  • Recently, unusual change of weather occurred in world wide region causes localized heavy rainfall and consequently disasters like landslide and debris flow in steep slope area. And the main factors of these disasters are rainfall and forest fire. To verify the existing landslide prediction and warning system, information about landslide and rainfall were collected for a data base system and analysed.

  • In the light of these analysis of the recorded rainfall data from the meteorological observatories in Kyungpook area, hydraulic and hydrological data based on the representative watershed area and questionnaire or visiting letters to the 21 Land Reclamation Association in Kyungpook province, the hydrological backgrounds being the question to the irrigation facilities in Kyungpook Province or nation wide were studied partialy and the system of conservation and management of agricultural water sources facilities, prevention countermeasures to the drought and flood disasters, prediction of available surface waterflow and need or needless of new facilities establishment were reviewed in this paper. In the results, Technical and financial management and conservation investments of the already constructed ficalities should urgently and firstly be considered than the newly being established one.

A Study on Developing Model for Regional Disaster Capability Assessment (지역방재성능평가를 위한 수리모형 연구)

  • It is a significant issue for several country including Korea, where the natural and the weather conditions are severe, to keep the safety against disasters which occur frequently every year, especially in urban region crowded with population. In order to implement suitable and effective measures against various disasters in such area, development of method for evaluation of disaster prevention performance based on various disaster risks and effective disaster damage mitigation technologies is independable. In this paper, methods for hazard evaluation, vulnerability evaluation and loss evaluation, and damage technologies are proposed targetting man-made disaster and natural one like flood, earthquake and tsunami and so on. The method proposed in this paper is based on the research of USA and Japan for man-made disaster and natural disaster. The proposed method will be developed in detail in four years during research period funded by government.

The Study for Damage Effect Factors of Heavy Snowfall Disasters : Focused on Heavy Snowfall Disasters during the Period of 2005 to 2014 (대설 재난의 피해액 결정요인에 관한 연구: 2005~2014년 대설재난을 중심으로)

  • Heavy snowfall disasters are the third most serious natural disasters, after typhoon and heavy rainfall disasters, in terms of economic disaster damage in South Korea. The average annual economic damage of heavy snowfall disasters was approximately eighty-eight billion won during the period of 2005-2014. In spite of significant economic damage, there have been few economic studies regarding heavy snowfall disasters in South Korea. The objective of this research is to identify the association between economic damage of heavy snowfall disasters and damage effect factors of snowfall amounts, snowfall days, population densities, and non-urban area ratios using a regression analysis model. Economic damage data sets of heavy snowfall disasters during the period of 2005-2014 were obtained from the Natural Disaster Yearbook published by the Ministry of Public Safety and Security. Weather-related data sets, such as snowfall amounts and snowfall days were collected from the Korea Meteorological Administration. Demographic and urban data sets, including population densities and non-urban area ratios, were provided by the Local Government Yearbook. Outcomes of this study can assist with heavy snowfall disaster management policies of South Korea.

  • In order to minimize the casualties and damages from natural disasters, local terrain and weather phenomena need to be constantly monitored. Various weather monitoring systems are designed to collect and monitor the weather information for disaster prevention. Nowadays, wireless sensor networks have been widely used to transmit the weather information and collected by the base station at a regular interval. In this paper, disaster prevention monitoring system for efficient data transfer of weather information such as temperature, humidity and illumination are designed. Weather information is able to burst the data transmission based on storage of flash memory. Telosb sensor node are used in the research; programmed by nesC language used by TinyOS.

  • Numeric weather prediction is important to prevent meteorological disasters such as heavy rain, heat wave, and cold wave. The Korea meteorological administration provides a realtime special weather report and the rural development administration demonstrates information about 2-day warning of agricultural disasters for farms in a few regions. To improve the early warning systems for meteorological hazards, a nation-wide high-resolution dataset for weather prediction should be combined with web-based GIS. This study aims to develop a web service prototype for early warning of meteorological hazards, which integrates web GIS technologies with a weather prediction database in a temporal resolution of 1 hour and a spatial resolution of 1 km. The spatially and temporally high-resolution dataset for meteorological hazards produced by downscaling of GME was serviced via a web GIS. In addition to the information about current status of meteorological hazards, the proposed system provides the hourly dong-level forecasting of meteorologic hazards for upcoming seven days, such as heavy rain, heat wave, and cold wave. This system can be utilized as an operational information service for municipal governments in Korea by achieving the future work to improve the accuracy of numeric weather predictions and the preprocessing time for raster and vector dataset.

