고속도로 공사구간에서 발생하는 교통사고 특성에 관한 연구 (A Study on Traffic Accident Characteristics of Freeway Work Zones)

  • 최근 도로의 유지관리 개념의 중요성이 대두되면서 도로 자체의 유지보수 확장이나 도로선형 개량 등 도로상에서 각종 공사의 빈도가 증가하고 있다. 특히 고속으로 주행하는 고속도로 상에서 도로점용공사로 인하여 차로가 감소되는 구간은 교통효율과 사고 위험도 측면에서 체계적이고 합리적인 도로점용공사가 필요하지만, 국내의 도로 특성을 반영한 공사구간 도로상에서의 교통사고 측면의 연구가 부족하여 외국의 사례를 적용하고 있는데, 외국은 국가의 면적, 도로의 사정, 국민들의 의식수준 등 여러 가지 상황이 우리나라와 상이하여 외국의 사례를 그대로 적용했을 때에는 실제적으로 우리나라 도로현황과 일치하지 않는 경우가 대부분이다. 이에 고속도로 23개 노선을 중심으로 2003년부터 2005년까지 3년동안 교통통제가 이루어진 공사구간에서 발생한 교통사고를 조사하고 이 공사구간에서 발생하는 교통사고의 특성을 사고유형별, 사고심각도별, 공사유형별, 원인별, 사고 발생경향별, 그리고 전체 고속도로상의 교통사고와의 비교를 통해서 알아보고자 한다. 또한 이를 통해서 보다 구체적이고 세부적인 공사구간 통제지침의 필요성을 제시하고자 한다.

교통사고 데이터와 GIS를 이용한 보행자사고 개선구역 선정 : 서울시를 대상으로 (A Selection of High Pedestrian Accident Zones Using Traffic Accident Data and GIS: A Case Study of Seoul)

  • 본 연구에서는 보행자사고 개선구역 선정을 위한 객관적 기준 마련을 위해 서울시의 2009년~2013년 보행자사고 54,208건에 대해서 Getis-ord Gi*와 커널 밀도를 결합하여 보행자사고 개선구역을 선정하였다. Getis-ord Gi*를 통해 보행자사고 발생 지점의 공간적 분포를 고려하여 보행자사고 핫스팟이 군집된 보행자사고 개선구역을 선정할 수 있었고 값을 통해 선정된 구역 간의 우선순위를 판별할 수 있었다. 그리고 보행자사고 개선구역 내부에 대해 커널밀도추정을 시행함으로써 사고 발생 지점의 미시적인 분포를 파악하고 사고 발생에 중대한 영향을 미치는 핫스팟을 식별할 수 있었다. 또한, 핫스팟에서 높은 밀도 레벨을 가지는 부분을 확인함으로써 핫스팟 내부를 분석할 수 있었다.

  • 어린이보호구역 일명 스쿨존에서 어린이와 보행자 사망사고가 지속적으로 발생하고 있다. 2019부터 2021년까지 3년 동안 전국 스쿨존 내 어린이사망사고는 11건이나 발생했으며, 2022년 12월에도 서울특별시 강남구 초등학교 인근 스쿨존에서 초등학생 사망사고가 발생했고, 2023년 4월에도 대전광역시 서구 중학교 인근 스쿨존과 부산광역시 영도구 초등학교 인근 스쿨존에서 각각 초등학생이 사망하는 사고가 발생하는 등 최근까지도 어린이보호구역 내 보도에서 어린이 사망사고가 지속적으로 발생하고 있어, 스쿨존 내 설치된 안전시설 현황과 관련 규정에 대한 면밀한 검토가 필요한 시점이다. 국내 어린이보호구역 보도에 설치된 안전시설 현황과 관련 규정을 조사 ‧ 분석하고, 어린이보호구역 보도용 안전시설에 대한 제도개선 필요사항을 도출하였다.

