Legal Aspects for Quality Evaluation Standard of Plant Variety and Seed (식물 품종 및 종자의 품질평가 기준에 대한 규정현황)

  • There are some international standards and organization controling the quality characteristics of varieties and seeds such as UPOV, OECD, ISTA, AOSA. The National List system to check variety performance such as quality characteristics of plant varieties and seeds was established by each countries. The UPOV (International Union for the Protection of New varieties of Plant) regulates the requirement of plant variety protection that is distinctness (D), uniformity (U), stability (S) (here in after called DUS), Novelty and Denomination, and some quality characteristics are used to examine the requirement of plant variety protection by each crops. OECD (Organization for Economic Cooperation Development) seed scheme regulates the seed certification for seed trade between countries. ISTA (International Seed Testing Association) and AOSA(Association for Official Seed Analyst) regulates the seed analysis standard and methods. Most of the countries in Europe has the National List system, which check the value for cultivation and use(VCU), that is to say, variety performance such as yield, quality and stress to environment. All the seeds should be enlisted in the National List before sell the seed in their country. All the quality characteristics checked variety performance are for instance, amylose and amylopectin content in rice, molting quality, $\beta$-glucan, protein in barley, protein and sugar content in soybean, sugar and amylopectin content in corn etc. Conditions for the protection of new variety of plant are DUS. Quality characteristics may be the important characteristics and used to check DUS in crop by crop. It is very important to develop a new characteristics and establish standard method fur examine the VCU and DUS test for each crop.

A new breed of silkworm variety, Juhwangjam, for light pink cocoon

  • A new silkworm variety, Juhwangjam, was bred for the producing of light pink colored cocoon. The Juhwangjam variety was selected and succeeded from the F1 of 2303 × BP Heehong in 2016 autumn. Hatchability (96%) and pupation percentage (97.6%) of Juhwangjam was matched to the authorization criteria for commercial silkworm variety. Laval period and other economical characters of Juhwangjam were similar to the authorized silkworm variety, Goldensilk. Cocoon yield of Juhwangjam in spring and autumn season was 20.0 and 14.3 kg, respectively. Therefore, a new silkworm variety, Juhwangjam for light pink cocoon, might be adaptable to culture in spring season rather than autumn season.

  • "Hwasan 102" is a new cold-tolerant Italian ryegrass(Lo1ium rnultiflorum L.) variety developed by theNational Livestock Research Institute(NLRI) in 1999. Having cold tolerance in Italian ryegrass is an importantfor enlargement of cultivation area and increase of productivity in Korea. To develop the cold-tolerant varietyof Italian ryegrass, cold-tolerant clones survived under - 13- - 14$^{\circ}$C of minimum average air temperature(MAAT) in January were selected at Dun Nae, Kwangwon Province in 1993. Five of selected clones werepolycrossed for seed production by NLRI, RDA, in 1995."Hwasan 102" was tetraploid variety, dark green in leaf color and broad in flag leaf width. Also it hassemi-prostrate and medium growth habit in late autumn and in early spring, respectively. "Hwasan 102" withlow plant height at harvesting time was excellent in lodging tolerance. First heading date of "Hwasan 102"was 19th May, it was similar to that of Marshall. Expecially, "Hwasan 102" survived about 60% under - 10- - 12$^{\circ}$C of MAAT in January, so it could be cold-tolerant variety that can be safely cultivated in regionshigher than -9'C of MAAT in January. Compared with Marshall, "Hwasan 102" showed 8% higher freshyield (59.2MT per ha) but it showed 2% lower dry matter yield (9.6MT per ha). Consequence and Reflection of High-Input and High-Yielding Technology In Rice Culture (벼 고투입 다수확재배의 결과와 성찰)

  • Tong-il, the high-yielding rice variety bred on early 1970, effected a turning point in modern rice production in Korea. As rice production reached the highest record yield in 1978 with HYV, Korea achieved self-sufficiency in domestic supply of rice (or the first time in (her own) history, HYV required high input of fertilizers and pesticides for proving its yielding ability and needed new techniques such as early nursery-planting to prevent chilling damage. But, farm economy did not follow the successful achievement of rice production because of increased farming cost and inflation.'Tong-il variety has been replaced by new high-yielding Japonica varieties from 1980 when record-low-temperature during summer months had persisted. Also, the cooked rice of Tong-il variety did not agree with the appetite of Korean people. Though the hectarage of Tong-il rice did reduce, farmers applied the same high-input cultural techniques for new Japonica cultivars as did for Tong-il variety. Heavy application of nitrogen fertilizer contaminated surface and ground water with nitrate ions while phosphorous fertilizer was blamed for algae pollution. Frequent spray of pesticide and herbicide reduced significantly the biotic population in paddy ecosystems including insects and soil microorganisms. The new technologies of the 21st century must be directed to produce safe food, to save natural resources, and to preserve a clean environment for human welfare. We need low-input sustainable farming techniques to provide high-yielding crops and to preserve a healthy ecosystem.

  • Recent molecular and polyphasic taxonomic approaches toward bacterial systematics have played a significant role in revolutionizing our insight in the taxonomy of bacterial organisms. This advance has also contributed greatly to delineation of new taxa from bacterial organisms isolated from a variety of natural sources of Korea. Recently, many bacterial organisms have isolated from soil, seawater, foods, wastewaters and humans of Korea and have been subjected to polyphasic taxonomic study. From the results of this study, some isolates have been found to be members of new genera and new species.

