A study on Determination Method of the Compliance Concentration of Effluent Limitation from Public Sewage Treatment Works in the Jinwee-stream Watershed Sewer System (유역하수도 공공하수처리시설의 방류수 수질 준수농도 설정방안 연구: 진위천 수계를 중심으로)

  • In accordance with the Watershed Sewer System Maintenance Plan enforced on February 2, 2013, the different compliance concentration of effluent limit be applied to effluent discharged from public sewage treatment works(PSTWs) in each watershed on the basis of water quality thereof. With the introduction of watershed sewer system, it is necessary to set the compliance concentration of effluent limit for PSTWs situated in the watershed, by region and PSTW size, to achieve water quality criteria for regional watersheds or target water quality under TMDL program. Watershed Environmental Agencies establish the Watershed Sewer System Maintenance Plan and set the compliance concentrations of effluent limit for PSTWs under the plan. The agencies plan to apply tougher effluent BOD concentration limits in Class I to IV areas. Effluent BOD concentration limits will be toughened from 5~10 mg/L to 3 mg/L in class II~III areas, from 10mg/L to 5mg/L in class IV areas. Uniform application of effluent BOD concentration limits to PSTWs in the watershed sewer system need to be complemented considering type of sewage treatment technology employed and watershed characteristics. Therefore, this study presents method to determine the compliance concentration of effluent limit from PSTWs in the watershed.

  • Big Cyprus watershed, which is located in the Southwestern Florida and covers Everglades National Park that has high proportions of endangered species' habitats, plays an important role for the entire Florida ecosystem. Due to the rapid urbanization and high population growth, however, the watershed has been continuously polluted and the current regional watershed plan is not created to accommodate the speed of growth. The purpose of this study is to suggest proper protection policies and strategies for the Big Cyprus watershed by employing the Inverse Distance Weighted interpolation tool in Geographic Information System. The findings show that conservation priorities should be given in the North and South portion of the watershed area, which are proven to be the most important aisle for the habitats in the Big Cyprus. The study concludes with policy suggestions that local environmental planners should concentrate for adopting their new watershed plan in the near future.

A Study on Impact Assessment for Application of Strengthened Compliance Concentration of Effluent Limit from PSTWs in the Jinwee-stream Watershed (유역하수도에서 강화된 방류수 수질 준수농도 적용을 위한 진위천수계 수질영향 평가)

  • The different compliance concentration of effluent limit is applied to effluent discharged from public sewage treatment works(PSTWs) in each watershed on the basis of water quality thereof in accordance with the enforced Watershed Sewer System Maintenance Plan in 2013.   • This study is aimed to review the previous research accomplishments with analysis of problems and to suggest the counter plan for the watershed management and the ongoing research strategy. Phytoremediation provides a cost-effective techniques having a merit of low investment and maintenance cost. It could be one of the best techniques, which is an alternative plan to overcome economical situation and lack of experts in our country. In forest watershed affected by waste water and heavy metal pollutants should be controlled by vegetative remediation system, but the disposal techniques of harvested plant materials should be developed. Also, high degree areas of natural vegetation as a key model to recover the vegetation should be well conserved. It is important to restore forest continuity between upper stream and lower stream basin with the restoration of damaged in forest watershed. It is established to integrated protection system for land use and management plan and to natural environment evaluation methods affected by projects such as erosion control and developments in stream and forest. In addition, I suggest the continuous environmental monitoring system to treat the pollutions concerned.

  • Proper management of small rural watershed is important since it does affect water quality improvement of larger scale watershed. Therefore, effective small watershed management guideline including participatory program of local people is required to achieve water environment improvement. Feasibility of water quality goal, short and long-term watershed management plan and funding sources were investigated by field monitoring of Hampyungchun watershed which has characteristics of rural stream, and literature review. The relevant parties and their roles fer watershed management were identified and suggested. A hybrid model, that is mixture of government driven model and NGO model, is recommended for watershed management organization in this study.

