Recently, social welfare officers are suffering from a lot of job stress due to increasing work and are carrying out emotional labor. This study assessed the effect of emotional labor on the quality of welfare service through a questionnaire survey on 937 civil servants in Sejong city and Chungcheongnam-do provinces. First, social welfare officers experienced more than average level of emotional labor, and they performed more internal behavior than surface behavior. Second, the services provided by the social welfare officers were higher than usual, followed by tangibility, assurance, reliability, empathy, and responsiveness. Third, deeping acting had a positive (+) influence on service quality among the sub-factors of emotional labor. In other words, the quality of service increases as the emotional state itself changes, On the other hand, deeping acting did not affect service quality. In the future, policy responses to excessive work burden of social welfare officers should be needed and a manual for responding to emotional labor should be provided.

Recently, Rural village of japan are enlarging and enriching the service of health, medical and welfare facilities for the elderly. Concentrated arrangement of the three types of facilities is one of the effective ways especially for the small-scale local governments. This paper focus on a questionnaire survey of employees who work in the facilities to evaluate service network. Using this survey data, it is used to make a plan of intensive arrangement. As a result, their satisfaction with concentrated arrangement was considerable high. In particular, they expressed satisfaction with service network between Medical and Welfare. Due to increasing outpatients, the concentrated arrangement has contributed to hospital funds and given emotional security to the aged in welfare facilities. In order to promote service network effect, there are many opinions that management of health facilities(local governments) is needed.

This is a study to review provision and production system of social services in European welfare states and find out implications to Korea. Firstly, trends of social service extension and reorganization in welfare state restructuring process, and approaches in interventions to social service system are theoretically discussed. In this discussion, we focus on the discussion of Jessop's workfare in social service extension and reorganization and the concept of innovation in intervention to social service system by state. Then, In order to look at details of reorganization of social service system through restructuring of European welfare states, German case is reviewed. In this review, the reorganization of social service provision and production system in Germany is analyzed through the comparison with the pre-existing system in terms of relationships with public sector as well as between public and private sector respectively. Finally, implications of the European and German experiences to Korea are explored. In order to do so, the state of social services in Korea is examined whilst comparing to the European development process of social services. Also, pros and cons of the electronic voucher scheme, which transforming the social service provision system in Korea, are discussed then challenges in Korean social service delivery system are discussed.

The purpose of this study is to improve the operation and working environment of welfare centers through this study on emotional labor of Certified Nursing Assistants at home welfare centers for the elderly. For the study, 138 Certified Nursing Assistants belonging to the Home elderly welfare center in K-si and J-do were studied. For statistical analysis, Cronbach's α, t-test, ANOVA, Pearson correlation analysis, and multiple regression analysis were performed using SPSS/WIN 17.0. First, as a result of the study, the difference in emotional labor among Certified Nursing Assistants at home-based senior welfare centers was higher in the degree of emotional labor in the order of dementia education, work experience, employment type, education level, and age. Second, the degree of burnout of the survey subjects was highest in the order of work experience, dementia education, employment type, and age. Finally, work stress and emotional labor were found to have a significant positive effect on work burnout. In conclusion, it is necessary to study Certified Nursing Assistants' cases of systematic emotional control experience to prevent work burnout, dementia education, work feedback on how to cope with services, and work conditions improvement measures to relieve work stress.

Objectives: Work environment assessments were conducted to investigate epidemiologically several cases of lung cancer and COPD (chronic obstructive pulmonary disease) among workers in domestic quarries. Methods: We visited three quarries in South Korea where an epidemiological investigation was requested and measured total dust, respirable dust, and crystalline silica on rock drilling workers (4 people) and rock chipping workers (13 people). Measurement and analysis were conducted according to NIOSH (National Institute for Occupational Safety & Health) method 0500, NIOSH method 0600 for respirable dust, and NIOSH method 7500 for crystalline silica. Results: Among rock drilling workers the AMs (arithmetic mean) of total dust concentrations, respirable dust concentrations, and crystalline silica concentrations were 3.462 mg/m³ (range: 0.764~6.085 mg/m³), 0.613 mg/m³ (range: 0.153~1.251 mg/m³), and 0.105 mg/m³ (range: 0.012~0.228 mg/m³), respectively. Among rock chipping workers, the AMs of total dust concentrations, respirable dust concentrations, and crystalline silica concentrations were 2.446 mg/m³ (range: 0.156~8.494 mg/m³), 0.488 mg/m³ (range: 0.028~1.536 mg/m³), and 0.099 mg/m³ (range: 0.004~0.274 mg/m³), respectively. Conclusions: Although it cannot be said that the dust concentrations were high for both rock drilling workers and rock chipping workers, the concentrations of crystalline silica were found to be high. If such work is performed for a long period of time, diseases such as lung cancer and COPD may occur, so the work environment needs to be improved.

