Image-based traffic information collection systems have entered widespread adoption and use in many countries since these systems are not only capable of replacing existing loop-based detectors which have limitations in management and administration, but are also capable of providing and managing a wide variety of traffic related information. In addition, these systems are expanding rapidly in terms of purpose and scope of use. Currently, the utilization of image processing technology in the field of traffic accident management is limited to installing surveillance cameras on locations where traffic accidents are expected to occur and digitalizing of recorded data. Accurately recording the sequence of situations around a traffic accident in a freeway and then objectively and clearly analyzing how such accident occurred is more urgent and important than anything else in resolving a traffic accident. Therefore, in this research, existing technologies, this freeway attribute, velocity changes, volume changes, occupancy changes reflect judge the primary. Furthermore, We pointed out by many past researches while presenting and implementing an active and environmentally adaptive methodology capable of effectively reducing false detection situations which frequently occur even with the Gaussian Mixture model analytical method which has been considered the best among well-known environmental obstacle reduction methods. Therefore, in this way, the accident was the final decision. Also, environmental factors occur frequently, and with the index finger situations, effectively reducing that can actively and environmentally adaptive techniques through accident final judgment. Background: After the Fukushima Daiichi Nuclear Power Station (FDNPS) accident, a model was developed to estimate the external exposure doses for residents who were expected to return to their homes after evacuation orders were lifted. However, the model's accuracy and uncertainties in parameters used to estimate external doses have not been evaluated. Materials and Methods: The model estimates effective doses based on the integrated ambient dose equivalent (H*(10)) and life patterns, considering a dose reduction factor to estimate the indoor H*(10) and a conversion factor from H*(10) to the effective dose. Because personal dose equivalent (Hp(10)) has been reported to agree well with the effective dose after the FDNPS accident, this study validates the model's accuracy by comparing the estimated effective doses with Hp(10). The Hp(10) and life pattern data were collected for 36 adult participants who lived or worked near the FDNPS in 2019. Results and Discussion: The estimated effective doses correlated significantly with Hp(10); however, the estimated effective doses were lower than Hp(10) for indoor sites. A comparison with the measured indoor H*(10) showed that the estimated indoor H*(10) was not underestimated. However, the Hp(10) to H*(10) ratio indoors, which corresponds to the practical conversion factor from H*(10) to the effective dose, was significantly larger than the same ratio outdoors, meaning that the conversion factor of 0.6 is not appropriate for indoors due to the changes in irradiation geometry and gamma spectra. This could have led to a lower effective dose than Hp(10). Conclusion: The estimated effective doses correlated significantly with Hp(10), demonstrating the model's applicability for effective dose estimation. However, the lower value of the effective dose indoors could be because the conversion factor did not reflect the actual environment.

Intelligent transport services on smart roads tend to have a problem at the stage of benefit-cost analysis that can not secure economic feasibility of the new services which increase early investment cost on building its infrastructure. It is expected that the number of road accidents, 'Incident/Accident', will decline through various safety services using intelligent safety facilities, intelligent transport management and so on, and that traffic congestion will also decrease. The effect of traffic congestion reduction could be the benefit by safety improvement, however current investment-analysis process in Korea does not appropriate it as a benefit. This study estimated road blocking time with 'Incident/Accident' classification and highway accident data of past three years. It also developed a generalized model by a regression analysis with a microscopical simulation. Furthermore, it suggested necessary units on quantitative analysis in order to make the developed model applicable to investment evaluation. As a result of applying the developed model to Smart-Highway Project, it showed that total safety improvement benefit is about 139 billion dollars over 30 years when it is supposed that accident decreasing rate by smart safety facilities is 10%.
Elderly pedestrians account for more than 30% of all deaths in traffic accident and the number of elderly-related traffic accidents are increasing every year. Considering Korea's quickly aging society, drastic measures must henceforth be taken. Taking notice of the elderly living in and moving around the provinces, this research focused on analyzing the characteristics of elderly pedistrians' traffic accidents on provincial roads and developing an Equivalent Property Damage Only (EPDO) model. The authors collected 720 traffic accident data points from the police agency and developed the EPDO model, weighted differently by light injury, severe injury, and death using Multiple Regression Analysis. As a result, the speed of vehicles is the most influential variable in EPDO, and the shape of the road is significant as well. Therefore, various policies should be established like improving the environmental factors of provincial roads, like expanding speed-reduction treatments and signage, and setting up detours around areas of high elderly concentration.

