건설현장 고령근로자의 안전배치 방안에 관한 연구 (Reasonable Assignment of Aged People at Construction Site)

  • "low and old age trend" is a big social national problem in korea but also in foreign countries. The Government pursues a policy for aged people to take part in construction site as labours. Low childbirth and avoidance of 3D work kinds lead to exposure of aged workers to industry work places. According to korea department of labour, it is expected that 18% of total economic activity people in 2008 to 27.2% in 2018 be increased with age of more than 55 old years. Therefore, It is needed that more countermeasures for old workers should be taken for safer work conditions. This old workers with more than 55 old years contain major portion of accident occurrence in construction industry. It is found that accident rate in construction industry can be decreased if appropriate technical safety training is provided to them who wish to work at construction sites. Statistic analysis such as frequency, cross, logistic regression using program package SPSS 13.0 has been made after collecting questionnaire survey of more than 330 workers at construction sites.

Development of a Fully-Coupled, All States, All Hazards Level 2 PSA at Leibstadt Nuclear Power Plant

  • This paper describes the development process, the innovative techniques used and insights gained from the latest integrated, full scope, multistate Level 2 PSA analysis conducted at the Leibstadt Nuclear Power Plant (KKL), Switzerland. KKL is a modern single-unit General Electric Boiling Water Reactor (BWR/6) with Mark III Containment, and a power output of $3600MW_{th}/1200MW_e$, the highest among the five operating reactors in Switzerland. A Level 2 Probabilistic Safety Assessment (PSA) analyses accident phenomena in nuclear power plants, identifies ways in which radioactive releases from plants can occur and estimates release pathways, magnitude and frequency. This paper attempts to give an overview of the advanced modeling techniques that have been developed and implemented for the recent KKL Level 2 PSA update, with the aim of systematizing the analysis and modeling processes, as well as complying with the relatively prescriptive Swiss requirements for PSA. The analysis provides significant insights into the absolute and relative importances of risk contributors and accident prevention and mitigation measures. Thanks to several newly developed techniques and an integrated approach, the KKL Level 2 PSA report exhibits a high degree of reviewability and maintainability, and transparently highlights the most important risk contributors to Large Early Release Frequency (LERF) with respect to initiating events, components, operator actions or seismic component failure probabilities (fragilities).

  • Railway risk is evaluated by a method of linking event trees and fault trees as the general PSA(Probabilistic Safety Assessment) model for the risk assessment of complex systems. Accident scenarios causing undesirable events are modeled by event trees comprised of several accident sequences. Each branch located in the accident progression of the event tree is modeled by an fault tree or can be represented by some value too simply. We usually evaluate the frequency of the whole sequence by adding them after calculating the frequency of each sequence at a time. However, since there are quite a number of event trees and fault trees in the railway risk assessment model, the number of sequence to evaluate increases and preparation for the risk assessment costs much time all the more. Also, it may induce errors when analysts perform the work of quantification. Therefore, the systematic maintenance and control of event trees and fault trees will be essential for the railway risk assessment. In this paper we introduce an integrated assessment method using one-top model and develop a risk assessment tool for the maintenance and control of the railway risk model.

국내 연구용원자로 전출력 내부사건 1단계 확률론적안전성평가 (Internal Event Level 1 Probabilistic Safety Assessment for Korea Research Reactor)

  • This report documents the results of an at-power internal events Level 1 Probabilistic Safety Assessment (PSA) for a Korea research reactor (KRR). The aim of the study is to determine the accident sequences, construct an internal level 1 PSA model, and estimate the core damage frequency (CDF). The accident quantification is performed using the AIMS-PSA software version 1.2c along with a fault tree reliability evaluation expert (FTREX) quantification engine. The KRR PSA model is quantified using a cut-off value of 1.0E-15/yr to eliminate the non-effective minimal cut sets (MCSs). The final result indicates a point estimate of 4.55E-06/yr for the overall CDF attributable to internal initiating events in the core damage state for the KRR. Loss of Electric Power (LOEP) is the predominant contributor to the total CDF via a single initiating event (3.68E-6/yr), providing 80.9% of the CDF. The second largest contributor is the beam tube loss of coolant accident (LOCA), which accounts for 9.9% (4.49E-07/yr) of the CDF.

