돌봄노동의 제도화와 여성들의 차이 (Institutionalization of Care Labor and Differences among Women)

  • 이 글은 복지국가의 핵심적 키워드인 '돌봄'과 '돌봄노동'의 특성을 살펴보면서, 여성들 간의 차이에 주목하여 '돌봄노동'의 제도화 방식을 살펴보고자 했다. '돌봄'은 도덕성의 표현이자 구체적인 노동을 수반하는 행위로 정의할 수 있으나, 복지국가에서의 돌봄노동은 '의존자를 돌보는 활동'으로 제한하여 가사노동과 조작적으로 분리하는 것이 정책적 제도화에 유용한 것으로 보았다. 돌봄노동은 동기적 측면에서 시장노동과 구분되지만 정서적이고 도덕적인 특성 그 자체는 표준화되거나 상품화되는데 한계가 있다는 점을 인식하고, 돌봄 제공자에게 정서적 동기를 부과하는 것은 현실적이지 않음을 지적했다. 여성의 가족 내 무급 돌봄 책임을 탈가족화를 통해 제도화하는 복지국가는 돌봄 노동에 대한 급여지급과 사회적 서비스 확대를 통해 구체화되는데, 이러한 돌봄노동의 제도화방식은 여성임금노동자와 여성전업주부, 돌봄 제공자와 돌봄 이용자로서의 여성, 그리고 여성계층의 양극화와 같은 여성내부의 차이에 영향을 주게 된다. 현금급여 중심의 돌봄노동 제도화는 가족 내 성별분업을 강화할 수 있으며, 전근대적이며 불평등한 권력관계의 노동과정을 가져올 가능성이 높고, 돌봄 노동력 자체를 양극화시킬 수 있으며, 더불어 좋은 일자리로서의 돌봄 일자리 확대를 어렵게 하는 문제점 등이 있다. 여성주의 진영의 복지국가운동은 '돌봄노동'의 탈가족화를 서비스 확대로 제도화하고 이와 동시에 돌봄노동의 탈성별화를 위한 정책 목록을 준비할 필요가 있다.

기업 관리직의 젠더 격차와 "유리천장" 분석 (An Analysis of the Managerial Level's Gender Gap and "Glass Ceiling" of the Corporation)

  • 본 논문은 현재 기업의 관리직 내 젠더 격차 및 유리천장 현황을 점검해보고, 향후 여성고용의 질적 수준을 제고하기 위한 개선 방안을 모색하는데 목적이 있다. 이를 위해 조직 내 여성 구성원의 양적 증대가 갖는 의미를 중점적으로 다룬 선행 논의들을 정리해보고, 여성가족부에서 수행한 '여성인력패널조사' 3차년도(2010년 시행) 데이터를 활용하여 기업 내 관리직급의 젠더 격차 현황과 더불어 여성이 직면하고 있는 "유리천장"의 실재를 다각도로 검증해보았다. 그 결과 관리직 내 젠더격차가 공고하게 유지되고 있는 동시에, 특별히 유리천장은 '보다 상위직급으로 승진할 때 강화되는 현상'이 아니라 경력초기단계에 이미 존재하고 있음이 확인되었다. 이로부터 추출해낸 정책적 시사점은 다음과 같다. 첫째, 여성관리자의 경우 과장직급 이후부터 파이프라인의 단절현상이 발견된 바, 향후 상위직 승진을 위한 인력풀의 안정적 확보가 필수적이다. 둘째 유리천장이 경력단계 매우 초기부터 시작되는 것으로 나타난 바 이를 극복하기 위한 현실적 방안으로서, 출산 및 육아휴직 후 복귀 프로그램 지원, 경력개발 및 리더십 개발 프로그램의 제도화, 여성 관리자 간 네트워킹 및 멘토링, 외국계 기업의 성공 사례 도입 등 보다 구체적 노력이 시급히 요망된다. 셋째, 정부차원에서 여성고용율과 여성관리자비율을 모니터링 하는 적극적고용개선조치 기준은 여전히 소극적으로 설정된 바, 선진국 수준으로 가기 위한 궁극적 목표지점(stretching goal)을 세운 후 단계적으로 관리할 필요성이 제기된다. 넷째 여성고용과 관련해서 양적 지표관리에만 치중하기보다는, 제도와 프로세스 및 조직문화에 대한 점검, 여성 개인의 경험 및 체감 지표의 개발 등 질적 요소와 더불어 여성고용정책 내실화 및 질적 제고, 장기적 관점에서의 정책 체계화 등이 그 어느 때 보다 필요하리라 생각된다.

피임연구 동향에 관한 문헌 연구 (A Review about the Studies of Contraception)

  • These days Women have repented their past when they were inactive in attaining their own rights and they've payed attentions in gaining their fundamental rights, especially health rights. The spread of contraception use is important to fulfill women's health right. There are a lot of meanings in the contraception use. It makes women can control their reproductive activities such as pregnancy, delivery, and raising children etc. It gives each woman has autonomy of her life. The review reveals high contraceptive rate and high experienced artificial abortion rate in Korea. It means Korean married couples use contraception inefficiently. From 1970's to 1980's, most of the researches in contraceptions were descriptive and survey studies. Since 1990's, the studies have researched in the feministic perspectives. In order to understand experiences of contraceptive behaviors, qualitative researches through indepth interview did. But the number of researches were limited. The relating factors to contraceptive behavior are knowledge, communication between couples, efficiency of contraceptives, self efficacy, attitudes toward contraception, national policy, mass media, public opinion, age, parity, abortion history, ever-used contraceptive method and educational level. Theses factors affect contraception directly and indirectly. Therefore. researches about contraceptives in the future must focus on development of contraceptive behavior assessment tools and further study should be comprehensive and multidementional.

