In Korea, about 60 percent of railroad accidents are associated with highway-rail grade crossings numbering 1,657 nationwide, which the railroad system operates. To reduce the number of accidents, the authority formulated methods to improve or eliminate grade crossings. However, the improvement programs have made progress in slow time due to the institute inertia and the lack of funds from the municipal government, which shares the cost of improvement of grade crossings. Thus, this study analyses the institute system of the grade crossings, proposes modifications, and suggests financing methods to improve the grade crossings and to lower the number of accidents. Presently, the grade crossings safety perspective is directed towards road conditions and so a new perspective, which includes safety from the train perspective and to finance in review of railway system and to allocate the cost between the central government and the municipal governments. is discussed.

This study was not intended to analyze out the realities of the safety accidents in school. The purpose of this study was to find out the personality of elementary school students in 6th grade and analyze the relationship between the personality of elementary school students and the safety accidents in the school. We made a visit 12 elementary school personally in the B city of Gyeonggi Province and gave out 552 questionaries in order to accomplish the purpose of this study. And we analyzed the 501 answer data except the unfittable data 51 sheets-in case of no answer or untruthfulness. The inspection of the personality used the Eysenck Personality Questionnaire(EPQ) and the questionnaires of the safety accidents in the school were reorganized of the questionnaires which were used in Chun-Ok, Joen(1997) and One-Yong, Kim(1999)'s study to correspond with our purpose of study. Answer sheets were gone through the t and x2 test by using the program of SPPS. First, elementary school students are in the formative period in the life of a man. So many students's personality was in the middle group rather than in high and low group. In regard of the distintion between the boy students and the girl students, the boy students had higher score in Psychoticism(P) but the girl students had higher score in Neutroticism(N). And Lie(L) was showing a little more score in the girl students. Second, there was significant difference in the investigation of safety accidents in school according to sex distinction. 1) Comparing the boy students and the girl students, the rate of accidents was higher in boy rather than girl. And there was significant difference. 2) Comparing the grade of the school, the rate of accidents was higher in upper grade than lower grade both girls and boys. 3) In the kind of accidents, the traumatic Injuries were very popular and the next were contusions. There was significant difference in the traumatic injury and nosebleed. 4) The results of injured parts showed that the injuries of foot, leg, hand, arm hold a large majority. And there was a significant difference in head, face, foot, leg and etc. 5) Most accidents broke out during the break time and then accidents happened after school were the next. The flowings were lunch time and class time. There was a significant difference in accidents happened during the class, break time and lunch time. 6) Comparing the subjects, the most accidents broke out in the class of physics. 7) Among the cause of accidents, one's own carelessness was showing the highest rate. There was a significant distintion in the fight and game. 8) The safety accidents took place most in playground, and there was a significant difference. 9) Being slight wound was showing almost in the degrees of damage. And there was a significant difference. Third, the boy students were not showing the significant difference in relation to the personality, the frequency of accidents and the degrees of damage. But the girl students were showing the significant difference in relation to the Extraversion-Introversion(E) and the frequency of accidents. And there were a significant difference between E and N. Also they were showing the intense damages.
This paper discusses some of the results of investigation of railroad-highway grade crossing accidents and accident-related inventory information that was collected from the Pusan District Office of the Korean National Railroads. Established statistical techniques were applied to tabulated data to obtain an accident prediction equation that estimates the expected probability of accidents at each crossing under various grade crossing situations. It was found that the most significant factor that influences the railroad crossing accidents was flagger. The other factors were train and traffic volumes, number of tracks. crossing angle, maximum timetable train speed, algebraic grade difference, and lighting facility. No significant effects was identified with railroad crossing gates. The results of the analysis and the uses of the prediction equation for the development of warrants for safety improvements are also discussed.
