한국 민간경호원 교육프로그램 방향에 관한 연구 (A Study on Modeling Instruction And Training Program for Korean Private Security Guard)

  • 본 연구는 민간경호업무에 종사하고 있는 민간경호원과 국내${\cdot}$외 경호업체 및 기관의 교육훈련 실태를 파악하고, 이에 도출된 문제점을 토대로 교육훈련의 성과를 높일 수 있는 교육훈련 프로그램 모델을 설정함으로써 합리적이고 효율적인 교육훈련 프로그램체제를 구축하는데 방향을 제시하고자 한다. 본 연구를 위해 기본적으로는 국내외에서 발간된 문헌과 학술지 및 연구논문 등과 같은 문헌자료의 수집${\cdot}$분석을 하였고, 실증적인 자료 활용을 위해서 인터넷과 국내${\cdot}$외 관련협회, 학회, 기관, 경찰청 및 인터폴의 협조를 통해 자료를 수집 하였으며, 국내 민간경호업체의 교육훈련 프로그램은 민간경호업체 실무자 인터뷰 기법을 활용하여 연구하였다. 국내 민간경호업체에서는 교육훈련 프로그램 계획시 이론교육을 최소화하고 실무 중심적 교육으로 교육훈련 프로그램을 설정해야 하고, 이론교육 또한 실무 교육과 연계된 교육 내용으로 구성되어야 할 것이다. 민간경호원 교육훈련 프로그램의 교육과목은 이론 교육으로는 경호, 개론, 경호 계획, 정보 수집, 민간경비, 경호 방법, 테러 및 테러리즘, 관련 법령, 경호 심리, 전자 보안, 경호 분석 기법, 기업 소개, 직업관에 관한 교육훈련 프로그램으로 구성되어야 한다. 실무 교육으로는 선발 및 예방 경호, 근접수행 경호, 차량 경호, 경호 운전, 경호무도 및 호신술, 응급 처치, 경호 장비, 총기류 및 사격, 경호 의전, 고객 만족, 시설보안 및 경비, 소방 교육, 팀워크 훈련, 폭발물 및 위험물, 체력 단련, 문서 작성 실무, 봉사 활동, 외국어 교육에 관한 교육훈련 프로그램으로 구성되어야 한다.

어린이 화상사고 유형과 어머니의 예방, 태도, 지식에 대한 실태조사 (A survey of the Types of Burns in Children and Mother's Preventive Attitudes to, and Knowledge of Burns)

  • Burns in children result in the loss of precious life, or if the child survives, in much suffering from physical, emotional, social, and economic problems. These burn accidents to children happen in the bustle of family life and frequently without any warning. With this background information, this study was designed to identity types of burns in children and mothers' attitudes towards, and knowledge of burn prevention, in order, to not only, in still a safety consciousness regarding the seriousness of burn accidents and the strengthening prevention, but also as basic data towards the development of an educational program aimed at prevention. From May 1 to May 25 in 1997, data were collected from the mothers of children attending five day care centers and kindergartens located in Seoul, which had been selected for the study. The tools used for the study, which were developed by the researchers, surveyed the type of burns suffered by children, mothers' knowledge of burns and attitudes toward burn accidents. The data were analyzed through real numbers percentages and analysis was done using SPSS computer programs. The results of the study show that the most frequent type of burn accidents were those caused by hot water(55.4%) and these were frequently related to everyday habits that easily lead to danger. Further, the first aid treatment following a burn was weak. The majority of the mothers had not instructed their children on who to contact in the case of a fire, first aid for burns, or how to take escape in the case of a fire. This left the children in a defenseless position in case of a fire. The mothers showed a lack knowledge, on what to do when a blaze is discovered, how to put out a fire, first aid for burns, escaping from a fire and appropriate water temperature, in that 50% of the time they answered incorrectly. From this study a prevention program, HIPP (Home Injury Prevention Program) could be developed that includes fire prevention habits and first aid for burns. This program can be used with kindergarten and elementary school children for group education on fire prevention and can be used as a foundation for construction of a system of facilities and equipment to prevent fires and also prevent injury from fires.

