This study is a study on the recognition and policy direction of welfare service for the disabled. For this, it aims to draw implications about the policy direction of welfare service for the disabled using basic investigation of welfare for the disabled among $2^{nd}$, $3^{rd}$ community social welfare plans of Jeollanam-do. As study results, it was analysed that the demand of welfare service for the disabled is increasing from providing the past livelihood such as establishing the foundation for basic livelihood to customized welfare service such as supplying jobs for enhancing the quality of life of the disabled. That is judged to be caused by needs for human's basic rights according to economic development and improvement in income level, and it will be appropriate to set up the software-focused policy for the disabled individuals rather than to set up the hardware-focused policy like the past. Despite the implications like these, however, this study has limitation that its subject is restricted to D-gun, so henceforth it needs to draw more general conclusions through comprehensive research about more extensive regions.

Objective : he aim of this study is to describe on the definition of the welfare state and scope of the social welfare and to analyze the development of the social welfare policy for the disabled in South Korea. Methods : We described on the definition of the welfare state and scope of the social welfare and analyzed the social welfare policy and welfare policy for the disabled among Korean Government through literature review. Finally, We also analyzed the welfare policy for the disabled in the Roh Moo-hyun Administration. Results : Welfare policy or welfare policy for the disabled was developed as economic growth from 'selective welfare' to 'universal welfare'. Scope of the social welfare was expanded from 'minimum guarantee' of the Lee seong-man administration to 'participatory welfare' of the Roh moo-hyun administration and that was similar to the welfare policy of administration for the disabled. Conclusion : We suggest that occupational therapist based community should find unmet health need and provide home-based rehabilitation services to the disabled and the elderly.

Japanese welfare legislation for the disabled was enacted via Law 283 on December 26. 1956. The push for such legislation at the national level had gown concurrent with development of Japan's post-war economy Korean welfare law for disabled was made 22 years later and was again amended in 1989. The current legislation promotes and supports the legal welfare of the Koran disabled. The following are the results of a comparison between Korean and Japanese accessibility facilities and welfare law; 1) Japan's developement of disabled people's welfare law is inextricably linked to the development of disabled people's advocacy and the human rights movement. In addition, welfare policy has shifts its mandate from rehabilitation to independent living. It follows that local altitudes will play a pivotal role in further policy initiatives. Korean disabled people's welfare policy emerged hand in hand with economic recovery and development following the Korean War. By 1977 a special education law was enacted which-like it Japanese counterpart-promoted the education of disabled children. 2) Accessibility facilities were developed privately movement. The disabled faced constant and systematic disadvantages in public/private buildings and transportation systems. A general lack of cultural awareness and information relating ti these problems prevailed. These included-hut were by no means limited to sign language (for hearing the impaired) and braille(the language of blind). However, new attitudes and improvements have since emerged and new laws have resulted in the publication of Korean 'White Book' outlining the everyday problems faced by the disabled. In addition, mort convenient access facilities have been constructed in public and private buildings. In closing, legal support for the disabled, senior citizens and pregnant women continues to be improved by newer legislation enacted tin April 6, 1977.

Traditionally, the Sozialdemokratitische Partei Deutschlands(SPD) guards strictly radical welfare conception and intends to support the disabled with universal welfare-political instruments. After the oil-shock in 1973, European welfare states including Germany had experienced stark financial crisis because of economic unstability and increasing social expenditure. The political direction of SPD has been gradually changed. This transformation has been reflected automatically on the welfare policy for the disabled. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the Third Way("neue Mitte") that the social economic structure intends to neo-liberalistic trend. The concern on the employment policy for the disabled has grown recently in neo-liberalistic age, but research on German employment policy for the disabled is very limited in quantity and depth. The main purpose of this study is to examine how the employment policy for the disabled of Schroeder-government has been developing in Germany. And this paper evaluates the effect of transforming policy. Based on this evaluation, this paper attempts to manifest the problem of Korean employment policy for the disabled and to find the implications of German model.

