Modern architecture after enlightenment period of Korea has been defamed indifferently before preparing devices for preservation. Many modern architecture has been underestimated by the feeling of being cultural victimized for Japan and economic logic. Other advanced countries make laws for their historic heritage with a concept for past-present-future. Also they re-create their cultural heritage to help their local economic. As the Registration System is established at july 2001, we have to find organic, positive interior space utilization methods about modern architecture. Modern architecture is private property in real using but it has historic trace. Therefore, modern architecture can be affirmative social property because it is a base of historic, cultural circumstances for local identity. The purpose of this study is to construct preservation and utilization methods of interior space for modern architecture.
Efforts are being made internationally to pay attention to the landscape value of modern and contemporary heritage and to pass it on. However, in Korea, the registration of modern and contemporary landscape heritage as registered cultural properties is insignificant. There has also been little discussion on ways to improve the system in this regard. This study sought ways to improve the registration criteria and classification system of the registered cultural property system so that modern and contemporary landscaping heritage could be protected. Currently, the registration criteria for registered cultural properties are not stipulated for each type of heritage, but are stipulated as a single comprehensive standard. Registration criteria should be separately prepared so that the landscape value of the heritage can be reviewed. First, the registration criteria have an important value in understanding the development of landscape culture. Second, well-preserved landscaping reflects or characterizes the times. Lastly, it should be defined as related to the works of major artists or important figures or historical events. The classification system must match the studied building cultural property classification system, and the detailed types of modern and contemporary landscape heritage should be specified. The major classification follows the building cultural property classification system, but parks and green spaces, squares, and gardens, which can be called a single landscape heritage, should be added to the middle classification. Landscaping heritage, such as gardens combined with building heritage, shall be specified in the subcategory based on building use.
This study started from my concern over maintenance and renewal of existing buildings and other seriously damaged Modern Architecture under the urban development. Above all, we must face up to reality of an increasing need of renovation of old buildings that are in its physical, social, and economical decrepitude. Currently, 25% of total buildings come under renovation period within 20 years, which means that we do not have enough time to decide the destiny of old buildings. In the city, there has been endless controversy over conversation and development. Recently the Cultural property Registration System made it possible a positive usage of non-designated cultural property with historical value. This very useful system renewed our perception on Modern Architecture as cultural property and also triggered peoples' interest in recreating new value beyond economical one. So we really need a balanced view that can bring into both growth of contemporary city and renewal use of Modern Architecture. Here, in this study I tried to solve that problem with Conversion Design and define what a realistic design way for them is. To get more reasonable result, I chose a factor analysis for 20 conversion projects in Japanese Modern Architecture. Conversion Design is a proper way to restore the identity of old buildings and the most effective way to sustainable use of Modern Architecture.