남북한 보건의료제도의 비교 (A Comparative Study on the Health Care System of South and North Korea)

  • This Study has attemped to compare the health care systems of South and North Korea. There has been a wide difference in the health care System between the South and North of Korea. In this paper, I have also shown that each health care system has its own unique response to the social, political, and economic conditions of the country. Therefore the author analyzed and summarized the important difference of health care system between the South and the North of Korea as follows. 1. Compared with the Laissez-faire health care system of South Korea, North Korea has the state socialistic health care system which provide health care services to the people free of charge. And the North Korea is marking positive efforts toward the scientification and systemization of Oriental Medicine which is called Dongui-Hak in the North-on the basis of Ju-Che idea. 2. North Korea's health care system appears to be strongly geared toward extensive and preventive treatment and launched the massive sanitary propagation campaign. which have resulted in a great success. North Korea has a system of universal comprehensive care for its population. The government has a central role in planning and regulating health care. 3. The government also employs physicians, nurses, and other professionals to provide health care to patients at public expense. In North Korea, health professionals are government employees. They work for a salary and the system is funded through general taxation. 4. In the North Korea, health services area system of the cities and countre's unit is strictly conducted along with the doctor's area responsibility system. And so without referal card, patients can not use the upper-grade medical facilities. The health care delivery system of North Korea is made up of the fourth level procedue unlike South Korea. 5. General office of Oriental Medicine, Academy of Oriental Medical Science and Guidance Bureau of Oriental Medicine are established in the organization of the Department of Health in the North Korea. And nowadays much emphasis are equally placed on the Oriental Medicine as well as Western Medicine. Both South and North Korea have faced with a critical moment of developing a mutually agreeable and acceptable system of health care for the unified nation.

일부지역 의료기관의 외래원무관리 표준화에 관한 연구 (A study on the standardization for outpatient management and adminstration process of some regional hospitals)

  • 이 연구는 일부 지역 의료기관의 외래원무관리 표준화를 위해 대한병원협회에 등록된 일부 지역 종합병원 이상 의료기관에 근무하는 원무팀 직원을 대상으로 설문조사 하였다. 이 연구의 결과를 요약하면 다음과 같다. 접수업무 프로세스는 설립주체, 병상규모, 원무팀 직원 수, 일평균 외래환자 수에 따라 큰 차이는 없었다. 그러나 진찰료 선납 여부는 병상 규모가 클수록 진찰료 선납을 받았다. 병상 예약업무 프로세스는 설립주체, 병상규모, 원무팀 직원 수, 일평균 외래환자 수에 따라 큰 차이는 없었으나, 예약 후 내원 시 진찰료 선납은 500병상 미만 의료기관이 11.8%, 500병상 이상 의료기관이 50.0%로 나타났다. 이 연구 결과 의료기관에 따라 외래원무관리 프로세스에 큰 차이는 없었으나 전산시스템, 시설관련 부분에 차이를 보였다. 이러한 업무프로세스의 차이를 극복하기 위해서는 의료기관의 경제적 부분이 지원되어야 한다. 환자에게 양질의 의료서비스를 제공하기 위해 의료기관평가인증원 조사항목과 설문을 통해 얻은 다빈도 응답을 토대로 도출한 표준화를 실제 의료기관에 적용하여 그 효과를 분석하는 것이 필요할 것으로 사료된다.

방제선 등 배치의무의 법적 성질 및 민간개방의 정당성에 관한 연구 (A Study on the Legal Nature of the Duty to Arrange Spill Clean-up Equipment and the Issue on the Justification of Its Privatization)

  • Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.

학교식당 및 교실배식 과정 전·후 미생물 오염에 관한 연구 (Assessment Report of Bacterial Contamination in Some School Dining Services with Table Swabs and Air Samples)

  • Objectives: The aim of this study is to investigate microbial contamination in the school food service environment for the assessment of microbial food safety. Methods: We collected both swab samples from tables and desks and airborne bacterial samples from an elementary school (School A) and a high school (School B). Heterotrophic plate count, total coliform, Staphylococcus aureus, and Bacillus cereus were measured with selective media to quantify microbial concentration. PCR assay targeting 16S rRNA genes was performed to identify the strains of S. aureus and B. cereus isolated. In addition, we made a food service checklist for the locations to evaluate the food service environment. A Wilcoxon test was employed to examine the differences in microbial concentration between before lunchtime and afterwards. Results: Heterotrophic plate counts showed higher levels after-lunch compared to before-lunch at School B. However, levels of S. aureus were higher in the after-lunch period (p<0.05) in both classrooms and in the cafeteria in School A. B. cereus was only sparsely detected in School B. Several samples from food dining carts were found to be contaminated with bacteria, and facilities associated with food delivery were found to be vulnerable to bacterial contamination. Although microbial concentrations in the air showed little difference between before- and after-lunchtime in the cafeteria in School A, those in classrooms were greater after-lunchtime at both schools. Conclusion: Our results suggested that the microbial safety in schools after lunchtime of concern. Necessary preventive measures such as hygiene education for students and food handlers should be required to minimize microbial contamination during food service processes in schools.