ArcGIS based Analysis of Multiple Accident Areas Caused by Marine Plastic Litter in Republic of Korea

  • Marine accidents involving the entanglement of marine litter have continued to increase, with over 300 to 400 cases per year according to the statistical agency. Entanglement of marine litter may also lead to large-scale marine accidents which cause capsizing and sinking, thereby further causing detrimental casualties and material damages, and thus exceptional attention and care are required. In this study, Incheon, Busan, and Geoje and Tongyeong were found to be the high-frequency locations for accidents, which were selected by considering the ArcGIS analysis about the marine accidents of entanglement of marine litter and the occurrence frequency by the standard. The characteristics of the multiple accident areas involving entanglement of marine litter were the coastal cities where fishing facilities or marine leisure related conditions were activated, with the port which handles much of the traffic of outbound and inbound vessels located nearby. Marine plastic pollution impacts not only the marine ecosystem and food chain, but also the hull and engine of ships, and may further pose threats to the safety of vessels and crews. It is necessary to find a common link between the relevant areas and to strive to remove the root causes of marine accidents by reducing marine litter.

Applying a big data analysis to evaluate the suitability of shelter locations for the evacuation of residents in case of radiological emergencies

  • During a nuclear power plant (NPP) accident, radioactive material may be released into the surrounding environment in the form of a radioactive plume. The behavior of the radioactive plume is influenced by meteorological factors such as wind direction and speed. If the residents are evacuated to a shelter in the direction of the flow of the radioactive plume, the radiation exposure of the residents may increase, contrary to the purpose of the evacuation. To avoid such an undesirable outcome, this paper applies a big data analysis to evaluate the suitability of the shelter locations near 5 NPPs in the Republic of Korea in terms of the seasonal wind direction frequency in those areas. To this end, the wind data measured around the NPPs from 2016 to 2020 were analyzed to derive the seasonal wind direction frequency using a big data analysis. These analyses results were then used to determine how many shelters around NPPs locate in areas with prevailing wind direction per season. Then, suggestions were made on the direction for residents not to evacuate, if possible, that is, the prevailing seasonal wind directions for 5 NPPs, depending on the season in which the accident occurs.

운전자 특성에 따른 안전 의식 수준과 재해예방 대책에 대한 연구 (A Study on Level of Safety Awareness and Disaster Prevention Measures According to Driver's Characteristic)

  • Automobile was first introduced in 1903 in South Korea, the masses of the car was carried out rapidly compared to other countries. However, many people were killed in a traffic accidents and economic loss was occurred due to the spread of the automobile. In South Korea, 2012, traffic accident occurred 223,656 times, 5,392 fatality, 344,565 injured people. In the last five years, about 224,000 accidents per year were occurring. In other words, 610 traffic accidents occur and about 15 people pass away in one day. In addition, the proportion of traffic accidents is first place in the OECD countries and it is very high in the world. Understand occurrence tendency of traffic accident, accident frequency rate of the driver who drives more than 10 years was higher than the novice driver. In addition, as a result of examining the cause of the traffic accident, breach of safe driving obligation appears highest case (125,391 times), and followed by signal violation, break safety distance. Therefore, the majority of traffic accidents occurred by the lack of safety awareness of the driver. In this study, prevent the loss of human life and property in traffic disaster, by establish disaster prevention measures that investigated by questionnaire survey and statistical data of the state of consciousness and driving posture in response to the driving history of the driver.

A Probabilistic Approach to Forecasting and Evaluating the Risk of Fishing Vessel Accidents in Korea

  • Despite the accident rate for fishing vessels accounts for 70% of all maritime accidents, few studies on such accidents have been done and most of the them mainly focus on causes and mitigation policies to reduce that accident rate. Thus, this risk analysis on sea accidents is the first to be performed for the successful and efficient implementation of accident reducing measures. In risk analysis, risk is calculated based on the combination of frequency and the consequence of an accident, and is usually expressed as a single number. However, there exists uncertainty in the risk calculation process if one uses a limited number of data for analysis. Therefore, in the study we propose a probabilistic simulation method to forecast risk not as a single number, but in a range of possible risk values. For the capability of the proposed method, using the criteria with the ALARP region, we show the possible risk values spanning across the different risk regions, whereas the single risk value calculated from the existing method lies in one of the risk regions. Therefore, a decision maker could employ appropriate risk mitigation options to handle the risks lying in different regions. For this study, we used fishing vessel accident data from 1988 to 2016.
