Risk Assessment of the Accident Place Types Considering the Coastal Activity Time (연안활동시간을 고려한 장소유형별 위험도 평가)

  • The Korea Coast Guard evaluates the risk of major coastal activity places to prevent coastal accidents, and patrols and manages them based on that, but it is not responding properly to the continuously increasing number of coastal accidents. The reason for this is that, despite the gradual expansion of coastal activity places, there is a lack of manpower to manage and supervise them, resulting in blind spots in coastal accident safety management. Therefore, in order to solve this problem, it is necessary to prepare more efficient and effective measures that check and supplement the current coastal safety management system. Coastal accidents show different characteristics of accident causes and places due to differences in the activity characteristics of users according to time. As a result of analyzing coastal accident data (2017~2021), the frequency of daytime accidents is high in the case of sea rock, beach, and offshore, where family leisure activities are frequent. In the case of wharf, tidal flat and bridge, where accidents due to drinking, disorientation, and suicide mainly occur, the frequency of accidents at night is high. In addition, there were more accidents on weekends when the number of users increased compared to weekdays. This trend indicates that the user's temporal activity characteristics must be reflected in the risk assessment of coastal activity places. Therefore, in this study, based on the case of coastal accidents, the characteristics of accidents at coastal activity places according to time were identified, and the criteria were presented for risk evaluation by grading them. It is expected that it will be possible to lay the foundation for reducing coastal accidents by efficiently managing and supervising coastal activity places over time using the presented evaluation criteria.

Analysis on the Prevention Measures and Factors of Alcohol-related Accident in the Construction Industry (건설업에서 음주사고 예방대책 실시현황 및 관련요인분석)

  • Purpose: This study was to analyze the current preventive measures on alcohol-involved accident and the factors that affect such preventive measures in the construction industry. Method: The survey was administered to examine how the preventive measures on alcohol-involved accident were executed using the data of '2005 Occupational Safety and Health Survey' conducted in 2005 by the Occupational Safety and Health Research Institute. For this study, we analyzed 944 work places in the construction industry. Result: The preventive measures on alcohol-involved accident were being executed in 62.1% of construction companies. As for the number of actual preventive measures on alcohol-involved accident, work places in Jeolla-do executed 2.63 times more frequently than those in Chungcheong-do, and work places with the Occupational Safety and Health Conference executed 2.22 times more frequently than those without such a measure. Conclusion: Joining the Occupational Safety and Health Conference was to be one of the most influential ways of preventive measures on alcohol-involved accident in the construction industry. Accordingly, if workers and employers look for active measures and administer them through the Occupational Safety and Health Conference, it will reduce alcohol-involved accident in the construction industry and contribute to the better preventive measures on alcohol-involved accident in the construction and other industries.

  • The forklift carry cargo and move to various places. When a forklift moves to various places, a forklift accident occurs due to a number of factors,such as speed, safe distance. Forklift accidents occur at the logistic site and there are many studies on the causes of accident such as jamming, falling, collisions, etc. However, safety operation for accident prevention is necessary before operating a forklift. Pre-accident safety precautions may prevent accidents. In this study, precautionary factors for safe operation were analyzed to prevent forklift safety accidents through the AHP technique. As a result of the study showed that safety management was the priority in the terminal group and the logistics warehouse group.

Implementation of Smart Traffic Safety Systems using Fuzzy Theory

  • Traffic accidents due to excessive speed frequently occur in places where traffic signal controllers are installed, places where sharp curves exist, or places where the traffic signal cycle does not match the current time. These traffic accidents cause economic loss due to the destruction of road facilities and structures, and cause a big problem of increasing the number of traffic accident deaths. When a traffic accident occurs, leaving a tire mark before or after a car crash, pre-collision speed of the car is calculated using the law of conservation of momentum or the skid mark formula. In the skip skid mark generated in ABS brake vehicles and the combshaped yaw mark generated by tire trace caused by lateral sliding, there is a difference of 30-40% in the reliability of the vehicle speed calculated by the smite mark. In this paper, we propose an algorithm that can improve the calculation reliability in vehicle speed by using skid marks in order to compensate for this problem. In addition, we present an intelligent speed calculation algorithm for traffic safety and a computer simulation in order to prevent traffic accidents by estimating the speed of a vehicle, using Skid marks, Yaw marks, and ABS brake characteristics and fuzzy rules.

