이륜자동차 안전검사제도 도입 시 교통사고절감효과 분석 (Analysis of Traffic Accident Reduction Effect When Introducing Motorcycle Safety Inspection)

  • 본 연구는 이륜자동차의 안전검사제도가 도입될 경우 교통사고 절감효과에 관한 분석을 다루고 있다. 이를 위하여 우선, 독일 차량 및 운전자 연방국의 차령별 결함률을 이용하여 국내 차령별 이륜자동차 결함대수를 추정하고, 도로교통공단의 4년간 차량결함에 따른 사고건수 자료를 바탕으로 차량결함으로 인한 교통사고 확률을 산정한 뒤, 검사제도로 인한 차량결함 제거비율을 적용하여 검사제도 도입으로 인한 교통사고 감소건수 및 감소된 교통사고비용을 추정하였다. 배기량별 제도도입을 가정하여 시나리오를 구분하여 분석하였는데, 전체 이륜자동차를 대상으로 안전검사제도를 도입 할 경우 교통사고 642건/연 및 교통사고비용 325억 원/연이 감소되는 것으로 분석되었다. 이는 2014년 국내교통사고비용 26조 5,725억 원/연의 약 0.1%에 해당되는 수준으로 이륜자동차 안전검사제도 도입 시 차량적 요인으로 인한 교통사고 및 교통사고비용이 감소되는 기대효과를 제시하였다.

중소형 건설현장의 추락재해 영향요인 분석 연구 (A Study on the Influencing Factors of Falling Disaster in Small and Medium-sized Construction Sites)

  • 본 연구에서 회귀분석을 통한 중소형 건설 현장 추락재해에 대한 안전사고 위험요소를 추출하기 위해 첫째, 10년간의 중소형 건설 현장에서 발생한 추락재해에 대한 데이터를 수집하였으며 둘째, t-test를 통해 중소형 건설 현장과 대형 건설 현장 두 그룹 사이의 추락재해 발생 시 진료일수의 차이가 있다는 것을 증명하였다. 마지막으로 회귀분석을 실시하여 안전사고 위험 요소에 대한 회귀 모델을 도출하였다. 추락재해에 영향을 미치는 요소는 사고 시간, 사고 요일, 직업 분류 순으로 크게 작용하는 것으로 나타났다. 본 연구 결과는 건설 현장 규모에 따른 정책 개선 및 통계분석을 위한 기초자료와 중소형 건설 현장 위험 정량화 연구의 기초자료로 활용될 것으로 사료된다.

공공공사의 PQ 심사 시 안전평가체계 비교분석 - 한국과 미국 캘리포니아 주 LA지역의 PQ 제도를 중심으로 - (A Comparative Analysis on Safety Evaluation System in the PQ Process of Public Construction Projects - Focus on PQ process in Korea and Los Angeles, California, USA -)

  • 입찰참가자격 사전심사(Pre-Qualification: PQ)에 포함된 여러 평가항목 중, 신인도 항목에 포함된 환산재해율의 평가는 재해발생에 대한 결과에만 치중하고 있어 산재은폐, 공상처리 등의 부작용이 발생하고 있다. 따라서 기업의 적극적인 안전관리활동 및 재해예방에 대한 노력을 평가할 수 있는 사전평가지표의 개발이 요구되고 있다. 이에 본 연구는 사전평가지표 수립을 위한 기초자료의 제공을 목적으로 미국 LA 지역의 공공기관에서 적용하고 있는 PQ 심사 자료를 수집 분석하여 다양한 안전관련 평가내용을 파악하였다. 그 결과, LA 지역은 과거 프로젝트에서 발생한 재해뿐만 아니라 산재보험 및 재해발생 당시의 규정위반 여부 등 다양한 사후안전관련 평가를 실시하고 있으며, 기업의 안전교육 및 재해예방 프로그램, 안전관리 계획 등 사전안전관련 내용도 평가에 반영하고 있는 것으로 나타났다. 따라서 국내에서도 PQ심사에 환산재해율을 포함한 다양한 사후안전관련 평가와 함께 사전안전관련 평가지표를 수립하여 반영한다면, 기존 환산재해율의 기능을 강화함과 동시에 기업의 적극적인 안전관리활동을 유도하고, 나아가 건설산업의 재해율 감소를 기대할 수 있을 것으로 판단된다.

