A Comparative Housing Policy and Policy Transfer between Countries with Respect to Low-Income Housing in Korea

  • Korea has experienced a remarkable economic achievement since the 1960s. However, behind this facade of growth and progress, a chronic housing shortage in the capital region, declining owner-occupation, rising housing costs, and polarization in housing conditions between the better-off and the worse-off clearly illustrate the impasse and crisis in housing that Korea now faces. In addition, the IMF crisis and the late global financial crisis shocked the Korean housing market. The Korean government has made significant policy changes to improve housing security for less-privileged groups. In order to achieve housing policy development, the Korean government has tried to employ of advanced countries. What are the benefits(merits) and dangers(demerits) of housing policy transfer between countries? This paper emphasizes that we must recognize about 'differences' rather than 'commonalities' between countries with respect to policy transfer. It also maintains that the government should play a main role as an enabler rather as a provider of 'low-cost' housing.

인구감소형 도시의 주택정책 개선방안 연구 (A Study on Mea'sures to Improve Housing Policy for Population Declining Cities)

  • The purpose of this study is to examine measures to improve government's supply oriented housing policy in population declining cities. For this purpose, system dynamics simulation method was used to build urban-housing model and different sets of housing policies were tested to see their impact on local housing problems. Simulation result shows that there is no best set of housing policies that can solve all housing problems in population declining cities. It also indicates that housing policy that solve one type of problems can worsen other type of problems. Housing policy that increases population size has negative effect of housing oversupply. It also increases proportion of old houses in population declining cities. However, housing policy that makes city younger with newer houses tends to increase housing shortage and housing price. So, policy choice needs to be made with clear understanding of trade off between different policies. The result also shows it is difficult to expect a full scale effect of housing policy on local housing problems unless it is executed with regional economic development policy because local housing problems are so closely related with local economic problem in population declining local cities.

일본 임차가구의 주거비부담능력 변화와 정책적 함의 (The Change in the Housing Affordability of Japanese Tenants and the Policy Implication)

  • The change in the Japanese rental housing policy since the 1990s appeared as a reduction in the role of central government, an expansion in the local government's discretion, and an increase in the dependence on the housing market. As a result, the supply of new public rental housing decreased drastically and the rent regulation was eased. This study is designed to evaluate the validity of the policy change through an analysis of the change in housing affordability of tenants during the period of 1983~2008. The analysis showed that the housing affordability and the accessibility to the housing market by tenants had been improved, confirming that if the public rental housing stock was properly used, the housing needs of the low-income tenants would be met without new supply. Therefore, it appeared that the change in the Japanese rental housing policy may have a certain amount of validity. However, the study pointed out that the validity of the policy change must be limited as the future risk factors such as the possibility of residualisation of public rental housing and the increase of poor households according to job insecurity were not well considered. Accordingly, in conclusion this study suggests that new policy instruments should be developed at central government-level, such as offering incentives for local governments and establishing a housing allowance etc.

A Study on the Improvement of Youth Housing Support Policy

  • Purpose: The problem of housing poverty among young people is a very important problem for the nation. Therefore, the main purpose of this paper is to identify the problems of the government's housing support policy for young people. And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.

비영리민간단체를 대상으로 한 주거복지 의식조사 연구 (Non-Governmental Organizations' Perception on Housing Welfare Policy and Local Governance)

  • Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. Stabilization of housing market is important, but concrete measures should be necessary to help those who cannot participate in housing transaction. Concerning local governance issues, local government is expected to play a great role in setting up a productive policy network; NGOs are inclined to rely on public aid; An emphasis is put on professional and academic education which can make housing welfare delivery system more effective. With the questionnaire survey results, evolution and characteristics of the NGO movements in the Korean housing sector and the recent change of housing policy orientations are explained. And, strengthening communication channel between central and local actors, participation of NGOs in the various housing surveys, establishing a regular forum on the local level, and so on, are proposed in the conclusion.

