  • In order to prevent traffic accident, it is very important that the driver regulates the location of rear view mirror using the automatic seat regulation system which guarantees the maximum vision of the possibility for accuracy. In order to solve this problem the paper deals with the automatic seat control system which guarantees comfortable and safe seating and good visual field. Also a automatic car seat control algorithm has been developed to regulate the back mirror. Particularly, the automatic seat control algorithm function for the air bag operation in case of an accident has been added depending on passengers weight. Moreover when the driver passes a dangerous area an algorithm has been developed which gives the driver a naming sign and has been simulated in a ubiquitous environment. The simulation result proved that the Intelligence analysis for traffic accidents can reduce franc accidents more than 25% than the currently existing methods.

  • The aim of this study is to analyze the effects of DVR(Driving Video Recorder) operation on decreasing the number of traffic accidents, the cost of traffic accident claim, and the behavioral change in drivers' driving. The data for this research are obtained from taxi drivers in Busan. For this, Structural Equation Model and two-way ANOVA are employed for empirical analysis. Overall results of this study show that the number of traffic accidents of 4 taxi corporations in Busan has decreased by average 32.7 percent after using DVRs. In addition, as to the cost of taxi accident claims, it is expected that the DVR operation has a considerable effect on economic benefits of taxi corporations. Moreover, this study could make clear the difference in behaviors between DVR users and non-users, and discriminate the positive and negative impacts of the DVR operation on the drivers' driving behavior. The study quantitatively examined the indirect impact of 'attitude', 'subject norm' and 'behavioral control' factors on planned 'behavior', and the direct impact of 'behavioral control' factor on the planned 'behavior'. This study suggests that they should add the video recoding function of DVRs when operation recorder(blackbox for the car) is obligatorily set up on cars for business by traffic security law.

  • The purpose of this paper is to examine the concept of "accident" under the Warsaw system including the Warsaw Convention for the Unification of certain Rules for International Carriage by Air of 1929 and the Montreal Convention of 1999. Most leading case on this subject is Air France v. Saks(470 U.S. 392 (1985)). In the Saks case, it was held that the definition of an accident must be applied flexibly, and most courts have adhered to the definition of accident in Saks case, the application of accident has been less than consistent. However, most cases have held that if the event is usual and expected operation of the aircraft, then no accident has occurred. Courts have also held that where the injury results from passenger's own internal reaction to the usual, normal, and expected operations of the aircraft, it is not caused by an accident. As the Warsaw drafters intended to create a system of liability rules that would cover all hazards of air travel, the carrier should liable for the inherent risks of air travel. It is right in that the carrier is in a better position than the passenger to control the risks during air travel. Most US courts have held that carriers are not liable for one passenger's assault on the other passenger. The interactions between passengers are not part of the normal operations of the aircraft and are therefore not covered by the word "accident" under Art 17 of the Warsaw Convention. It is regretful that the Montreal Convention did not attempt to clarify the concepts of accident in itself. In the light of an emerging tendency to hold the air carrier liable for occurrences that do not exactly go to the operation of the aircraft, it is desirable to regulate that the carrier is liable for an "event" instead of an "accident" in accordance with the Guatemala City protocol.

  • Currently the highest speed limit on the road traffic congestion or because you can not cope with climate change to cause a traffic accident may be a factor. According to the Road Traffic Act as well as 20% to 50% in case of inclement weather, but the driver must slow speed left to the judgment of the difficulties, and to slow the vehicle and the relative velocity between the vehicle does not run longer be a big influence on the environment and safety. Thus, variable speed control for drivers on the road, specify the appropriate maximum speed limit in bad weather It keeps motorists slowed the run rate to prevent accidents or reduce the severity of accident damage is expected to be possible. The purpose of this study is the frequent traffic accidents Continuous Busan (City Freeway) around the variable speed control in the appropriate sections so that it can be done by analyzing the characteristics of traffic accidents were the severity of the accident. Highway and urban environment, the geometry of the structure because it has a lot of Curved planar point compared to wet and dry road surfaces by simulated rain wet had bom the more the speed the greater the risk of an accident was the result. Based on these results, the primary section, first urban highway tunnel, near the lamp, near Toll Plaza, near binary Outlet after considering various factors such as speed reduction is needed in the first period by conducting awareness and recognize the need for the participation of the driver and the future city installation and operation of highways in all sectors is expected to be expanded.

  • This study analyzed the causes of flood accidents, such as isolation and lost footing accidents in Dorimcheon, to provide legal and institutional improvements. For cause analysis, Field Investigation, Stakeholder Interview, Report, manual, Law et al. Review, Analysis of water level change characteristics, automatic alarm issuance standard level analysis, and evacuation time according to river control were evaluated. Dorimcheon has the characteristics of a typical urban river, which is disadvantageous in terms of water control. In addition, the risk of flood accidents is high because the section where fatal accidents occur forms sharply curved channels. Tripping and isolation accidents occur in the floodplain watch and evacuation stage, which is the stage before the flood watch and warning is issued. Because floodplain evacuation is issued only when the water level rises to the floodplain, an immediate response according to the rainfall forecast is essential. Furthermore, considering that the rate of water level rise is up to 2.62 cm/min in Sillimgyo 3 and Gwanakdorimgyo, sufficient evacuation time is not secured after the floodplain watch is issued. Considering that fatal accidents occurred 0.46 m below the standard water level for the flood watch, complete control is very important, such as blocking the entry of rivers to prevent accidents. Based on these results, four improvement measures were suggested, and it is expected to contribute to the prevention of Tripping and Isolation Accidents occurring in rivers.

  • It is important to control the high accurate position and force to prevent unexpected accidents by a robot manipulator. Direct-drive robots are suitable to the position and force control with high accuracy, but it is difficult to design a controller because of the system's nonlinearity and link-interactions. This paper is concerned with the study of the stabilization force control of direct-drive robots. The proposed algorithm is consists of the feedback controllers and the neural networks. After the completion of learning, the outputs of feedback controllers are nearly equal to zero, and the neural networks play an important role in the control system. Therefore, the optimum adjustment of control parameters is unnecessary. In other words, the proposed algorithm does not need any knowledge of the controlled system in advance. The effectiveness of the proposed algorithm is demonstrated by the experiment on the force control of a parallelogram link-type robot.

  • This study is about the analysis of the application of non-metric camera to accident sites and aims to present an efficient, an economical and an accurate method of processing accident sites. This was accomplished by observation and accuracy analysis of an experimental model. It can be concluded that by applying the 3-D coordinate system and the bundle adjustment with additional parameters to non-metric cameras, it is possible to achieve an accuracy level of positional values which is similar to that achieved by conventional control surveying and by metric cameras. It was also found that the accuracy of absolute coordinates approached towards the accuracy of metric cameras with the increase of the film size and with the increase of the focal length of the non-metric camera.

  • Purpose - This thesis is to develop a management plan and checklist by analyzing the prevention of accidents in advance by presenting the management plan for the major causes of railway accidents. Research design, data and methodology - In recent 5 years, we have analyzed the cases of railway accident, presented the management plan for the accident, and made a practical safety checklist focusing on the main measures according to the management plan. Results - The analysis of the cases of near-railway accidents suggests more concrete and practical safety management measures because the similar accidents are continuously occurring due to formal safety management. Conclusions - It is more valuable to apply to the adjacent construction of the railway line by creating a detailed checklist based on cases rather than the existing checklist. This study is written only as a human factor. For future real - time safety management, it is necessary to study more precisely cause analysis and safety equipment as a big data - based safety control system for more systematic safety management.