학교 안전사고에 대한 대법원 판례 분석 (An Analysis of a Precedent of the Supreme Court about School Safety Accidents)

  • There are many students in school. So school safety accidents are happened by accident. But, if teachers know and understand about school safety accidents exactly, the school safety accidents can be reduced. The conclusion of this study is as follow. First, generally teacher has a duty and responsibility to protect and care students in educational activities. And teacher has a responsibility to protect and care students only in the cases of predictability. Second, teacher must do his/her best about a duty of attention. If teacher do his/her best about a duty of attention, he(she) has not the responsibility about the accident. Third, teacher needs to have more concern student who has a controversial figure. And teacher needs to have an evidence that he/she did his/her best for the student ordinary times. Fourth, the criteria of teacher's legal or illegal punishment to students is (1) the motivation and details for punishment, (2) the methods and degree for punishment, (3) a part of body for punishment, (4) the degree of damage for punishment. Fifth, teacher need to learn the program about school safety accidents systematically.

Simulation of Containment Pressurization in a Large Break-Loss of Coolant Accident Using Single-Cell and Multicell Models and CONTAIN Code

  • Since the inception of nuclear power as a commercial energy source, safety has been recognized as a prime consideration in the design, construction, operation, maintenance, and decommissioning of nuclear power plants. The release of radioactivity to the environment requires the failure of multiple safety systems and the breach of three physical barriers: fuel cladding, the reactor cooling system, and containment. In this study, nuclear reactor containment pressurization has been modeled in a large break-loss of coolant accident (LB-LOCA) by programming single-cell and multicell models in MATLAB. First, containment has been considered as a control volume (single-cell model). In addition, spray operation has been added to this model. In the second step, the single-cell model has been developed into a multicell model to consider the effects of the nodalization and spatial location of cells in the containment pressurization in comparison with the single-cell model. In the third step, the accident has been simulated using the CONTAIN 2.0 code. Finally, Bushehr nuclear power plant (BNPP) containment has been considered as a case study. The results of BNPP containment pressurization due to LB-LOCA have been compared between models, final safety analysis report, and CONTAIN code's results.

대구 지역 학교 급식 조리사의 안전사고 실태 및 영향 요인에 관한 연구 (Study on Status of Safety Accidents and Related Factors of the Cooks for School Foodservice in Daegu)

  • The aim of this study was to investigate status of safety accidents of school foodservice cooks in Daegu and to analyze the factors affecting the occurrence of the accidents in order to seek effective ways for preventing safety accidents in school foodservice. The survey showed that the most frequent safety accidents were 'bruises', followed by 'burns', 'contact with harmful substances such as disinfectants', 'fall-off ' and 'sprains'. The mental fatigue perception of the respondents was generally lower than the physical fatigue perception. The means of the perception levels of work intensity, cooking environment of the foodservice place, and safety-related behaviors, and consciousness were 3.15, 2.99, and 4.06 out of 5 points, respectively. In addition, the annual average of the number of participating in the accident prevention training per person was 17.34 times, that is, the respondents received the training at least once a month on average. A multiple regression analysis was conducted to investigate the variables affecting the occurrence of safety accidents that happened to foodservice cooks. It revealed that the work intensity perception and the cooking environment perception influenced the frequency of safety accidents.