여성인력의 직무태도 변화 (An Empirical Study on the Job Attitude Changes of Women Employees)

  • As the living standards have been enhanced thanks to rapid to rapid economic growth following industrial progress, today the advancement of woman into specialized jobs keep expanding not only for economic purpose such as increasing family income but also due to changed perception on woman's role, i.e. self-realization. In the actual situations, however, women are generally placed in a inferior position compared with men in most jobs, despite existence of gender equality policy. Therefore, concern and study on female adaptation into job and their work attitude have become increasingly important, which can contribute to alleviating women's discontent in the work but to raising efficiency of job execution and improving work quality. In this treatise, I researched the job attitude of woman for the period of 1980 up to 2005, with interval of every 5 years. For empirical analysis, research has been done towards females teachers in elementary and middle schools as well as female works in financial institutions. Both job fields have comparatively high percentage of female employees and have less sexual discrimination. The purpose of this vertical research is (1) to find out how women workers perceive their job environment, (2) to analyze empirically the change in female job attitude and their flow of consciousness. Ultimately this treatise aimed at contributing to efficient management of female work force in our society.

Factors Affecting Business Performance of Women-Owned Small and Medium Enterprises in Vietnam: A Quantitative Study

  • This paper explores the key factors influencing the business performance of enterprises, specifically women-owned small and medium enterprises (SMEs) in Vietnam. The extant literature on factors affecting the business performance of women-owned SMEs in Vietnam is still quite scarce. The researchers used a self-administered questionnaire to achieve a sample of 265 female SME owners in Vietnam to find these factors. The obtained data was analyzed by using SPSS 20.0. Cronbach's α test and factor analysis have been carried out to test the reliability of data and validate the hypothesis. The results showed that these enterprises' performances had a significant positive relationship with the business management competencies of the directors of the business, quality of human resources, financial access, socio-cultural factors, and government policy. Also, the study showed no relationship between the enterprise's business network and business performance. The results suggest that female business owners should improve their business management capacity, focusing on training activities to improve the quality of human resources of enterprises. The Government needs policies to support small and medium enterprises in accessing financial and other resources and propagate to reduce gender stereotypes.

편모가계 여성가장의 취업 및 가계의 경제상태 : 양부모 가계와의 비교 분석 (Female-Heads' Employment and Household Economic Status of the Single-Mother Households)

  • This study investigated female-head's employment and household economic status of the single-mother households compared to those in the two-parent households using the data from the Korean Labor and Income Panel Study. Major findings are: first, female-heads showed lower educational attainment, lower labor force participation rate, lower occupational status, and lower wage rates than male-heads; second, the level of household income was as 1.3 times as the Minimum Living Cost and the level of household expenditure was close to the Minimum Living Cost; third, one-thirds of single-mother households were in poverty. Based on the results, the implications to public policy were suggested.

중국 이민여성의 신체활동 관련 요인 (Factors Associated with Physical Activity among Chinese Immigrant Women)

  • Purpose: This study was done to assess the level of physical activity among Chinese immigrant women and to determine the relationships of physical activity with individual characteristics and behavior-specific cognition. Methods: A cross-sectional descriptive study was conducted with 161 Chinese immigrant women living in Busan. A health promotion model of physical activity adapted from Pender's Health Promotion Model was used. Self-administered questionnaires were used to collect data during the period from September 25 to November 20, 2012. Using SPSS 18.0 program, descriptive statistics, t-test, analysis of variance, correlation analysis, and multiple regression analysis were done. Results: The average level of physical activity of the Chinese immigrant women was $1,050.06{\pm}686.47$ MET-min/week and the minimum activity among types of physical activity was most dominant (59.6%). As a result of multiple regression analysis, it was confirmed that self-efficacy and acculturation were statistically significant variables in the model (p<.001), with an explanatory power of 23.7%. Conclusion: The results indicate that the development and application of intervention strategies to increase acculturation and self-efficacy for immigrant women will aid in increasing the physical activity in Chinese immigrant women.

부산지역 빈곤층의 빈곤 구성 요소의 성차 (A Study of the Gender Differences' Composition Affecting Poverty in Busan)

  • This study examined the gender differences' composition affecting poverty in Busan and possible strategies for overcoming poverty. It was found that there were both common and differentiating points regarding gender in poverty situations. Poverty stricken women, tended to be older and less educated than their male counterparts. In the case of men, they were more likely to have physical disabilities than women. There were more women compared to men when regarding divorce and separation due to the death of a spouse as contributing to poverty. Women estimated that it was much easier to overcome their poverty situation as they were younger and had more income. However, there were gender differences in regard to actual re-establishment. For men, education level was the most important variable for overcoming poverty while for women; the existence of a spouse was the important variable. These results suggest that a gender sensitive approach is necessary to address and find solutions to the poverty issue. Therefore, it is hoped that this study's findings may provide valuable information and support for changes to the welfare policy.
