A Review of Wetland Policies and Related Guidelines of Leading Nations and Korea with Emphasis on Creation of Artificial Wetlands

  • Legal regimes of major countries actively involved in wetland programs including USA, Japan, Germany, Netherlands, and Denmark, show that these leading nations have developed their own legal regimes and policies for the conservation and restoration of wetlands since early 1990s. The main feature of their position is to preserve, create and restore wetlands, including tidal flats. However, this approach, so called 'mitigation' policy, is thus far, not a fully established policy but an evolving one. For Korea, there are only a few laws and policies which hint at the importance of creating coastal wetlands as a conservation measure, however, most of those systems only exist as vague provisions which lack any tangible and compulsory implementing procedures and technical guidelines. It seems that it is necessary to strengthen the legal measures for conserving coastal wetlands in Korea including specifying economic assessment methods and funding sources for the creation, restoration and rehabilitation of tidal flats to firmly establish a national wetland mitigation policy.

간척지 습지 조성을 통한 생물다양성 회복 방안 제안 (Proposal of biodiversity recovery plan through the creation of reclaimed wetland)

  • The purpose of this study was to investigate the ecological impact of wetlands by changing the species diversity of benthic macroinvertebrates and birds following the creation of an artificial wetland with a size of 30 m*30 m on bare land in reclaimed land in Haenam-gun, Korea. We investigated monthly fauna of benthic macroinvertebrates and birds in and outside wetlands and physicochemical indicators for 7 months from March to September 2014. During the study period, the water temperature and dissolved oxygen levels were consistently higher in wetlands than lakes. Many species of benthic macroinvertebrates were observed in summer (16 species in July) due to seasonal effects, and the species diversity index was highest in July and then gradually decreased. Thirteen species of birds were observed in March, 6 species in April, 5 species in July, and 1 species in June, where most winter birds and migratory birds were observed around wetlands in spring. The species diversity index also decreased after being high in July except for spring. This suggests that the abiotic environment in the wetland can be improved by creating an artificial wetland in the reclaimed land, and the increase in benthic macroinvertebrates can ultimately be a basic direction to restore the wetland ecosystem in the reclaimed land.

인공습지 조성후 생물다양성 증진 효과에 관한 연구 -서울공고 생태연못을 중심으로- (The Effects of the Biodiversity Increase after Creation of the Artificial Wetland -The Case of Ecological Pond at Seoul Technical High School-)

  • The purpose of this study is to evaluate the creation techniques of artificial wetland, one of biotopes developed to promote biodiversity in urban areas, and to look for improvement steps. Specifically, artificial wetland creation techniques were categorized into living environment and living creature classification. Being living conditions for creations, habitat environment was reviewed with a focus on water and soil environments. Living creatures were classified into plants, insects, fish, and birds. The evaluation of creation techniques was done in post-construction evaluation while considering the creation of habitats for living creatures. Intervention by users, changes in living environment and living species, and relevance of creation techniques were reviewed. Key results of this study are as follows. (1) Water environment for the living environment of creatures provides a suitable environment conditions for the living of creatures through a process easing the use of piped water. Various water depths and embankment appear to have a positive impact on the living of aquatic life. In particular, embankment covered in soil naturally played an important role as a place for the activities of aquatic insects and young fish as well as the growth of aquatic plants. (2) Various aquatic and ground plants to promote insect-diversity, shallow water, and old-tree logs had contributed greatly in increasing the types and number of insects. Aquatic insects. Aquatic insects were seen much particularly in areas where aquatic plants are rich but water is shallow than any other areas. (3) A space piled with stone to provide habitats for fish was not much used. However, it was observed that fish used embankment built with natural stones and embankment using logs in areas where water is deep. In addition, it was confirmed that 1,500 fish that had been released propagated using various depths and places for birth. (4) It was analyzed that techniques (creation of island, log setting, and creation of man-made bird nests) to provide habitats and to attract birds are not serving their roles. In such a case, it is believed that species had not increased due to the smallness as well as isolated features of the area. Based on theoretical review, they are judged to be areas that are likely to be used when a greater variety of birds is introduced. It is judged that attracting and keeping more birds at the site, such spaces need to be linked systematically in the future in terms of building eco-network while ensuring an adequate living areas. (5) In the study areas, users intervened greatly. As a result, a blockage was created preventing the normal growth of plants and non-indigenous plants were introduced. In order to limit the intervention by users, setting enough buffer zones, and environment education programs were urgently required. D/H=1>Hyangkyo> houses on the river>temples>lecture halls. 인공습지 조성 후 습지미생물활성도 변화에 관한 연구 (Change of Wetland Microbial Activities after Creation of Constructed Wetlands)

