Optimizing Hydrological Quantitative Precipitation Forecast (HQPF) based on Machine Learning for Rainfall Impact Forecasting (호우 영향예보를 위한 머신러닝 기반의 수문학적 정량강우예측(HQPF) 최적화 방안)

  • In this study, the prediction technology of Hydrological Quantitative Precipitation Forecast (HQPF) was improved by optimizing the weather predictors used as input data for machine learning. Results comparison was conducted using bias and Root Mean Square Error (RMSE), which are predictive accuracy verification indicators, based on the heavy rain case on August 21, 2021. By comparing the rainfall simulated using the improved HQPF and the observed accumulated rainfall, it was revealed that all HQPFs (conventional HQPF and improved HQPF 1 and HQPF 2) showed a decrease in rainfall as the lead time increased for the entire grid region. Hence, the difference from the observed rainfall increased. In the accumulated rainfall evaluation due to the reduction of input factors, compared to the existing HQPF, improved HQPF 1 and 2 predicted a larger accumulated rainfall. Furthermore, HQPF 2 used the lowest number of input factors and simulated more accumulated rainfall than that projected by conventional HQPF and HQPF 1. By improving the performance of conventional machine learning despite using lesser variables, the preprocessing period and model execution time can be reduced, thereby contributing to model optimization. As an additional advanced method of HQPF 1 and 2 mentioned above, a simulated analysis of the Local ENsemble prediction System (LENS) ensemble member and low pressure, one of the observed meteorological factors, was analyzed. Based on the results of this study, if we select for the positively performing ensemble members based on the heavy rain characteristics of Korea or apply additional weights differently for each ensemble member, the prediction accuracy is expected to increase.

  • This study improved the algorithm for the road ice prediction algorithm and analyzed the prediction rate when comparing actual field measurement data and algorithm prediction value. For analysis, road and weather conditions were measured in Geumdong-ri, Sinbuk-myeon, Pocheon-si. First algorithm selected previous research result algorithm. And the 4th algorithm was improved according to the actual freezing conditions and measured values. Finally, five algorithms were developed: freezing by condensation, freezing by precipitation, freezing by snow, continuous freezing, and freezing by wind speed. When forecasting using an algorithm at the Pocheon site, the freezing hit rate was improved to 93.2%. When calculating the combination ratio for the algorithm. the algorithm for freezing due to condensation and the continuation of the frozen state accounted for 95.7%.

Analysis of Heavy Rain Hazard Risk Based on Local Heavy Rain Characteristics and Hazard Impact (지역 호우특성과 재해영향을 고려한 호우재해위험도 분석)

  • Despite the improvement in accuracy of heavy rain forecasting, socioeconomic costs due to heavy rain hazards continue to increase. This is due to a lack of understanding of the effects of weather. In this study, the risk of heavy rain hazard was analyzed using the concepts of hazard, vulnerability, and exposure, which are key concepts of impact forecast presented by WMO. The potential impacts were constructed by the exposure and vulnerability variables, and the hazard index was calculated by selecting three variables according to the criteria of heavy rain warning. Weights of the potential impact index were calculated by using PCA and hazard index was calculated by applying the same weight. Correlation analysis between the potential impact index and damages showed a high correlation and it was confirmed that the potential impact index appropriately reflects the actual damage pattern. The heavy rain hazard risk was estimated by using the risk matrix consisting of the heavy rain potential impact index and the hazard index. This study provides a basis for the impacts analysis study for weather warning with spatial/temporal variation and it can be used as a useful data to establish the local heavy rain hazard prevention measures.

The Evaluation of TOPLATS Land Surface Model Application for Forecasting Flash Flood in mountainous areas (산지돌발홍수 예측을 위한 TOPLATS 지표해석모델 적용성 평가)

  • The objective of this study is the generation of the gridded flash flood index using the gridded hydrologic components of TOPLATS land surface model and statistic flash flood index model. The accuracy of this method is also examined in this study. The study area is the national capital region of Korea, and 38 flash flood damages had occurred from 2009 to 2012. The spatio-temporal resolutions of land surface model are 1 h and 1 km, respectively. The gridded meteorological data are generated using the inverse distance weight method with automatic weather stations (AWSs) of Korea Meteorological Administration (KMA). The hydrological components (e.g., surface runoff, soil water contents, and water table depth) of cells corresponding to the positions of 38 flood damages reasonably respond to the cell based hourly rainfalls. Under the total rainfall condition, the gridded flash flood index shows 71% to 87% from 4 h to 6 h in the lead time based on the rescue request time and 42% to 52% of accuracy at 0 h which means that the time period of the lead time is in a limited rescue request time. From these results, it is known that the gridded flash flood index using the cell based hydrological components from land surface model and the statistic flash flood index model have a capability to predict flash flood in the mountainous area.

