  • In this paper, a groundwater hydrological study of the Gyeongju well during the Silla period is conducted to investigate how sufficiently the Gyeongju well supplied water demand at the time. It is assumed that the current geology and soil condition in Gyeongju remain similar to the Silla period. Also, the land use and land coverage during the Silla period is estimated based on the current land condition in Gyeongju. Precipitation during the Silla period is analyzed using precipitation data from 1984 to 2014 provided by Gyeonju weather station. Precipitation analysis is applied based on 3 different scenarios; precipitation intensity during the Silla period was Case (1) the same as, Case (2) 30% more, and Case (3) 30% less than the precipitation intensity of the last decade (2005~2014). Furthermore, to observe the use of the well in Gyeongju during droughts, the following condition(Case (4)) is also considered; ten year drought during the Silla period was the same as the ten year drought from 1984 to 2014. Available amount of groundwater development is analyzed using NRCS-CN method. The results show that the potential amount of groundwater in Gyeongju during Silla era was for Case (1) $62,825,272m^3/year$, Case (2) $93,606,567m^3/year$, Case (3) $32,277,298m^3/year$, and Case (4)$32,870,896m^3/year$. Also, it has been shown that $45,260,000m^3$ of groundwater were required to supply to all households in Gyeongju during Silla era. Therefore, if the precipitation intensity during Silla era was similar with the last decade, the groundwater would provide enough supply to all households in Gyeongju. However, in the case that the precipitation intensity during Silla era was 30% less than the last decade or a ten year drought happened, it is predicted that the water use in Gyeongju would have been limited.

  • The representative equipments currently used for weather observations are meteorological masters and wind lidars. According to international regulations, meteorological masters can be used for standalone measurements, but in case of wind lidars, it is mandatory to install a meteorological master that matches the height of the bottom of the wind turbine blade or a 40m meteorological masters and correct the measurement data. Turbulence flow occurs frequently at altitudes below 100m due to its nature, and wind lidars are more susceptible to the effects of turbulence than meteorological masters. However, while the turbulence intensity for meteorological masters is specified by international regulations, there is no separated specification for wind lidars. This study collected data measured under the same conditions using both meteorological masters and wind LiDARs, analyzed the uncertainties and turbulence intensity ratio. The analysis of the data showed that there were partial sections where the proportion of turbulent flow intensity exceeded 3%. Therefore, it is suggested to include a specification for the turbulence intensity error rate for wind LiDARs in the international regulations.

  • This study compared the performance of LiDAR in detecting objects in rough weather with that in clear weather. An experiment that reproduced rough weather divided the fog visibility into four stages from 200 m to 50 m and controlled the rainfall by dividing it into 20 mm/h and 50 mm/h. The number of points cloud and intensity were used as the performance indicators. The difference in performance was statistically investigated by a T-Test. The result of the study indicates that the performance of LiDAR decreased in the order in situations of 20 mm/h rainfall, fog visibility less than 200 m, 50 mm/h rainfall, fog visibility less than 150 m, fog visibility less than 100 m, and fog visibility less than 50 m. The decreased performance was greater when the measurement distance was greater and when the color was black rather than white. However, in the case of white, there was no difference in performance at a measurement distance of 10 m even at 50 m fog visibility, which is considered the worst situation in this experiment. This no difference in performance was also statistically significant. These performance verification results are expected to be utilized in the manufacture of road facilities in the future that improve the visibility of sensors.

  • The aim of this study is to examine weather modification by urbanization and human activities. The characteristics of the urban heat island (UHI) and precipitation in Seoul metropolitan area of Korea are investigated to demonstrate that cities can change or modify local and nearby weather and climate, and to confirm that cities can initiate convection, change the behavior of convective precipitation, and enhance downstream precipitation. The data used in this study are surface meteorological station data observed in Seoul and its nearby 5 cities for the period of 1960 to 2009, and 162 Automatic Weather System stations data observed in the Seoul metropolitan area from 1998 to 2009. Air temperature and precipitation amount tend to increase with time, and relative humidity decreases because of urbanization. Similar to previous studies for other cities, the average maximum UHI is weakest in summer and is strong in autumn and winter, and the maximum UHI intensity is more frequently observed in the nighttime than in the daytime, decreases with increasing wind speed, and is enhanced for clear skies. Relatively warm regions extend in the east-west direction and relatively cold regions are located near the northern and southern mountains inside Seoul. The satellite cities in the outskirts of Seoul have been rapidly built up in recent years, thus exhibiting increases in near-surface air temperature. The yearly precipitation amount during the last 50 years is increased with time but rainy days are decreased. The heavy rainfall events of more than $20mm\;hr^{-1}$ increases with time. The substantial changes observed in precipitation in Seoul seem to be linked with the accelerated increase in the urban sprawl in recent decades which in turn has induced an intensification of the UHI effect and enhanced downstream precipitation. We also found that the frequency of intense rain showers has increased in Seoul metropolitan area.

  • Sea level rise and increase of the typhoon/hurricane intensity due to global warming have threaten coastal areas for residential and industrial and have been widely studied. In this study we showed our recent efforts on sea wind which is one of critical factors for safe maritime traffic and prediction for storm surges and waves. Currently, most of numerical weather models in korea do not have sufficient spatial and temporal resolutions, therefore we set up a find grid(about 9km) sea wind prediction system that predicts every 12 hours for three day using Weather Research and Forecasting(WRF). This system covers adjacent seas around korean peninsula Comparisons of two observed data, Ieodo Ocean Research station(IORS) and Yellow Sea Buoy(YSB), showed reasonable agreements and by data assimilation we will improve better accurate sea winds in near future.