  • To understand the initial changes in the microbial activities of wetland soil after construction, dehydrogenase activity (DHA) and denitrification potential (DNP) of soil from 1 natural wetland and 2 newly constructed wetlands were monitored. Soil samples were collected from the Daepyung marsh as a natural wetland, a treatment wetland in the West Nakdong River, and an experimental wetland in the Pukyong National University, Busan. The results showed that the DHA of the natural wetland soil was 6.1 times higher than that of the experimental wetland and similar to that of the treatment wetland 6 months after wetland construction (fall). Few differences were observed in the DNP between the soil samples from the natural wetland and 2 constructed wetlands four months after wetland construction (summer). However, 6 months after the construction (fall), the DNP of the soil samples from the natural wetland was 12.9 times and 1.8 times higher than that of the experimental wetland and the treatment wetland, respectively. These results suggested that the presence of organic matter as a carbon source in the wetland soil affects the DHA of wetland soil. Seasonal variation of wetland environment, acclimation time under anaerobic or anoxic wetland conditions, and the presence of carbon source also affect the DNP of the wetland soil. The results imply that the newly constructed wetland requires some period of time for having the better contaminant removal performance through biogeochemical processes. Therefore, those microbial activities and related indicators could be considered for wetland management such as operation and performance monitoring of wetlands.

Successional changes in plant composition over 15 years in a created wetland in South Korea

  • Backgrounds: The main purpose of this research was to assess changes in vegetation structure, wetland index, and diversity index for a 15-year-old created wetland in Jincheon, South Korea. The created wetland consists of four sub-wetlands: a kidney-shaped wetland, a ditch, an ecological pond, and a square wetland. Vegetation and water depth data were collected at each site in 1999 and 2013, and Shannon diversity and wetland indices were calculated. Results: The total number of plant species increased from 18 in 1999 to 50 in 2013, and the ecological pond in 1999 and the ditch in 2013 presented the highest diversity indices (2.5 and 3.2, respectively). Plant species were less diverse in 1999 than in 2013, presumably because these initial wetlands were managed periodically for water purification and installation of test beds. The proportion of wetland plants, including obligate wetland and facultative wetland species, decreased from 83 to 56%, whereas upland plants, including obligate upland and facultative upland species, increased from 17 to 44%. After ceasing water supply, water depth in all four sub-wetlands declined in 2013. Thus, upland plants established more readily at these sites, resulting in higher diversity and lower wetland indices than in 1999. Conclusions: The major floristic differences between 1999 and 2013 were an increase in the number of upland plants and a decrease in wetland species. Although wetland indices were lower in 2013, the created wetland performed important ecosystem functions by providing habitats for wetland and upland plants, and the overall species diversity was high.

Plant community development in the first growing season of a created mitigation wetland bank as influenced by design elements

  • Vegetative communities of created wetlands often display lower species richness, less cover, higher occurrence of non-native or invasive species, and fewer obligate wetlands species than those in natural wetlands, thus failing to meet basic success criteria for wetland mitigation. This study examined the effects of two design elements, disking-induced microtopography and hydrologic regime, on the first year vegetation development pattern of a mitigation wetland newly created in the Virginia piedmont. Elevation and species cover were measured along replicate multiscale circular transects in two adjacent wetland sites that are different in their hydrologic regime. Two microtopographic indices, tortuosity (T) and limiting elevation difference (LD), were calculated from the elevation measurements. Both indices were higher in disked plots than non-disked plots, showing the effect of disking on microtopography. Out of forty-one vegetation taxa observed in the wetland, 29 taxa were naturally colonized and 12 taxa were seeded. All plots except one non-disked plot were dominated by wetland vegetation. Species richness and diversity were higher in disked than in non-disked plots. Vegetation community development seemed also influenced significantly by hydrologic regime of the site. The effect of microtopography on species richness and diversity was more pronounced in a relatively dry site compared to a wet site. In addition, percent cover, species richness and diversity of vegetation were positively correlated with microtopographic indices such as T and LD. Two design elements, microtopography and hydrologic regime, should be considered and incorporated in wetland creation to enhance plant community development.

