This research carried out a study on the job characteristics of the skipper of the coastal composite fishing vessels in order to find a way to prevent the ship collision caused by the highest human error among the marine casualty of fishing boats. Video observation was used as the research method in which six CCD cameras were installed on the vessel to collect image data and data extracted from the image were analyzed to derive the results of the functional activity of skipper according to the fishing operation process of experimental fishing vessel. The results are as follows. The working process of the experimental fishing vessel consisted of navigation for fishing ground, setting line, waiting for hauling line, hauling line and navigation to homeport. In these processes, the skipper was performing watchkeeping in the wheelhouse in which he carried out a single task, a dual task that performed two tasks simultaneously, and a triple task that performed two or more tasks simultaneously. In addition, one of the risk factors causing the collision was a no watchkeeping in the wheelhouse for navigating for fishing ground, waiting for hauling line, and hauling line at 25.4%, 64.6% and 0.3%, respectively among the marine casualty while drowsiness caused 1.2% of the marine casualty in navigating for fishing ground. Concurrent tasks that simultaneously perform two or more tasks that can overlook any other important duties while carrying out watchkeeping in the wheelhouse include 51.3% of navigation for fishing ground, 81.9% of setting line, 19.0% of waiting for hauling line, 87.9% of hauling, and 88.7% of navigation to homeport. The above concurrent tasks yielded an average of 66.1%. Experimental fishing vessels are required to focus on ship handling operations related to fishery operations, and the skipper is assigned more activities and attention to fishery related tasks. Therefore, it is considered desirable to build a collision prevention system that is appropriate to the characteristics of the skipper's work, escaping from transferring the responsibility of ship collision to the skipper completely.
해마다 항공이용객의 숫자도 큰 폭으로 급격하게 증가해왔다. 이러한 상황에서 국내외에서 항공기 기내난동, 항공기납치, 항공기테러 등과 같은 항공기의 안전을 크게 위협하는 사례들이 나타나고 있다. 무엇보다 항공기 탑승 후 반입 물품을 이용한 항공기납치, 난동, 등은 항공기 이용객은 물론 항공운항질서의 안전에 심각한 위협이 되고 있다. 이처럼 항공기반입금지물품은 항공안전과 보안에 직결된 문제인 동시에 항공기에 탑승하는 승객 즉 국민의 안전한 항공이용에도 중요한 문제이다. 이러한 측면에서 우리나라는 국제민간항공조약 등 여러 국제협약에 따라 항행안전시설 및 항공기 안에서의 불법행위를 방지하고 민간항공의 안전과 보안을 확보하기 위해 "항공보안법"에서 항공기반입금지물품에 관해 규정하였다. 그러나 항공기의 위험성이 급격하게 증가하고 있는 상황에서 첨단기술을 이용한 항공기범죄와 함께 갈수록 교모해지는 수단으로 인한 항공기범죄가 감소하지 않고 꾸준히 증가하고 있음에도 불구하고 항공기에 반입하는 물품에 대한 효과적 관리 감독이 부실하다. 이와 같이 항공기반입금지물품 지정실태와 관련법제도의 적지 않은 문제점들이 나타나고 있다. 문제는 항공기사고가 발생할 경우 대부분 대형사고로 이어져 막대한 경제적 손실은 물론 많은 사상자로 인명피해도 발생할 수밖에 없다. 또한 항공기반입금지물품에 대한 효과적인 관리 감독 없이는 항공기운항과 시설의 안전은 물론 항공기를 탑승한 승객의 안전도 담보할 수 없다. 이러한 점에서 항공기반입금지물품에 대한 합리적이고 적절한 관리 감독을 위한 법제도적인 검토가 요망된다. 그러므로 항공안전보장과 질서유지를 위해서는 항공기반입금지물품를 효과적으로 관리 감독해야 할 필요성이 크다. 이를 위해서 우선, 항공기탑승과 제재의 문제를 살펴본다. 또한 항공기반입금지물품의 안정성평가의 부족과 불충분한 기준과 미흡한 검색시스템에 관한 문제점을 제시한다. 두 번째, 탑승 후 대응 및 제재문제로 항공기반입금지물품의 미흡한 압수 유치에 관해서 논의 한다. 마지막으로 항공기위험물품반입의 처벌의 미흡한 점에 관한 논의를 한다. 본 연구는 궁극적으로 이러한 문제점을 바탕으로 항공안전과 보안을 위한 항공기반입금지물품의 합리적 관리와 감독방안에 대한 합리적인 해결책을 제시함에 중점을 두고 있다. 이를 통하여 항공기반입금지물품의 합리적인 관리 감독 방안을 모색함으로써 항행안전시설과 항공기 안에서의 불법행위를 효율적으로 방지하고 민간항공의 안전과 보안을 확보하는데 기여하고자 한다.
