  • Under the supply-oriented policy, efficiency and rationale have not been fully considered in planning of water supply facilities in Korea. As a case, this study shows that large-size systems are suffering from overcapacity problem of water treatment plants, and thus discusses what options should be applied to deal with inefficiency. Water demand of large-size systems has suddenly decreased for the last 10 years while water demand has been often assumed to increase at a regular rate in planning of plants according to excess capacity hypothesis. This inconsistency led to a serious overcapacity. In 2006, total excess capacity of nine large-size systems was more than 1.2 times as large as maximum daily demand of total customers in Seoul. However, their options are expected to stay ex post facto. To prepare the risk of overcapacity, and draw large benefits out of the plants, the authors and other professionals in Korea should further discuss the more adaptive method for prediction of water demand, and systems integration between a large-size system and adjoining systems.

  • In many countries in order to manage corrosion of water treatment process, it is currently using Langelier index (LI). However, management of the Larson's ratio (LR) to compare corrosion management and LI which can be generated by the water treatment process is required. In this study, in order to ensure data LR, factors associated with the actual corrosion resistance of water treatment plant was measured. Using the measured data, the model equation can be estimated alkalinity, and using the statutory water quality data, LR and alkalinity is estimated. At comparison of the measured value and estimated value of alkalinity, it appeared in $R^2$ = 0.629, using the statutory water quality data and estimated alkalinity model, LR and alkalinity (Whole water treatment plants : 472) is estimated. Concentration of estimated alkalinity is 0.5 mg/L to 107.5 mg/L (average : 23.2 mg/L), and LR is 0.1 to 10 (average : 1.3). At tendency to corrosion of investigated LR, "No metal tendency" (>0.5) is 39 water treatment plants, 8.26 %, and "corrosion metal tendency" is 433 water treatment plants, 91.74%.

  • To slove the problems by the scum, which causes operational and water quality problems in water treatment plants, several researches were conducted based on the site investigations on twelve large water treatment plants, biological and chemical analysis of scum, analyzing raw water quality data. Two types of scum, which are from scum and floe scum, can be classified based on the analysis and site investigations. The major parameter generating floe scum was indicated as fine bubbles dissolved in the water. The fine bubbles dissolved in the water can be generated by over-saturated air in the water, adding aluminum surface as the coagulant, conducting the break point pre-chlorination and so on. The water spray method, which is one of the physical treatment methods for removing scum, was selected for conducting experiments on the removal efficiency in the flocculation basin of the real water treatment plant. The water spray method was successfully applied for removing scum with the advantages of using spiral nozzles in case of using the raw water rather than the cleaned water.

  • Currently, small scale sewage works are getting increase in Chung Nam Province and it is strongly required for those plants to get the information of optimized procedures and technologies. Most processes for sewage works in Korea were designed for large scale plants, so many difficulties are observed in small scale sewage works. This study was conducted to evaluate the propriety of O&M and construction cost for sewage treatment plants in Chung Nam Province. The treatment results and process stability of 32 public sewage treatment plants were also investigated. It is expected to provide optimum O&M and construction cost for future small scale sewage works and improving projects of existing plants by these results. Pollution problems caused by small scale plants are usually restricted to small areas; however, in view of the high cost per unit population, treatment requirements and alternatives have to be studied carefully. In comparison to larger plants, more pronounced and different boundary conditions such as unstable influent load, per capita costs and a large variety of feasible treatment and disposal systems were considered.

  • Ozone process is currently applied in 24 water treatment plants in Korea to control micropollutants and taste & odor compounds. However, one of the chlorine resistant protozoa, cryptosporidium, is not being considered as ozone disinfection performance whereas U.S. is already regulate Cryptosporidium by ozone disinfection. two ozone plants(PH, UH WTP) operation conditions are investigated for disinfection performance comparing Korea disinfection regulation and U.S. regulation. The ozone plants are unable to get Cryptosporidium inactivation credits by Korea disinfection regulation. However, the inactivation credit for Cryptosporidum was increased when the U.S. disinfection regulation was applied. The Korea disinfection credit regulation need revision to practical aspects.

  • Water Quality of effluent from wastewater treatment plants was reviewed to reuse effluent for agricultural water as alternative water resources. Among 2004, wastewater treatment plants, 19 plants are found to be used as wastewater resources applicable to irrigation. The total effluent capacities are 9,293 thousand $m^3$per day, which may be used to irrigate paddy fields. In order to know how much the effluent can be use for agricultural water, we classified the effluent according to the river basin area and evaluated the water quality of the effluent.

