The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.
In 2015, the paradigm of hazardous chemical substance management in Korea shifted from the workplace to the regional level due to the complete revision of the Chemicals Control Act. Although regional chemical accident response plans were established in 2020, there were slight differences in the scope and criteria of each local government. Therefore, this study compared and analyzed chemical accident response plans established in four different regions to provide insights into effective chemical accident response plans. Based on publicly available information, the current status of accident preparedness, chemical accident response systems, and resident evacuation response and education/training were compared and analyzed. The results showed that there were not significant differences in the accident preparedness and response systems between the regions. However, there was a lack of discussion on the preparedness system linked to the characteristics of each workplace in each region. Additionally, there were differences in education and training for residents between regions. In the future, each local government needs to establish a response organization that fits the characteristics of their region and develop strategies for agile and effective accident response through cooperation with relevant agencies.
The purpose of this study was to reduce safety accidents among food employees in contracted foodservice management companies, and to help provide high-quality foodservice and assistance. For this, a survey on the different opinions of workplace safety and education by employment type and employee perceptions of environment and safety at foodservice operations was carried out. The analysis showed that among the workers many women were irregular employees. For average age, between 40 and 49 was the most frequent, and for work duration, under one year was highest. Both regular employees and irregular employees deemed "enough staff" as the most major factor for good foodservice. The regular employees and irregular employees thought "high indoor temperatures and poor ventilation in the kitchen area" and "bad work cooperation between employees" as the main problems of foodservice operations, respectively. For satisfaction with the efficiency of foodservice production system, irregular employees had higher satisfaction than regular employees. Both regular employees and irregular employees thought "the number of foodservice employees" as the foremost improvement for safety-accident prevention and work-stress improvements. Regular employees, more than irregular employees, thought improvements in foodservice production systems would have a large affect on safety-accident prevention and work-stress improvements of food workers. Both regular employees and irregular employees thought "foodservice employees' safety consciousness" was an important part of safety-accident prevention. Likewise, they responded that "lectures by the person in charge of safety education" was a good methods of safety education, and "once a month" was the best period for safety education. For the difference in perceptions of environment and safety in foodservice systems, regular employees had a higher perception of safety than irregular employees.

Even though continuous management and supervision of reinforcement of policies to safeguard accidents at workplace and work sites were implemented. Accident prevention activities such as inspection and diagnosis are urgently required to induce a preliminary investigation to identify the risk factors for each type of work, before the work task to eliminate risks at the worksites. Since safety inspections at work sites were generally conducted through visual inspections, the results of safety inspections may vary depending on the findings and proficiency of the safety officers. The results of those inspections may have loopholes to prevent potential accidents at work. Therefore, the purpose of this study was to develop a risk identification checklist that can effectively perform safety inspections to prevent accidents at work sites. This study initially analyzed the previously developed accident checklist to identify current complications and issues in safety checklists. Based on the findings of major industrial accidents over the past three years, the relationship between accident, workplace, and work type were analyzed refereeing the safety inspection standards. A risk recognition-checklist was developed to provide basic data on identifying risk factors, and inspection guidance at work sites. To prepare for potential accidents by identifying and taking countermeasures to mitigate the high risk and serious accidents at sites by the guidelines of the checklist. The developed inspection checklist has been practically used by experts at work sites to perform safety inspections, and it has been verified its suitability, and feasibility, to prevent or mitigate workplace accidents, including securing the safety and health of field workers. The role of the developed safety checklist has been considered effective at worksites.
Through this study, we developed a model for predicting chemical accidents lead to casualties. The model was derived from the logistic regression analysis model and applied to the variables affecting the accident. The accident data used in the model was analyzed by studying the statistics of past chemical accidents, and applying independent variables that were statistically significant through data analysis, such as the type of accident, cause, place of occurrence, status of casualties, and type of chemical accident that caused the casualties. A significance of p < 0.05 was applied. The model developed in this study is meaningful for the prevention of casualties caused by chemical accidents and the establishment of safety systems in the workplace. The analysis using the model found that the most influential factor in the occurrence of casualty in accidents was chemical explosions. Therefore, there is an urgent need to prepare countermeasures to prevent chemical accidents, specifically explosions, from occurring in the workplace.