Construction Workers' Sensation-Seeking and Inattentiveness to Warning Alarms from Construction Vehicles

  • In road work zones, pedestrian workers' habituated inattention to warning alarms from construction vehicles can lead to fatal accidents. Previous studies have theorized that human factors such as personality traits may affect workers' inattentiveness to workplace hazards. However, there has been no study that directly examined how road construction workers' personality traits affect their attention to warning alarms within a work zone and the likelihood of engagement in a struck-by accident. This study examines how workers' sensation-seeking (especially boredom susceptibility) is related to inattention to warning alarms while performing a task in road work zones. An experiment with actual road construction workers was conducted using a virtual road construction environment. Workers' attention to repeatedly presented warning alarms was measured using eye-tracking sensors. In response to workers' frequent inattentive behaviors, a virtual accident was simulated. Results revealed a significant association between boredom susceptibility and workers' engagement in the virtual accident, a consequence of inattentiveness to warning alarms. The findings suggest that workers' personality traits predispose them to tune out warning alarms and become vulnerable to accidents in road work zones. The findings of this study can be used to develop targeted interventions aimed at preventing workers' inattention to repeatedly exposed workplace hazards, thereby contributing to reducing fatal accidents in road work zones.

고령운전자를 고려한 도시부 교차로 기하구조 개선방안에 관한 연구 (Higher Accident Rates for Older Drivers at Specific Urban Intersections Study on the Improvement of the Road Geometry)

  • PURPOSES : With the increasing number of older drivers in an aging society, there is a growing need for research and planning on traffic safety for the older drivers using an improved road geometry design. This study also proposed a modified urban road interchange design, which aims to keep the older drivers away from accident-prone and high-traffic areas of the city. METHODS : In this study, we examined accident data records of older drivers to identify accident-prone zones and intersections; we studied the road geometry at these zones and analyzed if it was an underlying cause for higher number of accidents. Based on the research and subsequent analysis, we suggested plans for improvement of road geometry design at these intersections. RESULTS :By studying historic data and analyzing factors that affect the likelihood of accidents of vehicles driven by older drivers and after studying suitable traffic accident prediction models, we identified the major variables that need to be modified at accident-prone intersections, such as the width of a left turn lane at an intersection and the radius of the right turn lane at a street corner. The results have a significance probability of less than 0.001 and a 95% confidence level. To improve safety at the identified intersection, this study suggests the installation of a left-turn-lane-shaped Positive Offset and a right-turn-lane-shaped Slip Lane concept and an adjustment of intervals between intersections.

국내 교통사고 밀도 모형 개발 (Development of Accident Density Model in Korea)

  • This study deal with the traffic accident. The purpose of this study is to develop the accident density models reflecting the transportation and socioeconomic characteristics based on 230 zones of Korea. In this study, The models which are tested to be statistically significant are developed through multiple linear regression analysis. The main research results are as follows. First, in the transportation-based model, road length, avenue ratio, number of intersections and tunnels are analyzed to be positive to the model, however, school zone is analyzed to be negative to the model. Second, in the socioeconomic-based model, population density, transportation vulnerable ratio, children and truck ratio are analyzed to be positive to the model. Finally, in the integrated models, road ratio, population density, transportation vulnerable ratio, children ratio, truck ratio and number of companies are analyzed to be positive, however, school zone is analyzed to be negative to the model. This results could be expected to give good implications to accident-reduction policy-making.

어선 통항 안전 확보를 위한 어업활동보호구역과 항만·항행구역의 해양사고 비교분석 (Comparative Analysis of Marine Accidents in Fishing Activity Protection Zones and Port and Navigation Zones to Improve Fishing Vessel Security)

  • 해양을 이용하려는 수요자 증가에 따라, 해양공간을 합리적으로 배분하기 위해 해양공간계획(Marine Spatial Planning)제도가 도입되었다. 이 중 어업활동보호구역은 수산자원보호 등 어업활동 보호를 위해 지정되었다. 그러나, 어업활동보호구역을 주로 항해하는 어선은 우리나라에서 발생하는 해양사고의 약 70 %를 차지할 정도로 위험에 노출되어 관리가 필요하다. 본 연구의 목적은 어업활동보호구역 내 어선 통항 안전 확보를 위해 어업활동보호구역과 항만·항행구역에서 발생하는 해양사고를 분석하는 것이다. 이를 위해 해양용도구역의 교통량을 조사하고 선종별, 사고 유형별, 톤수별, 사고원인별, 인명피해별로 해양사고를 조사하였다. 분석 결과 각 유형별 단위 면적당 해양사고는 대부분 항만·항행구역에서 더 많이 발생하였으나 전체적으로 발생한 해양사고는 어업활동보호구역이 높았다. 특히 인명사고가 많이 발생하여 통항 안전관리가 필요한 것으로 식별되었다.

