HNS accidents involve large-scale fires and explosions, causing numerous human casualties and extreme environmental pollution in the surrounding area. The widespread diffusion of effects should be prevented through rapid decision making. In this study, a high-quality, standardized, and digitized HNS accident databases has been generated based on the HNS standard code proposed. Furthermore, the HNS Accident Tracking System (HATS) was applied and implemented to allow for systematic integration management and sharing. In addition, statistical analysis was performed on 76 cases of domestic HNS accident data collected over 23 years using HATS. In Korea, an average of 3.3 HNS accidents occurred each year and major HNS accident factors were Springs (41 %), Aprons (51 %), Chemical Carriers (49 %), Crew's Fault (45 %) and Xylenes (12 %). In order to reduce the construction cost and period without degrading the quality, construction companies are making a lot of efforts to prefabricate and mechanize the construction process, and introducing and utilizing various techniques of construction time management in the process of construction. However, due to the various factors (such as weather conditions, labor factors, supply of equipment and materials, safety accident, etc) in the process of construction, construction projects are not frequently completed within the scheduled Period. This research is to examine the current status of construction time management and factors causing delay in construction with regard to the concrete work (such as form work, steel reinforcement, and concrete work) in building apartments.
Generally, accident exposure at intersections is relatively higher than that at roadway segments due to more possibility of merging, diverging, turning, crossing, and weaving maneuver. Furthermore, the traffic accident rate at intersections has been rapidly increasing since 1990's. Since there is more opportunity of conflict at unsignalized intersection, frequency and severity of traffic accident are more severe than signalized intersections. The purpose of the study is to analyze factors causing vehicle crashes and provide intersection design guidelines to improve intersection safety. For this study, vehicle to vehicle crash data of 116 rural 3 legs unsignalized were collected and field surveys were conducted for traffic and geometric conditions. Ordered probit models were developed to analyze the severity of crashes. It was found that weather, obstacles in minor roadsides, presence of major exclusive right lane, presence of major road crosswalk, difference between posted speed of major road and minor road, land-use around intersections, shoulder width of major road, ADT of major road are significant factors for intersection safety.

The construction industry is the highest safety accident causing industry as 28.55% portion of all industries' accidents in Korea. In particular, falling is the highest accidents type composed of 60.16% among the construction field accidents. Therefore, we analyzed the factors of major disaster affecting the fall accident and then derived feature importances by considering various variables. We used data collected from Korea Occupational Safety & Health Agency (KOSHA) for learning and predicting in the proposed model. We have an effort to predict the degree of occupational fall accidents by using the machine learning model, i.e., Adaboost, short for Adaptive Boosting. Adaboost is a machine learning meta-algorithm which can be used in conjunction with many other types of learning algorithms to improve performance. Decision trees were combined with AdaBoost in this model to predict and classify the degree of occupational fall accidents. HyOperpt was also used to optimize hyperparameters and to combine k-fold cross validation by hierarchy. We extracted and analyzed feature importances and affecting fall disaster by permutation technique. In this study, we verified the degree of fall accidents with predictive accuracy. The machine learning model was also confirmed to be applicable to the safety accident analysis in construction site. In the future, if the safety accident data is accumulated automatically in the network system using IoT(Internet of things) technology in real time in the construction site, it will be possible to analyze the factors and types of accidents according to the site conditions from the real time data.

Different from general roads, intersections are the points where roads having different geometric structure and traffic operation system are met, and thereby they have complicated road structure and environmental factors. Various changes in driving patterns such as collision between vehicles approaching from roads adjacent to intersections, sudden stop of vehicles upon stop sign, quick start upon green lights kept increasing traffic accidents. It is known that traffic accidents are mainly derived from human factors. This study, in order to find out factors affecting drivers' behaviors within intersections, measured physiological responses such as brain wave, sight, driving speed, and so on by using state-of-the-art measuring device. As to concentration brain wave at individual intersections, it was found out that brain wave of testes was higher at main Arterial and accident-prone intersections compared with that of subsidiary Arterial. In addition, it was detected that drivers' visual activity was widely distributed at accident-prone intersections, meaning that it enhanced cautious driving from nearby vehicles. As to major factors causing drivers' workloads, factors from nearby vehicles such as deceleration, acceleration, lane change of nearby vehicles appeared as direct factors causing drivers' workloads, clarifying that these factors were closely related to causes of traffic accidents at intersections. Results of this study are expected to be used as basic data for evaluation of safety at intersections in consideration of physiological response of drivers.

