The purpose of this study is to examine the current status of the elderly welfare ordinances currently enacted and operated by local governments, analyze the actual conditions and problems of the contents, and suggest the direction of enactment and revision of the elderly welfare ordinances for actively responding to the demand for various welfare services for the elderly. To this end, the scope of the study was specified by ordinances in Gwangju Metropolitan City, five autonomous districts, Jeollanam-do, and 22 cities and counties, and the criteria for content analysis of the elderly welfare ordinance of these local governments were selected and compared and analyzed in the four major areas of elderly welfare: income and jobs, care, health, leisure activities, and social participation. According to the analysis results, the direction of enacting the ordinance is to secure financial resources for the elderly welfare budget, develop differentiated welfare policies for the elderly that reflect the characteristics of each local government, expand ordinances related to infectious diseases, enact ordinances for medical support for non-infectious diseases, and enact customized ordinances for the elderly living alone. Finally, the limitations on the research subject and analysis scope of this study and future research directions were presented.
It is critical to secure stable financial resources and efficient financial management for local governments to promote elderly welfare. Using the Fuzzy Set Qualitative Comparative Analysis method, we empirically examined the conditions under which the 17 metropolises and provinces in Korea increase or decrease their budget for elderly welfare. After examining previous studies, socio-economic variables(ratio of elderly people, ratio of elderly welfare recipients), financial variables(financial independence ratio), and political administrative variables (number of regulations on elderly welfare) were included in the analyses to determine the causal conditions of elderly welfare budget per person. Fs/QCA resulted in three combinations of elderly welfare budget per person: first, the combination of low ratio of elderly people, high ratio of elderly welfare recipients, and low number of regulations on elderly welfare; second, the combination of low ratio of elderly welfare recipients, low financial independence ratio, and high number of regulations on elderly welfare; and lastly, the combination of high ratio of elderly people, high ratio of elderly welfare recipients, and low financial independence ratio. Implications for elderly welfare were made considering socio- economic, financial, and political administrative circumstances based on the study results.
This study aims to analyze how the competencies of specialized hospitals affect the customer behavior intentions. The research involved 14 specialized hospitals among 42 nationwide, which are selected by the Ministry of Health and Welfare in 2007. The results of the study are below. First, the competencies of specialized hospitals are emotional attachment and customer satisfaction proved to have the significant relationship. In this paper, we address a task allocation problem for a robot team that performs a search and attack mission. The robots are limited in sensing and communication capabilities, and carry different types of resources that are used to attack a target. The environment is uncertain and dynamic where no prior information about targets is given and dynamic events unpredictably happen. The goal of robot team is to collect total utilities as much as possible by destroying targets in a mission horizon. To solve the problem, we propose a distributed task allocation framework incorporated with effective resource management based on resource welfare. The framework we propose enables the robot team to retain more robots available by balancing resources among robots, and respond smoothly to dynamic events, which results in system performance improvement.
This study examined the characteristics of the foodservice menu items offered at senior welfare centers to provide information on Korean senior menu development. A total of 514 lunch menu items were collected from 27 senior welfare centers in April, July, October and January. The most frequently served staple foods, soups, and side dishes were multi-grain rice, seaweed soup, Bulgogi, Kimchi, and liquid yogurt. The proportions of carbohydrate, protein, and lipids of total energy serving of senior welfare centers were 59.8%: 16.7%: and 22.8%, respectively. The nutrients served at less than 40% of the Recommended Nutrient Intake (RNI) and Adequate Intake (AI) of Dietary Reference Intakes for Koreans (KDRIs) were chloride (1.0%), vitamin D (1.3%), biotin (1.7%), magnessium (4.5%), Iodine (7.5%), pantothenic acid (8.0%), vitamin E (12.5%), vitamin $B_6$ (20.0~21.4%), vitamin K (21.1~24.3%), and water (35.7~39.7%). The nutrients served in excess of the daily intake goal and RNI were iron (98.9~127.1%), sodium (104.9%), and copper (1,100.0%).

As animal welfare issue becomes important, the European Union bans conventional cages for laying hens from 2012. So the alternative housing systems like floor pens, aviaries or free range systems have been suggested. From 2011 to 2014, we monitored 20 welfare-oriented laying hen farms in South Korea to figure out serological status of major viral diseases. During this period, total 3,219 blood samples were collected from the randomly selected chickens to test and evaluate the hemagglutination inhibition titers for low pathogenic avian influenza, Newcastle disease and egg drop syndrome '76. A total of 2,926 blood samples were tested through enzyme linked immunosorbent assay (ELISA) to assess the serological status of infectious bronchitis (IB). The distribution of ELISA titers for IB was various from almost 0 to 20,000 through the all weeks of age. Also, the antibody coefficient of variation for most of the diseases in this study was higher than those of typical cage layers. As this study was the first surveillance for major avian viral diseases of the animal welfare-oriented farms in South Korea, the results obtained from this study will help to determine what information and resources are needed to maintain better biosecurity and to improve the health and welfare of laying hen flocks.

