사용성을 고려한 IP-USN 기반 작업장 환경 모니터링 시스템 가이드라인 (User-Center Design of Workplace Environmental Monitoring Guideline)

  • The workplace environment monitoring system based on IP-USN proposed in this study measures and analyzes workplace environment information so as to provide services to provide better work environment and prevent occupational accidents caused by poor, shabby labor environment. This study presents the procedures to design and develop a system that monitors noise, humidity, vibration, temperature, and sensors installed in the workplace and sounds alarm when workers enter dangerous areas or are exposed to hazards. The author actually installed the IP-USN workplace environment monitoring system in a small workplace and confirmed its effectiveness.

  • 건설공사의 대형화, 고층화에 따라 건설현장에서 발생하는 안전사고가 사회적인 이슈가 되고 있다. 국제노동기구에 따르면 전 세계적으로 매년 60,000건의 건설재해가 발생하고 있으며, 이는 전체 산업재해의 17%에 해당하고 있다. 건설재해 발생 유형을 살펴보면 충돌과 추락사고가 전체 건설재해의 60% 이상을 차지하고 있다. 본 연구에서는 무선센서 네트워크를 활용하여 건설근로자와 위험 대상체간의 안전거리를 예측함으로써 추락 및 충돌사고를 예방할 수 있는 안전관리 모니터링 시스템을 개발하였다. 이를 위하여, 무선신호 강도와 노이즈 계수를 분석함으로써 안전거리를 예측하고 무선 네트워크망을 통해 건설근로자의 안전거리를 추적하고 경보음을 통한 안전관리 및 모니터링을 수행할 수 있는 기법을 제시하였다.

중대산업사고 고위험 사업장에서의 화학사고위험경보제의 효과 (Effects of Chemical Accident Risk Warning System in High Risk Workplaces of Major Industrial Accidents)

  • The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.

A Study on the Importance of Uninsured (Indirect) Cost Item of Workplace Accidents

  • Estimation of accident cost is a sound and great safety indicator on determining accurate occupational safety and health prevention. Just like in Korea, Heinrich ratio analysis of (1:4) between direct and indirect costs has been become widely used in safety management because of its simplicity. In this study four major categories of uninsured (indirect) cost items and 18 sub-categories of uninsured (indirect) cost items were identified. To determine and validate the importance and necessity of the results of a literature review an expert or professional surveyed had been analyses using the SPSS 18.0, where in the participants whose expertize is in the field of compensation and safety. Based on the results of survey all participants all uninsured (indirect) cost items classified was important and necessary when accidents occurred. Despite recognition of expert on the classification of uninsured (indirect) cost items, it is quite difficult to make generalization for all kind of costs in occupational accident case due to different nature of business for each industry.

중·소규모 제조업 사업장의 산업재해 실태 (The Actual State of Industrial Accidents in Small-medium Manufacturing Industries)

  • Purpose: This study was conducted to assess reported industrial accidents and non-reported industrial accidents that took place in 63 small and medium sized manufacturing industries located in Daegu and Gyeongsangbuk-do in the year of 2009. Methods: During the period from January to December 2009, the number of industrial accidents that happened each month was examined according to the characteristics of industry, industrial accidents, workers with industrial accidents, treatment, as well as causes and treatment of the non-reported. Results: The total incidence rate of industrial accidents was 3.48%, of which only 0.31% reported. The incidence rate in packing and distribution among manufacturing workplace, and in the industry with 50~99 employees, was higher than the other groups. Of the non-reported, over 80% in required under 10 days of medical treatment, and 56% in required cost of less than 100,000 won. Kappa values were 0.771 concurrence in opinions for causes of non-reported, and 0.571 concurrence in opinions for management termination of non-reported between the employees and employer. Conclusion: It is suggested that more supportive policy and precise, nationwide survey on the actual state of industrial accidents, including non-reported cases, be implemented to efficiently manage industrial accidents.

경영진의 안전리더십이 작업장 유해위험수준에 미치는 영향: 관리감독자 안전보건 역할의 매개효과를 중심으로 (The Effect of Executive Safety Leadership on Workplace Hazard Levels: Focusing on the Mediating Effect of the Supervisor Role)

  • Executive safety leadership is essential to prevent accidents in the workplace. However, will safety be secured by emphasizing only executive safety leadership to workers? In this study, the impact of executive safety leadership on the workplace hazard level was analyzed by adding the supervisor's safety role as a mediating variable. This paper shows that executive safety leadership has no direct effect on workplace hazard levels. However, executive safety leadership was found to have a significant impact on the supervisor safety role, and the supervisor safety role was found to lower the hazard levels in the workplace. In summary, executive safety leadership was found to reduce the hazard levels in the workplace through the full mediating effect of the supervisor safety role. Based on these research results, this study seeks to present the following recommendations to the government and management: The government should ensure that a workplace safety and health system is established by strengthening the effects of other mediating factors, such as strengthening the role of supervisors who are actually responsible for workplace safety and health. Executives must grant supervisors actual authority and responsibility to properly perform their safety roles and establish personnel and performance evaluation systems.

