A Study on Living Arrangement of Older Korean Noncitizens in the United States (재미 한국 영주권자 노인들의 주거형태에 관한 연구)

  • The purpose of this study is to examine major factors that affect patterns of living arrangements of older Korean noncitizens in the United States using the 1990 8% Public Use Microdata Sample(PUMS). In order to do so, I analyzed the effects of four factors including acculturation(English proficiency and Age at migration), economic circumstances(Personal Income and Supplemental Security Income: SSI receipt), health status(Mobility and Personal care limitation), and the ethnic community. The results show that acculturation and economic circumstances play an important role in determining the patterns of living arrangements among older Korean aliens, whereas the health status and the ethnic community do not show consistent effects. Regardless of marital status, the impact of age at migration is positively associated with solitary living of older Korean noncitizens, though, the effect of English proficiency show the opposite direction in accordance with marital status. That is, among nonmarried elders, those who cannot speak English are more likely to live alone. The case is reverse for married elders. The impact of economic feasibility is also positively associated with independent living arrangements. Those who receive SSI are much more likely to live apart from family, and elders whose annual personal income between $5, 001 and $10, 000 have the greatest propensity of solitary living-a large proportion of their income source is SSI. Individuals who receive SSI are also qualified to collect Medicaid, food stamps, rent subsidies, and other welfare benefits. In a sense, the economic feasibility provided by welfare benefits is the key determinant of independent living of older Korean noncitizens. Therefore, the recent welfare reform which denies legal aliens welfare benefits such as SSI and food stamps will severly affect the present living arrangements of older Korean aliens, and give economic burden to their family member The findings also show that there are significant differences within the elderly Korean Americans in terms of demographics, income, fertility, health status, and patterns of living arrangements by U.S. citizenship status. In particular, after controlling for age at migration as a proxy for acculturation, there is a statistically significant variation in living arrangements between elderly Korean noncitizens and naturalized citizens. For both theoretical and methodological reasons, future research on minority aging needs to investigate the concept of U.S. citizenship status for its impact on patterns of living arrangements among the minority elderly.

A Study on the Principle of Subsidiarity on the National Basic Livelihood Security Act (국민기초생활보장법상 보충성원리에 관한 연구)

  • The purpose of this study is to examine the legal attribute of subsidiarity principle on the National Basic Livelihood Security Act. The principle of subsidiarity is applied to the regulation for 'fundamental principle of benefits' on the National Basic Livelihood Security Act, therefore it functions as legal theory. However, due to its both positive and negative characteristics it becomes to be interpreted and applied in a different meaning depending on the normative characteristics of related laws. In brief, as the passive meaning of subsidiarity principle guarantees the freedom of civilian by limiting national power, it is reasonable in social control norm like criminal law. However, as nation's active role of intervention and support is required in order to protect basic standard of human life according to the principle of Social(welfare)State, the active meaning of subsidiarity principle is reasonable in Social Security law, especially in public assistance. Hence, the principle of subsidiarity on the National Basic Livelihood Security Act becomes to realize, justice, goal fitness and legal stability when it is operated by system with interpreting in an active meaning.

Welfare Effects of Publicly Provided Self-Insurance Against Unemployment (실직대비 공적 자가보험의 후생효과)

  • This paper examines the welfare aspects of loan-based self-insurance against unemployment, and discusses the scope of government intervention in its provision. This paper deals with these issues in a model where the individuals may experience unemployment shocks frequently to leave little savings for retirement, so that the government may have to provide them with unemployment and retirement insurance benefits during their unemployment and retirement, respectively. We identify the two interesting features in the model: the externality that the self-insurance exerts, upon other social insurances, and the incentive of private sector to provide loans that exerts the externality upon other social insurances. In particular, this paper shows that, although the inefficiency associated with private loan warrants the government provision of loans to unemployed workers, the over-incentive of the private sector to offer loans may reduce the scope of the government intervention. This paper also shows that, unless the inefficiency associated with private loans is high, the private incentive for loans would reduce welfare because of the externality generated by private loans.

National Health Insurance and the Responsibility of the Parliament (국민건강보험과 의회의 책임성)

  • While the constitutional states emerged in the period of the constitutional monarchies to protect freedom and property of citizens from a illegal trespass of monarchs, the passive role of the constitutional states to protect them was changed in the modern parliamentary democracy in which the state is to play an active role to realize the basic rights. Today the state giving chances and social benefits to citizens plays a very important role so that the people may to enjoy a free life as a citizen. In the modern parliamentary democracy the role of the state, therefore, is transformed form passive roles to active ones realizing the basic rights for citizens. The active role of the state to embody the basic rights asks the parliament to bear more the responsibility for making laws than ever before. In the modern welfare state social rights are also recognized as a basic right. In this sense the parliament should play a active role to realize the social rights. But the Korean parliament excessively turns over his legislative right on the basis of a delegated legislation to the Administration. It does not fulfill its responsibility for which the modern parliamentary democracy asks. To realize the social rights the Korean parliament should play a more active role.

