Current Situation and Reform Scheme for Personal Care Attendants(PCAs) in Workers' Accident Medical Corporation (산재의료원 간병인 관리현황 및 개선방안)

  • Purpose: This study aims to suggest political alternatives for nursing care costs for PCAs to provide qualitative medical benefit for patients with occupational disease by investigating present situation and problems of the nursing care cost system of Korea's Industrial Accident Compensation Insurance. Methods: Data was collected from 6 workers' accident medical corporation and 275 nurses affiliated with Korea labor welfare corporation using self reported questionnaire. Result: Research results were as follows; Character of nursing care cost of the Korea's Industrial accident Compensation Insurance changed as if it aims to support for living expenses for the family; As possible problems which could be caused under current system, administrative problems, decrease of service quality were made as objects of criticism. Some patients did not make every effort in rehabilitation to be beneficiaries continuously. Some patients were supplied with whole one PCA or all-night PCA even though they did not need as much caring as such. Conclusion: The research suggested that PCAs payment system improvement is necessary, and the presented nurses' opinion for the improvement method could be applied for policy making.

A Survey on the Accidents of the Power Tillers in Korea (동력경운기 이용실태 조사분석(I) -농작업사고에 관하여-)

  • A survey was conducted to investigate the power tiller accidents. Eight provinces were covered for this study, and 278 power tiller owners were selected randomly by computer random generator. The results are summarized as follows : A. Frequency of accident. (1) Each power tiller had an accident 0.98 times a year and once every 361 hours of use. Higher frequency of accident was found during the miscellaneous operations including the preparation for farming operation, and there was one accident for every 92 hours of use. (2) The power tiller, which are more than six years old, met an accident 1.19 times a year , or one every 311 hours of use. This value was the highest one compared with any other group. (3) Kerosene engine power tillers met an accident 0.97 times a year, or one every 389 hours of use. It was one tie a year, or once every 329 hours of use for diesel engine power tillers. (4) Among diesel-engine power tillers, 10 horse-power group showed a higher frequency tillers. B. Cause of accident (1) The accidents of power tiller were mainly of sefety , which occurred due to the lack of attention during the operation and 47.4% of the total accidents. The next was of accidental, which represented 26.3% of the total accidents. (2) High percentage of safety accidents occurred during the preparation for farming operation including adjustment. Most of the accidental accidents occurred during the transportation. (3) Lower frequency of accident was found in the power tiller group which were operated by the 21-40 years old operator in comparison with that of the power tiller which was operated by other age group. Power tillers which were operated by high school graduates experienced less accidents compared to other education levels. C. Damage by accident (1) Eighty seven pescents of the total accidents caused damage to the power tiller operator , and 13 % of the total accidents caused property damage only. (2) With regard to the damage to the power tiller operator, 73.8% of the total accidents caused light injury but 26.3% caused heavy injury. (3) Accidents which occurred during machine preparation , and farming operations caused minor injury to the operator, but the accidents during transportation caused heavy injury which cost more than 15 days for recovery. (4) Among the 39 accidents , which caused property damage 18 accidents were from the transportation . Among the total property damage accidents 53.8% were light one which cost only less than 1,000 won. (5) The property damage from each accident cost 1,017 won, on the average, with regard to the kinds of operation, the highest property damage occurred during transportation work, with the value of 2, 965won.

A Study on the Development of an Estimation Model: The Psychological Cost of Traffic Accidents (교통사고의 심리적 비용 산정모형 개발에 관한 연구)

  • This dissertation studied the psychological cost, which converted the mental pain suffered by the victim of a traffic accident and his/her family, friends and people around him/her into social costs. Three methodologies - Choice Experiments, Direct Question and Dichotomous Choice Question - were used to design questionnaires, and models were built for each questionnaire design method. When building models, a logit model was used, which is used most frequently in probabilistic choice model. And the tobitmodel was used to make direct questionnaires. When verifying these models, although there were some differences in each model, suitability of most models and credibility of each coefficient were meaningful around the credibility level of 95%. According to the analysis, domestic psychological cost produced through the assessment model of psychological cost was 15.63 million won per person or 5.1 trillion in total, assuming 37.1% of total traffic accident cost.

Study on Fatality Risk of Older Driver and Traffic Accident Cost (고령운전자 연령구간별 사망사고 발생위험도와 사고비용 분석 연구)

  • Korea is facing a surge in the aging population, showing that population aged 65 and above will be accounted for 42.5% of the total population in 2065 with the emphasis on the over-80 population consisting of 19.2%. In response to this abrupt change in population structure, the number of traffic fatality accident referring to older driver as aged 65+ years had been increasing from 605 fatalities in 2011 to 815 fatalities in 2015 resulting in increases in 34.7% in oppose to happening to decreases in 17.2% about non-older driver. With Logit analysis based on Newton-Raphson algorithm utilizing older driver's traffic fatality data for the 2011-2015 years, it was found that the likelihood of an accident resulting in a fatality for super older driver aged 80 years and above considerably increased compared to other older driver with aging classification: 2.24 times for violation of traffic lane, 2.04 times for violation of U-turn, 1.48 times for violation of safety distance, 1.35 times for violation of obstacle of passing; also average annual increase of traffic accident cost related to super older driver was fairly increased rather than other older driver groups. Hence, this study proposes that improving and amending transport safety system and Road Traffic Act for super older driver needs to be urgently in action about license management, safe driving education, etc. when considering the increase of over-80 population in the near future. Also, implementing a social agreement with all ages and social groups to apply with advanced driver assistance system for older driver groups will be able to become a critical factor to enhance safe driving over the face of the country.