Singapore, an island republic of over 5 million inhabitants, has 3.1 million workers. Most are employed in the service, finance and tourist/transport industry. Significant numbers work in manufacturing, construction and heavy industry. Following a series of construction and shipyard accidents with multiple deaths in 2004, the government announced its intention to reduce workplace fatalities from 4.9 to 2.5 per 100,000 by 2015. There was strong political will to achieve this target. The strategic approaches were to build workplace safety and health (WSH) capabilities; implement legislative changes with enforcement; promote benefits of WSH and recognize best practices, and enhance partnership with stakeholders. The anticipated outcomes were to reduce workplace fatality and injury rates; have WSH as an integral part of business; and establish a progressive and pervasive WSH culture. With these measures, the workplace fatality rate declined from 4.9/100,000 in 2004, to 2.2/100,000 in 2010. However, other confounding factors could also account for this decline, and have to be considered. The next target, announced by Singapore's Prime Minister in 2008, is to further reduce the workplace fatality rate to 1.8/100,000 by 2018, and to have "one of the best workplace safety records in the world".

Purpose: The purpose of this study is to predict industrial accident rate using time series analysis. Methods: The rates of industrial accident and occupational injury death were analyzed using industrial accident statistics analysis system of the Korea Occupational Safety and Health Agency from 2001 to 2014. Time series analysis was done using the most recent data, such as raw materials of Economically Active Population Survey, Economic Statistics System of the Bank of Korea, and e-National indicators. The best-fit model with time series analysis to predict occupational injury was developed by identifying predictors when the value of Akaike Information Criteria was the lowest point. Variables into the model were selected through a series of expertises' consultations and literature review, which consisted of socioeconomic structure, labor force structure, working conditions, and occupational accidents. Results: Indexes at the meso- and macro-levels predicting well occurrence of occupational accidents and occupational injury death were labor force participation rate for ages 45-49 and budget for small scaled workplace support. The rates of industrial accident and occupational injury death are expected to decline. Conclusion: For reducing industrial accident continuously, we call for safe employment policy of economically active middle aged adults and support for improving safety work environment of small sized workplace.
Last five years, Occupational injury rate is declining but still a standstill as 2%, if the rate of deaths all people from 2% to 1% in 2013, but decreased as, occupational safety and health in terms industrial accidents yet has a very weak structure in very small Manufacturing workplace. The purpose of this study was to survey a 1:1 directly person interviews with a structured questionnaire intended for 150 a very small manufacturing workplace. In the results, working with non-regular(informal) workers is one in 10 persons 11.7% and female workers is about three people on 10 persons with 31.0%, and that 75% of non-regular workers who are mainly engaged in the production line appeared. And the work-related injury and accident experience was 4.0% and the occupational injury rate was 1.24%, especially occupational injury rate of older workers was 3.65%, a female workers 1.72%. Workplace risk assessment carried out in response that it was very low as 9.3% of the total. In the technology and funding programs that are supported by the government, was highest with 62.7% of the clean support program awareness, awareness of the rest of the programs is about 10-14% lower. And the satisfaction of supporting a clean support program were the highest 81.3%.
Estimation of accident cost is a sound and great safety indicator on determining accurate occupational safety and health prevention. Just like in Korea, Heinrich ratio analysis of (1:4) between direct and indirect costs has been become widely used in safety management because of its simplicity. In this study four major categories of uninsured (indirect) cost items and 18 sub-categories of uninsured (indirect) cost items were identified. To determine and validate the importance and necessity of the results of a literature review an expert or professional surveyed had been analyses using the SPSS 18.0, where in the participants whose expertize is in the field of compensation and safety. Based on the results of survey all participants all uninsured (indirect) cost items classified was important and necessary when accidents occurred. Despite recognition of expert on the classification of uninsured (indirect) cost items, it is quite difficult to make generalization for all kind of costs in occupational accident case due to different nature of business for each industry.
Risk assessment system which is the point of occupational safety and health management system is recognized to be effective to prevent industrial accident and occupational disease internationally. Ministry of Employment and Labor developed guidance on risk assessment at workplace recently. This guidance presents standard model on risk assessment at workplace. However, enterprises may be confronted with many questions in the process of introducing and operating risk assessment. For risk assessment to be implemented properly and effectively at workplace, there are various questions that need to be considered in advance, including giving shape to standard on risk evaluation and clarifying the implementation system at workplace in advance. Also for risk assessment to be revitalized at workplace, several policy matters need to be settled. First, an administrative agency should present the implementation method of risk assessment more concretely. Secondly, it is necessary for an administrative agency to develop and spread various detailed manual, models and good practices related to risk assessment. Thirdly, a government agency need to apply an incentive & disadvantage policy actively to risk assessment.