Breeding Process and Characteristics of Yunpoong, a New Variety of Panax ginseng C.A. Meyer (인삼 신품종 연풍의 육성경과 및 생육특성)

  • To develop a new ginseng variety with good quality and high yielding, a lot of individual ginseng plant were selected in the farmers′ fields in 1968. Among them, a promising line, 680-98-2, has been developed through comparative cultivation of several lines selected with pure line separation from local races in Korea Ginseng & Tobacco Research Institute. Preliminary and advanced yield trials were performed for 8 years. 1) One of them was designated as KG102 and it was then registered as a new variety "Yunpoong" with the regional yield and adaptation trials for 10 years (1981-1990) on November 30, 1998 in Korea.2) For the root characters, the diameter of taproot and ratio of the taproot length to the diameter of Yunpoong were bigger and lower than those of Jakyungiong. Root yield was 27.3% higher in Yunpoong than Jakyungiong.

A New Gerbera Variety 'Yellow Wing' : High-yielding Cultivar with Yellow and Spider type for Cut-flower

  • A new gerbera variety 'Yellow Wing' was released by the National Horticultural Research Institute (NHRI) in 2007. A cross was made between 'Gold Finger' with yellow and single and 'Yellow Springs' with yellow and spider in 2004. After investigation of the characteristics for 4 years (from 2004 to 2007), it was selected specially for the use of cut-flower. 'Yellow Wing' is a vigorous cultivar with yellow (RHS YO14B), green center and spider type. The flower diameter is 10.6cm. And inner ray floret and disc diameter is 2.83cm and 2.03cm, respectively. It produces a large yield with continuous supply of flowers and has adequate peduncle height and brilliant color. We believe that 'Yellow Wing' has a great potential for expanding cultivated area of domestic gerbera cultivar and increasing farmers-income.

A Big Data Study on Viewers' Response and Success Factors in the D2C Era Focused on tvN's Web-real Variety 'SinSeoYuGi' and Naver TV Cast Programming

  • The first D2C-era web-real variety show in Korea was broadcast via tvN of CJ E&M. The web-real variety program 'SinSeoYuGi' accumulated 54 million views, along with 50 million views at the Chinese portal site QQ. This study carries out an analysis using text mining that extracts portal site blogs, twitter page views and associative terms. In addition, this study derives viewers' response by extracting key words with opinion mining techniques that divide positive words, neutral words and negative words through customer sentiment analysis. It is found that the success factors of the web-real variety were reduced in appearance fees and production cost, harmony between actual cast members and scenario characters, mobile TV programing, and pre-roll advertising. It is expected that web-real variety broadcasting will increase in value as web contents in the future, and be established as a new genre with the job of 'technical marketer' growing as well.

Breeding of a New Silkworm Variety, Kumhwangjam, with a Sex-Limited Cocoon Color for Spring Rearing Season

  • A new silkworm variety, Kumhwangjam, with a sex-limited cocoon color for spring rearing season is F$_1$ hybrid between Jam 309, a Japanese race bred from Y1/9153, and Jam 310, a Chinese race from Y1/8586. In the local adaptability test performed at 8 local areas in spring rearing season of 2003, major characteristics of Kumhwangjam were mainly similar to those of the check variety Kumokjam. The new silkworm variety, Kumhwangjam, showed a sex-limited cocoon color: yellow for female and white for male with elliptical cocoon shape. This sex-limited cocoon color can be used as a valuable marker for discrimination between female and male for various purposes.

A Cold-Tolerant and High-Yielding Italian Ryegrass (Lolium multiflorum L.) New Variety "Hwasan 101" (내한 다수성 이탈리안 라이그라스 신품종 "화산 101호")

  • Improvement of cold-tolerance of Italian ryegrass(Lo1ium multiflorum L.) is an important breeding objectivefor enlargement of cultivation area in Korea. To develop the cold-tolerant variety of Italian ryegrass,cold-tolerant clones survived under - 13- - 14$^{\circ}$C of minimum average air temperature in January wereselected in the area of Dun Nae, Kwangwon Province. The 5 lines of Italian ryegrass clones selected werepolycrossed for seed production. Synthetic seeds were examined on growth characters and forage productionsin Suwon from 1996 to 1998, in Unbong 1997 and in Younchun 1998, respectively. The growth charactersand forage productions of Italian ryegrass variety named as "Hwasan 101" were summarized as follow ;ltalian ryegrass variety, Hwasan 101 was tetraploid and showed semi-prostrate growth habit in autumn andwas not only dark green in leaf color and broad in flag leaf width but also excellent in leafiness. Also, itshowed low plant height at first heading date of 20th May and excellent lodging tolerance. Expecially,Hwasan 101 in all trial regions was 80 -90% of winter survivals that was higher than 60 -90% of Florida80 and Marshall varieties. Therefore we estimate that Hwasan 101 can be cultivated in regions that is higherthan -9$^{\circ}$C in minimum average air temperature and lower than 400m in sea level. In forage production ofHwasan 101, fresh weight and total digestible nutrient(TDN) yield were 66,940 and 6,551kghq and drymatter yield was 10,050kgha. In conclusion, Italian ryegrass, Hwasan 101 was medium and late maturingvariety but excellent in cold-tolerance, lodging-tolerance, leafiness, and forage production.(Key words : Italian ryegrass, Cold tolerance, New variety)ian ryegrass, Cold tolerance, New variety)