  • This study was conducted to performance appraisal of Total Maximum Daily Loads (TMDLs), especially in terms of performance on development & reduction plan and water quality status of unit watershed. Because load allocations for pollution sources were predicted redundantly by uncertainty of prediction, TMDLs master plan has been frequently changed to acquire load allocation for local development. Therefore, It need to be developed more resonable prediction techniques of water pollution sources to preventing the frequent change. It is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). If the development plan was developed including uncertain developments, it is necessary to be developed reduction plan considered with them. However, some of the plans in the reduction plan could not be accomplished in some case. Because, it is not considered financial abilities of local governments. Consequently, development plan must be accomplished to avoid uncertain developments, and to consider financial assistance to support the implementation of effective plan. Water quality has been improved in many unit watersheds due to the TMDLs, especially in geum river and yeongsang/seomjin river.

A Study on the Water Quality Changes of TMDL Unit Watershed in Guem River Basin Using a Nonparametric Trend Analysis (비모수 경향분석법 적용을 통한 금강수계 총량관리 단위유역의 수질변화 연구)

  • In order to assess the effect of TMDLs management and improve that in the future, it is necessary to analyze long-term changes in water quality during management period. Therefore, long term trend analysis of BOD was performed on thirty monitoring stations in Geum River TMDL unit watersheds. Nonparametric trend analysis method was used for analysis as the water quality data are generally not in normal distribution. The monthly median values of BOD during 2004~2010 were analyzed by Seasonal Mann-Kendall test and LOWESS(LOcally WEighted Scatter plot Smoother). And the effect of Total Maximum Daily Loads(TMDLs) management on water quality changes at each unit watershed was analyzed with the result of trend analysis. The Seasonal Mann-Kendall test results showed that BOD concentrations had the downward trend at 10 unit watersheds, upward trend at 4 unit watersheds and no significant trend at 16 unit watersheds. And the LOWESS analysis showed that BOD concentration began to decrease after mid-2009 at almost all of unit watersheds having no trend in implementation plan watershed. It was estimated that TMDLs improved water quality in Geum River water system and the improvement of water quality was made mainly in implementation plan unit watershed and tributaries.

  • The Total Maximum Daily Load (TMDL) is a watershed management system that involves the establishment of the target water quality, the calculation of permission loading (allocation loading), and the control of total pollutants for each unit watershed. Allocation loading is assessed through the comprehensive implementation assessment of the previous year's plan. Assessment results are used for follow-up management measures such as the limit of development and updating of TMDL Management Implementation Plans for the next planning period. Although detailed assessment criteria are important, they are not currently available. Therefore, we suggested assessment criteria by comparing two methods('integration method' and 'separation method') using combination point and non-point discharge loading. We also examined the penalty criteria considering controllable load local government and updating methods of the TMDL Management Implementation Plan for the next planning period.

  • yongdam multipurpose is under construction to divert a part fo Geum riverlfow to Mankyung watershed and to supply the domestic water to the Chunju region and produce the hydro-electricity. Generally construction of dam by the method of inther-region water transfer affects the quantity and quality of water inthe down streams and reservoirs. The impact of operation plan of Yondgam dam on the quantity and quality of water in the Guem river and Daechung dam was investigated .It was recommended that the discharge of water transfer from one watershed to another should be minimized as much as possible.

Effect of Climate Change on Water Quality in Seonakdong River Experimental Catchment (기후변화에 따른 서낙동강 시험유역에서의 수질영향 분석)

  • Recently, climate change causes climatic anomaly such as global warming, the typhoon and severe rain storm etc. and it brings damage frequently. Climate change and global warming are prevalent all over the world in this century and many researchers including hydrologists have studied on the climate change. In this study, Seonakdong river watershed in the Nakdong river basin was selected as a study area. Real-time monitoring system was used to draw the rating curves, which has 0.78 to 0.96 of $R^2$. To predict runoff change in Seonakdong river watershed caused by climate change, the change in hydrologic runoff were predicted using the watershed model, SWAT. As a result, the runoff from the Seonakdong river watershed was increased by up to 45 % in summer. Because of the non-point sources from the farmland and the urban area, the water quality will be affected by the climate change. In this study, the operating plan of the water gates in Seonakdong river will be suggested by considering the characteristics of the watershed runoff due to the climate change. The optimal watergate opening plan will solve the water pollution problems in the reservoir-like river.