HEC-GeoRAS 모형에 의한 침수면적산정 사례연구 (A Case Study of Calculating Flood Inundation Area by HEC-GeoRAS)

  • 지난 몇 년 동안 우리나라는 생명과 재산에 엄청난 피해를 준 홍수를 겪었다. 태풍에 의해 발생한 홍수는 가장 일반적인 자연 재해의 한 형태이다. 지구온난화로 인한 지구의 기온상승으로 인해 태풍의 발생 가능성도 증가하게 되었다. 홍수시 강우 도달시간이 감소됨과 함께 강의 수위상승이 일어나며 최대 유출량도 증가되어 왔다, 게다가, 국토 부족을 해결하기 위한 여러가지 국토정비사업과 함께 침수피해는 계속 증가되어 오고 있다. 1960년대에는 농경지, 1970년대에는 산업시설 및 공공시설에 각각 많은 피해가 있었으며, 1980년대에는 많은 용수해 피해가 있었다. 그리고 1990년대에는 그 피해의 규모가 상당히 증가하였다. 따라서 자연재해에 대한 예방조치를 통해 태풍과 홍수로부터의 희생자와 재산 손실을 줄일 필요가 있다. 본 연구에서는 침수지역의 깊이와 양을 계산하여 홍수피해를 예측하고 예방하기 위해서 시뮬레이션 시스템이 도입되었다. 본 연구에서는 침수를 모의 할 수 있는 HEC-GeoRAS와 ArcView를 이용하여 침수면적 및 침수심을 산정하는데 그 목적이 있다. 이번 연구가 재해 관리 분야의 전문가들과 기관들에 유용한 정보를 제공할 것으로 기대한다.

선박용 엔진 제조업 들기작업의 인간공학적 위험 평가를 위한 세 가지 방법 비교 (Comparison of Three Methods Assessing the Ergonomic Risks of Manual Lifting Tasks at Ship Engine Manufacturing Facilities)

  • A variety of ergonomic assessment methods of lifting tasks known as a major cause of work-related lower back pain have been used. But there is a limited information in choosing the most appropriate assessment method for a particular job and in finding out strengths and weakness of the methods. The purpose of this study was to assess and compare the ergonomic risks of lifting tasks in a marine diesel engine production industry by three lifting ergonomic assessment tools widely used: the National Institute for Occupational Safety and Health(NIOSH) Revised Lifting Equation(NLE), the Washington Administrative Code 296-62-0517(WAC), and the Snook Tables. Lifting index(weight of load/Recommended Weight Limit) of NLE($LI_{NLE}$) was above 1 at 34 tasks(75.6%) of a total number of 45 lifting tasks. LI of WAC($LI_{WAC}$) was above 1 at 11 tasks(24.4 %). LI of Snook Table($LI_{Snook}$) was above 1 at 29 tasks(64.4%). Thus, LI was high in orders of $LI_{NLE}$ > $LI_{Snook}$ > $LI_{WAC}$. There were significantly high correlations among three Lls(p<0.01). The correlation coefficients between $LI_{NLE}$and the other three Lls($LI_{WAC}$ and $LI_{Snook}$) were r=0.93 and r=0.88, respectively. The linear regression equations were y = 0.444x + 0.11(r=0.93) between $LI_{NLE}$ and $LI_{WAC}$, y = 0.93x + 0.008(r=0.88) between LI(NLE) and $LI_{Snook}$. The LI values by WAC was significantly lower than those by the other tools. The compared features, strength and limitation among these tools were described in this paper.

보편적 건강보장을 향한 노정 : 베트남 보건의료 부문의 역사·문화적 맥락을 중심으로 (The way to achieve Universal Health Coverage: Focusing on the Historical and Cultural Context of Health Care Sector in Vietnam)