Purpose: The management of splenic injuries has shifted from a splenectomy to splenic preservation owing to immunity. The purpose of this study was to assess the kinds of management and outcomes through a review of our experience with splenic injuries. Methods: We retrospectively reviewed 47 patients with traumatic splenic injuries using by electronic medical records from Jan. 2007 and Dec. 2011. Splenic injuries were classified according to the American Association for the Surgery of Trauma (AAST) grading system. Results: There were 11 falls, 11 traffic accidents, 10 motorcylcle accidents, 10 pedestrian accidents and 5 abdominal blunt traumas. Low-grade injured patients (${\leq}$ Grade III) were 29 of 43(61.7%), and High-grade injured patients (${\geq}$ Grade IV) were 18 of 43(38.3%). In 34 patients, non-surgical treatment was performed, and 14 patients underwent a splenectomy. There were relatively more high-grade in older patients, and the high-grade-injury group showed need for a transfusion (p=0.002), more need for a splenectomy (p<0.001), a longer mean hospital stay (p=0.036), a longer ICU stay (p=0.045) and more combined organ injury (p=0.036). Conclusion: Conservative treatment should be considered in low-grade-injury patients (${\leq}$ Grade III). A Splenectomy was performed on 56% of the patients with Grade IV injuries, so a splenectomy should be considered carefully in such patients. In patients with a grade V injury, we think surgical treatment may be needed.
Accidents involving students are an important cause of death and disability. They also have enormous financial implications. In order to prevent childhood accidents. research and education for safety should be strengthened. The purpose of this study was to determine how often lower grade elementary students have accidents and what factors affect the accident rate. The study population consisted of 676 students who were in the 2nd, 3rd and 4th grades of twelve elementary schools located in Kun Wi Gun. The questionnaires were distributed to all of the 2nd to 4th grade student in the Kun Wi Gun to be completed by their parents about all the accidents which happened last one year and collected during the period of March 19, to March 30, 2001. The data were analyzed by using SPSS WIN 10.0 statistical package. The results of the study are as follow: 1. Among 676 students. 270 students had 540 accidental injuries during the study period. 2. The month, the day and the time with the highest accident rate were April. Monday. and between 1 and 4 p. m. each. 3. In the analysis of the location where the injury took place, the most frequent place was on school, around their homes and. then inside the home. 4. Most of accidents were caused by carelessness on the part of the students and the most frequent type of injury was an abrasion. 5. Students most injured part of the body was their legs. 6. They were treated at home most often and usually emergency treatment was performed by family members with disinfectant as first aid measure. Cost of the treatment of the accident ranged from 10.000 to 30,000 won in most cases. 7. Students' personality. type of family composition. mother's age and parents' education level were statistically significant. As a conclusion. 1st to 3rd grade rural elementary students need their assessment for accident involving condition. This study gave a very useful and important data to prepare accident prevention teaching program and to prepare accident prevention strategies.
With respect to the trend of highway traffic accident, highway accident is in decline, whileas, the fatality is on an increasing trend. Thus, many efforts to decrease highway traffic accidents and improve the safety, are required. In particular, in case of highway, the management standard by grade for accident black spot is designated. Thus, investing the effect factors by grade for highway traffic accident is required in detail. Thus, in this study, the factors affecting the traffic accidents among the environmental factors based on the graded data for the accident black spot in the applicable section targeting the Seoul-Pusan Express Highway, were reviewed; accident forecasting model which would analyze the characteristics of the accidents for determining the accident grade, was developed. As a result of establishing a model by using Quantification Theory of Type II, considering the characteristics of the dependent and independent variables based on the geometric structure, 'the fixed variable' among the variables relating to the accident, for the variables influencing over the accident grade, 'the type of vans, a chassis and people', 'the trailers, special vehicles and chassis people' and 'the negligence of watching and cloudy weather' were analyzed as common factors, in case of 'horizontal alignment', 'longitudinal slope' and, 'barricade' respectively.
According to statistics released by the Ministry of Labor for the past 6 years, work-related accidents in the construction industry have been on the continued increase, resulting in social and economic losses that are difficult to determine at an exact amount. However, the number will likely get much bigger if unreported cases are included, considering the fact that the aforementioned statistics are based soley on the applications filed with Korea Workers' Compensation and Welfare Service. The practice of businesses choosing not to report and dealing with industrial accidents in an unauthorized manner is defined as "concealment of industrial accident". The reason the employers tend to engage in the concealment practice even at their huge cost is a "pre-qualification" scheme for the applicants in the government procurement process. Under the pre-qualification scheme, the applicants with a high rate of industrial accidents receive a low grade and become less attractive candidates in the procurement process, thus losing an opportunity to win a contract. Such failure relates directly to the fate of business organizations, to survive or not. That is why they are making all-out efforts to obtain a high grade in the pre-qualification evaluation. With regard to the accident-concealment problem, the following can be mentioned as preventive measures: (1) To exclude a rate of industrial accidents from the pre-qualification scheme; (2) To strengthen the institution of imposing penalties on the occurrence of industrial accidents; (3) To introduce private insurance system to the current industrial accident compensation insurance; and (4) To give non-recognition treatment to industrial accidents that were not reported upon occurrence. In conclusion, the concealment problem can be resolved if the aforementioned measures are to be taken continuously along with corrective measures against institutional deficiencies.