도로교통공단의 자료에 의하면 2007년 1월 1일부터 2007년 12월 31일까지 1년 동안 우리나라에서 발생한 교통사고는 211,662건이었다. 이로 인하여 6,166명이 사망을 하고 335,906명이 부상을 당한 것으로 집계되었다. 이것은 매일 17명 내외가 사망을 하고 920명이 부상을 당한다고 볼 수 있다. 광주광역시에서도 지난 한 해 8,231건의 교통사고가 발생하여 138명이 사망을 하고 13,533명이 부상을 당한 것으로 집계되었다. 그동안 정부에서는 교통사고를 줄이기 위한 여러 가지 교통정책을 시행하였고 나름대로 진전이 있었으나 아직도 교통후진국이라는 오명을 벗지 못하는 실정이다. 게다가 일반 국민들이 느끼는 교통안전에 대한 무관심도 턱없이 부족하다. 본 연구에서는 광주지방경찰청의 도움을 받아 2008년 봄철에 발생한 교통사고현황과 2009년 3월에 발생한 교통사고현황을 분석하였는데 여기에서는 봄철 교통사고 예방 경찰활동을 살펴보고자 한다. 그런데 천문학적으로는 춘분에서부터 하지까지가 봄이지만, 기상학적으로는 3, 4, 5월을 봄이라 한다. 여기에서 봄철은 3월부터 6월까지를 의미하는데 경찰은 계절의 변화와 교통량을 고려한 경찰활동, 교통약자를 위한 교통 환경 개선과 실질적인 홍보, 보행 중 교통사고와 야간 교통사고 예방 대책, 관광버스 등 단체 여행객 관리, 오토바이와 농기계 운전자를 대상으로 한 경찰활동에 더 많은 노력을 기울여야 한다.
Nuclear accidents such as Fukushima Daiichi have highlighted the potential of passive safety systems to replace or complement active safety systems as part of the overall prevention and/or mitigation strategies. In addition, passive systems are key features of Small Modular Reactors (SMRs), for which they are becoming almost unavoidable and are part of the basic design of many reactors available in today's nuclear market. Nevertheless, their potential to significantly increase the safety of nuclear power plants still needs to be strengthened, in particular the ability of computer codes to determine their performance and reliability in industrial applications and support the safety demonstration. The PASTELS project (September 2020-February 2024), funded by the European Commission "Euratom H2020" programme, is devoted to the study of passive systems relying on natural circulation. The project focuses on two types, namely the SAfety COndenser (SACO) for the evacuation of the core residual power and the Containment Wall Condenser (CWC) for the reduction of heat and pressure in the containment vessel in case of accident. A specific design for each of these systems is being investigated in the project. Firstly, a straight vertical pool type of SACO has been implemented on the Framatome's PKL loop at Erlangen. It represents a tube bundle type heat exchanger that transfers heat from the secondary circuit to the water pool in which it is immersed by condensing the vapour generated in the steam generator. Secondly, the project relies on the CWC installed on the PASI test loop at LUT University in Finland. This facility reproduces the thermal-hydraulic behaviour of a Passive Containment Cooling System (PCCS) mainly composed of a CWC, a heat exchanger in the containment vessel connected to a water tank at atmospheric pressure outside the vessel which represents the ultimate heat sink. Several activities are carried out within the framework of the project. Different tests are conducted on these integral test facilities to produce new and relevant experimental data allowing to better characterize the physical behaviours and the performances of these systems for various thermo-hydraulic conditions. These test programmes are simulated by different codes acting at different scales, mainly system and CFD codes. New "system/CFD" coupling approaches are also considered to evaluate their potential to benefit both from the accuracy of CFD in regions where local 3D effects are dominant and system codes whose computational speed, robustness and general level of physical validation are particularly appreciated in industrial studies. In parallel, the project includes the study of single and two-phase natural circulation loops through a bibliographical study and the simulations of the PERSEO and HERO-2 experimental facilities. After a synthetic presentation of the project and its objectives, this article provides the reader with findings related to the physical analysis of the test results obtained on the PKL and PASI installations as well an overall evaluation of the capability of the different numerical tools to simulate passive systems.
