  • The purpose of this study is to make up for missing of weather informations from ASOS and AWS using artificial neural networks. We collected temperature, relative humidity and wind velocity for August during 5-yr (2011-2015) and sample designed artificial neural networks, assuming the Seoul weather station was missing. The result of sensitivity study on number of epoch shows that early stopping appeared at 2,000 epochs. Correlation between observation and prediction was higher than 0.6, especially temperature and humidity was higher than 0.9, 0.8 respectively. RMSE decreased gradually and training time increased exponentially with respect to increase of number of epochs. The predictability at 40 epoch was more than 80% effect on of improved results by the time the early stopping. It is expected to make it possible to use more detailed weather information via the rapid missing complemented by quick learning time within 2 seconds.

  • A quality check algorithm for the Weather Information Service Engine pulsed Doppler wind lidar is developed from a view point of spatial and temporal consistencies of observed wind speed. Threshold values for quality check are determined by statistical analysis on the standard deviation of 3-component of wind speed obtained by a wind lidar, and the vertical gradient of horizontal wind speed obtained by a radiosonde system. The algorithm includes carrier-to-noise ratio (CNR) check, data availability check, and vertical gradient of horizontal wind speed check. That is, data sets whose CNR is less than -29 dB, data availability is less than 90%, or vertical gradient of horizontal wind speed is less than $-0.028s^{-1}$ or larger than $0.032s^{-1}$ are classified as 'doubtful', and flagged. The developed quality check algorithm is applied to data obtained at Bucheon station for the period from 1 to 30 September 2015. It is found that the number of 'doubtful' data shows maxima around 2000 m high, but the ratio of 'doubtful' to height-total data increases with increasing height due to atmospheric boundary height, cloud, or rainfall, etc. It is also found that the quality check by data availability is more effective than those by carrier to noise ratio or vertical gradient of horizontal wind speed to remove an erroneous noise data.

  • The effects of vertical resolutions and planetary boundary layer (PBL) physics schemes in a numerical simulation with a very high resolution over the metropolitan area were investigated. The numerical experiments using the Weather Research and Forecast model were conducted from 0000 UTC 25 October to 0000 UTC 26 October 2013. We verified the numerical results against with six hourly observation data from the radiosonde at Seolleung, which was located in southern part of Seoul, and forty three auto weather systems in Seoul. In the experiments of vertical resolutions in low level atmosphere with 44, 50, and 60 layers, which are set to be subdivided particularly under 2 km height. The experiment in 60 layers, which has the highest vertical resolution in this study, showed relatively a clear diurnal variation of PBL heights. Especially, the difference of PBL heights and 10-meter wind fields were mainly seen in the area of high altitude lands for the experiments of vertical resolution. In the sensitivity experiment of PBL schemes such as asymmetric convective model-version 2 (ACM2), Yonsei University (YSU), and Mellow-Yamada-Janjic (MYJ) to the temperature, all three PBL schemes revealed lower temperature than observed profile from the radiosonde in the entire period. The experiments with YSU PBL and ACM2 PBL schemes show relatively less biased in comparison with the experiment of the MYJ PBL scheme.

  • Recently, the outdoor activities were increased in accordance with economic growth and improved quality of life. In addition, weather and outdoor activities are closely related. Currently, Outdoor Activities decisions are determined by the Korea Meteorological Administrator's forecasts and subjective experience. Therefore, we need the analysis method that can provide a basis for the decision on outdoor activities based on meteorological information. In this paper, we propose an algorithm that can analyze meteorological information to support decision-making outdoor activities. And the algorithm is based on the data mining. In addition, we have constructed a baseball game schedule with automatic weather system's observation data in the training data. We verified the improved performance of the proposed algorithm.

  • In spite of rapid development of IT-related meteorology and services, human users still ought to check the weather information manually as they did before because traditional weather information retrieval is based on pull-type and human interpretation. Furthermore, the automatic machine-driven weather information processing has been neglected for a long time although the intelligent weather information processing is expected to be very useful for personal daily life and ubiquitous computing. In this paper, we discussed a design of GRIB based ontology to enable smart weather information processing. GRIB is the general purposed and world-wildly used weather data format approved by the World Meteorological Organization. With the designed ontology and the inference system containing Jess engine, several intelligent weather applications have been implemented and tested to verify the virtue of machine-driven weather information processing.