Text-mining based Cause Analysis of Accidents at Workplaces in Korea (텍스트 마이닝 기법을 활용한 우리나라 산업재해의 원인분석)

  • The analysis of the causes of accidents in workplaces where machines and tools are used is essential to improve the effectiveness and efficiency of safety prevention policies in places of employment in Korea. The causes of workplace accidents are not fully understood mainly due to difficulties in analyzing available descriptive information. This study focuses on the automated accident cause analysis in workplaces based on the accident abstracts found in industrial accident reports written in an unstructured descriptive format. The method proposed in this paper is based on text data mining and uses the keyword search function of Excel software to automate the analysis. The analysis results indicate that the primary reason for the frequency of accidents is related to technical aspects at a stage in which dangerous situations occur in the workplace. Accidents due to managerial causes are typically observed when danger exists in the workplace; however, managerial actions play a more important role in reducing accident severity. A small company tends to use unsafe machines and devices, leading to further accidents due to technical causes, whereas managerial causes are more conspicuous as the company grows. To preclude the occurrence of accidents due to inadequate knowledge, the implementation of safety management and the provision of safety education to elderly workers at the early stage of their employment are particularly important for small companies with less than 100 workers.

Considerations in Establishing a Decision-Making process for Korea's Places of Refuge

  • To minimize secondary damages from marine environment pollution resulting from marine accidents, International Maritime Organization(IMO) adopted "Guidelines on Places of Refuge(POR) for ships in need of assistance" as Resolution A.949(23) in it is 23rd General Assembly in 2003 and recommends Parties to the Organization designate PoR. This resolution suggests that they establish a "Decision-Making process" so as to provide reasonable PoR when disabled ships request use of PoR. Korea has not been performed introduce a PoR system in the country. Therefore, there is no decision-making process to deal with ships which need PoR. When Korea implements the PoR system in the future, the nation should establish a Decision-Making process to provide reasonable PoR in case ships in need of assistance request for PoR. In order to present what should be considered in the process of establishing a Decision-Making process for PoR in Korea in the future, in this study presents matters which should be considered in the process of founding PoR Decision-Making processes. When Korea tries to conduct POR system so that other countries' PoR Decision-Making process and the relating process of IMO and REMPEC (Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea) were investigated and analyzed. In addition, in times of marine accident in Korea's sea areas, Korea's action manuals for marine accident which regulates management for an accident is analyzed and articles will be presented to be taken into account during establishing final PoR Decision-Making process.

  • As preventive measures have received tremendous attention to prevent any possible accident in advance, many work places have introduced safety and health management systems. However despite of this government's effort, the industrial accident rate of small-scale businesses with less than 50 employees does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. To evaluate the risk level of small-scale businesses with less than 50 employees and then establish effective safety and health management systems according to the risk level, this study has conducted the following processes. The small-scale businesses with less than 50 employees were evaluated through accident type, and potential accident risk factor was evaluated through location, business type, and business size. The results of this analysis are expected to make contribution to improving the effectiveness of the safety and health management supports to small-scale businesses with less than 50 employees.

  • Since it's first adaptation in Germany in 1884, the industrial accident compensation insurance system has been on the most widely used social security systems, and in was first enforced in Korea in 1964. Today's society has been industrialized and number of business places for workers accident. As the welfare of workers improves in korea, the number of beneficiaries of industrial accident compensation insurance is increasing. Even though such trend is desirable in many respects, there is a growing social problem caused by abnormal insurance claims.

  • The results of the status analysis for the safety accident are as followings which is prepared for the purpose of collecting a basic data for securing residential safety in houses and buildings. (1) As for the safety accidents of the aged in houses, 66% of all safety accidents were slipping and falling and there was no serious difference in frequencies of accidents according to the places. (2) As for the safety accidents of children in houses, 74% of all safety accidents concentrated on bedrooms and living rooms and the majority types of accidents related to architectural matters were bumping, slipping, and falling.(3) There was striking difference in the frequency of safety accidents in houses between aged and children, according to places and types of accidents.

A Study on the Development of Designated Model of Places of Refuge location from IMO Recommendations (IMO 권고에 따른 선박 피난처 입지 지정 모델 개발에 관한 연구)

  • On December of 2003, IMO's $23^{rd}$ Assembly discussed 'Guidelines on places of refuge for ships in need of assistance' At the discussion, Res. A.949(23) has been selected to appoint recommended place of refuge for countries signatory to the IMO Convention. IMO defines "Places of Refuge" as a places where a ship in need of assistance can take action to enable it to stabilize its condition and reduce the hazards to navigation, and to protect human life and the environment. Appointing and managing a Place of refuge can be a delicate problem because of its close connection to each country's coastal and environmental protection policies. However, in case of marine accident, the appointment or management of the place of refuge has a potential to avoid further damage and reduce to the minimum any environmental and estate losses. Currently a number of foreign countries, designated and operated a place of refuge. But, place of refuge selected method criteria were different by country and also does not have any standardized designating place of refuge model. Therefor, this study suggested the model of assigned places of refuge according to objective indication in order to assign reasonable and efficient places of refuge in domestic waters in the future by investigating and analyzing imported facts in considering the assignment of places of refuge in foreign countries and describing these imported data into quantitative value. In designating the model place of refuge, the final place of refuge location was presented by evaluating the probability of marine accidents, analyzing the location, and evaluating the supporting establishment.