농촌지역 소택지의 토지이용별 식생특성 (The Vegetation Characteristics of Palustrine Wetland by Land-use in Rural Areas)

  • 소택지는 개발공사 및 녹지조성 시 자주 이용되는 유형으로 나타나고 있지만 식물의 생태적 특성을 배려하지 못하는 설계가 빈번하게 이루어지고 있는 실정이므로 소택지의 토지이용에 따른 식생특성을 알아보고 소택지의 평가, 습지의 복원 및 창출에 있어 기초 자료로 제공하고자 본 연구를 수행하였다. 연구대상지는 논, 밭, 산으로 구분하여 2개소씩 총 6개소의 연구대상지를 선정하여 식생조사를 실시한 결과 식물상은 61종~92종의 분포범위로 총 71과 168속 187종 2변종 1품종 1아종으로 총 216종류가 확인되어 규모에 비해 높은 식생출현이 확인되었다. 식물구계학적 특정식물종의 평가점수 분포는 산지형으로 대표되는 연구대상지가 밭이나 논으로 대표되는 곳보다 높은 점수로 평가되었다. 귀화식물은 10과 28종으로 분석되었으며 산으로 대표되는 연구대상지가 낮은 출현을 보였으며, 이에 비해 논과 밭으로 대표되는 연구대상지는 비교적 높은 출현을 나타냈다. 식생피도가 다소 높게 나타난 귀화식물은 개망초, 족제비싸리, 오리새, 큰김의털, 능수참새그령, 토끼풀, 망초, 단풍잎돼지풀, 달맞이꽃, 미국가막사리 등이다. 이러한 귀화식물은 습지에서 자생식물을 도태시키고 물 흐름을 막아 습지를 육상화 시키는 습지훼손의 주요한 요인으로 우선적으로 제거해야 할 필요가 있다고 판단된다. 향후 귀화식물에 대한 적절한 관리와 지속적인 모니터링을 통해 소택지를 농촌지역의 우수한 비오톱으로 개선시킬 수 있을 것으로 기대한다.

을숙도 생태공원내 서식지별 환경요인과 갈대분포 특성 (Environmental Factors and Phragmites Distribution at Various Habitats in Eulsukdo Ecological Park)

  • Environmental factors and phragmites growth properties at various habitats in Eulsukdo ecological park were investigated to understand major factors affecting phragmites distribution in constructed wetlands. Although phragmites is very important species in wetland ecosystem, it should be controlled to prevent excessive expansion within the restricted park area. The results showed that phragmites dominant sites have the highest LAI among other emerged plants habitats and could adversely affect for waders habitats. Phragmites were also found at the areas with wide ranges of water-depth than other plants, and showed phragmites could be favored for occupying the newly constructed wetlands like Eulsukdo ecological park. The results showed difference in soil redox potential between phragmites dominant and non-dominant sites. Because soil redox potential is affected by wetland hydrology like flooding duration, control of wetland hydrology should be considered for creation and management of constructed wetlands. The results also showed that differences in soil cation exchange capacity, soil salinity, soil organic matter content and site inclination between phragmites dominant and non-dominant sites as well as brackish and freshwater areas. Those abiotic factors can be important considerations for the sustainable wetland management especially for the phragmitest managements in the ecological park.

