  • The progress in IT has increased work efficiency in many fields, leading to the start of a new era where information is exchanged by connecting all objects under the paradigm of IoT. Interest is growing on the convergence of various fields of study that goes beyond simply applying IT to research to increase efficiency in multidisciplinary studies. As such, there is a need to develop an IT-based model that can be applied to social welfare work. Social welfare workers in Korea at present have twice the workload and stress of those of their counterparts in other OECD countries. This leads to decreased work efficiency. This paper seeks to suggest a way to increase efficiency in social welfare work by improving the work process through IT-based systems. The study is expected to contribute to increased efficiency in the area of social welfare.

An Analysis of Relative Priorities for the Improvement of the Cultural Welfare Workers System (문화복지사 제도 활성화를 위한 상대적 우선순위 분석)

  • As a way to improve the quality of life following the increase of the national income, the importance of cultural welfare has been magnified. To actively cope with such a situation of the times, the government has operated the cultural welfare workers system; however, the reality today includes many problems such as lack of reliability and professionalism in the system. Thus, this thesis has as an objective to extract priorities for the improvement of the cultural welfare workers system through analyses of precedents, investigations by professionals and related systems, and to propose measures of improvement. The priorities, in case of higher levels, are in the order of: utilization of manpower, educational curriculum and test subjects, methods of license acquisition and training institution. In order for the cultural welfare workers system to be efficiently operated based on the priorities, the existing system needs to offer state-certified licenses and provide workers with institutional strategies for refresher education and utilization of manpower.

  • The purpose of this study is to find out perception types of interested group in college on the education-welfare support for disabled college students by Q-methodology, then to search for political measures to support of disabled college students in the implication of the sorted subjective viewpoints. The result of this study showed that there are four major sorts of perception types on the education-welfare support for disabled college students: requests for realistic and comprehensive services for stable college life(Type1), requests for the disabled personalized services for the vocational life after graduation(Type2), lacks of understanding on the education-welfare support and disabled college students(Type3), and ambivalences on the education-welfare support(Type4). The findings of this study are summarized as several kinds.

  • Juvenile crime has recently severe problems in quality as well as great increase in quantity. Especially compared to adult crime, juvenile crime has higher recidivism rate, which leads to strong doubt about the limitations of existing treatment. This is because the correctional institutions have a bad influence on the juvenile criminal, that is not the original purpose like correction and edification, but relearning of crime. To prevent the recidivism of juvenile crime needs an active level in terms of the return as sound citizens through correction beyond a simple level of maintaining order. Correction welfare is one of the most important measures to prevent the recidivism of juvenile crime. This study examines the notion, types and trend of juvenile crime, considers the concept and functions of correction welfare, and shows the prevention of recidivism of juvenile crime in perspective of correction welfare.

Inequality in Private Health Care Expenditures: A 36-Year Trend Study of Iranian Households

  • Objectives: Throughout history, societies have been impacted by inequality. Many studies have been conducted on the topic more broadly, but only a few have investigated inequalities in out-of-pocket health payments (OHP). This study measures OHP inequality trends among the Iranian households. Methods: This study used data from the Iranian Statistics Center on Iranian household income and expenditures. The analysis included a total of 995 300 households during the 36 years from 1984 to 2019. The Gini coefficient, Atkinson index, and Theil index were calculated for Iranian OHP. Results: Average Iranian household OHP increased from 33 US dollar (USD) in 1984 to 47 USD in 2019. During this 36-year span, the average±standard deviation Gini coefficient for OHP was 0.73±0.04, and the Atkinson and Theil indexes were 0.68±0.05 and 1.14±0.29, respectively. The Gini coefficients for the subcategories of OHP of outpatient diagnostic services, medical assistant accessories, hospital inpatient services, and addiction cessation were 0.70, 0.61, 0.84, and 0.64, respectively. Conclusions: In this study, we scrutinized trends of inequality in the OHP of Iranian households. Inequality in OHP decreased slightly over the past four decades. An analysis of trends among different subgroups revealed that affluent households, such as households with insurance coverage and households in higher income deciles, experienced higher inequality. Therefore, lower inequality in health care expenditures may be related to restricted access to health care services in Iran.

  • This study analyzed on the basis of the norms and experience the Seongnam youth dividend ordinance. Youth dividend pros in the normative dimension to understand in order to achieve social justice. Further, youth dividend can replace the existing policy. On the other hand, the opposite of youth dividend is pointed out that the policy is ambiguous without morally justifiable. Also it has been pointed out inefficiencies means. Youth dividend Pros empirical dimension is a social considerations measures, there is a need for innovation by the failure of existing measures. On the other hand, youth dividend opposed to target efficiency is low, and that the problem is often to the contents of the salary. Because both sides are too contrast, consensus is difficult, can be political point of view is a significant impact. The basic income is a new thought experiment for human self-realization. Therefore, the production social welfare policy personality is a different policy science. That is, it is a long-term care social policy that requires a holistic life support. In addition, a non-empirical policy that requires a material support for the substantial freedom. Therefore, it is necessary to understand the philosophical meaning than scientific evaluation of traditional policy aiming to realize autonomous life. Therefore, radio waves of basic income through the welfare politics and exercise is still important strategy.

