  • The purpose of this study is to suggest the possibility of complexity use these facilities for elderly welfare facility or public health facility and community center in rural. For this purpose this article researched into elderly welfare facilities, public health facilities and social welfare centers. And we studied of village community center, life pattern in old people in rural. With a rapidly increase in population of older people in rural, there is a great demand for the construction of complexes facilities. Particularly, there was highly demand for the public health facilities and the welfare programme of physiotherapy facilities on village community center in rural. However, there is not a intersection of space composition and specification function between elderly welfare facilities and public healthcare facilities and community welfare centers in this time. Accordingly, in the future plan for community center in rural, it is necessary to consider integration with public health facility. And it is necessary to compose the community center in consideration of the spatial organization of complexity as a possibility of community welfare activities.

  • The purpose of this study is to explore the model and application for family life welfare service in Korea. In order to explore the characteristics of family life welfare service, the object, the extent and approach for family life welfare service is examined. The model for family life welfare service is constructed on the base of definition for family life welfare-subsistence of family life, personal formation and development, the creation of community culture-, family life cycle and demand for family life welfare service. Lastly, the contents and politic supports for family life welfare service are examined.

  • The purpose of this paper is to prepare the department creation and the staff increase of education institution by forecasting the demand of health and welfare workers according to execution of the elderly's long-terms treatment insurance system in July, 2008. We estimated confirmors of the elderly's long-terms treatment and the demand of professional workers of health and welfare field due to the increase of care insurance users in facilities treatment organization, care at home service facilities, and family allowance facilities for 2010-2030. The numbers of social welfare professional worker are estimated as 16,624 workers in 2020 and 24,688 workers in 2030. The numbers of nurses are forecasted as 11.287 in 2020 and 16,624 in 2030, we expect that the increase of the demand be accelerated. The demand of necessary care probation worker is 44,824 in 2009, but we already trained over around 500,000 workers in 1,078 education institutions through one year in Aug. 31, 2009, which excesses over the numbers of workers demanded as much as 10 times.

  • Korean society is experiencing rapid changes which are certain to shape the lives of the older people and their families. So, the purpose of this study was to improve the quality of the elderly welfare service in Korea. Even though the interest about the elderly welfare in Korea is rapidly on the increase, the reality of Korean Society still leaves much to be desired, quantitatively as well as qualitatively. Pay attent to this point, now going to grasp the situation of not the handicapped elder people but the general elder people actual life condition and demand for welfare. So this study focused on the demand of not out-of home service but in-home care service. It was based on the data from by Korea National Statistical Office, having observed 6,139 elderly people. The results were as follows. They hope to get the elderly welfare services about health examination service, nursing survice, supporting service for household. That was, the most of them wanted in-home care service than out-of home care service. To ensure effective care to the elderly, it needed development and settlement of welfare service in face of their daily living. And, even though they recognized that they should cover the elderly life expenses themselves, the rate was hit that indicated their adult children as a parents supporter. This means that we should consider not only to the elder people but also to the family which contained the old people as the elderly welfare service. As a remedy, we can find the cooperation between elder welfare service at the social welfare organization and counsel, education at the family strengthen center. To improve the quality of the elderly welfare service in Korea, the elderly welfare service should focus not only on the physical and spiritual health maintenance but also active understanding living environment and growing ability to arbitrate between individual and living.

A Behavioral Study of Community Social Welfare Service Organizations on Acquiring Financial Resources (지역 사회복지서비스 조직들의 재정자원 수급 행태에 관한 연구)

  • There has been a demand of changing service delivery system for social welfare services, and therefore changing is resource acquisition environment for community social welfare service organizations (CSWSOs). These phenomena are, however, not properly actualized through the CSWSOs. The discrepancy between environmental demand and organizational adaptation seems to result from our lack of understanding those organizations. Based on this understanding, several research problems have been formulated on resource acquisition behaviors of CSWSOs. Empirical data were gathered, and the final sample included 82 social welfare agencies of Pusan province and 122 top/high level agency administrators. The result of data analysis and their implications are as follows: (1) Most of CSWSOs prefer government grants to other financial resources, because government resources can give them more stability than others including private donations and user fees. (2) In order to induce changes in CSWSOs, their stability needs should be properly counted. (3) There is no enough evidence to prove that CSWSOs leaders' personal characteristics have contributed to the behavioral differences on financial resource acquisition among CSWSOs. Rather, there has been enough evidence to prove for influences by institutional environment factors. So, it is recommended that, in order to change behaviors of CSWSOs, the focus should be given to the proper control of those institutional environment factors.