Chemical Analysis of Transplanted Aquatic Mosses and Aquatic Environment during a Fish Kill on the Chungnang River, Seoul, Korea

  • In mid-April, 2000, hundreds of thousands of fish floated dead on the Chungnang River, one of the small branches of the Han River in Seoul. We examined the causes of the accident in detail, through analysis of monitorinq data from the Han River Monitoring Project, which employed the transplanted aquatic moss, Fontinalis antipyretica. This allowed investigation of another possible cause of the fish kill: release of trace metals into the river from industrial sources during the rainfall event. In addition, we aimed to verify the usefulness of aquatic mosses as bioindicators of the event. Water samples collected 48 h after the fish kill exhibited low pH and high Total-N and Total-p, indicating that acidic compounds rich in nitrogen and phosphorus might be a major contaminant. BOD and COD were also very high. On the whole, the conditions of the river water were degraded at that time. Distinct trends were not observed in the chlorophyll phaeophy-tinization quotient and photosynthesis rate of transplanted mosses. How-ever mosses sampled soon after the accident exhibited the lowest values for those variables (P < 0.01), suggesting that stress factors in the river were diluted out over time. Heavy metals with characteristics of industrial effluents (Cr, Pb, Zn, Fe, Cu, and Cd) increased (p < 0.01), indicating that they were unlikely to be major causes of the accident.

초등학교 과학 실험에서의 안전사고 최소화 방안 (The Suggestions for the Minimization of Safety Accidents in the Primary Science Experiments)

  • This study examined the dangerous elements in primary science textbooks and had some suggestions for the minimization of safety accidents in the science class experiments. The research results are as follows: 1) The rate of accident in the primary science experiments was not high, but potential for the outbreak of safety accidents was always present. 2) it is necessary to include safety contents on science textbooks. The survey revealed that only 18 percent of safety education materials include on science textbooks. 3) It will be desirable for science experiment lessons to include safety education materials for safety experiments. This could also help the students develop the right recognition and attitude regarding safety. 4) There was lack of safety devices those were required to be kept at science labs. The survey showed that about 20 percent of the schools had the experimental clothing. 5) Safety training is often conducted in an overly simplified manner, and no special time is allocated to it. In conclusion, to improve the problems pertaining to school safety accident, courses on safety training are essential as textbooks and teachers. Constant and systematic instructions on safety should be done in order to prevent potential safety accidents.

Survivability assessment of Viton in safety-related equipment under simulated severe accident environments

  • To evaluate equipment survivability of the polymer Viton, used in sealing materials, the effects of its thermal degradation were investigated in severe accident (SA) environment in a nuclear power plant. Viton specimens were prepared and thermally degraded at different SA temperature profiles. Changes in mechanical properties at different temperature profiles in different SA states were investigated. The thermal lag analysis was performed at calculated convective heat transfer conditions to predict the exposure temperature of the polymer inside the safety-related equipment. The polymer that was thermally degraded at postaccident states exhibited the highest change in its mechanical properties, such as tensile strength and elongation.

서울·경인지역 일부 외국인 근로자들의 산업재해에 관한 통계조사 (A Statistical Study on Industrial Accidents in Migrant Workers in Seoul and Kyungin Area)

  • In order to obtain basic reference information for the establishment of effective industrial safety programmes in migrant workers who live in Seoul and Kyungin Area, accident causes were investigated among 210 injured workers. The data were analyzed according to the USA Standards Institute and International Labour Organization method. The results obtained were as follows: 1. The major distribution of national were mostly from china(82.9%), ages are mostly between 30 and 40 years old(32%), and males are more than females, and mostly married. 2. The parts of body most frequently injured were hand and finger, foot and toe, which were 55.3% of total 210 cases. 3. According to the accident type, caught in, under or between were most frequently observed, 40.2% of the total number of injuries. 4. The most responsible source of injuries were power machine, others, moving machine and tool, building construction. 5. According to the unsafe acts, carelessness and unsafety information were most frequently observed, 66.7% of the total number of injuries. 6. There were significantly difference(p<0.05), between type of accident and source of injury, and between working period and unsafe act.