한반도는 삼면이 바다로 둘러싸여 있는 지정학적 특성으로 인해 수출입 물동량의 97% 이상을 해양을 통하여 교류하고 있으며, 세계화 국제화 추세에 따라 외국적 선박 및 국제 여객선을 통한 외국여행객들의 출입이 증가하는 추세에 있다. 또한 국민소득 향상과 해양에 대한 관심도 높아짐에 따라 해양 레저객이 급증하고 있어 해양에서의 사건, 사고가 연간 끊임없이 발생하고 있다. 해양에서 치안을 담당하는 해양경비안전본부의 관할 면적은 국토의 약4.5배에 달하며, 해안선의 길이는 도서지역 포함하여 14,963km, 안전센터 1개소 당 94km를 관장하고 있으며, 경비함정 1척당 $24,068km^2$를 담당하고 있어 효율적인 순찰 및 방범활동이 이루어지지 않고 있다. 본 연구에서는 이러한 문제 인식아래 해양경비안전본부에서 취급하는 해양 범죄의 현황과 추세를 분석하여 보다 효율적인 순찰, 방범 방안을 제시하고자 한다. 증가하는 해양 범죄에 효율적으로 대응하기 위한 방안으로 1900년대 초 미국에서 개발되어 활용하고 있는 지리적 프로파일링 기법의 도입을 제안하였다. 지리적 프로파일링은 공간분석과 지도화를 응용하여 범죄 위험 지역을 예측하고 상습적으로 발생하는 지역에 대해 특별관리 하는 핫스팟 분석 등 다양한 기법으로 활용되고 있으며, 국내에서도 경찰청에서 2008년부터 도입하여 죄종별, 시간대별, 지역별, 범죄 다발지, 범죄 발생 우려지 등으로 구분하여 일상화된 순찰 개념이 아닌 고도화된 분석에 의한 순찰과 방범활동에 활용하고 있다. 이러한 지리적 프로파일링을 해양에서도 도입하여 해양 범죄를 유형별, 장소별, 시기별, 기간별 등으로 세분화하여 분석, "해양 범죄 지도"를 작성하고, 이를 토대로 살인, 강도, 절도, 실종, 변사, 충돌 등 중요범죄에 대한 위험발생 지역을 "범죄 지점" 일명, 크리미널 포인트(Criminal Point)로 지정 하고 이 지역을 중심으로 시기별, 시간대별로 구분하여 경비함정을 배치하고 정기 또는 수시 경비활동과 방범활동 등을 전개한다면 해양 범죄 및 해양 사고 대응력이 향상될 것으로 기대한다.

BACKGROUND: Biochar (BC) has a great potential for enhancing soil fertility and carbon sequestration while facilitating beneficial waste disposition. Therefore, it is essential to assess and mitigate any inadvertent consequences associated with soil biochar amendment. Earthworm activity is very vital in the soil system, yet there are a limited number of studies that have examined their impact resulting from biochar application to soil. METHODS AND RESULTS: In this study, the survival, growth, reproductive tests, and oxidative DNA damage tests (measured by 8-hydroxydeoxyguanosine (8-OHdG) and catalase (CAT) activities) to assess the potential toxicity to earthworm Eisenia fetida in artificial soil amended with BCs were investigated. The BCs derived from perilla meal, sesame meal, and pumpkin seed were pyrolyzed at 300 and $550^{\circ}C$, and then amended with soil at a rate of 5%. All the earthworms survived, but lost weight compared to control soil after 28 day incubation period. Moreover, the BC-amended soils did not significantly affect the cocoon numbers of earthworms. Slightly higher concentrations of 8-OHdG and CAT were observed in earthworms present in BC-treated soil than those in control soil. Furthermore, the 8-OHdG concentrations in the soil amended with BC produced at $550^{\circ}C$ were greater than those at $300^{\circ}C$, and it slightly decreased as the incubation time increased. CONCLUSION: These observations could be due to higher contents of toxic metal(loid)s and also higher pH in BCs pyrolyzed at $550^{\circ}C$ than $300^{\circ}C$. While BC is efficiently being used in agricultural fields, this study suggests that it is required to assess the unintended negative impacts of BC on soil ecosystems.