황새서식처 복원지역에서의 소택지 조성 적지선정 연구 (The Study on the Selection of Suitable site for Palustrine Wetland Creation at Habitat Restoration Areas for Oriental stork(Ciconia boyciana))

  • 본 연구는 최상위 포식자로 멸종위기종인 황새의 서식처 복원지역에 필요한 소택지 조성을 위해 선행연구의 적지선정모형과 습지평가기준을 근거해 소택지 적지선정 평가항목을 설정하고 이를 적용하여 적지선정을 수행하였다. 연구대상지는 황새공원이 포함되는 예산군 대리의 입구로부터 수치표고모델(DEM)을 이용한 유역분석을 실시하여 $5,884,800m^2$의 범위를 설정하였다. 수체, 토양, 경사, 토지이용, 인간간섭, 야생동물통로, 수자원종류 등 평가항목별로 GIS 프로그램을 이용하여 주제도를 작성하였다. 작성된 7항목의 주제도를 중첩하여 평가결과가 높게 나타난 지점을 중심으로 복원적지를 선정하였다. 도면중첩을 실시한 결과 21점 만점에 19~20점 지역은 면적이 작아 조성적지를 18점 이상의 지점으로 확대하여 총 8개 조성적지를 선정하였다. 선정된 대상지는 대부분 점토질로 이루어져 표토를 활용 할 수 있을 것으로 판단되며, 지표수와 연결성 또한 높게 평가되어 용수 공급의 문제는 없을 것으로 판단하였다. 양호한 토지이용과 완만한 경사를 보여 조성이 용이할 것으로 판단되며, 주위 생태계와의 연결성 또한 양호하여 야생동물의 이동이 용이 할 것으로 사료된다. 습지의 이용 가능한 수원을 파악하고 개선방안을 도출하고자 수질분석을 실시한 결과 살목지 및 보강지로 유입되어 흘러가는 수체의 수질환경이 대체로 양호하지만, 지하수 용출 후 체류된 수체의 수질이 좋지 않아 향후 습지의 수문이 정체되지 않도록 인근 지표수의 연결이 필요할 것으로 사료된다. 본 연구의 한계로는 연구대상지의 물리환경을 중심으로 분석한 결과를 가지고 소택지의 조성 적지를 선정한 것으로, 향후 생물환경의 조사를 추가하여 생물다양성의 증진효과를 규명할 필요가 있다고 판단된다.

도시 내 습지의 식생구조 변화 모니터링 (Monitoring Vegetation Structure Changes in Urban Wetlands)

  • Urban wetlands provide various ecosystem services and are subject to restoration and creation projects due to their increased value in the context of climate change. However, the vegetation structure of wetlands is sensitive to environmental changes, including artificial disturbances, and requires continuous maintenance. In this study, we conducted a vegetation survey of three wetlands created as part of a project to restore urban degraded natural ecosystems and monitored the quantitative changes in wetland vegetation structure using an unmanned aerial vehicle. The vegetation survey revealed 73 species in Incheon Yeonhui wetland, and the change in vegetation composition based on wetland occurrence frequency was 11.5% on average compared to the 2018 vegetation survey results. The vegetation survey identified 44 species in Busan Igidae wetland, and the proportion of species classified as obligate upland plants was the highest at 48.8% among all plants, while the proportion of naturalized plants accounted for 15.9% of all plants. The open water surface area decreased from 10% in May 2019 to 6.7% in May 2020. Iksan Sorasan wetland was surveyed and 44 species were confirmed, and it was found that the proportion of facultative wetland plant decreased compared to the 2018 vegetation survey results, and the open water surface area increased from 0.4% in May 2019 to 4.1% in May 2020. The results of this study showed that wetlands with low artificial management intensity exhibited a tendency for stabilization of vegetation structure, with a decrease in the proportion of plants with high wetland occurrence frequency and a relatively small number of new species. Wetlands with high artificial management intensity required specific management, as they had a large change in vegetation structure and a partially high possibility of new invasion. We reaffirmed the importance of continuous monitoring of vegetation communities and infrastructure for wetlands considering the function and use of urban wetlands, and restoration stages. These research results suggest the need to establish a sustainable wetland maintenance system through the establishment of long-term maintenance goals and monitoring methods that consider the environmental conditions and vegetation composition of wetlands.