  • In recent years, the case to install small water treatment facility to every local area has increased. A key issue in the successful implementation of the control systems for the water treatment plants is the choice of control architecture. Within the framework of distributed control system(DCS), this paper presents a new development of intelligent control module and its novel application to open control architecture for water treatment plants. This control system so called NCS(Network Based Control System) with standard networks system with LonTalks protocol of ANSI/EIA 709.1, regulatory control function and information dispatch function has suitable functionality to operate these distributed water treatment facility effectively. This paper describes the case where NCS is applied for the filters system in water treatment facility of Heong Sung area.

  • The standards pertaining to the quality of discharged water in sewage treatment plants are strengthening, and accordingly, facilities in sewage treatment plants are being upgraded. In addition, the discharge water quality of sewage treatment plants must be maintained at a high level, and efficient sewage treatment plant operations have thus emerged as a very important issue. For the efficient operation of sewage treatment plants, this study applied a basic blowing amount calculation method based on sewage facilities to evaluate the required oxygen amount and blowing amount according to inflow water quality by logicizing various influencing factors. As a result of calculating the amount of air blown by applying actual April water quality data from sewage treatment plant A to the blower demand calculation developed through this study, it was found that the average amount of air blown was reduced by about 12%. When the blower demand calculation developed here is applied to an actual sewage treatment plant, the amount of air blown can be controlled based on the inflow water quality. This can facilitate the realization of an autonomous control of sewage treatment plants, in contrast to the existing sewage treatment operation method that relies on operational experience of operator. In addition, it is expected that efficient sewage treatment plants can be operated by reducing blowing amounts and power costs, which will contribute to both energy and carbon savings.

  • This study aim to investigate fundamentally the growth and physiological responses of tomato plants in responses to two different levels of water deficit, a weak drought stress (-25 kPa) and a severe drought stress (-100 kPa) in soil. The two levels of water deficit were maintained using a micro-irrigation system consisted of soil sensors for the real-time monitoring of soil water content and irrigation modules in a greenhouse experiment. Soil water contents were fluctuated throughout the 30 days treatment period but differed between the two treatments with the average -47 kPa in -25 kPa set treatment and the -119 kPa in -100 kPa set treatment. There were significant differences in plant height between the two different soil water statuses in plant height without differences of the number of nodes. The plants grown in the severe water-deficit treatment had greater accumulation of biomass than the plants in the weak water-deficit treatment. The severe water-deficit treatment (-119 kPa) also induced greater leaf area and leaf dry weight of the plants than the weak water-deficit treatment did, even though there was no difference in leaf area per unit dry weight. These results of growth parameters tested in this study indicate that the severe drought could cause an adaptation of tomato plants to the drought stress with the enhancement of biomass and leaf expansion without changes of leaf thickness. Greater relative water content of leaves and lower osmotic potential of sap expressed from turgid leaves were recorded in the severe water deficit treatment than in the weak water deficit treatment. This finding also postulated physiological adaptation to be better water status under drought stress. The drought imposition affected significantly on photosynthesis, water use efficiency and stomatal conductance of tomato plants. The severe water-deficit treatment increased PSII activities and water use efficiency, but decreased stomatal conductance than the weak water-deficit treatment. However, there were no differences between the two treatments in total photosynthetic capacity. Finally, there were no differences in the number and biomass of fruits. These results suggested that tomato plants have an ability to make adaptation to water deficit conditions through changes in leaf morphology, osmotic potentials, and water use efficiency as well as PSII activity. These adaptation responses should be considered in the screening of drought tolerance of tomato plants.

  • In this paper, simulation methods of the system dynamics model developed by Das et al. (1997) for activated-sludge wastewater treatment plants are illustrated in an attempt to determine the operating rules and the policies related to capacity expansion of an activated-sludge wastewater treatment plant. For existing conditions, the analyses were performed by varying activated-sludge return rate to observe changes in effluent water quality and treatment efficiency. The effluent water quality is also analyzed for various average daily inflow conditions and activated-sludge return rates. As a result, without expanding the aeration tank, maximum average daily inflow that can satisfy the effluent water quality standard of BOD $0.02kg/m^3$ was determined as $2,840m^3/hr$, subject to 100% of activated-sludge return rate while other factors remain constant. When the activated-sludge return rate is less than 100%, expansion of the aeration tank is necessary and minimum sizes of the aeration tank to satisfy the effluent water quality standard were determined for various activated-sludge return rates. In addition, the total operating and maintenance as well as unit treatment cost regression equations for activated-sludge wastewater treatment plants are suggested by using the cost data that are obtained from Water and Wastewater Division, Ministry of Environment. The regression analyses showed that the economies of scale phenomena exist in the operating and maintenance costs of activated-sludge wastewater treatment plants.