이 연구에서 우리는 안전보건경영시스템이 기업경영성과에 미치는 영향과 전기공사업체의 운영능력이 조절효과를 분석하였다. 첫째, 경영, 조직관리 및 자원 준비가 전기공사의 관리능력에 정(+)의 영향을 미칠 것이다. 이는 표준시공을 통한 고객 만족, 작업 안전 확보, 자연환경 보전 및 사회적 책임 추구가 조직 내에 잘 전달되고 이해가 높을수록, 시공계획서, 장비관리 상태가 적합 할수록 전기공사 관리능력에 긍정적인 영향을 미치는 것으로 평가되었다. 둘째, 경영, 조직관리 및 자원 준비는 기업경영성과에 정(+)의 영향을 미쳤다. 이는 산업 안전보건법규가 강화되고 기업들의 안전보건활동 안전문화 등 관련 정보가 공개되어 조직관리가 원활하게 소통되면서 시공계획서와 장비관리를 OHSA의 기준에 적합할수록 측청결과도 높을 때 기업의 경영성과에도 긍정적인 영향을 미친 것으로 보인다. 마지막으로, 경영, 조직관리 및 자원 준비가 기업경영성과에 미치는 영향에 대해 전기공사의 관리능력은 매개 효과가 나타났다. 이는 독립변수인 경영조직이 기업경영성과에 미치는 직접효과는 .401 간접효과는 .168 총효과.658로 나타났으면, 자원 준비가 기업경영성과에 미치는 직접효과는 .423,간접효과는 .178, 총효과 .643으로 분석되었다.
본 논문은 인간공학 전문가를 활용하여 보다 나은 안전보건 환경을 조성하여 산업재해예방을 하고자 한다. 본 논문에서 사용한 데이터는, 산업안전보건연구원에서 조사한 산업안전보건동향조사를 사용하였으며 분석 데이터 수는 2,084개이다. 결론은 다음과 같다. 1. 설문조사 중 22.9%만이 인간공학 전문가를 활용하고 있었다. 다른 사업장의 경우 인간공학에 대한 이해도와 접근이 부족하여 활용하지 않는 것으로 사료된다. 2. 산업현장에서 인간공학 전문가는 작업절차서(94.8%), 모니터링 지침(85.5%), 위험요소 근로자에 정보제공(95.8%), 위험요소 교육실시(96.6%), 기타 예방조치(94.1%)를 체계적으로 관리하고 있는 것으로 나타났다. 3. 인간공학 전문가를 활용하는 기업은 활용하지 않는 기업에 비해 안전보건 의사소통은 2.391배(1.949-2.932) 잘 이루어지고 있으며, 안전보건문화는 2.128배(1.786-2.537) 안정적으로 정착되어 있는 것으로 나타났다. 본 연구 결과, 산업현장의 안전보건 분야에서 인간공학 전문가의 활용이 유의미함을 증명해 낼 수 있었다.
본 연구에서는 동태성과 시간을 고려한 시스템다이내믹스 관점에서 낚시어선의 낚시활동에 있어서 단속 및 처벌의 강화(정책개입)에 따라 시스템 구조가 어떻게 변화하는지 알아보고 그에 따른 전략수립 방향을 논의하고자 한다. 지금까지 낚시어선의 단속과 처벌은 사고예방이라는 사전적 차원에서 일시적 단기적으로 단속을 실시하고 처벌을 부과했다. 그러나 변칙적이고 다양한 부작용으로 소기의 성과를 거두지 못하였고, 안전사고는 끊임없이 발생하고 또 다시 후속조치가 뒤따라가는 형국을 보이고 있다. 본 연구의 결과에 따르면, 낚시어선의 단속과 처벌이 강화된 안전기준으로 사고 예방을 위한 시설 장비 산업 등 관련 사항 개선 및 기술개발(시간지연 발생)보다는 즉각적이고 큰 저항이 없는 음성적(불법적) 활동을 지속함에 따라 사고예방을 위한 안전사각지대를 최소화하지 못하고 있다. 이와같이 동태적 매커니즘과 시간이라는 변수를 충분히 고려하지 않고 단선적 사고에 입각한 정책개입으로는 정책이 추구하는 기본적 가치를 오히려 왜곡시킬 수 있다. 낚시어선의 단속과 처벌에 있어서 강화된 안전기준의 마련에 앞서 관련 기술의 개선 및 개발, 낚시인·낚시산업체·관련기관 등 다양한 주체들에 대한 교육시간 의무화, 낚시관련 산업 육성을 위한 낚시 관리 및 육성법의 구체적인 방안 제시와 같은 매커니즘을 보완하는 전략을 마련해야 한다.