  • To improve the predictability of high-impact weather phenomena around Seoul, where a larger number of people are densely populated, KMA conducted the intensive observation from 22 June to 20 September in 2020 over the Seoul area. During the intensive observation period (IOP), the dropsonde from NIMS Atmospheric Research Aircraft (NARA) and the radiosonde from KMA research vessel Gisang1 were observed in the Yellow Sea, while, in the land, the radiosonde observation data were collected from Icheon and Incheon. Therefore, in this study, the effects of radiosonde and dropsonde data during the IOP were investigated by Observing System Experiment (OSE) based on Korean Integrated Model (KIM). We conducted two experiments: CTL assimilated the operational fifteen kinds of observations, and EXP assimilated not only operational observation data but also intensive observation data. Verifications over the Korean Peninsula area of two experiments were performed against analysis and observation data. The results showed that the predictability of short-range forecast (1~2 day) was improved for geopotential height at middle level and temperature at lower level. In three precipitation cases, EXP improved the distribution of precipitation against CTL. In typhoon cases, the predictability of EXP for typhoon track was better than CTL, although both experiments simulated weaker intensity as compared with the observed data.

  • Private companies are increasingly required to take more substantial actions on climate change. This study introduces the principle and cases of climate (physical) risk estimation for 11 private companies in Korea. Climate risk is defined as the product of three major determinants: hazard, exposure, and vulnerability. Hazard is the intensity or frequency of weather phenomena that can cause disasters. Vulnerability can be reflected in the function that explains the relationship between past weather records and loss records. The final climate risk is calculated by multiplying the function by the exposure, which is defined as the area or value of the target area exposed to the climate. Future climate risk is estimated by applying future exposure to estimated future hazard using climate model scenarios or statistical trends based on weather data. The estimated climate risks are developed into three types according to the demand of private companies: i) climate risk for financial portfolio management, ii) climate risk for port logistics management, iii) climate risk for supply chain management. We hope that this study will contribute to the establishment of the climate risk management system in the Korean industrial sector as a whole.

  • In recent years, as frequency and intensity of severe weather disasters such as flash flood have been increasing, providing accurate and prompt information to the public is very important and needs of user-friendly monitoring/warning system are growing. This paper introduces a method that re-produces radar observations as multimedia contents and applies reproduced data to mesh-up services. In addition, a accurate GIS matching technique to help to track the exact location going on serious atmospheric phenomena is presented. The proposed method create multimedia contents having structures such as two dimensional images, vector graphics or three dimensional volume data by re-producing various radar variables obtained from a weather radar. After then, the multimedia formatted weather radar data are matched with various detailed raster or vector GIS map platform. Results of simulation test with various scenarios indicate that the display system based on the proposed method can support for users to figure out easily and intuitively routes and degrees of risk of severe weather. We expect that this technique can also help for emergency manager to interpret radar observations properly and to forecast meteorological disasters more effectively.

  • Due to man-made climate change, global abnormal weather phenomena have occurred, increasing disasters. Major developed countries(military) are preparing for disasters caused by extreme weather appearances. However, currently, disaster prevention plans and facilities have been implemented based on the frequency and intensity method based on statistical data, it is not enough to prepare for disasters caused by frequent extreme weather based on probability basis. The U.S. and British forces have been the fastest to take research and policy approaches related to climate change and the threat of disaster change, and are considering both climate change mitigation and adaptation. The South Korean military regards the perception of disasters to be storm and flood damage, and there is a lack of discussion on extreme weather and disasters due to climate change. In this study, the process of establishing disaster management systems in developed countries(the United States and the United Kingdom) was examined, and the response policies of each country(military) were analyzed using literature analysis techniques. In order to maintain tight security, our military should establish a response policy focusing on sustainability and resilience, and the following three policy approaches are needed. First, it is necessary to analyze the future operational environment of the Korean Peninsula in preparation for the environment that will change due to climate change. Second, it is necessary to discuss climate change 'adaptation policy' for sustainability. Third, it is necessary to prepare for future disasters that may occur due to climate change.

  • The weighing precipitation gauge with auto-empting capability was developed in the R&D project organized by the Research Agency for Climate Science (RACS) and supported by the Korea Meteorological Administration (KMA). This project was initiated in line with the KMA's plan executed since 2010 to introduce the weighing precipitation gauges partly into of their Automatic Weather Station (AWS) network in order to upgrade the quality of precipitation data. The innovative feature of this research is that the auto-empting in weighing precipitation gauge is realized by abrupt rotation of receiving container. The prototype was tested in compliance with the relevant standards of KMA. The results of performance test on rainfall measurement in laboratory verified that the accuracies for 20 mm and 100 mm reference rainfall amount were 0.1 mm and 0.4 mm, respectively in both conditions of auto-empting and no-empting. During the rotation of container for auto-empting, the data was extrapolated smoothly by applying the same precipitation intensity of the previous 10 sec. Consequently, it was found that the auto-empting precipitation gauge developed in this research is quite enough to be used for the operational purpose of accurate measurement with 0.1 mm resolution, regardless of the precipitation intensity.