The Welfare Effect of Mandatory Prescription in Korea (의약분업이 소비자후생에 미치는 영향)

  • In this study, we investigate the welfare effect of mandatory prescription(MP) in Korea. An immediate effect of MP is the increase in the implicit price of prescribed medicine, which could be obtained easily from drug stores before MP. This will lower the quantity demanded. which will in turn reduce the abuse of drugs. The key to the cost-benefit analysis of MP, therefore, should be focused on this point; price increase in the cost side and quantity decrease in the benefit side. Since we do not have as much information as needed for the analysis, however, we made strong assumptions for the clarity of numbers; the severity of moral hazard of medical doctors related to the sales of hospital drugs, constant demand elasticity, constant benefit multiplier of reduced drug usage, and so on, With these rather strong assumptions, we find that i) the benefit side is much more sensitive to demand elasticity than the cost side effect ii) the larger the demand elasticity, the greater the size of net gain of MP, though the result depends on the size of the benefit multiplier. This analysis shows that we need to have more information on the specific institutional path of health benefit diffusion caused by the reduction of drug usage, which was the major target of MP.

  • In a deregulated electric power market, a demand function to consider the characteristics of electric power consumers should be required. It is essential that the optimal power flow algorithm with object function of social welfare maximization using the demand function for a competitive electric power market is applied to resolve in a point of economic benefits as well as the security of power systems. Therefore, in this paper, we implement the optimization problem based on linear programming to consider the characteristics of electric power consumers using the demand function and analyze not only the nodal cost for generations and demands but also the variation of demands as a function of the characteristics of electric power consumers through numerical studies.

  • The purpose of this paper is to analyze theoretically and empirically spillover effects of fishery quota on related markets through their demand curves. Theoretically, the spillover effects of a change in quota can be captured through the directly distorted market alone by computing surpluses associated with the new and old equilibrium. This study estimates empirically demand functions in the context of both the partial equilibrium and general equilibrium. The spillover effect can be computed from the difference between these two estimates. The econometric methodology to estimate the demand curves in the context of general equilibrium is presented and illustrated. The empirical result of fishery markets shows that spillover effects transmitted across other markets are not small and approximately account for 43.3% of the partial equilibrium welfare effects.

The Welfare Effects of the Military Purveyance Program of Livestock Products (축산물 군납사업의 사회적 후생효과 분석)

  • This study empirically analyzed the welfare effect of the military purveyance program, which plays an important role in maintaining the sales channel and demand base in Korea's agricultural and livestock industry, as well as the stable supply of safe ingredients for military meals essential for the morale and combat power of soldiers. The military purveyance program causes additional demand for domestic livestock products, affecting the trading volumes and price levels in the market. This will change the welfare of producers and consumers, and affect the welfare of soldiers who are subject to military meals. The analysis results obtained through a simulation method based on the equilibrium displacement model are as follows. In the case of pork delivered for military service, producer surplus increased by KRW 55.3-62.2 billion and consumer surplus decreased by KRW 55.1~62.0 billion based on pork production in 2021. It wad analyzed that the consumer surplus in the military supply market, rather than the conventional market, increased by KRW 96.9 billion won, resulting in a total welfare gain of KRW 97.1 billion.

A study on the Needs for Nutrition Management Program for Elderly Who use Welfare Facilities (노인복지시설 사용자 중심의 영양·식생활관리 프로그램 요구 분석)

  • Objectives: This study was performed to investigate the nutritional status, health conditions, eating habits and experience and demand for nutrition dietary management of senior citizens. And these data are formed foundation of development of nutrition dietary management education program and contents in welfare facilities for the aged. Methods: We visited 3 public health centers, 3 senior citizens centers, and 4 welfare centers in Seoul, Gyeonggi-do, Chungnam province, and Daejeon area and carried out interview by semi-structured questionnaire for senior citizens older than 65 years who use those facilities. Results: The study included 17%, 30.7% and 52.3% of senior citizens from public health centers, seniorcitizen centers and and welfare centers, respectively. The age range of 43.9% of the population was 65-74 years and and 56.1% were older than 75 years. We observed that 83.2% of subjects took some medicines due to diseases that they have and 58.0% took prescription medicines for hypertension. The thing that they considered the most when selecting food was 'the taste'(p<0.05). Regarding the level of practice to keep the dietary life, they answered more than 'average' for most of items but answered less than 'average' for lot of salt intake, drinking, exercise. For the experience of nutrition dietary life education, only 19.8% answered 'Yes' and the service for nutrition dietary life management showed the highest score in the demand for 'provide nutritious food'. For the size of consulting group for nutrition/dietary life education, the public health center and welfare center preferred a larger group size but the senior citizens center preferred a smaller group. With regard to who will carry out the consulting, the demand for dietitian was the highest and the operation type showed the high demand in the order of consulting, education. The contents that they want to have consultation in nutrition dietary life education were diet therapy for diseases and the ordinary diet therapy for health. Conclusions: This study suggested the management of nutrition dietry life necessitates qualitative measures according to the different types of welfare facilities. For these, it is in need of development of counseling and education program included therapy for disease. Above all, the policy to secure dietitian of welfare facilities for the aged to perform these should be achived.
