Benefits of the Next Generation Geostationary Meteorological Satellite Observation and Policy Plans for Expanding Satellite Data Application: Lessons from GOES-16 (차세대 정지궤도 기상위성관측의 편익과 활용 확대 방안: GOES-16에서 얻은 교훈)

  • Benefits of the next generation geostationary meteorological satellite observation (e.g., GEO-KOMPSAT-2A) are qualitatively and comprehensively described and discussed. Main beneficial phenomena for application can be listed as tropical cyclones (typhoon), high impact weather (heavy rainfall, lightning, and hail), ocean, air pollution (particulate matter), forest fire, fog, aircraft icing, volcanic eruption, and space weather. The next generation satellites with highly enhanced spatial and temporal resolution images, expanding channels, and basic and additional products are expected to create the new valuable benefits, including the contribution to the reduction of socioeconomic losses due to weather-related disasters. In particular, the new satellite observations are readily applicable to early warning and very-short time forecast application of hazardous weather phenomena, global climate change monitoring and adaptation, improvement of numerical weather forecast skill, and technical improvement of space weather monitoring and forecast. Several policy plans for expanding the application of the next generation satellite data are suggested.

  • On the basis of sensor types, satellites can be classified by two types, which are optical observation satellite and radar observation satellite. A satellite type is selected according to the specific mission. Optical observation satellite is more appropriate for getting high geometric resolution images and radar observation satellite is more appropriate for getting images independent of weather condition the more a demand of satellite increases, the more an importance of information increases. Therefore, development trend and state of earth observation satellite are surveyed and described in this paper. In the future, domestic development of satellites will be planned considering trend of satellite technologies.

  • Starting with the observation of sunspots in 1987, Korea Astronomy and Space Science Institute (KASI) has developed and installed various ground-based instruments for space weather research in Korea. Recently, SNIPE and CODEX are also being developed as space-based instruments. Expansion of the observation area and simultaneous observation have become important in the study of space weather. We have started Next-Generation Space Weather Observation Network Project this year. In order to establish a solar observation network, we planned to develop the Next Solar Telescope (NxST) which is a solar imaging spectrograph, and to install three NxST in the northern hemisphere. And we also planned to develop the Thermosphere-Ionosphere-Mesosphere Observation System (TIMOS), Global Navigation Satellite System (GNSS), and Geomagnetic packages, and install them in about ten sites over the world, for the purpose of establishing a global observation network for the near-earth space weather. We can take simultaneously observed space weather data in the global area, and are expecting it will play an important role in the international community for space weather research. We also have a strategy to secure observational technologies necessary for big space missions in the future, through this project.

  • Dust-storm is one of the heaviest hazardous weather which frequently affects most part of northern China in spring. Satellite multi-spectral observations can provide significant information for detecting and quantitative determining the property of dust-storm . An algorithm to monitor dust-storm automatically was developed based on satellite observation. The algorithm utilizes split widows technique and spectral classification technique and also developed a new dust remote sensing product Infra -red Difference Dust Index (IDDI) proxy dust-loading dataset using GMS-5.

  • Modulation Transfer Function (MTF) of satellite image is an important performance index in satellite image applications. Therefore MTF performance is assessed using satellite image for the ground target during LEOP phase after launch. But the MTF performance assessment using the ground target can be affected by imaging conditions such as cloud and weather. In this paper system requirements and satellite operation for assessing MTF performance of satellite image using stellar sources are proposed. Satellite capability in collecting stellar sources using the satellite which is designed for earth observation and satellite image usefulness for assessing MTF performances were analyzed. The proposed approach will be useful to assess MTF performance of earth observation satellite in lower earth orbit.

  • The mini-weather buoy using newly developed Weather Observation Through Ambient Noise (WOTAN) technology is developed. The buoy uses the cellular phone system for communication between the mini-weather buoy and the receiving station. The developed mini-weather buoy was deployed near Kijang and the comparison with land observation station was good: the rms error for wind speed estimation from underwater ambient noise was about 1 m/s. The only shortcoming of developed mini-weather buoy is that the buoy must be within the range of the cellular phone system, but it can be easily solved when satellite phone system is available.