Survey on Feeding Facilities and Animal Welfare Level of Laying Hen Welfare Certified Farms (국내 동물복지 인증 산란계 농가의 사육시설 및 동물복지 수준 현황 조사)

  • The purpose of this study was to investigate farmers' field survey to improve animal welfare certification standards and to obtain basic data on the animal welfare level for certified farmers to develop evaluation methods of animal welfare level suitable for domestic farm environment. The subjects of the study were selected 10 animal welfare laying certified farmhouses. The farming certified farming facility survey collected breeding form, head, feed and drink space, breeding density, length and shape of perch. Animal welfare was assessed by the presence of sand bath, spawning, enrichment measures, free range, feathers pecking. The results of the study showed that most the certified animal welfare laying hens complied with the certification standards. All the farms were providing the nest box, but there were farms with more than 20% of the spawning rate. The perches were provided in sufficient length, but only three of ten farms were using rounded perches. Feather damage has been identified in most survey farms, which is likely to be due to feather damage caused by roosters producing both fertilized eggs. In this study, 10 farm households were surveyed. It was not possible to represent the whole certified farmhouse. Therefore, it should be analyzed thoroughly to evaluate the level of animal welfare.

Development of Food Security Measures for Korean National Health and Nutrition Examination Survey (국민건강영양조사 식품안정성 측정 도구 개발)

  • Given that household food security issues have become the concern of the Korean society, this study aimed to develop food security measures for the Korean population. Based on the literature reviews on previously developed food security measures, the 18-item US household food security survey module (US HFSSM) was adapted. The developed food security measures was assessed by qualitative validity method. It was evaluated and modified by face validity by expert focus groups belong to university, public health center, and government agencies and by cognitive interview by 40 subjects with low household income who live in an urban community and are participants in welfare programs of local districts. Then, it was reviewed and revised by the National Institute of the Korean Language and the advisory committee for nutrition survey of Korean National Health and Nutrition Examination Survey (KNHANES). The results showed that the developed questionnaire items were well adapted by expert focus groups and general subjects, showing the feasibility of measuring food security with the developed measures although there were discrepancies in some expressions of questionnaire items between experts focus groups and general subjects. The study to assess reliability and quantitative validity of the developed food security measures should be further needed to examine its application for KNHANES.

Economic Effects of Early Voluntary Sectoral Liberalization on the Korean Deep-See Fisheries : Focused on the Effect of the Tariff Elimination (수산분야 조기자유화로 인한 우리나라 원양어업 파급효과 분석 : 관세철폐효과를 중심으로)

  • This study tries to give an insight for fisheries policy makers to prepare policy proposals for Early Voluntary Sectoral Liberalization(EVSL) in the fisheries sector of APEC. To do so, the paper assesses the impact of EVSL on the fisheries sector, especially, Korean Deep-See Fisheries in quantitative way using the partial equilibrium analysis of Feenstra(1995). For the use of simple analysis, the paper focuses on the impact on trade flows and welfare of the elimination of tariffs on Korean Deep-See Fisheries among several measures of EVSL. The results from the quantitative analysis of the impact of EVSL on the Korean Deep-Sea Fisheries indicate that the increase of export is moderately higher than that of import and the total welfare effect is positive, even though a certain Deep-Sea Fisheries confronts a reduction of domestic supply basis.

Nursing Homes of the Elderly in Asia: A comparison of Korea and Japan

  • Purpose - The purpose of this paper was to examine the views of nursing homes for the elderly in Korea and Japan. Research design, data, and Methodology - This study aims to review the past researches on the social welfare and nursing homes for the elderly in Korea and Japan. A comprehensive view is offered with comparisons on the differences between the two countries regarding the dramatic increase of the elderly population. Results - It could be seen that with the significant increase of the elderly populations, it is getting more difficult for families to take care of their elders. Thus, nursing homes offer an alternative to busy family members in the current times. Improvements are much needed in the nursing homes for the health of the elderly. Conclusions - In order to offer better quality of life for the elderly in the nursing homes, more measures need to be taken to engage the elderly into activities. The depression that can be experienced when the elderly move to the nursing homes might be alleviated with new social circles and activities in the nursing homes, as well as human interactions with the staff.