Purpose: The COVID-19 pandemic led to significant changes in the lifestyle patterns of children and affected the patterns of pediatric injuries. This study analyzed the changing patterns of pediatric injury overall and by age groups, based on the datasets before and during the COVID-19 pandemic. Methods: This study is based on the data of patients who presented with injuries at 23 hospital emergency departments participating in the Emergency Department-based Injury In-depth Surveillance (EDIIS) conducted by the Korea Disease Control and Prevention Agency. The surveillance data was categorized by injury mechanism, location, activity, and severity. We analyzed the injury patterns of pediatric patients aged 0 to 15 years. Subgroup analysis was conducted by age group in children aged 7 to 15 years, 1 to 6 years, and <1 year. Results: When comparing the COVID-19 pandemic period to the pre-COVID-19 period, the total number of pediatric patients with injuries decreased by 38.7%, while the proportions of in-home injuries (57.9% vs. 67.9%), and minor injuries (38.9% vs. 39.7%) increased. In the 7 to 15 years group, bicycle riding injuries (50.9% vs. 65.6%) and personal mobility device injuries (2.4% vs. 4.6%) increased. The 1 to 6 years group also showed an increase in bicycle accident injuries (15.8% vs. 22.4%). In the <1 year group, injuries from falls increased (44.5% vs. 49.9%). Self-harm injuries in the 7 to 15 years group also increased (1.6% vs. 2.8%). Conclusions: During the COVID-19 pandemic period, the overall number of pediatric injuries decreased, while injuries occurring at home and during indoor activities increased. Traffic accidents involving bicycles and personal mobility devices and self-harm injuries increased in the 7 to 15 years group. In the <1 year group, the incidence of falls increased. Medical and societal preparedness is needed so that we might anticipate these changes in the patterns of pediatric injuries during future infectious disease pandemics.

ID의 비밀번호 관리소홀, 부정사용에 의하여 발생하는 모든 결과에 대한 책임은 회원에게 있습니다.

제 4 장 서비스의 이용
제 12 조 (서비스 이용 시간)
① 서비스 이용은 당 사이트의 업무상 또는 기술상 특별한 지장이 없는 한 연중무휴, 1일 24시간 운영을
원칙으로 합니다. 단, 당 사이트는 시스템 정기점검, 증설 및 교체를 위해 당 사이트가 정한 날이나 시간에
서비스를 일시 중단할 수 있으며, 예정되어 있는 작업으로 인한 서비스 일시중단은 당 사이트 홈페이지를
통해 사전에 공지합니다.
② 당 사이트는 서비스를 특정범위로 분할하여 각 범위별로 이용가능시간을 별도로 지정할 수 있습니다. 다만
이 경우 그 내용을 공지합니다.
제 13 조 (홈페이지 저작권)
① NDSL에서 제공하는 모든 저작물의 저작권은 원저작자에게 있으며, KISTI는 복제/배포/전송권을 확보하고
있습니다.
② NDSL에서 제공하는 콘텐츠를 상업적 및 기타 영리목적으로 복제/배포/전송할 경우 사전에 KISTI의 허락을
받아야 합니다.
③ NDSL에서 제공하는 콘텐츠를 보도, 비평, 교육, 연구 등을 위하여 정당한 범위 안에서 공정한 관행에
합치되게 인용할 수 있습니다.
④ NDSL에서 제공하는 콘텐츠를 무단 복제, 전송, 배포 기타 저작권법에 위반되는 방법으로 이용할 경우
저작권법 제136조에 따라 5년 이하의 징역 또는 5천만 원 이하의 벌금에 처해질 수 있습니다.
제 14 조 (유료서비스)
① 당 사이트 및 협력기관이 정한 유료서비스(원문복사 등)는 별도로 정해진 바에 따르며, 변경사항은 시행 전에
당 사이트 홈페이지를 통하여 회원에게 공지합니다.
② 유료서비스를 이용하려는 회원은 정해진 요금체계에 따라 요금을 납부해야 합니다.
제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)
회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