A Regional Source-Receptor Analysis for Air Pollutants in Seoul Metropolitan Area (수도권지역에서의 권역간 대기오염물질 상호영향 연구)

  • This study were to simulate major criteria air pollutants and estimate regional source-receptor relationship using air quality prediction model (TAPM ; The Air Pollution Model) in the Seoul Metropolitan area. Source-receptor relationship was estimated by contribution of each region to other regions and region itself through dividing the Seoul metropolitan area into five regions. According to administrative boundary, region I and region II were Seoul and Incheon in order. Gyeonggi was divided into three regions by directions like southern(region III), northern(IV) and eastern(V) area. Gridded emissions ($1km{\times}1km$) by Clean Air Pollicy Support System (CAPSS) of National Institute of Environmental Research (NIER) was prepared for TAPM simulation. The operational weather prediction system, Regional Data Assimilation and Prediction System (RDAPS) operated by the Korean Meteorology Administration (KMA) was used for the regional weather forecasting with 30km grid resolution. Modeling period was 5 continuous days for each season with non-precipitation. The results showed that region I was the most air-polluted area and it was 3~4 times more polluted region than other regions for $NO_2$, $SO_2$ and PM10. Contributions of $SO_2$ $NO_2$ and PM10 to region I, II and III were more than 50 percent for their own sources. However region IV and V were mostly affected by sources of region I, II and III. When emissions of all regions were assumed to reduce 10 and 20 percent separately, air pollution of each region was reduced linearly and the contributions of reduction scenario were similar to those of base case. As input emissions were reduced according to different ratio - region I 40 percent, region II and III 20 percent, region IV and V 10 percent, air pollutions of region I and III were decreased remarkably. The contributions to region I, II, III were also reduced for their own sources. However, region I, II and III affected more regions IV and V. Shortly, graded reduction of emission could be more effective to control air pollution in emission imbalanced area.

Classification of Agro-Climatic Zones of the State of Mato Grosso in Brazil (브라질 마토그로소 지역의 농업기후지대 구분)

  • BACKGROUND: A region can be divided into agroclimatic zones based on homogeneity in weather variables that have greatest influence on crop growth and yield. The agro-climatic zone has been used to identify yield variability and limiting factors for crop growth. This study was conducted to classify agro-climatic zones in the state of Mato Grosso in Brazil for predicting crop productivity and assessing crop suitability etc. METHODS AND RESULTS: For agro-climatic zonation, monthly mean temperature, precipitation, and solar radiation data from Global Modeling and Assimilation Office (GMAO) of National Aeronautics and Space Administration (NASA, USA) between 1980 and 2010 were collected. Altitude and vegetation fraction of Brazil from Weather Research and Forecasting (WRF) were also used to classify them. The criteria of agro-climatic classification were temperature in the hottest month ($30^{\circ}C$), annual precipitation (600 mm and 1000 mm), and altitude (200 m and 500 m). The state of Mato Gross in Brazil was divided into 9 agro-climatic zones according to these criteria by using matrix classification method. CONCLUSION: The results could be useful as information for estimating agro-meteorological characteristics and predicting crop development and crop yield in the state of Mato Grosso in Brazil.

Impact of East Asian Summer Atmospheric Warming on PM2.5 Aerosols (동아시아 지역의 여름철 온난화가 PM2.5 에어로졸에 미치는 영향)

  • This study analyzed the effect of warming on PM2.5 aerosol production in mid-latitude East Asia during June 2020 using PM2.5 aerosol anomalies, which were identified by incorporating meteorological and climate data into the Weather Research Forecasting model coupled with Chemistry (WRF-Chem) model. The decadal temperature change trend over a 30-year period (1991-2020) in East Asia showed that recent warming has been greater in summer than in winter. Summer warming in East Asia generated low and high pressure in the lower and upper troposphere, respectively, over China. The boundary between the lower tropospheric low and upper tropospheric high pressure sloped along the terrain from the Tibetan Plateau to Korea. The eastern China, Yellow Sea, and Korean regions experienced a convergence of warm and humid southwesterly airflows originating from the East China Sea with the development of a northwesterly Pacific high pressure. In June 2020, the highest temperatures were observed since 1973 in Korea. Meanwhile, enhanced warming in East Asia increased the production of PM2.5 aerosols that travelled long distances from eastern China to Korea. PM2.5 anomalies, which were derived solely by inputting meteorological and climatic data (1991-2020) into the WRF-Chem model and excluding emission variations, showed a positive distribution extending from eastern China to South Korea across the Yellow Sea as well as over the Pacific Northwest. Thus, the contribution of warming to PM2.5 aerosols in East Asia during June 2020 was more than 50%. In particular, PM2.5 aerosols were transported from eastern China to Korea through the Yellow Sea, where the warm and humid southwesterly airflows implied wet scavenging of sulfate but promoted nitrate production.