  • 본 연구는 지속가능개발목표(Sustainable Development Goals) 하에 보편적 건강보장(Universal Health Coverage) 달성을 목표로 전 국민의 건강보험 가입을 추진하고 있는 베트남의 보건의료 부문에 주목하여 보건의료 체계와 건강보험법의 개혁 과정에서 나타난 특징을 역사 문화적 맥락을 통해 파악해보고 개발의 관점에서 그 함의를 살펴보고자 한다. UHC의 세 가지 차원, 즉 인구 집단에 대한 보장성 확대, 다양한 의료서비스 제공, 그리고 재정적 보호를 기준으로 베트남 보건의료 부문의 현황을 요약하면 다음과 같이 정리할 수 있다. 첫째, 2015년 발효된 개정 건강보험법에서 가구 단위의 의무 가입과 그에 따른 건강보험료 정산 방식이 새로운 제도로 시행되고 있다는 점이다. 둘째, 1차 의료시설, 즉 사($X{\tilde{a}}$, Commune)급 단위의 보건소를 중심으로 예방 및 건강관리 서비스를 제공할 수 있는 의료 네트워크가 구축되어 있다는 점이다. 셋째, 의료보험법 및 다양한 제도 시행 이후 공공 지출이 증가하고 민간 지출이 감소하고 있지만 여전히 본인부담 의료비 지출(Out-of-Pocket Expenditure)이 많은 비중을 차지하고 있다는 점이다. 베트남의 사회건강보험 개혁은 현재 과도기이다. 따라서 베트남은 보건의료 체계와 건강보험 제도를 어떻게 구축해 나갈 것인가에 대한 문제가 더욱 중요할 수밖에 없는 시기적 상황에 당면해 있다. 제도와 체계에 대한 개발은 효율성보다는 그것을 고스란히 감당해내야 하는 주체, 즉 해당 사회의 구성원들에게 적절하고 정당한 방식으로 설계되어야 한다. 본 연구는 제도와 문화, 즉 제도를 공유하는 사회적 가치, 가족 문화 그리고 비공식적인 제도 등과의 상호작용 등으로부터 그 함의를 이끌어내고자 하였다.

한국의 호수 수질관리의 문제점 (Problems of lake water management in Korea)

  • In Korea most of annual rainfall is concentrated in several episodic heavy rains during the season of summer monsoon and typhoon. Because of uneven rainfall distribution many dams have been constructed in order to secure water supply in dry seasons. The Han River system has the most dams among Korean rivers, and the river is a series of dams now. Reservoirs need different strategy of water quality control from river water. Autochthonous organic matter and phosphorus should be the major target to be controlled in lakes. In this Paper some problems are discussed that makes efforts of water quality improvement ineffective in lakes of Korea, even after the substantial investment to wastewater treatment facilities.1) Phosphorus is the key factor controlling eutrophication of lakes and the reduction ofphosphors should be the major target of water treatment. However, water quality management strategy in Korea is still stream-oriented, and focused on BOD removal from sewage. Phosphorus removal efficiency remains as low as 10-30%, because biological treatment is adopted for both secondary treatment and advanced treatment. The standard for TP concentration of the sewage treatment plant effluent is 6 mgP/l in most of regions, and 2 mg/l in enforced region near metropolitan water intake point. TP in the effluents of sewage treatment plants are usually 1-2 mg/1, and most of plants meet the effluent regulation without a further phosphorus removal process. The generous TP standard for effluents discourages further efforts to improve phosphorus removal efficiency of sewage treatment. Considering that TP standard for the effluent is below 0.1 mg/l in some countries, it should be amended to below 0.1 mg/l in Korea, especially in the watershed of large lakes.2) Urban runoff and combined sewer overflow are not treated, even though their total loading into lakes can be comparable to municipal sewage discharges on dry days. Chemical coagulation and rapid settling might be the solution to urban runoff in regard of intermittent operation on only rainy days.3) Aggregated precipitation in Korea that is concentrated on several episodic heavyrains per year causes a large amount of nonpoint source pollution loading into lakes. It makes the treatment of nonpoint source discharge by methods of other countries of even rain pattern, such as retention pond or artificial wetland, impractical in Korea.4) The application rate of fertilizers in Korea is ten times as high as the average ofOECD countries. The total manure discharge from animal farming is thought to be over the capacity of soil treatment in Korea. Even though large portion of manure is composted for organic fertilizer, a lot of nutrients and organic matter emanates from organic compost. The reduction of application rate and discharge rate of phosphorus from agricultural fields should be encouraged by incentives and regulations.5) There is a lot of vegetable fields with high slopes in the upstream region of the HanRiver. Soil erosion is severe due to high slopes, and fertilizer is discharged in the form of adsorbed phosphorus on clay surface. The reduction of soil erosion in the upland area should be the major preventive policy for eutrophication. Uplands of high slope must be recovered to forest, and eroded gullies should be reformed into grass-buffered natural streams which are wider and resistant to bank erosion.