  • In recent years, there has been a growing trend of occupational accidents involving foreign workers. As the number of foreign workers continues to increase, the risk of occupational accidents is also on the rise. Therefore, it is crucial to take proactive measures to prevent occupational accidents among foreign workers. To establish a common safety culture among foreign workers with varied backgrounds and educational experiences, and which is harmonized with Korean workplace. Safety communication, which includes culture respect and participation in the workplace, plays a significant role in shaping and developing the safety culture of foreign workers. Therefore, this study aims to assess the level of safety culture in workplace employing foreign workers by analyzing the reliability and validity of factors such as 'occupational accident awareness' and 'safety communication,' which constitute the safety culture at these workplace. Additionally, the mediating effect of 'work proficiency' on the relationship between 'safety communication' and the level of improvement in 'occupational accident awareness' using the validation method proposed by Baron & Kenny(1986). As a result of statistical analysis, The influence of'safety communication'on'occupational accident awareness'is 𝛽=0.339, and it has been found that this influence decreases to 𝛽=0.113 when'work proficiency'is introduced, indicating partial mediation.

Workplace Universal Design for the Older Worker: Current Issues and Future Directions

  • Objective:The objective of this study is to apply the principals and policies of universal design to offer a safe and efficient workplace for older workers. Background: The concept of universal design has rapidly developed under the paradigm that tasks should be easy and comfortable for all people with diverse features. The concept is also fitting when designing a workplace. Method: Legislations, policies and precedents of workplaces with older workers have been studied and analyzed. The compilation has been used to project the present and future of employing universal design at workplace devisal. Results: Every country has its own legislations/policies regarding universal design, flexible working, and age-friendly workplaces to increase hire of older workers. The basic concept of UD and its application is explained. This study provides guidelines for employing universal design at workplaces and preventing accidents for older workers. Conclusion: Following the principals of universal design is expected to furnish a comfortable and safe workplace and lengthen the period of workers participating in the labor force in an ageing society. Application: This study offers the principles for universal design, serving as fundamental research for its application to the workplace.

The relation between occupational accidents and economic growth: Evidence from Korea

  • This study analyzes the impact of occupational accidents on economic growth and labor productivty losses in Korea between January 2008 and July 2018, using the Vector Error-Correction Model (VECM). According to the analysis, the occurrence of occupational accidents was revealed to reduce the number of employed workers and also hinder economic growth. This can be reinterpreted as the reduction of occupational accidents does not cause labor losses in the industry, rather may induce economic growth. Also, the findings discovered that an increase in the number of workers may lead to increase in the probability of occupational accidents in the short term. This suggests that greater number of work-related accidents may occur during the early stages- due to new employees' lack of knowledge related to safety at workplace.

여성근로자의 작업장 건강안전위험요인 및 관리방안 (Workplace Health and Safety Risk Factors and Management Plan for Female Workers)

  • Purpose: In Korea, the proportion of female workers among occupational injury is steadily increasing. The purpose of this study was to identify the workplace risk factors that threaten the safety and health of the female workers. Methods: Qualitative study was conducted, using focus group interview. Data were collected from five focus groups of eighteen female workers who were working in the manufacturing, health service, and educational service industries. Results: The seven themes of occupational safety and health risks of women workers are as follows: 1) Workplace with various risks; 2) Sliding, falling, burning, and cutting accidents; 3) Chronically lasting musculoskeletal symptoms; 4) Chemicals that may be harmful to workers; 5) Unprotected infectious disease; 6) Psychological safety accidents(Relationship conflict and emotional labor); 7) Loud, hot, stuffy, scary, and tired. Conclusion: The Occupational Safety & Health (OSH) Act should be rearranged gender sensitively and women's participation in the OSH decision-making process should be guaranteed. OSH education should be properly implemented in the field, and support should be provided for women workers in small businesses. A supportive organizational culture for marriage, pregnancy and childbirth should be established, and the working environment should be provided safely, taking into account gender differences.
