A newly established provision to enforce the systems engineering was added in the regulation for arms acquisition management in January 2009, and a systems engineering guidelines for defence acquisition is being developed. In this paper we conduct a comparative study of the defence acquisition system in the United States and the Republic of Korea, and propose a improving plan about the domestic defence acquisition system.

In a spread spectrum system, the bandwidth and period of spreading code is wide and long, respectively. So it is necessary to make the code acquisition time as short as possible. In particular, serial search code acquisition system requires optimum dwell time for fast acquisition. In this paper, code acquisition time is calculated by varying dwell time. Among them, minimum code acquisition time is chosen and then optimum dwell time can be obtained. Detection probability (P$_{D}$) and false alarm probability (P$_{FA}$) can be obtained by integrating chi-square pdf by numerical analysis. The results are compared with that of gaussian approximation method and then it is concluded gaussian approximation method is not suitable for obtaining optimum dwell time. Computer simulation supports theoretical results.

In this paper, we consider the acquisition performance of an IS-95 reverse link access channel slot as a function of system design parameters such as postdetection integration length and the number of access channel message block repetitons. The uncertainty region of the reverse link spreading codes compared to that of forward link is very small, since the uncertainty region of the reverse link is determined by a cell radius. Thus, the parallel acquisiton technique in the reverse link is more efficient than a serial acquisition technique in terms of implementation and of acquisition time. The parallel acquisition is achieved by a bank of N parallel I/Q noncoherent correlator are analyzed for band-limited noise and the Rayleigh fast fading channel. The detection probability is derived for multiple correct code-phase offsets and multipath fading. The probability of no message error is derived when rake combining, access channel message block combining, and Viterbi decoding are applied. Numerical results provide the acquisition performance for system design parameters such as postdetection integration length and number of access channel message block repetitions in case of a random access on a mobile station.

Define the importance and role of the acquisition strategy based on the Defense Acquisition Management System, diagnose and analyze the actual state of document preparation. We analyzed the timing and details of the basic strategy of the project in 2015 and suggested a supplementary plan to improve the efficiency of Military force improvement projects in conjunction with the Defense Planning and Management System. It is necessary to reduce the preparation period including the policy decision making process and then divide it into planning and programming stages to complement the role of acquisition strategy. In order to apply these improvements, the necessary revision of laws and regulations to be reviewed is referred to, enabling continuous research.

DS-CDMA is used to widely spread spectrum for a cellular mobile digital communication that maximizing users- capacity at the limited frequency bandwidth, solving technical matters with the channel. Especially, the capability of a spread spectrum receiver relied on fast code acquisition time at the demodulation. This paper aims at showing firstly, that the parameterized Universal Grammar is also accessible in second language acquisition based on the data found in the English Agreement acquisition by Korean speakers and secondly, that the theoretical claim that the acquisition of Agreement is related to the Subject Drop phenomenon can be supported by the second language acquisition data. The functional category AGRP which is crucial here can be parameterized according to its features with Korean of - Agr and English of + Agr. Two groups of 40 each were tested and the result shows that the parameter resetting is possible in terms of the Agreement feature. In addition to Agreement test, three more tests for the distribution of Subject Drop, Subject Raising and NPI (Negative Polarity Items) were conducted in order to find the correlation among those grammatical phenomena. The result is that the acquisition of Agreement and the Subject Drop possibility are correlated but that they are not related to the obligatory Subject Raising process. Finally, NPI distribution test which is supposedly related to the Subject Raising turned out to carry little information since the average grades from both groups were very low.

The present paper aims to explore the role of non-negotiated input and output in language acquisition in the context of free Web chat. In order to examine how input and output contribute to language acquisition, with or without meaning negotiation, the present study examined a Korean EFL learner's chat data collected over 6 months. Chat texts across 43 chat sessions were analyzed, along with her comment notes and interviews. The input and output negotiated for meaning were traced throughout all sessions to find evidence that they were linked to acquisition. Other input and output in the interaction were also traced to ascertain if they contributed to acquisition. The chat text analysis, comment notes, and the interviews revealed that the opportunities of meaning negotiation in a free Web chat context was quite limited and that the learner acquired language even in the absence of meaning negotiation. The findings suggest that input and output via Web chat, whether negotiated or non-negotiated, play their respective roles, contributing to different aspects of acquisition.

The purposes of this paper are applying the IDEF(Integrated DEFinition), which was selected for standard methodology of CALS(Computer-aided Acquisition and Logistic Support) process modeling, to the acquisition process of the weapon system to activate DEfense CALS of the acquisition and management business of weapon system on Defense Planning and Management System and developing a AS-IS model which is usable and that the analysis of process problems results in. On this paper, We diagrammed the function of the acquisition and management of weapon system by using IDEF0 and presented AS-IS model. This paper focused on the development of AS-IS model which can put to practical use to find the problems of current acquisition and management process of weapon system and the embodiment of national defense CALS system. So more detailed analysis of current system and additional studies about TO-BE model would be the future research area.

This paper proposes a fast acquisition method using INS velocity and multiple correlators for high speed vehicles. In order to reduce acquisition time in GPS receiver, the method utilizes inertial velocity information and multiple correlators. Search range of the Doppler frequency is reduced by using INS velocity and the number of cells at one search can be increased by using multiple correlators. By using both multiple correlators and the INS velocity in the acquisition, search space can be greatly reduced. Experimental results show that the method gives faster signal acquisition performance than the conventional method.

An EA(Evolutionary Acquisition) strategy is based on the systems engineering. It is a preferred approach to provide operationally useful capabilities to the warfighter much more quickly than single-step to full capability strategy. Recently, DoD is trying to apply the acquisition process based on the systems engineering. In spite of these trends, efforts of domestic defense acquisition society to this strategy are insufficient. Although an EA strategy has many benefits, there are many constraints to apply it. This study analyzes these constraints and presents applications of the EA strategy to defense R&D programs.