Traffic accident frequency and severity level in Korea are known to be very serious. Especially the number of pedestrian fatalities was much worse and 1.6 time higher than the OECD average. According to the National Police Agency, the flash signals are reported to have many safety benefits as well as travel time reduction, which is opposed to the foreign studies. With this background of expanding the flash signal, this research aims to investigate the overall impact of the flash signal operation on safety, investigating and comparing the accident occurrence on the flash signal and the full signal intersections. For doing this accident prediction models for both flash and full signal intersections were estimated using independent variables (geometric features and traffic volume) and 3-year (2011-2013) accident data collected in Seoul. Considering the rare and random nature of accident occurrence and overdispersion (variance > mean) of the data, the negative binomial regression model was applied. As a result, installing wider crosswalk and increasing the number of pedestrian push buttons seemed to increase the safety of the flash signal intersections. In addition, the result showed that the average accident occurrence at the flash signal intersections was higher than at the full signal-operated intersections, 9% higher with everything else the same.

Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.
This study developed a methodology for estimating the fatality reduction by introducing technical regulation on pedestrian protection in pedestrian-vehicle collisions. Modeling a probabilistic pedestrian fatality model with logistic regression approach was one of keen interests, which employed in estimating the fatality reduction. Collision speed obtained from the accident reconstruction was used in the model development. The effects of fatality reduction, in case various Head Injury Criterion (HIC) and collision speeds are applied for the regulation. were presented as the major outcome of this study. It is expected that the outcome of this study would be an invaluable tool to assist in developing various technologies and policies for pedestrian protection.
Massive environmental monitoring has been conducted continuously since the Fukushima Daiichi Nuclear Power accident in March of 2011 by different monitoring methods that have different features together with migration studies of radiocesium in diverse environments. These results have clarified the characteristics of radiological environments and their temporal change around the Fukushima site. At three months after the accident, multiple radionuclides including radiostrontium and plutonium were detected in many locations; and it was confirmed that radiocesium was most important from the viewpoint of long-term exposure. Radiation levels around the Fukushima site have decreased greatly over time. The decreasing trend was found to change variously according to local conditions. The air dose rates in environments related to human living have decreased faster than expected from radioactive decay by a factor of 2-3 on average; those in pure forest have decreased more closely to physical decay. The main causes of air dose rate reduction were judged to be radioactive decay, movement of radiocesium in vertical and horizontal directions, and decontamination. Land-use categories and human activities have significantly affected the reduction tendency. Difference in the air dose rate reduction trends can be explained qualitatively according to the knowledge obtained in radiocesium migration studies; whereas, the quantitative explanation for individual sites is an important future challenge. The ecological half-lives of air dose rates have been evaluated by several researchers, and a short-term half-life within 1 year was commonly observed in the studies. An empirical model for predicting air dose rate distribution was developed based on statistical analysis of an extensive car-borne survey dataset, which enabled the prediction with confidence intervals. Different types of contamination maps were integrated to better quantify the spatial data. The obtained data were used for extended studies such as for identifying the main reactor that caused the contamination of arbitrary regions and developing standard procedures for environmental measurement and sampling. Annual external exposure doses for residents who intended to return to their homes were estimated as within a few millisieverts. Different forms of environmental data and knowledge have been provided for wide spectrum of people. Diverse aspects of lessons learned from the Fukushima accident, including practical ones, must be passed on to future generations.

The work analyzes the existing situation and defines special problems concerning traffic accidents in the two countries. The report is divided into three parts: 1) Using the global approach of SMEED, the data were evaluated using multiple regression analysis, and homogeneous groups of countries were defined by cluster analysis. In the global approach, the linear model is better than SMEED's non-linear model in explaining the number of fatalities. Among the different groups of countries, the linear approach was found to be better suited for industrialized countries and the non-linear approach better for the developing countries.