  • Efforts are being made to prevent traffic accidents within the child protection zone. Efforts are being made to prevent accidents by enacting safety facilities and laws to prevent traffic accidents in the school zone. However, traffic accidents in school zones continue to occur. If the driver can know the situation in the child protection zone in advance, accidents can be reduced. In this paper, we design a camera that eliminates blind spots in school zones and a number recognition camera system that can collect pre-traffic information. Design a LIDAR system that recognizes vehicle speed and pedestrians. Design an LED guidance system that delivers information to drivers without smart devices. We study time series analysis and artificial intelligence algorithms that collect and process pedestrian and vehicle information recognized by cameras and LIDAR. In the artificial intelligence traffic accident prevention system learned by deep learning, before entering the school zone, the school zone information is sent to the driver through the Force Push Service and the school zone information is delivered to the driver on the LED sign. try to reduce accidents.

A Study on Logistical Distribution Management and Safety in Thailand's Highway Work Zone: The case of Logistics Drivers

  • Purpose: The purpose of this study is to analyze the Safety and Logistical Distribution Management system in Thailand's Highway Work Zone based on data from Logistics drivers. Accidents in highway construction zones have caused enormous casualties in Thailand yearly. Statistical data shows evidence of correlation between numbers of accidents and drivers' recklessness. Research design, data, and methodology: In this study, we conducted an in- depth interview with 414 logistics drivers and highway construction workers in Khon Kaen province, Thailand. The data was collected based on 63 questionnaires aiming at capturing factors contributing to the risk of safety and cause of accidents in logistic infrastructures such as Highway work zone. Results: The result reveals two significant factors affecting safety in highway work zone, which includes construction environment and safety management system. Moreover, the result shows that feeling of afraid and confused while driving within the construction zones significantly affecting driver's risk of having an accident. Conclusions: The findings of this study offer that a strategic planning and evaluation of the logistics drivers' satisfaction and construction workers' participation to mitigate highway accidents at construction zones and that drivers' knowledge and perception toward construction safety management plays a significant role in preventing highway accidents at the construction areas.

School Zone Automobile Accidents in Republic of Korea: Comparative Law Analysis on Criminal Responsibility of the Driver

  • In 2019, a child died by a school zone traffic accident in Asan, Chungcheongnam-do, the Republic of Korea. Just after the accident, under the name of the "Minsik Law", the Road Traffic Act and the Specific Crime Aggravated Punishment Act were partially revised and went into effect in Korea on March 25, 2020. The new Korean law providing for harsh penalties is designed to reduce automobile accidents in school zones. However, the penalties under the new law seems to be unconstitutionally and unduly harsh. Under the new law, a negligent driver who kills a child at a school zone could be sentenced to indefinite imprisonment, or imprisonment for 3 years or more. The criminal responsibility of a negligent driver at a school zone is the same as serious intentional felonies such as rape, robbery, abandonment resulting in death. Also, even in the case of a school zone accident, if an accident driver complies with the speed limit and other traffic laws and it is impossible to avoid the accident, the driver should not be punished. So, in order to meet the principle of proportionality, the new Korean law should be revised again. In order to find out the appropriate level and punishment method for drivers who cause accidents in school zones, this thesis will compare and analyze the laws of Korea with those of the United States, Germany, and Japan. This paper also reviews the decision of the Constitutional Court of the Republic of Korea in February 2023 that the "Minsik Law" was constitutional. Based on these analyses, this thesis seeks the direction and amendments to properly revise Korean law. In addition, this thesis is intended to present exemplary measures to improve the school zone safety.
