitudes, and to test the difference of IIA-level by ability(or attitudes) and 11 independent factors. Each IIA-level by 5 variables of 11 independent variables-job variety, importance, identity, communication, performance dependency-is found to be significantly different in high-ability group affirmative-attitude group.