Study on the Impact of Various Observations Data Assimilation on the Meteorological Predictions over Eastern Part of the Korean Peninsula (관측자료별 자료동화 성능이 한반도 동부 지역 기상 예보에 미치는 영향 분석 연구)

  • Numerical experiments were carried out to investigate the effect of data assimilation of observational data on weather and PM (particulate matter) prediction. Observational data applied to numerical experiment are aircraft observation, satellite observation, upper level observation, and AWS (automatic weather system) data. In the case of grid nudging, the prediction performance of the meteorological field is largely improved compared with the case without data assimilations because the overall pressure distribution can be changed. So grid nudging effect can be significant when synoptic weather pattern strongly affects Korean Peninsula. Predictability of meteorological factors can be expected to improve through a number of observational data assimilation, but data assimilation by single data often occurred to be less predictive than without data assimilation. Variation of air pressure due to observation nudging with high prediction efficiency can improve prediction accuracy of whole model domain. However, in areas with complex terrain such as the eastern part of the Korean peninsula, the improvement due to grid nudging were only limited. In such cases, it would be more effective to aggregate assimilated data.

A Study of Line-shaped Echo Detection Method using Naive Bayesian Classifier (나이브 베이지안 분류기를 이용한 선에코 탐지 방법에 대한 연구)

  • There are many types of advanced devices for weather prediction process such as weather radar, satellite, radiosonde, and other weather observation devices. Among them, the weather radar is an essential device for weather forecasting because the radar has many advantages like wide observation area, high spatial and time resolution, and so on. In order to analyze the weather radar observation result, we should know the inside structure and data. Some non-precipitation echoes exist inside of the observed radar data. And these echoes affect decreased accuracy of weather forecasting. Therefore, this paper suggests a method that could remove line-shaped non-precipitation echo from raw radar data. The line-shaped echoes are distinguished from the raw radar data and extracted their own features. These extracted data pairs are used as learning data for naive bayesian classifier. After the learning process, the constructed naive bayesian classifier is applied to real case that includes not only line-shaped echo but also other precipitation echoes. From the experiments, we confirm that the conclusion that suggested naive bayesian classifier could distinguish line-shaped echo effectively.

  • Climate change adaptation must be prepared, because the pattern of climate change in Korea is higher than the global average. In particular, it is estimated that Korea's economic loss due to climate change will reach 2,800 trillion won, and at least 300 trillion won will be needed for adaptation to climate change(KEI, 2011). Accurate climate change forecasts and impact forecasts are essential for efficient use of enormous climate change adaptation costs. For this climate change prediction and impact analysis, it is necessary to grasp not only the global average concentration but also the inhomogeneity of the greenhouse gas concentration which appears in each region. In this study, we analyze the feasibility of developing a greenhouse gas observation satellite, which is a cause of climate change, and present a development plan for a low orbit environmental satellite by examining the current status of the operation of the greenhouse gas observation satellite. The GHG monitoring satellite is expected to expand the scope of environmental monitoring by water/soil/ecology in addition to climate change, along with weather/agriculture/soil observation satellites.

Analysis of the Thermal Dome Effect from Global Solar Radiation Observed with a Modified Pyranometer

  • Solar radiation data measured by pyranometers is of fundamental use in various fields. In the field of atmospheric optics, the measurement of solar energy must be precise, and the equipment needs to be maintained frequently. However, there seem to be many errors with the existing type of pyranometer, which is an element of the solar-energy observation apparatus. In particular, the error caused by the thermal dome effect occurs because of the thermal offset generated from a temperature difference between outer dome and inner casing. To resolve the thermal dome effect, intensive observation was conducted using the method and instrument designed by Ji and Tsay. The characteristics of the observed global solar radiation were analyzed by classifying the observation period into clear, cloudy, and rainy cases. For the clear-weather case, the temperature difference between the pyranometer's case and dome was highest, and the thermal dome effect was $0.88MJ\;m^{-2}\;day^{-1}$. Meanwhile, the thermal dome effect in the cloudy case was $0.69MJ\;m^{-2}\;day^{-1}$, because the reduced global solar radiation thus reduced the temperature difference between case and dome. In addition, the rainy case had the smallest temperature difference of $0.21MJ\;m^{-2}\;day^{-1}$. The quantification of this thermal dome effect with respect to the daily accumulated global solar radiation gives calculated errors in the cloudy, rainy, and clear cases of 6.53%, 6.38%, and 5.41% respectively.