A Study on a Prevention of Long-term Care self-reliance Support for the Elderly in Home: Proposal of an Prevention and Support for Self-reliance Support Model (재가노인의 장기요양예방과 자립지원에 관한 연구: 예방·자립지원 모형설계 방안제언)

  • Expecting the expansion of the elderly population under long-term home care with the coming of the aged society, this study purposed to propose a prevention and self-reliance support model and to get practical implications for minimizing dependency on care benefits and enhancing the effectiveness of prevention and self-reliance support. Research methods employed for this study were: first, reviewing theoretical literature for clarifying the concept of prevention and self-reliance support in providing long-term care benefits for the elderly; second, identifying factors hindering prevention and self-reliance support through analyzing standard long-term care use plans and documents related to long-term care benefits at elderly welfare centers to which the research subjects belonged; and third, surveying care benefit users on factors hindering their use of prevention and self-reliance support and their needs in the use of care benefits. Based on the results of the three types of qualitative research, we proposed directions for prevention and self-reliance support modeling and suggested practical implications for enhancing the effectiveness of prevention and self-reliance support. For this study, we collected documentary materials and conducted in-depth interviews with the participants with the consents and cooperation of managers and professional social workers at day care centers and elderly welfare centers in D City. According to the results of this study, literature review suggested that long-term care prevention and self-reliance support should be provided in a way of 'strengthening user-centered support systems,' which support elderly long-term care beneficiaries' right to lead a life as the subject of their own life. Document analysis found the absence of benefits related to health and medicine and lack of social support systems for prevention and self-reliance support, and the results of in-depth interviews suggested the necessity to strengthen services related to elderly long-term care beneficiaries' prevention and self-reliance, and the keen needs of the long-term care elders for prevention and self-reliance included: ① loneliness, anxiety, fear; ② missing for and worry about children and people; ③ moving, outing; ④ health and medical services, rehabilitation programs; ⑤ desire to use day care; ⑥ inconvenience of house structure; ⑦desire for meal menus; and ⑧ the occurrence of disuse syndrome. Based on these results, we suggested the base of prevention and self-reliance support modeling with three axes: ① strengthening user-centered support systems; ② strengthening support systems connected to health and medicine; and ③ strengthening social support systems.

  • Using materials recovered from the waste stream instead of virgin resources as a raw material in manufacturing has great environmental and economic benefits. However, there is lack of public interest in needs for integrated waste management and its relevant facilities, because of NIMBY syndrome, This article has proposed a system dynamics model for the study of the potential and systemic consequences of resource circulation management system(RCMS) policy for a Sudokwon landfill site in Korea. The results of the study indicate that the effects of RCMS are seen continuously to increase in term with both the community welfare level and the resource and energy level. Moreover the effects of RCMS appear sharply in the first half of the simulation period.

  • The study aims to review airline services like the domestic line performance, the general flight fares and website discount fairs, reservation cancellation and cancellation charges, reroutings and personal discount system of the low cost carriers(LCC), and suggest what needs to be done to improve the airline service. The improvements to be made by the LCC should include increasing regular domestic lines, providing information compared for consumers, relieving the toll to call the service center, revising the conditions on reservation cancellation penalty, rerouting charges, revising the consumer dispute resolution standards, and promoting frequent fliers program. Development strategies should be established that can boost consumer benefits through the improvement of the airline services.

  • Cloud computing is an internet-based technology, providing services to the virtualized IT environment, and allowing users to add or remove resources of hardware or software at their discretion. Since Cloud computing can construct virtually integrated environments out of multiple local computing environments, various information services can be provided by it. In addition, state organizations also strive to build the cloud computing environments due to the benefits of reduced costs to introduce the system and of reduced time to build and provide the IT services. This study suggests a web-based cloud computing system for the computing environments, to be applied for the Korean National Health and Nutrition Examination Survey (KNHANES) by the Ministry of Health and Welfare, Republic of Korea.

A Phenomenological Study on the Adult Grandchildren' Experiences with Grandparents Cohabitation (성인 손자녀의 조부모 동거 경험에 대한 현상학적 연구)

  • This study reported phenomenological analysis of the interviews with 26 adult grandchildren who had(or have) a cohabitation with grandparents. The research question was what adult grandchildren experienced in living with grandparents. Results indicated that "the aged" was described as generous and wise person, so they had positive attitude toward the elderly. Participants perceived level of benefits of the coresidence with grandparents were higher than the costs in instrumental, material, and emotional supports. The relationship between grandparents and parents was generally intimate. It makes adult grandchildren advocate parents living together in the future. But adult grandchildren plan to get along independently when they grow old.

A Case Study of Sandplay Therapy in a College Student with Symptoms of Post-Traumatic Stress Disorder (외상 후 스트레스 장애 증상을 보이는 대학생의 모래놀이치료 사례연구)

  • A college student who exhibited several post traumatic stress disorder (PTSD) symptoms was used as a case study in order to investigate the therapeutic effects of sandplay therapy for PTSD sufferers. In total, 27 sessions of the sandplay treatment program were used to conduct psychological tests before and after the sessions. Any changes in the manner of expressions on the sand box during the treatment, and the results of pre and post psychological tests on aspects of depression, anxiety and interrelationships were analyzed. Overall results showed that the subject exhibited progressive behavioral improvement and signs of recovery. Psychological tests revealed reduced levels of depression and anxiety, and improved interrelationship scores. In conclusion, sandplay therapy does exhibit positive benefits as an effective treatment modality for PTSD in adolescents and young adults.
