The domain name should be registered and used with the minimum length in consideration of the user's web accessibility and convenience. In addition, it is necessary to increase the status and authority of the library by allowing the type, region, and characteristics of the library to be known only by the domain name, and to consider the convenience of users. In this study, the situation of the state designated second-stage public domain and the second-stage public domain of educational institutions of similar character and size to the library are analyzed, and problems with the domain of libraries that do not have the second-stage domain are identified. Finally, second-stage public domains of national library (nl), public library (pl), and small library (sl) are proposed for each type of library, and the university library (lib. university domain) and school library (lib. School domain) proposed to use as the second-stage domains of the educational institution. The purpose is to allow users to intuitively know that these domains are libraries, to identify the type of library, and to know the characteristics and regions of the library. To this end, a joint effort by the academic community, the library community, and the Library Information Policy Committee is needed.

Recently, a coaching helps individual to lead and maximize performance. Generally there is a face to face coaching at the current spot of education, and the e-coaching is on the rise. And the face-to-face coaching means that coach and the coachee come face to face directly. And, the effective coaching method is required to supply the weakness and to maximize the strength of the e-coaching using the Internet. Accordingly, we are studying a hybrid coaching to overcome the difficulty and the limit of face-to-face coaching and online coaching. In this paper, we design and implement the career coaching system to provide the face-to-face coaching and the e-coaching for coachee based on the Web service on the Internet. We provide the hybrid coaching using Web service based on the Restful and connect with the database based on the Web to save and manage the profiles and the coaching history of the coach and the coachee. Proposed hybrid coaching system for coachee career improves remote accessibility between the coach and the coachee. This system provides the interaction without the limit of the time and the space, and overcomes the limit of the traditional face-to-face coaching on the online environment.

Article 22(1) of the Library Act, which was completely revised in December 2006, stipulated that regional representative libraries are statutory organizations, and Article 25(1) of the Library Act, which was revised again in late 2021, renamed them as metropolitan representative libraries and expanded their duties. The reason why cities and provinces are required to specify or establish and operate metropolitan representative libraries is that in addition to their role as public libraries for public information use, cultural activities, and lifelong learning as stipulated in Article 23 of the Act, they are also responsible for the legal works of metropolitan representative libraries as stipulated in Article 26, and lead the development of libraries and knowledge culture by serving as policy libraries, comprehensive knowledge information centers, support and cooperation centers, research centers, and joint preservation libraries for all public libraries in the city or province. Therefore, it is necessary to analyze and diagnose whether the metropolitan representative library has been faithfully fulfilling its legal works for the past 15 years(2009-2023), and whether it is properly providing the results of its statutory planning and implementation on its website to meet the digital and mobile era. Therefore, this study investigated and analyzed the performance of the metropolitan representative library for the last two years based on the current statutory tasks and evaluated the extent to which it provides them through its website, and suggested complementary measures to strengthen its web services. As a result, it was analyzed that the web services for legal works that the metropolitan representative library should perform are quite insufficient and inadequate, so it suggested complementary measures such as building a website for legal works on the homepage, enhancing accessibility and visibility through providing an independent website, providing various policy information and web services (portal search, inter-library loan, one-to-one consultation, joint DB construction, data transfer and preservation, etc.), and ensuring digital accessibility of knowledge information for the vulnerable.

For people with physical or sensory limitations, broadcasting is the main means of information acquisition and leisure. Recently, changes in the media environment, such as convergence of broadcasting and communication, digital mobile conversion of broadcasting, and active media usage behavior of users, make broadcasting accessibility of the disabled difficult, and as a result, the information gap between the disabled and the non-disabled is increasing. A notice on broadcasting rights for the disabled was enacted in consequence of the amendment of the Broadcasting Law in July 2011 and the web accessibility guideline became more effective with the amendment of the National Informatization Act in 2013 so that legal basis for the right of media access for the disabled was established. However, media services for them are still lacking quantitatively and qualitatively. In this study, we describe the present status of the audio description service for the visually impaired, and analyze the results of the questionnaire survey on the usage status, satisfaction and improvement requirements of the audio description service for 100 visually impaired people.