Background and objective: This study was conducted to investigate the effects of forest therapy programs on reducing post-traumatic stress disorder (PTSD), depression and improving mood states in fire officers. Methods: To determine PTSD, depression, and mood states before and after the forest therapy program, the survey results of 185 fire officers were analyzed. Frequency analysis was conducted to identify the demographic characteristics of the participants, and Wilcoxon signed-rank test to analyze the differences among group. Results: As a result of a comparative analysis of PTSD before and after the program, there was a significant decrease in PTSD from 10.65 ± 12.00 to 5.64 ± 8.29 after the program. Depression also showed a statistically significant difference from 3.21 ± 4.00 to 2.21 ± 3.47 after the program. As a result of comparatively analyzing mood states before and after the program, there was an increase in positive factors and a decrease in negative factors. Total mood disturbance (TMD) also showed a statistically significant decrease from 5.78 ± 17.37 to -7.38 ± 10.35 after the program. Conclusion: This study has significance in verifying that forest therapy programs can bring psychological changes to fire officers, and these results can be used as a basis for stress management and relief of fire officers.
Objectives: Considering the importance of social determinants of health (SDHs) in promoting the health of residents of informal settlements and their diversity, abundance, and breadth, this study aimed to identify, measure, and rank SDHs for health promotion interventions targeting informal settlement residents in a metropolitan area in Iran. Methods: Using a hybrid method, this study was conducted in 3 phases from 2019 to 2020. SDHs were identified by reviewing studies and using the Delphi method. To examine the SDHs among informal settlement residents, a cross-sectional analysis was conducted using researcher-made questionnaires. Multilayer perceptron analysis using an artificial neural network was used to rank the SDHs by priority. Results: Of the 96 determinants identified in the first phase of the study, 43 were examined, and 15 were identified as high-priority SDHs for use in health-promotion interventions for informal settlement residents in the study area. They included individual health literacy, nutrition, occupational factors, housing-related factors, and access to public resources. Conclusions: Since identifying and addressing SDHs could improve health justice and mitigate the poor health status of settlement residents, ranking these determinants by priority using artificial intelligence will enable policymakers to improve the health of settlement residents through interventions targeting the most important SDHs.

This paper intends to propose the direction for improving the welfare space in crew accommodation of fishing vessels engaged in coastal and inshore fishery business in order to solve the phenomenon which young fishers trend to avoid working on fishing vessels. Coastal and inshore fisheries are defined as permitted fisheries business under the Fisheries Act and classified into coastal fisheries and inshore fisheries based on a gross tonnage of 10 tons. Fisheries Act also stipulates the upper limit tonnage regulation and the restrictions on bottoms of fishing vessels permitted for coastal and inshore fisheries to protect fishery resources and to prevent overfishing. It is difficult to increase the welfare space in crew accommodation of fishers under such restrictions because the welfare space in crew accommodation could be secured by reducing the space for the strength of fishing. Therefore, this paper compares the revision trend of the international convention(The Work in Fishing Convention, 2007) and domestic laws on welfare space in crew accommodation of fishing vessels engaged in coastal and inshore fishery business to find out the problems and improvement points in securing the welfare space in crew accommodation of fishing vessels. As a result, it is proposed to revise the Enforcement Ordinance of the Fisheries Act so as to secure the welfare space in crew accommodation of coastal and inshore fishing vessels within the scope of maintaining the maximum allowable tonnage limit regulation by adding an exemption provisions of the restrictions on bottoms of fishing vessels in which case the gross tonnage is increased for securing the spaces for crew accommodation and sanitary facilities of fishers without increasing net tonnage where the bottoms of fishing vessels is increased by renovating or replacing the fishing vessels bigger than the bottoms of fishing vessels permitted within the scope of maintaining the maximum allowable tonnage limit regulation.

Due to the rapid increase of the elderly population, promoted desire for recreational activities in old age and so emerging importance of Leisure welfare facilities for the elderly. Although Senior community centers playing an important role in old people leisure life are quantitative resources occupying majority of the Leisure welfare facilities for the elderly. there are many problems of managing programs, aging facilities, small spaces and so on. So, many facilities are used as simple meeting places of old people without solution about qualitative problem. Also, because of negative perceptions of people about Senior community center socially, desires of using Senior community center of old generation will decrease. In order to perfectly play a role of Leisure welfare facilities for the elderly, we need to review regulations about facility and program of Senior community center and suggest ways to resolve these problems. According to these necessity, Integration senior community centers appeared as a new concept. These centers compensate the physical defects through integrating small Senior community center. Through dividing function and service of senior welfare and forming networks between Senior community center and Senior welfare center, these centers set a goal of increasing quantitative and qualitative improving of leisure life of old people.