Because construction work is conducted outdoors, construction workers are affected by harmful environmental factor. Especially, Particulate Matter (PM10) is one of the harmful environmental factors with a diameter of 10㎍/m3 or less. When PM10 is inhaled by human, it can cause fatal impact on the human. Contrary to the various analyses of health impact on PM10, the research on the relationship between construction accidents and PM10 are few. Therefore, this study aims to conduct the relative frequency analysis which find out the correlation between construction accidents and PM10, and the modified PM10 grade is suggested to expect accidents probability caused by PM10 in the construction industry. This study is conducted by four steps. i) Establishment of the database; ii) Classification of data; iii) Analysis of the Relative Frequency of accidents in the construction industry by PM10 concentration; iv) Modified PM10 groups to classify the impact of PM10 on accident. In terms of frequency analysis, the most accidents were occurred in the average concentration of PM10 (32㎍/m3). However, we found that the relative frequency of accident was increased as the concentration of PM10 increased. This means the higher PM10 concentration can cause more accidents during construction. In addition, PM10 concentration was divided as 6 groups by the WHO, but the modified PM10 grade by the relative frequency on accident was suggested as 3 groups.
Schools should be a safe and comfortable environment for learning and studying. However, school facilities are usually used by many students during restricted time. These conditions such as many people, restricted time and space mold a chain of school accidents. In Korea, the school accidents are increasing annually and many students experience 'big or small incidents' and are exposed to 'potential accidents'. In this study, I investigated the present situation of the elementary schools' accidents in In-Cheon area, and analyzed the various characteristics of them. The accidents in elementary school have tendencies of occuring frequently in higher grade and boy students relatively. As analyzed in the place of accident, classrooms have a set of factors of accident, on the other hand, corridor and staircase show single distinct cause of safety problem. And also, the major portion of accidents is associated with the door in restroom and entrance space. In order to reduce the severity and frequency of school accidents, there should be needed multilateral and interdisciplinary approach. To achieve the safe school environments, this study focused on establishing a foundation of practical directions in designing elementary schools.
Purpose: This study is to examine the relationship between safety awareness and safety accident occurrence with elementary school students. Materials and methods: It selected 10 elementary schools under the supervision of Jeonnam Board of Education and sampled 700 students randomly from 2-3 classes in the 5th and the 6th grade. One preliminary survey was conducted to revise and complement the contents and forms of questionnaire with 70 students of a school from Apr. 1 to 6, 2004 and this study was conducted from Apr. 10 to 30, 2004. Total 700 questionnaires were distributed and 681 were collected (97%) and 602 were used for final analysis except 79 lacking responses. Data collected were analyzed with SPSS statistical program. Results: The average score of safety awareness of subjects by area was high as 2.72 points out of a possible 3. Area showing the highest safety awareness was safety from fire. Girl students had higher safety awareness than boy students. The fifth graders had higher safety awareness than the sixth graders. In safety awareness by the number of siblings, single son or single daughter showed the highest safety awareness. 53.2% of the subjects experienced accident for one year, the frequency of accident was mostly once and most of accidents were occurred at school. Accidents for the last year were higher in boy students, the sixth graders. According to relationship between safety awareness and safety accident, group with lower safety awareness in school safety(P < .022), traffic safety(P < .016), fire safety(P < .019), home safety(P < .007) and accident treatment and first aid(P < .003) had higher safety accidents than that with higher safety awareness. Conclusion: Development of safety education program by grade, that of parents safety education program, field experience and practice with students, teachers and parents and various safety education programs should be substantially and repeatedly accomplished for prevention education of safety accidents. In addition, to prevent and cope with safety accidents, safety education should be reflected on normal education, safety education textbook be developed, special safety education teachers be employed for safety education.
