종합병원 건립 타당성 조사의 연면적 계획 개선방안 - 공공의료기관 재정사업 예비타당성조사 사례를 중심으로 (Improvement of Total Floor Area Planning for the Feasibility Study on the Establishment of a General Hospital - Focused on Pre-feasibility Study of KDI Case Analysis)

  • Purpose: The planning of medical facilities involves formulating a comprehensive medical basic plan, translating it into spatial dimensions through a space program. Feasibility assessment often relies on empirical methods like floor area per bed. However, with the shift towards specialized medical concepts, proportional scaling to bed numbers is challenging. This study proposes scale planning improvements during the feasibility assessment stage for comprehensive hospitals, analyzing cases using area determination factors and standard areas based on medical resources. Methods: The Korean Development Institute's Public Investment Management Center (KDI) identified issues in the scale determination of medical facilities in the Preliminary Feasibility Study Guidelines and investigated alternative approaches for determining the scale of a case that passed the preliminary feasibility study in 2019. The study assessed the feasibility of applying individual factors to determine not only the number of beds but also the scale at the sector and department levels. Additionally, a statistical analysis was conducted to examine the correlation between the total number of beds and various area determination factors. Results: Results suggest a strong correlation between total beds and major equipment needs, but in hospitals with <500 beds, this correlation weakens. Ward section scale is better calculated per ward type, not just total beds. Outpatient department scale depends on specialists, influencing treatment room numbers. Medical personnel play a crucial role in determining the scale of sections like rehabilitation therapy rooms, operating rooms, dialysis rooms, and overall facility scale.

  • 본 연구는 건설업에 있어서 기획능력 향상과 건설 관계자들의 신뢰를 향상시키기 위한 재무적 타당성 검토의 데이터 베이스 모델을 만드는 것을 목적으로 한다. 연구의 방법으로는 건설업에 있어서 최근의 타당성검토 상황을 인식하기 위해서 문헌조사를 통해 기존 연구를 검토하고 현업에 있는 전문가와 면담을 실시하였다. 그 결과 타당성검토는 중요하다고 인식하고 있지만, 체계적인 시스템은 부재하다고 분석되었다. 이런 문제점을 개선하고자, 타당성검토의 중요 요소들을 선정하기 위한 설문조사를 실시해 그 요소를 도출하고, 그것을 바탕으로 ER(Entity-Relation)방법으로 데이터베이스 모델을 제시하였다. 이러한 데이터 베이스 모델은 분양형 건축물에 있어 합리적인 타당성검토 정보를 제공할 뿐만 아니라 프로젝트의 리스크를 줄일 수 있는 효과를 제시할 것으로 예상된다. 이에 따라서 본 연구의 결과는 분양형 건축물에 있어서 재무적 타당성 검토를 위한 데이터베이스 모델을 만드는 것이다.

  • 도로 건설 프로젝트는 대규모의 자본과 공기가 소요되는 프로젝트이다. 본 연구에서는 도로 프로젝트의 타당성분석 시스템 요소 기술 고찰과 기존의 타당성분석 자료를 통해 현행 방법의 문제점을 도출하고 이에 대한 개선 방안으로는 프로젝트별 정보축적을 통한 타당성 정보모델 구축을 제안하고자 한다. 이는 합리적 의사결정을 지원할 뿐 아니라 프로젝트 진행과정에서 발생 가능한 리스크를 초기 예측함으로서 프로젝트의 효율적 수행을 도울 것이다.

  • The solid waste incineration facilities which cause environmental pollution. And those are some kind of loathing facilities for residents who do not want it. This problem could be solved by location feasibility study. The purpose of location feasibility study was to determine one site out of three candidate sites. This study which was done by the law, environmental and economic factor was considered for optimum site selection. Comparative evaluation among the candidate sites was done by ordinal scale and thus the optimum site was selected.

Web-system development for the feasibility of national road

  • For last three years, our research team have conducted the project named "Development of construction project management technology based on BIM/GIS platform. "We developed construction cost estimation system as well as 3D modeling engine at the first two year and established a web-system which could estimate the benefits of the project and further analyze the economic and financial feasibility of the project. This paper mainly focused on the functions and specifications of web-system. The system was composed of two modules: economic feasibility estimation module and financial feasibility estimation module. While the economic feasibility estimation module determines economic feasibility of the project based on traffic demand forecasting from the public's perspective, the financial feasibility estimation module determine financial viability of the project using toll fee of the road from private entity's perspective. Compared with traditional feasibility study, the proposed system provide users with better flexibility which can make users easily to validate the project upon the change of project environments. The system was also verified with an already accomplished project. The verification showed that proposed system could provide satisfactory accurate results with reduced time and resources.

  • 이 연구는 부산시 금정구 금샘도서관(가칭) 건립 타당성 조사 연구의 일부로서, 도서관 건립의 경제적 타당성 분석에 대한 결과를 검토하는 데 그 목적이 있다. 이러한 목적을 위하여, 이 연구에서는 도서관 건립에 대한 정책적 타당성 분석, 수요조사, 경제적 타당성 분석의 결과를 살펴보았다, 경제성 분석 도구로 비용편익비율, 순현재가치, 내부수익률을 활용하여 경제적 타당성을 분석하였으며, 조건부가치측정법을 활용하여 편익을 추정하였다. 연구의 결과, 금샘도서관 건립의 비용편익비율은 1.28로 나타났으며, 도서관 건립은 경제적 타당성을 확보한 것으로 분석되었다.

  • The purpose of this study is to construct a new model named Communication Consensus Value Weighted (CCVW) model based on inter-personal technical communication within a project team, and to design Feasibility Estimates Integrated Terminal System (FEITS) which is a subsystem of R & D Project Planning System/System Alternatives Feasibility Estimation System (RDPPL/SAFES) using the model as a key function for feasibility estimation in that system. This new model aims to integrate technical feasibility estimated by several estimators in the lowest level as the project work breakdown structure which is the indentical conception of a terminal system in RDPPL. The process to obtain the feasibility estimate integrated is presented in this paper.

  • The purpose of this study is to establish the function of a sub-system for System Alternatives Feasibility Estimation (SAFE) in R & D Project Planning Phase (RDPPL). It is the fundamental function of the RDPPL/SAFE that selected an optimal planning system alternative of all, considered at RDPPL/SAS, by logical means in view of feasibility. In this paper, improving the function of RDPPL/SAFE, mathmatical models in order to quantify methods determining and integrating the feasibility funtion in each terminal system with a multi-stage process are examined.

  • Feasibility which is complimented before Social Overhead Capital Project and National Policy Project is analyzed by economic and political benefits. The projects will be performed if the benefits are bigger than the project cost. In this study, feasibility was examined at various viewpoints on sewer rehabilitation projects implemented with private capitals. To achieve the feasibility analysis, the B/C (Benefit/Cost Ratio), IRR (Internal Rate of Return) and the returns ratio of the Build Transfer Lease project implemented in 2007 at W city were estimated. At the same time, the correlation with B/C and benefit sensitivity of concessionary rate fluctuation were analyzed to evaluate the efficiency and feasibility of the seven sewer rehabilitation projects promoted by a local autonomous entity.

  • The proportion of the aged people is rapidly increasing toward the 21st century. This change will cause serious problems in the area of daily activities, preservation of health, medical care and physical rehabilitatiion for the aged. for the solution of these problems this paper suggest a new type of robot for the aged man, called a silver robot. This paper presents a concept of silver robot and it's feasibility study.