This study is to analyze experiences and perceptions of care workers for enhanced user choice since the introduction of voucher in Korea. The analysis shows that as it has increased the influence of service users on care workers'employment, dismissal, labor intensity, and so on, more and more care workers appear to experience 'labor alienation'such as weakened position in the labor domain, the sense of loss and frustration in the meaning of work, and identity confusion as a care work. Because the labor alienation felt by them possibly has a negative impact on quality of social service, it suggests to address improving service users'rights as well as protecting human rights and rights to work of care workers to provide a high quality social service.

The purpose of this study was to find out the characteristics of the direct workers and the organizations delivering services to the children in low-income families, and to identify major factors that affect the number and degree centrality of service network. The research sample was 141 organizations. and the data were collected by a survey questionnaire and analyzed by UCINET V and multiple regression. The results show that the classification of organizations, the work-autonomy, the license of social welfare have a significant effect on the number of network organization, and the license of social welfare, the subjective body of organizations, the number of children in charge have a significant effect on the degree centrality of service network, among the independent variables. Based on the research results, implications for the future practice are discussed.

The elderly customized care service, which began in 2020, aims to improve professionalism and service quality by introducing dedicated social workers for responsible management of living area performing institutions. Through inductive content analysis, this study attempted to examine the work adaptation process of dedicated social workers who are human resources performing the elderly customized care service system. As a result, 9 upper categories, 25 lower categories, and 56 conceptualizations were derived. This study attempted to provide basic policy data on the adaptation of dedicated social workers by exploring new policies and special work systems from the perspective of practitioners.

The purpose of this paper is to explore the relationship between the number of relocation and volition of soldier's service based on system thinking perspective using a causal loop analysis. Research adopting system dynamics concerning on the volition of soldier's service and relocation has not been studied yet. Causal loops are analyzed and evaluated by focusing on soldier's military performance, stress of family members and family members' welfare service. Result of this study is that soldier's periodical movement is indispensable factor maintaining military life. Most of the married soldier's life conditions are worse than ordinary people. As the number of relocation is increasing family of soldier's stress is increased by anxiety for welfare conditions is supposed to relocate. The number of movement to another place of soldier's children is more than two times and the result of learning achievement is worse than ordinary students. This kind of stress can influence the married soldier's military performance and stress. So the welfare service should be expanded to an official residence, education, facility, district network service and so on.

Background and Aim : As the aged society is coming, people pay attention to it and the government is also increasing subsidy into the welfare of the aged. As a branch of social welfare, community welfare is familiar and close to local residents. We could open up a new field in community welfare for oriental medicine and oriental medical doctor(OMD). Materials and Method : Analyzing the worts of community welfare center, we tried to find ways for OMDs to take part in there. We focused m community care and home care service of community welfare center and community health center. Result : Free oriental medical services are offered in many places, but a lot of them are temporary and hard to continue due to financial problem and lack of specialist. Local residents want to know about oriental medicine but few OMDs are willing to participate, thereforen, unqualified lectures of such as hand acupuncture, moxibustion, meridian massage prevail among them. This leads to illegal oriental medical services in the name of volunteer medical work. Conclusion The system is needed that local OMD association take part in community welfare of oriental medical service and care with community welfare center and community health center. Local volunteer medical services and researches of medical policy can help increase the chance for OMDs to go into social welfare system of the aged.