Temperature and Solar Radiation Prediction Performance of High-resolution KMAPP Model in Agricultural Areas: Clear Sky Case Studies in Cheorwon and Jeonbuk Province (고해상도 규모상세화모델 KMAPP의 농업지역 기온 및 일사량 예측 성능: 맑은 날 철원 및 전북 사례 연구)

  • Generation of weather forecasts at 100 m resolution through a statistical downscaling process was implemented by Korea Meteorological Administration Post- Processing (KMAPP) system. The KMAPP data started to be used in various industries such as hydrologic, agricultural, and renewable energy, sports, etc. Cheorwon area and Jeonbuk area have horizontal planes in a relatively wide range in Korea, where there are many complex mountainous areas. Cheorwon, which has a large number of in-situ and remotely sensed phenological data over large-scale rice paddy cultivation areas, is considered as an appropriate area for verifying KMAPP prediction performance in agricultural areas. In this study, the performance of predicting KMAPP temperature changes according to ecological changes in agricultural areas in Cheorwon was compared and verified using KMA and National Center for AgroMeteorology (NCAM) observations. Also, during the heat wave in Jeonbuk Province, solar radiation forecast was verified using Automated Synoptic Observing System (ASOS) data to review the usefulness of KMAPP forecast data as input data for application models such as livestock heat stress models. Although there is a limit to the need for more cases to be collected and selected, the improvement in post-harvest temperature forecasting performance in agricultural areas over ordinary residential areas has led to indirect guesses of the biophysical and phenological effects on forecasting accuracy. In the case of solar radiation prediction, it is expected that KMAPP data will be used in the application model as detailed regional forecast data, as it tends to be consistent with observed values, although errors are inevitable due to human activity in agricultural land and data unit conversion.

Establishment of Inundation Probability DB for Forecasting the Farmland Inundation Risk Using Weather Forecast Data (기상예보 기반 농촌유역 침수 위험도 예보를 위한 침수 확률 DB 구축)

  • In order to reduce damage from farmland inundation caused by recent climate change, it is necessary to predict the risk of farmland inundation accurately. Inundation modeling should be performed by considering multiple time distributions of possible rainfalls, as digital forecasts of Korea Meteorological Administration is provided on a six-hour basis. As building multiple inputs and creating inundation models take a lot of time, it is necessary to shorten the forecast time by building a data base (DB) of farmland inundation probability. Therefore, the objective of this study is to establish a DB of farmland inundation probability in accordance with forecasted rainfalls. In this study, historical data of the digital forecasts was collected and used for time division. Inundation modeling was performed 100 times for each rainfall event. Time disaggregation of forecasted rainfall was performed by applying the Multiplicative Random Cascade (MRC) model, which uses consistency of fractal characteristics to six-hour rainfall data. To analyze the inundation of farmland, the river level was simulated using the Hydrologic Engineering Center - River Analysis System (HEC-RAS). The level of farmland was calculated by applying a simulation technique based on the water balance equation. The inundation probability was calculated by extracting the number of inundation occurrences out of the total number of simulations, and the results were stored in the DB of farmland inundation probability. The results of this study can be used to quickly predict the risk of farmland inundation, and to prepare measures to reduce damage from inundation.

Improvement of precipitation forecasting skill of ECMWF data using multi-layer perceptron technique (다층퍼셉트론 기법을 이용한 ECMWF 예측자료의 강수예측 정확도 향상)

  • Subseasonal-to-Seasonal (S2S) prediction information which have 2 weeks to 2 months lead time are expected to be used through many parts of industry fields, but utilizability is not reached to expectation because of lower predictability than weather forecast and mid- /long-term forecast. In this study, we used multi-layer perceptron (MLP) which is one of machine learning technique that was built for regression training in order to improve predictability of S2S precipitation data at South Korea through post-processing. Hindcast information of ECMWF was used for MLP training and the original data were compared with trained outputs based on dichotomous forecast technique. As a result, Bias score, accuracy, and Critical Success Index (CSI) of trained output were improved on average by 59.7%, 124.3% and 88.5%, respectively. Probability of detection (POD) score was decreased on average by 9.5% and the reason was analyzed that ECMWF's model excessively predicted precipitation days. In this study, we confirmed that predictability of ECMWF's S2S information can be improved by post-processing using MLP even the predictability of original data was low. The results of this study can be used to increase the capability of S2S information in water resource and agricultural fields.