  • In recent years, as frequency and intensity of severe weather disasters such as flash flood have been increasing, providing accurate and prompt information to the public is very important and needs of user-friendly monitoring/warning system are growing. This paper introduces a method that re-produces radar observations as multimedia contents and applies reproduced data to mesh-up services. In addition, a accurate GIS matching technique to help to track the exact location going on serious atmospheric phenomena is presented. The proposed method create multimedia contents having structures such as two dimensional images, vector graphics or three dimensional volume data by re-producing various radar variables obtained from a weather radar. After then, the multimedia formatted weather radar data are matched with various detailed raster or vector GIS map platform. Results of simulation test with various scenarios indicate that the display system based on the proposed method can support for users to figure out easily and intuitively routes and degrees of risk of severe weather. We expect that this technique can also help for emergency manager to interpret radar observations properly and to forecast meteorological disasters more effectively.

Traits of Agro-meteorological Disasters in 20th Century Korea (20세기 한국의 농업기상재해 특징)

  • Recently, both climate change and unusual meteorological disasters are becoming a more frequent and serious threat to agricultural production. Destruction of the stabilizing base of agricultural productivity in Korea is a concern. This study provides basic information for stabilizing agricultural production by clarifying and analyzing the features of agro-meteorological disasters which have occurred recently in Korea. The occurrence of meteorological disasters has increased rapidly since the 1940s. A 19-fold increase in occurrence is noted over the past 60 years from 1941 to 2000. Meteorological disasters occurred mostly in August, then in July, and least often in October, In terms of regional occurrences, the frequency of meteorological disasters was the highest in Gangwon (751 times) and in Jeonnam (703 times) provinces, and the lowest in Jeju (459 times) province for the 97 years from 1904 to 2000. Agro-meteorological disasters which caused the most serious damage to cropland were rain storms and typhoons for the 10 years from 1991 to 2000, and they occurred 52 and 18 times during this period, respectively. Agro-meteorological disasters occurred mainly during the summer season (from June to September) when major crops are cultivated in Korea.

  • A recent increase in extreme weather events and flash floods associated with the enhanced climate variability results in an increase in climate-related disasters. For these reasons, various studies based on a high resolution weather radar system have been carried out. The weather radar can provide estimates of precipitation in real-time over a wide area, while ground-based rain gauges only provides a point estimate in space. Weather radar is thus capable of identifying changes in rainfall structure as it moves through an ungauged basin. However, the advantage of the weather radar rainfall estimates has been limited by a variety of sources of uncertainty in the radar reflectivity process, including systematic and random errors. In this study, we developed an ensemble radar rainfall estimation scheme using the multivariate copula method. The results presented in this study confirmed that the proposed ensemble technique can effectively reproduce the rainfall statistics such as mean, variance and skewness (more importantly the extremes) as well as the spatio-temporal structure of rainfall fields.

A Study on Local Area Weather Condition Monitoring System in WSN and CDMA (무선센서네트워크와 CDMA망을 이용한 국지적 기상모니터링 시스템)

  • An local area weather condition monitoring system to minimize many disasters from the sudden change of weather condition in local and mountain ales is proposed. Firstly, the comparison of present state of the related monitoring systems and the possibility of realization with some merits are investigated. Moreover, this paper present direction of local area weather condition monitoring system based on integration of wireless sensor network and CDMA network following some case study. The sensor node for wireless sensor network and an interface dongle are fabricated for the system. The stand-alone software in cellular phone is also developed. Through the efficient integration of both networks, the measured weather condition data from sensors can be transmitted to the server or mobile to monitor with high reliability. The proposed monitoring system will guide new type of project in wireless sensor network and support alarm service of the sudden change of weather condition to mobile user from central official regulations.
