To improve the quality of the services and to concentrate on the core capability, in public sector the IT outsourcing is recently being vitalized by the institutional support of the government for the entrusting non-government. Because the lots of general studies so far have simply focused on indicating fragmentary factors i.e. economical factors, risk factors, system factors, or induction objects, etc., they are insufficient in making the practical decisions, therefore we indicated systemized model extending over the whole range of the IT outsourcing to support substantial decision makings, and assorted 4 categories and drew considerable 55 factors from the literature study to materialize the previously considerable factors at each decision making stage. And the principal factors were drawn from each decision making category by a group of 11 experts. Besides, a henceforth plan for the application was also presented through an actual example of the IT outsourcing decision making process of 'M', a public enterprise.

It is anticipated that quality assurance for the Ka band Communication Payload System(COPS) development program of the Communication, Ocean & Meteorological Satellite(COMS) may be a core technical factor to be concerned in order to avoid any failure, and to assure its performance during the mission lifetime in space. Those can be managed and verified and assessed by performing the Quality Assurance (QA) and risk management which helps to prevent and reduce the critical fails. This paper introduces the Product Assurance (PA) system and procedures for Ka band Communication Payload System which was established and performed during the Qualification Model (QM) manufacturing phase. In this paper, we present detailed process for the products manufactured by local companies according to PA procedures operated through whole phases from design to test of equipment. Also this paper shows Quality Assurance (QA) procedures and detailed their processes for assured the product quality manufactured by local companies.

Because the existing control system has been operating for about 20 years, it is necessary to upgrade the system for stable and efficient operation. But, there is a difficulty in maintenance by difference of manufacturer of each main control systems for boiler, turbine and generator. This developed IMCS(Integrated Monitoring and Control System) consists of more than 10,000 inputs and outputs for large scale thermal power plant. This paper consists of the development journey of IMCS MBC(mill and burner control) ; core binary protection & monitoring logic including prevention circuit of boiler explosion & implosion. In this project, the IMCS for boiler, turbine and generator was developed on basis of one communications platform. In this paper, the whole journey of development of IMCS MBC is dealt with designing software and hardware, coding application software, and validating software and hardware.

To study invar alloy as a core material for large ampacity over-head transmission line which have high strength and low thermal expansion coefficient simultaneously, thermal expansion coefficient, physical properties and hardness of Fe-Ni-Co-xC alloy have been studied. It is necessary that invar alloy possess low thermal expansion coefficient and high strength for increased capacity over-head transmission line. In this paper we tried to find out the effect of carbon addition related with mechanical and physical properties. It was found that the thermal expansion coefficient and hardness were increased with carbon addition for whole composition range but the saturation magnetization was decreased except for the range of 0.1$\sim$0.4%C.

A multi-train operation simulation software is under development, in this G7 Project for a High Speed Train System, to simulate the running performance, power consumption, signalling and operation. In the first stage, a Train Performance Simulation (TPS) software is introduced in this paper. This is a core module of whole system and gives some parameters of a train, e.g., its position, speed traction and braking power and electric power system state, etc. In this paper, calculation technique was used for voltage drop at the train's positions and major posts along the catenary line. The final program will be used as an evaluation tool for system performance in constructing a new line or introducing a new train system.

This paper describes the method of position error reduction in Linear Pulse Motor (LPM). Though the micro step exiting method is applied, the vibration and position error caused by trust distortion from mechanism still remains. This paper presents the method for reduction of position error on moving the mover at whole cycle, by compensating a scale factor through real-time control of the PWM pulse width corresponding to exiting current command and absolute position error from linear encoder.

In this paper, we analyzed key keywords and research themes in the field of defense research using keyword network analysis and tried to grasp the whole knowledge structure. To do this, we extracted data from 2,165 research data from defense related research institutes from 2010 to 2017 and applied the Pareto rule to the number of abstracts of words and the number of links between words, We extracted a total of 2,303 words based on the criterion and extracted 204 final key words through component analysis. By analyzing the centrality and cohesiveness through these key words, we confirmed the concept of core research in the defense field and derived a total of 7 large groups and 16 small groups of each group in the knowledge structure of the defense area.

논문에서 다룰 시스템은 영상 처리를 이용한 전처리과정에서 사용자에게 필요한 정보를 얻은 뒤 이 자료를 상호교류적으로 입력하는 반자동 지도입력시스템이다. 영상 처리는 주로 중요한 정보의 하나인 외곽선 추출에 주력하였고 이를 위해 적응성 평활화 필터와 연결보존외곽선추출를 사용하였다. 외곽선 정보는 편집기에서 벡터화 하며 편집의 효율을 높이기 위해 내부 자료구조는 확장된 사진트리 구조를 사용하였다. 이러한 작업들은 그 특성에 따라 개인용 컴퓨터와 워크스테이션에 각각 분담시켰고 네트웍을 통해 저장기기를 공유하여 작업의 일관성및 단순화를 추구하였다.

When concrete was hardened, it should had considered a crack to make internal stress by hydration heat. For control of crack, admixture was use to change cement because hydration heat was effect to cement. High strength mass concrete had much hydration heat with high volume of cement. It was necessary to reduce hydration heat in construction method. In this study, it evaluates hydration heat, compressive strength of transfer concrete girder regard to field construction type such as separation, whole etc. Also, we test compressive strength of concrete with core and mold specimen.

The HyangyakBoncho(鄕藥本草) in Vol. 76-85 of the Hyangyakjipseongbang(鄕藥集成方) deals with the Hyangyak, medicinal stuffs produced in the territory of Chosun from the late times of Corea to the early times of Chosun. It also includes whole knowledges and the way to process(?製) of Oriental medical botany(本草) in that period of Chosun and China. It contains all the knowledges of the Hyangyak and the Boncho(鄕藥本草學) so that it can be helpful for the Chosun to apply to medicines. This study shows the characters of HyangyakBoncho(鄕藥本草) through analyzing. In future it is supposed that this report is the first approach to the core of the Hyangyakjipseongbang(鄕藥集成方), which describes medicines with prescriptions made up of the Hyangyak mainly.