Cloud computing services are known that they have many advantages from the point of view in economic saving, scalability, security, sharing and accessibility. So their applications are extending from simple office systems to the expert system for scientific computing. However, research or computing technology development in the geo-spatial fields including remote sensing applications are the beginning stage. In this work, the previously implemented smartphone app for image processing was first migrated to mobile cloud computing linked to Amazon web services. As well, parallel programming was applied for improving operation performance. Industrial needs and technology development cases in terms of mobile cloud computing services are being increased. Thus, a performance testing on a satellite image processing module was carried out as the main purpose of this study. Types of implementation or services for mobile cloud varies. As the result of this testing study in a given condition, the performance of cloud computing server was higher than that of the single server without cloud service. This work is a preliminary case study for the further linkage approach for mobile cloud and satellite image processing.

In this paper, we have developed electronic textbooks for social studies centering on contents of a public educational process so that primary schools can use them as a text book. Also, we conducted a survey to find out how teachers perceived electronic textbooks in respect to site accessibility and utility, instructional design, progress of lesson, validity and accuracy of learning content, interface design, and web-based multimedia. In this paper, we presented a new model for electronic textbooks development, which is expected to be useful in developing electronic textbooks as a main text book, unlike other existing models. We applied the navigation utilizing book metaphors to the user interface, on the basis of the results from the analysis of the existing electronic textbooks. In addition, we provided affluent multi-media materials as well as hyperlink, a strong point of on-lines. Experimental results show that the academic achievement was high in knowledge-understanding areas and functional areas in the perspective of academic achievements of the learners.

As ubiquitous environment rapidly emerges due to the development of network and information communication technology, ubiquitous computing is being noticed as a technology that will take the lead in information technology industry of the future. To the end, the data recognized from each sensors, collected, and processed need be transferred to applied service so that they may be used as data for providing service to users. But to send sensors data has weak points that are absence of applicate data accessibility and inter-operablities against difference platform and protocol, deficiency of meta-data and interface against sensors. In this paper, we designed and implemented sensors data processing system that send sensors data to application service via web service with definition against description language describe sensors service and data.

Since the mid-1990′s, researches on 3D GIS have been regarded as one of main issues both in the academic sites and commercial vendors; recently, some prototyped systems or the first versioned software systems of commercial basis are being reported and released. Unlike conventional 2D GIS, which consists in intelligent structured GIS or desktop GIS, every 3D GIS has its own distinguished features according to data structure-supporting capability, GIS-styled functionality, external database accessibility, interfacing extents with 2D GIS, 3D visualization/texture mapping ability, and so forth. In this study, technical aspects related to system development, SERI-Web3D GIS ver. 1.2, are explained. Main features in this revised 3D GIS can be summarized: 2-tier system model(client-server), VGFF(Virtual GIS File Format), internal GIS import, Feature manager(zoning, layering, visualization evironment), Scene manager(manage 3D geographic world), Scene editor, Spatial analyzer(Intersect, Buffering, Network analysis), VRML exporter. While, most other 3D GISes or cartographic mapping systems may be categorized into 3D visualization systems handling terrain height-field processing, 2D GIS extension modules, or 3D geometric feature generation system using orthophoto image: actually, these are eventually considered as several parts of "real 3D GIS". As well as these things, other components, especially web-based 3D GIS, are being implemented in this study: Surface/feature integration, Java/VRML linkage, Mesh/Grid problem, LOD(Level of Detail)/Tiling, Public access security problem, 3-tier architecture extension, Surface handling strategy for VRML.

Urban transit is a complex system that is combined electrically and mechanically, it is necessary to construct maintenance system for securing safety accompanying high-speed driving and maintaining promptly. Expert system is a computer program which uses numerical or non-numerical domain-specific knowledge to solve problems. In this research, we intend to develop the expert system which diagnose failure causes quickly and display measures. For the development of expert system, standardization of failure code classification system and creation of BOM(Bill Of Materials) have been first performed. Through the analysis of failure history and maintenance manuals, knowledge base has been constructed. Also, for retrieving the procedure of failure diagnosis and repair linking with the knowledge base, we have built RBR(Rule Based Reasoning) engine by pattern matching technique and CBR(Case Based Reasoning) engine by similarity search method. This system has been developed based on web to maximize the accessibility.