  • The objective of this study is to evaluate the impact of the high resolution topographies and landuses data on simulated meteorological variables (wind speed at 10 m, temperature at 2 m and relative humidity at 2 m) in WRF. We compare the results with WRF simulation using each resolution of the topographies and landuses, and with 37 AWS observation data on the Seoul metropolitan regions. According to results of using high-resolution topography, WRF model gives better topographical expression over domain. And we can separate more detail (Low intensity residential, high intensity residential, industrial or commercial) using high resolution landuses data. The result shows that simulated temperature and wind speed are generally higher than AWS observation data. However, simulation trend with temperature, wind speed, and relative humidity are similar to observation data. The reason for that is that the high precipitation event occurred in CASE 1 and 2. Temperature have correlation of 0.43~0.47 and standard deviation of $2.12{\sim}2.28^{\circ}C$ in CASE 1, while correlation of more than 0.8 and standard deviation of $3.05{\sim}3.18m\;s^{-1}$ in CASE 2. In case of wind speed, correlation have lower than 0.5 and Standard Deviation of $1.88{\sim}2.34m\;s^{-1}$ in CASE 1 and 2. In statistical analysis shows that using highest resolution (U01) results are more close to the AWS observation data. It can be concluded that the topographies and landuses are important factor that affect model simulation. However, the tendency to always use high resolution topographies and landuses data appears to be unjustified, and optimal solution depends on the combination of scale effect and mechanisms of dynamic models.

  • Solar energy is calculated using high-resolution digital elevation model (DEM). In focus on Seoul metropolitan area, correction coefficients of direct and diffuse solar energy with the topographic effect are calculated from DEM with 1720, 900, 450, 90 and 30 spatial resolutions ($m{\times}m$), respectively. The solar energy on the real surface with high-resolution is corrected using by the correction coefficients with topographic effect from the solar energy on horizontal surface with lower resolution. Consequently, the solar energy on the real surface is more detailed distribution than those of horizontal surface. In particular, the topographic effect in the winter is larger than summer because of larger solar zenith angle in winter. In Seoul metropolitan area, the monthly mean topographic effects are more than 200% in winter and within 40% in summer. And annual topographic effects are negative role with more than -60% and positive role with below 40%, respectively. As a result, topographic effect on real surface is not a negligible factor when calculating and analyzing solar energy using regional and global models.

  • Air temperature deviation (ATD) is one of major indicators to represent spatial distribution of urban heat island (UHI), which is induced from the urbanization. The purpose of this study is to evaluate the accuracy of air temperature deviation about Climate Analysis Seoul (CAS) workbench, which had developed by National Institute Meteorological Science and TU Berlin. Comparison and correlation analysis for CAS ATD including meso-scale air temperature deviation, local-scale air temperature deviation, total air temperature deviation, surface heat flux deviation, cold air production deviation among meso-scale numerical modelling variable in 'Seoul Region', micro-scale numerical modelling in 'Detail Region', and CAS workbench variable using observation data in ground stations. Comparison between night time OBS ATD and CAS ATD show that have most close values. Most of observations ($dT_{max}$ and $dT_{min}$) have highly positive ($dT_{SHP}$, $dT_{CA}$, MD, TD, $f_{BS}$, $f_{US}$, $f_{WS}$, $h_B$) and negative ($f_{VS}$, $f_{TV}$, $h_V$, Z) correlations. However, CAS workbench needs further improvement of both observational framework and analytical framework to resolve the problems; (1) night time OBS ATD of has closer values in compare with at high rise mountain area and (2) correlations are very dependable to meteorological scale.

  • A very high resolution weather analysis system (VHRAS) of 50 m horizontal resolution is established based on LAPS. VHRAS utilizes the 3 hourly forecast data of the Unified Model (UM) of the Korea Meteorological Administration (KMA) with the horizontal resolution of 12 km as initial guess fields. The analysis system ingests the automatic weather station (AWS) data as input observations. The analysis system operates every hour for Seoul, Korea region in real time basis. It takes less than 10 minutes for one analysis cycle. The size of grid of the analysis domain is $800{\times}660$, respectively. The analysis results from December 2010 to February 2011 showed that the mean biases of temperature, maximum and minimum temperature were -0.07, 1.6, $0.2^{\circ}C$, respectively. The temperature in the central part of the city revealed relatively higher value than that of the surrounding mountainous areas, which showed a heat island feature. The heat island appears in zonal direction since the central city region is developed along a large river. Along the heat island, the eastern region was warmer than the western region. The warmer temperature in the western part of the heat island was caused by anthropogenic heat change in conjunction with the change of land use. This system will provide more reliable weather data and information in Seoul.

  • High quality meteorological information is the typical product of service business industry which can offer the investment initiative by reducing the uncertainty and by activating other related industries. It requires a high level of meteorological technology and of ability to transform such technology as merchandising products. According to the analysis of the WMO data, the level of Korean meteorological technology is comparable to that of the nation with $17,500, GDP per head. However, the income of the meteorological business agent earns in Korea is 8 billion 4 hundred million won which is less than a tenth of that made by the US or Japan. The potential for such business field in Korea will be strong enough, if one can overcome such weak points. In addition, the efforts made by the government to advance the meteorological technology have been actualized gradually. Korean government will have a chance that is comparable to offering jobs for 20,000 unemployed by creating incomes of 40 billion won by meteorological technology as a sustained economic growth engine. It is proposed that government stimulate demand and supply by focusing on sales quantity than the price. The key points for creating the new demand are marketing and outsourcing of weather and climate information by maintaining the cooperative relationship between private and public sector.