The aim of this research is to analyze factors affecting bicycle accidents using the PLS structural equation. Accident types in this study were categorized into total accidents, serious injuries including death, and light injuries which occurred at nationwide Si Gun Gu. It was found that urbanization was the main factor for bicycle accidents through the accident models developed in this study. Population, ratio of economically active population, density of intersections, ratio of urbanized area, commercial and industrial land-uses, number of drive license holders, number of education institutions, number of parks were the main factors causing bicycle accidents. Besides, length of bicycle roads, number of bicycles, and ratio of bicycle as mode choice also increased bicycle accidents.

Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.
Objective: This paper presents additional considerations related to organization and safety culture extracted from recent human error incidents in Korea, such as station blackout(i.e., SBO) in Kori#1. Background: Safety culture has been already highlighted as a major cause of human errors after 1986 Chernobyl accident. After Fukushima accident in Japan, the public acceptance for nuclear energy has taken its toll. Organizational characteristics and culture became elucidated as a major contributor again. Therefore many nuclear countries are re-evaluating their safety culture, and discussing any preparedness and its improvement. On top of that, there was an SBO in 2012 in the Kori#1. Korean public feels frustrated due to the similar human errors causing to a catastrophe like Fukushima accident. Method: This paper reassesses Japan's incidents, and revisits Korea's recent incidents. It focuses on the analysis of the hazards rather than the causes of human errors, the derivation of countermeasures, and their implementation. The preceding incidents and conclusions from Japanese experience are also re-analyzed. The Fukushima accident was an SBO due to the natural disaster such as earthquakes and a successive tsunami. Unlike the Fukushima accident, the Kori#1 incident itself was simple and restored without any loss and radioactive release. However, the fact that the incident was deliberately concealed led to massive distrust. Moreover, the continued violation of rules and organized concealment of the accident are serious signs of a new distorted type of human errors, blatantly revealing the cultural and fundamental weakness of the current organization. Result: We should learn from Japanese experiences who had taken pride in its safety technology and fairly high confidence in safety culture. Japan's first criticality accident in JCO facility splashed cold water on that confidence. It has turned out to be a typical case revealing the problems in the organization and safety culture. Since Japan has failed to gain lessons and countermeasure, the issue persists to the Fukushima incident. Conclusion: Safety culture is not a specific independent element, which makes it difficult to either evaluate it properly or establish countermeasures from the lessons. It may continue to expose similar human errors such as concealment of incident and manipulation of bad data. Application: Not only will this work establish the course of research for organization and safety culture, but this work will also contribute to the revitalization of Korea's nuclear industry from the disappointment after the export contract to UAE.

Purpose: No previous study has assessed elderly pedestrian traffic accidents based on a nationwide database. This study aimed to help primary physicians who examine patients in emergency departments to determine and make prompt and accurate treatment decisions. Methods: This study used data from the Emergency Department-based Injury Indepth Surveillance from 2013 to 2017, managed by the Korea Centers for Disease Control and Prevention. Pedestrians aged ${\geq}65years$ were included, and using multivariate logistic regression multiple factors were analyzed to determine their relationship with injury severity. Results: Of 227,695 subjects, 6,498 were included, of whom 2,065 (31.8%) were severely injured. There were more female than male patients in all severity groups. Most accidents occurred in the afternoon and on general roads. In the multivariate analysis, the odds ratio (OR) of injury severity for male pedestrians was 1.165 (95% confidence interval: 1.034-1.313, p=0.012). Older age of patients and the use of ambulances were associated with greater injury severity. The accident time affected the degree of injury severity; i.e., compared to dawn, injury severity increased in the morning (OR: 1.246, p=0.047) and decreased at night (OR: 0.678, p<0.001). A significant difference was noted in the correlation between the type of vehicle causing the accident and the accident severity; i.e., motorcycle accidents had lower severity than bicycle accidents (OR: 0.582, p=0.047). Conclusions: Injury severity was correlated with sex, age, transportation to the ED, TA onset time, and type of vehicle. The study results suggest that injury severity may be positively reflected in initial assessments and overall integrated treatments by physicians and in the related policies.
Throughout the history of the aviation industry, from its origins in the $20^{th}$century to the present, accidents have always occurred. This paper deals with the legal liability of air traffic controllers, who represent one of the human factors causing these accidents. Though controller negligence turns out to be a main cause of the accident, Korea does not have additional judical case, since it was firstly declared that controller negligence was accountable for the air traffic accident in 1971. As such, we examine the liability of air traffic controllers as public officers. This paper looks not only at the role of air traffic controllers and pilots in accidents, but also at the applicability of controller liability in the context of Korean law. We determine that despite the high-stress environment, air traffic controllers must share in the responsibility to provide safe air navigation. Therefore, they cannot avoid legal liability.
