Background and Aim : As the aged society is coming, people pay attention to it and the government is also increasing subsidy into the welfare of the aged. As a branch of social welfare, community welfare is familiar and close to local residents. We could open up a new field in community welfare for oriental medicine and oriental medical doctor(OMD). Materials and Method : Analyzing the worts of community welfare center, we tried to find ways for OMDs to take part in there. We focused m community care and home care service of community welfare center and community health center. Result : Free oriental medical services are offered in many places, but a lot of them are temporary and hard to continue due to financial problem and lack of specialist. Local residents want to know about oriental medicine but few OMDs are willing to participate, thereforen, unqualified lectures of such as hand acupuncture, moxibustion, meridian massage prevail among them. This leads to illegal oriental medical services in the name of volunteer medical work. Conclusion The system is needed that local OMD association take part in community welfare of oriental medical service and care with community welfare center and community health center. Local volunteer medical services and researches of medical policy can help increase the chance for OMDs to go into social welfare system of the aged.

This study was based on politic reality which is being developed within the ambiguity of cultural welfare, and discussed what sort of awareness the practitioners show in the settlement process of the cultural welfare policy in depth. 4 elements were discovered in the settlement process of the cultural welfare policy which the practitioners are aware of. The elements are value(pursuit of comprehensive mankind), element of practice(process of operation), elements of external influences(process of policy settlement), and elements of internal influences(reinforcement of practitioners capability). This means that not only the process of policy settlement in a narrow sense, but also value, practice, and reinforcement of practitioners' capability for the provision of better service should be considered for the settlement of the policy. This study which analyzed the cultural welfare practitioners' awareness of policy settlement process is significant in that it provides the basic data for future settlement of the cultural welfare policy.

The convergence in telecommunication and broadcasting is one of the most popular topics in these days. For example, the characteristic of IPTV -internet protocol television-is controversial in the extreme. In Korea the IPTV operators are mainly the telecommunication service operators. So it is natural that the IPTV services are categorized to the telecommunication services. But the Broadcasting service providers, especially the CATV providers who can serve the TPS-triple play service- like IPTV players insist that the IPTV should be regulated as a broadcasting service. This paper will analyze whether the regulation in which the IPTV is categorized to one of the broadcasting services is better than the case of telecommunication services. To examine this, the social welfare analysis is conduced and the differential oligopoly market model is used. Together with that, this paper suggests that we can improve the social welfare by the asymmetric regulation between IPTV and D-CA TV. This means that in Korea the IPTV has a weak substitution relation with the D-CA TV and the IPTV should be dealed as a new convergence service that differs from traditional broadcasting services.

Social services are divided into care services and other support services for the elderly, children and the disabled. These social services are the subject of great policy interest in that they can create two effects at the same time: increase in labor demand for service providers and increase the possibility of long-term accumulation of human capital for service recipients. Therefore, this study aims to confirm the hypothesis according to whether the use of social services affects family relationships and the effects of social service users' psychological adaptation on marital and parent-child relationships even when other related variables are controlled. The final result of this thesis is a regression analysis to find out the effect of psychological adaptation on the family relationship, spouse relationship, and relationship with children of subjects who have experience using social services. -.661, p=0.001), the higher the psychological adaptation, the higher the spouse satisfaction (β=.465, p=0.001) and relationship satisfaction with children (β=.360, p=0.001). In other words, it was found that the more depressed the psychologically, the more negative the relationship with spouse and children.

Background : Demands have increased for a variety of welfare services and customized services for persons with disabilities(PWD). A management System focused on PWD was needed to provide for comprehensive services. The purpose of this study was to design a disability database and an application system in order to provide continuous and comprehensive rehabilitation service for PWD. Methods : We analyzed local and abroad disability-related policies and systems and derived the contents that should be included in the integrated database for PWD through a survey among rehabilitation specialists. Result : The integrated database for PWD was composed of 7 categories including General Characteristics, Health & Medicine, Assistance, Education, Employment, Economics and Daily & Social Life. The applicable system of integrated database for PWD was proposed to help conducting policies in such areas as follows ; 'welfare', 'education and culture', 'economic activity', 'social participation' and 'Health'. Conclusion : The main goal of disability policy and strategy should be established by systematically analyzing disability-related data integrating database of PWD. Accordingly, specific objectives and directions for disability policies should be set and efficiently managed and operated. The integrated database for PWD may be utilized for disability-related policies and service monitering, sustainable and integrated management and community participation and integration based on the rights of the disabled.