The purpose of this study is to investigate the rehabilitation policy of North and South Korea in the context of the analysis and to classify the output according to the social welfare policy calculation framework of Gilbert and Spight, To promote exchanges and to suggest directions for development. Therefore, the welfare policy model for disabled people in South Korea is established, and the welfare policy that can be applied to the North Korean society in a short period of time is applied to South Korea's movement rehabilitation welfare policies by reducing the lack of communication through the unified and institutionalized disabled groups of South Korea And it activates and activates the foundation of the revitalization of the disabled person sports.

The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

The social welfare service is expanding to different field as the social welfare budget is increasing. By this opportunity, it needs to make clear of the basis of argument that the necessity of development of Korean government's support and aid by social policy should be worked. This research dealt with the national economic effect in relation to welfare for the disabled in terms of welfare economics. Budget spending for the achievement of welfare for the disabled makes an enterprise or a person spend money continually either in a direct or indirect way. This study shows by the use of analysing the related production effects, as an economical influence of welfare for the disabled budget assuming by means of measuring. The results are analyzed that the production of one trillion and three hundred billon won is annually caused and 8,015.9 hundred million won of the direct and indirect added value is caused by the welfare of the disabled budget expenditure of three local governments of capital area. And it is also assumed it creates employment cause personnel (17.673.2 person) and job cause members (26.825.2). The result of the study anticipates the role of basic research material for the necessity of intervention, support, and aid by the government and local government revised policy for the disabled welfare field at this point in time where the welfare budget policy in terms of universal social service is reinforced, rather than the trend, until recently, of realizing the social welfare budget as consumption expenditure and the function of performing the effect and evaluation in tentative action of social conflict.

This study analyzed the policy of culture welfare in libraries for the information alienated groups. This study suggested several improvements as a conclusion. Research analyzed organizational tasks and policies for Ministry of Culture, Sports and Tourism, Planning Group for Library and Information Policy and the policies for libraries. First, library service for alienated class was centered in short term period projects. Second, it is hardware oriented such as building small libraries, places for disabled person, multi-cultural libraries. Due to the decentralization of policies for the groups with alienated information, and lack of public supportive policies for private library for the disabled, developing cooperative system is difficult. Third, we revealed that policies for quantitative production of alternative material were achieved. So, this study suggested professional policy in integrative cooperation in accordance with each domain and creation of a separate welfare library policy department and its activity.

In Welfare Center for the disabled, under the Government's information acceleration plan, the computer system has been developed starting from work standardization in 2001 but it has been emphasized only on the technical and customer convenience side leaving out preparation for the side effects of them. Therefore this article will seek the necessity of personal information protection, legal basis in the Welfare Center for the disabled. Additionally after analyzing current status for the personal security of Welfare Center for the disabled, establishing an alternative plan for personal security policy's way could be addressed. Increasing education for awareness stress of personal information security, and preparing institutional protection apparatus from applying life cycle of personal information would be an alternative plan for personal information protection for Welfare Center for the disabled. Also frequent monitoring of accessing personal information from the computerized system should be achieved. It is impossible to recover damage caused by leak of personal information although post actions are progressed. From this essay, awareness of personal information protection should be newly revised for both the Social Welfare Organization and the Disabled welfare center, and also technical, institutional strategy's action should be arranged.

The purpose of this study is to verify the relationship between psychological capital and job performance of social workers at welfare centers for the disabled. For that purpose, a self-reported questionnaire survey was conducted on 900 social workers at welfare center for the disabled nationwide, and a total of 864 copies of data were used for the final analysis. As a result of the main analysis, first, there was a positive(+) correlation between self-efficacy, hope, optimism, resilience which are the sub-elements of psychological capital, and contextuality and task performance, which are the sub-elements of job performance. Second, among the sub-elements of psychological capital, self-efficacy and hope showed statistically significant positive(+) effects on task performance. Third, it was found that optimism as well as self-efficacy and hope had a statistically significant positive(+) effect on contextual performance. Based on those findings, this study suggested practical and policy alternatives to improve the job performance of social workers at welfare centers for the disabled.