Knowing in a view of legislation, we are able to use modernly the interior of registered cultural property with its preservation and its use freely in the limit of not changing the outer appearance. And on investigation, many building registered as cultural property has been used continuously with the function kept or changed. It means that modern building must keep their function at kept to survive in a change of city construction. Likewise, even Jae cheon leaf tobacco receipt agency lose the original function, there will be great possibilities that the agency may be changed or disappeared if we don't preserve it or give it a new function by making out the meaning of preservation. So, if Jae Cheon leaf tobacco receipt agency is restored as mentioned above in close cooperation with related organization, Jae Cheon area will demonstrate the meaning as a representative producing district of leaf tobacco with its cultural value in Korean modern ages.
The cultural property management system of Korea was established based on the modern cultural assets acts and the old imperial estate management system enacted during the Japanese occupation. Academics have researched the cultural property management system oriented on the modern cultural assets acts, but few studies have been conducted into the old imperial estate management system, which is another axis of the cultural property management system. The old imperial estate was separated from the feudal capital by the Kabo Reform, but was dismantled during the colonial invasion of Japan and managed as a hereditary property of the colonial royal family during the Japanese colonial period. After establishment of the government, the Imperial Estate Act was enacted in 1954 and defined the estate as a historical cultural property managed by the Imperial Estate Administration Office. At this time, imperial estate property that was designated as permanent preservation property was officially recognized as constituting state-owned cultural assets and public goods in accordance with Article 2 of the Act's supplementary provisions during 1963, when the first amendment to the Cultural Property Protection act was implemented. In conclusion, Korea's cultural property formation and cultural property management system were integrated into one unit from two different sources: modern cultural assets acts and the old imperial estate property management system. If the change of modern cultural assets acts was the process of regulating and managing cultural property by transplanting and applying regulations from Japan to colonial Joseon, the management of the imperial estate was a process by which the Japanese colonized the Korean Empire and disposed of the imperial estate. Independence and the establishment of the government of the Republic of Korea provided the opportunity to combine these two different streams into one. Finally, this integration was completed with the establishment of the Protection of Cultural Properties Act in 1962.
This study investigated modern architectures adjacent to the road, which can be easily destroyed by economic logic. The purpose of this paper is to find the method to preserve and reuse as townscape. The research methods were used the literature survey and field research of modern architecture in Seoul, and compared with the current status. The result are as followings. Firstly, In order to preserve many architectural cultural properties, the policy related to cultural property should be improved. And, awareness of the individual about cultural property should be changed. Secondly, it has been analyzed that modern architecture can be divided into 3 types in the reuse, which is 'Succession Type', 'Change Type', and 'Extinction Type'. Most of the cases has been used for specific use. Therefore, we should be consider the method of the reuse which can accommodate the various contemporary use. Thirdly, the preservation of the appearance and facade, which is the optimal way to preserve at least the historicity of the city, would be suitable for the preservation of modern architecture adjacent to the road. Lastly, it has been analyzed that the cases can be divided into 2 types in the form of appearance, which is 'Modern Type' and 'Hanok Type'. And, common and individual design guidelines have made.
The Preservation Decree (1933) is the basic law relevant to the conservation of cultural property of colonial Chosun, and invoked clauses from the Old History Preservation Act (1897), the Historic Scenic Sites Natural Monument Preservation Act (1919), and the National Treasure Preservation Act (1929), which were all forms of Japanese Modern Cultural Heritage Law, and actually used the corresponding legal text of those laws. Thus, the fact that the Preservation Decree transplanted or imitated the Japanese Modern Cultural Heritage Law in the composition of the constitution can be proved to some extent. The main features and characteristics of the Preservation Decree are summarized below. First, in terms of preservation of cultural property, the Preservation Decree strengthened and expanded preservation beyond the existing conservation rules. In the conservation rules, the categories of cultural properties were limited to historic sites and relics, while the Preservation Decree classifies cultural properties into four categories: treasures, historic sites, scenic spots, and natural monuments. In addition, the Preservation Decree is considered to have advanced cultural property preservation law by establishing the standard for conserving cultural property, expanding the scope of cultural property, introducing explicit provisions on the restriction of ownership and the designation system for cultural property, and defining the basis for supporting the natural treasury. Second, the Preservation Decree admittedly had limitations as a colonial cultural property law. Article 1 of the Preservation Decree sets the standard of "Historic Enhancement or Example of Art" as a criteria for designating treasures. With the perspective of Japanese imperialism, this acted as a criterion for catering to cultural assets based on the governor's assimilation policy, revealing its limitations as a standard for preserving cultural assets. In addition, the Japanese imperialists asserted that the cultural property law served to reduce cultural property robbery, but the robbery and exporting of cultural assets by such means as grave robbery, trafficking, and exportation to Japan did not cease even after the Preservation Decree came into effect. This is because governors and officials who had to obey and protect the law become parties to looting and extraction of property, or the plunder and release of cultural property by the Japanese continued with their acknowledgement,. This indicates that cultural property legislation at that time did not function properly, as the governor allowed or condoned such exporting and plundering. In this way, the cultural property laws of the Japanese colonial period constituted discriminative colonial legislation which was selected and applied from the perspective of the Japanese government-general in the designation and preservation of cultural property, and the cultural property policy of Japan focused on the use of cultural assets as a means of realizing their assimilation policy. Therefore, this suggests that the cultural property legislation during the Japanese colonial period was used as a mechanism to solidify the cultural colonial rules of Chosun and to realize the assimilation policy of the Japanese government-general.

This study suggests institutional and methodological approaches for preservation of South Korea's registered cultural properties of modern architecture. The suggested approaches are as follows. First, in order to improve the current registration and preservation system for cultural properties, we need to employ both structure-based classification and style-based classification. Registration criteria for modern architecture properties need to include more detailed classification in terms of their structure: brick structure, steel concrete structure and post lintel structure. In terms of construction style, the properties need to be further classified into the western style, the traditional style and the Korean-western eclectic style. In addition, protection of registered cultural properties need to be achieved through legislation of a protection system. Second, while the current system sets out six methods for preservation of registered cultural properties of modern architecture, more specific preservation methods types and plans need to be continuously introduced. In particular, as for the method of partial preservation, the method needs to be further classified based on the usage of the relevant structure so as to allow for more diverse options. First, the 'Preservation by Interior Alteration' needs to be added to the category, where the exterior is preserved as it is and the interior is preserved through alteration. Also needs to be added the preservation method where the interior space is preserved as it is and the exterior space is altered, in case the finishing materials of the exterior has deteriorated. Third, if the records on registered cultural properties of modern architecture are to provide the functions of legal evidences regarding management of architectural cultural properties, sources of knowledge required for policy making and implementation and past management record for the future, each phase needs to be closely connected in an organic manner, and we need to establish a management system and plan that go beyond the relevant organizations. Fourth, in order to preserve South Korea's registered cultural properties of modern architecture in its original state, it is imperative to prepare separate criteria for registration of technicians with expertise on modern architecture, and train experts and technicians on modern architecture, which is distinguished from the traditional architecture.

The domestic of modern architectural remodeling method emphasizes simple aesthetic elements, and the correct design and construction methods are not established based on quantitative grounds, thus damaging the value of cultural properties. This study attempts to re-examine the value of modern buildings recognized as old buildings. It is a basic step to present the correct remodeling of the building. The design criteria for exterior wall remodeling of modern buildings were presented. These research results are suitable for energy conservation design standards and can prevent defects in buildings. In the future, more accurate analysis will be required by securing physical property values for various domestic materials through subsequent research.