The importance of voucher service evaluation is increasing with the expansion of voucher, but the previous studies on performance evaluation could not reflect the characteristics of voucher. But there is no study on the factors affecting voucher performance. Thus, this study focuses on the empirical analysis of voucher program performance and analysed the factors affecting voucher satisfaction. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users in Community-Development voucher service in Community Service Investment Program. The methods applied in this study are Hierarchial Linear Model(HLM) using service user variables(level 1) and service agency variables(level 2). These variables are extracted from the previous studies on performance of social welfare service and voucher service. The findings show that user's satisfaction is influenced by level 1 variables such as sex, need and also influenced by level 2 variables of service type and area* organization type. On these analysis, this study gives policy implication.

The purpose of this study is to verify the relationship between psychological capital and job performance of social workers at welfare centers for the disabled. For that purpose, a self-reported questionnaire survey was conducted on 900 social workers at welfare center for the disabled nationwide, and a total of 864 copies of data were used for the final analysis. As a result of the main analysis, first, there was a positive(+) correlation between self-efficacy, hope, optimism, resilience which are the sub-elements of psychological capital, and contextuality and task performance, which are the sub-elements of job performance. Second, among the sub-elements of psychological capital, self-efficacy and hope showed statistically significant positive(+) effects on task performance. Third, it was found that optimism as well as self-efficacy and hope had a statistically significant positive(+) effect on contextual performance. Based on those findings, this study suggested practical and policy alternatives to improve the job performance of social workers at welfare centers for the disabled.

This study studies the effect of social welfare service quality on facility reuse for users of social welfare facilities. The purpose of this study is to study the effect of the parallel triple mediation effect of facility image user loyalty and facility satisfaction. To this end 219 users of social welfare facilities were analyzed using SPSS 23.0 for Windows and Process macro. As a result, first the variables of service quality facility image user loyalty facility satisfaction and facility reuse all formed significant positive relationships. Second facility image user loyalty and facility satisfaction had multiple mediating effects. This study presented a new model using multivariate in response to social welfare facilities in pandemic situations.

The number of Healthy Family Support Centers has dramatically increased and the services for healthy families such as family education, family counsel, family culture and family care have increased during the past ten years since the Framework Act on Healthy Families was enacted. This growth is largely credited to Healthy Family Specialists. At a time when the family policy delivery system is changing, it is most urgent to enhance the capability of Healthy Family Specialists. In this study, we aim to investigate the current capability of Healthy Family Specialists and suggest the education plan for their empowerment. We collected data from 151 Healthy Family Support Centers by mail and e-mail in June 2014. There were total of 1,001 subjects for analysis(781 by mail and 220 by e-mail). We analyzed the capabilities of Healthy Family Specialist by service areas according to work-related characteristics and possession of a license. Our findings revealed that the capabilities of Healthy Family Specialist varied depending on the service year and whether or not having a licence. These results suggest that the education program for empowerment will provide a differentiated content according to the service year and whether or not having a license. This study contributes to a better understanding of Healthy Family Specialists' current capability and provides insights on how to enhance their capability in order to change the family policy delivery system.

Objectives This study aimed to investigate the effect of social capital, health risk behavior and health status on medical care utilization by the elderly. The data and Research method Data were obtained from the 4th wave survey of the Korea Welfare Panel Study. 4,087 household members aged 65 years and over were subject to analysis. Descriptive statistics are used to describe the basic features of the data in a study. we performed a structural equation modeling(SEM) analysis to evaluate the effect of social capital and mediating effect of health risk behavior and health status. Results Results showed that factors related to medical care utilization of the elderly were different depending on types of service (inpatient and outpatient service) except health status. Age, higher social capital, more health-risk behavior and poorer health status were associated with increased use of inpatient service. Social capital was found to have a positive direct effect on it. Also, social capital had an indirect effect on reducing use of inpatient services by improving health status. On the other hand, lower age and higher household income tended to increase use of outpatient service, while higher social capital and higher health status were inversely related. Social capital had a direct effect and an indirect effect on reducing use of outpatient service and, at that time, health status played a mediating role. Conclusions Social capital may contribute to improve health status and indirectly reduce medical care utilization of the elderly by enhancing their health status. These results provide evidence that more policy and strategy considerations should be needed for the elderly to strengthen their social capital in order to enhance their levels of health and more efficient utilization of medical care.