  • This study is conducted to review the ratio of direct and indirect cost accompanied by industrial accident in construction sites. It is surveyed that how to use safety cost in construction work is most efficient in comparison with several items of safety cost through the regression analysis.

Development of Guidelines for Installing Speed Control Humps (차량과속방지턱의 설치기준 개발에 관한 연구)

  • The objective of study is to evaluate the effect of speed control hump on traffic operation and accidents. Three sites were investigated for the change of traffic accidents before and after the hump installation. Vehicle speeds approaching the hump were also analyzed. The study revealed that not only the number of traffic accidents but also the accident severity were significantly reduced by the installation of hump. Further, different types of traffic accidents with lower severity were observed after the hump installation. For the effect of speed reduction by hump, it was found that the speeds observed at 15m upstream of hump were in the range of 36~50 percent of approaching speeds which were not affected by (ie, without) the hump. Economic analysis of hump installation showed the benefit-cost ratio of 4.3 and 11.2 at two sites. Further analysis revealed that the benefit by the accident reduction exceeds the cost by speed reduction and installation capital if AADT is below 43,150 vehicles on two lane highways. It is recommended from the study that humps should be considered on two lane highways of high accident locations for excessive speeds to reduce traffic accidents and severity.

  • Fire accident in tunnel is one of the most critical railway accidents, together with overturning of train by derailment and train crash. Tunnel structures contribute to minimize the cost and time of transport, but in case of railway fire accident occurring bring serious damages of human life caused by narrowness of shelter, poisonous smoke and high temperature raised at the inside of tunnel. For that reason, at the beginning of plan of tunnel, the optimum design for rescue of passengers is needed. For the detail and most suitable design for rescue of passengers, many tunnel designer substituted simulation program for mock examination by its high cost and effort. In this study, simulation program techniques, such as Fluent and Simulex, are applied for verifying the rescue design of passengers reduced the risk when fire accident occurred at tunnel utilizing of case study for planned railway tunnels shows 1,245m length in Iksan-Sili area.

Numerical Analysis for Development of Vertical Falling Prevention System

  • Various falling prevention systems with vertical guided rail have been supplied in order to prevent falling accidents and acquire the long life and cost down for the maintenance. Almost the imported system is composed of a guided rail and the comfort components. It has the mechanism that cannot be dismounted from the guided rail at the accident site. Thus, the aim of this study is to develop a falling prevent system that has a direct dismounting function, which can release easily from the falling accident point. This system has a high durability and robust. And the cost efficiency of the system and safety for workers also are improved remarkably. From the results, we showed the proposed new falling system is sufficiently safety and satisfies the KOSHA regulation through the numerical stress analysis. Also it is expected as the useful and effective safety device for workers.

Effectiveness Analysis of Phosphorescent Pavement Markings for Improving Visibility and Design Standards: Focusing on Expressway Accident Hot Spots (축광노면표시 시인성 및 설치규격개선 효과분석: 고속도로 사고다발구간을 중심으로)

  • Visibility of lane marking is impaired at night, or in case of rain, and thereby threatens traffic safety. Recently, various studies and technology have been developed to improve lane marking visibility, such as the extension of lane marking life expectancy (up to 1.5 times), improvement of lane marking equipment, improvement of lane marking visibility (32.7%) by applying phosphorescent material mixed paint, and expressway lane design standards alternative (length 6m, gap 12m, width 13cm: 27.8% of painted surface are reduced) adoption with ergonomic analysis. In this study, a set of cost-benefit analyses was performed for the cases where such techniques were applied. Based on the literature review, 26.9% of traffic accidents would be prevented by improving lane marking visibility by 32.7%; accident reduction benefit was calculated as much as 12.5 billion KRW. Meanwhile, total increased cost when introducing phosphorescent material mixed paint and lane design standards alternative is calculated as 30.6 billion KRW. However, economic feasibility could not be secured with 0.41 of cost-benefit ratio when applied to the expressway network as a whole. Additionally, cost-benefit (B/C) analysis was applied to each of the top 20 night accident hot spots and the results of B/C ratios were between 0.67 and 4.20, showing that 11 out of 20 spot sections of expressway can have economic feasibility. This results indicate, with this kind of pavement marking applied to accident hot spots in rural expressway, better visibility and economic feasibility can be guaranteed through traffic accident reduction. Some limitations and future research agenda have also been discussed.