보금자리 주택의 공급 특성과 무주택 저소득 가구를 위한 향후 주택정책 방향 (The Characteristics of Bogeumjari Housing Program and Direction of Future Housing Policy for Low-income Households without Home Ownership)

  • This paper aims to explore the characteristics of Bogeumjari Housing Program and its significance to housing policy, and propose an appropriate direction of future housing policy for low-income households without home ownership based on actual data on housing careers and preferences of the policy target households. Supply of Bogeumjary Housing is characterized by consolidation of existing housing program, housing support by income level, differentiation of eligible households, and housing subscription on-line. Bogeumjari Housing Program is meaningful in that it is a policy that resumed the supply of permanent housing, provides multi-tier support system by income level, and adjusts the imbalances in housing demand and supply. Despite their strong preferences for Bogeumjari Housing, their affordability is very low due to their low income levels and gloomy outlook for household finances. In this light, the government should pursue housing policies that include not only new housing constructions, but also efficient use of housing stocks, expansion of loans for first-time home buyers, and introduction of home mortgage and housing voucher.

일본의 노인주거정책에 관한 연구 (A Study on the Housing Support Policy for the Elderly in Japan)

  • In recent study, we are referencing the necessity by examining the environment for housing policies for elderly Koreans. In reality, Japan, who is ahead of our country, has already experienced and is currently in progress for the aging society. They have developed a profound housing policy under all circumstances with the change of aging society. There forth, we are in progress of examining the series of helpful characteristics being presented by Japan, and how they have expanded and improved their housing support services. Our country must clearly ensure a resolution for investigating a new direction in housing policy and housing support services by learning through the development process of Japan's housing support services for the aging society. For instance, Japan have provided housing policy in both housing and welfare for senior citizens. Recently, the reason they are well adjusted for housing and welfare linked with special care and supportive living services and being skillfully focused on the maintenance policy is because they have great implications on how to successively organize housing policies for the aged society. Recent studies show preferred living arrangement and housing policy of the elderly for stabilization in the aging society. First, must be aware of the leading factors for housing in later life, organize dwelling patterns for diverse characteristics and give consideration for future life plans. Second, must continuously maintain an accessible environment in all community levels without changing the required services in their livelihood by adjusting to diverse changes for the aged. In addition, must organize flexibility in choice following these housing-support services for the elderly's desire and self reliance which raises profound questions on cultural policy.

  • The purpose of this study is to suggest basic data to establish policy directions for improvement on quality of rural housing in Korea. A literature survey were used fur study The contents of survey includes policy supports in rural Korea and rural America. The results of the study grasped the situations that the newly built and repair, a vacant house, landscape and welfare with the support of rural housing policy in Korea. Also rural affordable housing policy examined supports of RHS programs in USDA variously. Based on the results, some policy directions to rural housing and community were suggested.

  • The first of 2000's, Korea will be changed the aging society. And then the many of aged Korean are respected to live alone or with their wives/husbands at the housing for the elderly. Therefore the demand of the housing for the elderly will be increasing rapidly in Korea but it is difficult to provide it to them. The housing policy for the elderly in Korea is not definite so far. For the development of the housing policy for the elderly in Korea, the process of this study is as follows. 1st, The consideration of the residence consciousness of the elderly in Korea. 2nd, Focussing around the welfare of the aged act and the arrangement of agricultural and fishing villages act, the analysis of the housing policy/system for the elderly. 3rd, In conclusion, a proposal for the development of the housing policy for the elderly.

광주광역시 도심 외 지역 저소득층 주거실태 분석과 개선 방안에 관한 연구 (A Study on The analysis of Residential State and Improvement of Low-Income Brackets in the Outside of Gwang-ju)

  • The housing policy of Korea has been pushed with a focus on the middle-class. This contributed to alleviate the absolute lack problem of housing, but this program for the housing policy of low-income brackets is also true as insufficient attention. Thanks to Bulk supply-oriented housing policy, the rising penetration of housing and living conditions are improving as a whole, but low-income housing problem has been exacerbated by a relative. National and local government will solve the residential housing problem of low-income brackets by expanding welfare programs, but the quality of existing housing issues and the alternative policy are regarded as insufficient. Homeless households in Korea are still nearly 400 million, Housing costs higher than income weighted for buying a home and rent payments of low-income brackets. In this study, I investigated the concept of low-income housing welfare and housing policy changes. This paper is aimed to present the basic data through the investigation and analysis residential status of low-income brackets.
