Methodology for Estimating Agricultural Water Supply in the Han River Basin (한강수계의 농업용수 공급량 조사방법의 개발)

  • The purpose of this study are to develop a realistic methodology to estimate agricultural water supply for rice paddy fields from reservoirs, pumping stations, intake structures, and tube wells on river basin scale. Agricultural water supply from irrigation reservoirs are estimated using the daily or ten day's storage rate data and DIROMmaily Inigation Reservoir Operation Model) model. Estimation of daily water supply from pumping station are carried out from the annual water use with typical water supply patterns. The daily groundwater withdrawn are investigated from the gross water requirement for rice and the design capacity of tube well. And, the daily intake discharge are estimated the minimum amount from the gross water requirement, stream discharge, and the design capacity. During 1993 to 1997, the annual water supply for irrigation in the Han river basin ranged from 569 to 709 million $\textrm{m}^3/yr$, and the mean was estimated to be 640 million $\textrm{m}^3/yr$.

A Study on the Determination of Water Storage-Supply Capacity of Agricultural Reservoir (소규모 농업용 저수지의 저류량-용수공급능력 결정에 관한 연구)

  • This study aims at the effective estimation of water supply capacity of small scale reservoir and the proposal of the data which is necessary to establish the water resources management plan of down stream area of the reservoir in the future by comparison and examination about reservoir operation technique for the security of agricultural water in small scale reservoir. The result of flow calculation by Tank model is used for the input data as the inflow data which is needed for the analysis of water supply capacity. Stochastic method, simulation method, and optimization method are used to examine the water supply capacity, and water security amount is compared with each method. From the analyses of water supply capacities by each method, slightly different results are shown in spite of the effort to compare them equally using input data such as inflow data under equal conditions, and the comparison of water supply capacities by each method are as follows; linear planning method, simulation method, and transition probability matrix method in the order of amount from the largest. It is thought that the simulation method in which comparatively reasonable application of the inflow data is possible and is simulated in successive time series dam operation of the three methods used in this study thus, simulation model is proper to estimate the water supply capacity of agricultural small scale reservoir. And it is judged that the heightening of efficiency of water resources utilization according to the development of downstream area of dam may be possible using the upward readjusted water supply amount of $55.18{\tiems}10^6ton$ and $63.7{\times}10^6ton$ at 95% and 90% supply reliability respectively which are above the planning water supply amount of $50.0{\times}10^6$ton when the simulation method is introduced as the standard.

  • The efficient management strategies of reservoirs in periods of drought event are an essential element for drought planning. A Water Supply Capacity Index (WSCI) has been developed for the evaluation and effective monitoring of the supply capacity of a reservoir during a drought event. The WSCI is a measure of the duration that a reservoir can supply a required demand under the worst drought condition. The WSCI is not only a useful standard to refer to when making decisions on reservoir operations in a period of drought, but it can be also applied for setting the drought trigger in water demand sites supplied from the reservoir. The correlation between the standardized WSCI and existing drought indices such as PDSI, SPI and SWSI has been analyzed to the applicability of WSCI.

  • At the water supply field, high voltage induction motor is main facility of a load equipment. The motor is often out of order and its noise, generated heat, loss etc occurred occasionally. especially, transmission motor for flux control generates an amount of the harmonics then have a bad influence upon the electric power system. In this study, to analyze the total harmonics distortion of the water supply field receiving high voltage, the harmonics measured and analyzed using the PQA(Power quality Analyzer) according to the electric power system and electrical load and the reduction method presented.

Development and application of integrated indicators for assessing the water resources performance of multi-purpose and water supply dams (댐 용수공급능력 안정성 평가를 위한 통합지표 개발 및 적용)

  • For comprehensively assessment the water resources performance of multi-purpose dams and water supply dams in South Korea, a methodology was proposed to utilize the durational reliability along with the integrated auxiliary indicators including resiliency, dimensionless vulnerability, water resource efficiency, specific inflow, and specific water supply. In addition, for the purpose of sustainable dam operation in the future, a plan to grade the water resources performance was presented to periodically evaluate the performance and determine the priority of each dam's structural or non-structural planning according to the evaluation results. As major results, in the case of Sumjingang Dam, the durational reliability was 99.0%, but the integrated auxiliary index was the lowest of 44 points, which was 5th grade. This means that despite the current high reliability, hydrological changes due to future climate change or regional change of water demand-supply balance can have significant impacts on the water resources performances. In contrast, the Chungju Dam with a durational reliability of 93.0%, which is below the average among all multi-purpose dams, shows the 76 points of the integrated auxiliary index, which is 3rd highest following the Soyanggang Dam and the Namgang Dam. Nevertheless, due to the size of the basin, the specific inflow is sufficiently high as 185%, so the actual performance could be evaluated relatively high. The water supply dams designed for a single purpose tend to be evaluated relatively high because they have a high proportion of industrial and municipal water supply and have enough room for the supply capacity.

  • In recent decades, climate change phenomenon has developed towards critical tendency and increased in both frequency, intensity and time which causes catastrophic damage in both people and property, especially in the field of agriculture and water resources. At the current, some researches in the world and Viet Nam studies on climate change impacts on the water resources sectors. Results of scientists'studies showed that climate change will seriously impact productivity, livelihoods and the environment on a global scale; especially large flood phenomena increasingly developing in intensity, drought more violently occurring in a long time. In recent years, the shortage of water supply for economic activity has started to happen with quite serious degree at the Viet Nam, especially in the northern mountainous provinces of Viet Nam.

Implication of the Saemaul Undong on water resources development in rural communities during 1970's (농촌지역 수자원개발에 있어 새마을 운동의 역할과 의의에 대한 실증적 연구)

  • Although it has been well known that the Saemaul Undong had a direct relation with the water resources development during 1970's, its contribution to the water resources and increased income in rural communities has not been thoroughly quantified so far. In order to assess the contribution of the Saemaul Undong in terms of rural water resources development, we investigated various historical data produced by the central and local governments in relation to water resources development. The results show the direct and indirect contribution of the Saemaul Undong to the water resources development in rural communities such as sewage works, water supply facilities, shared wells, and river works. The results also showed a positive relation between per-house income in rural communities and areas of irrigated paddies, which were rapidly increased during 1970's. These results can be utilized to transplant the positive aspect of the Saemaul Undong to developing countries focusing on water resources development in rural areas.

  • As urbanization is progressed, the network for distributing water in a basin become complex due to the spatial expansion and parameter uncertainties of water supply systems. When a long range water supply plan is determined, the total construction and operation cost has to be evaluated with the system components and parameter uncertainties as many as possible. In this paper, the robust optimization approach of Bertsimas and Sim is applied in a hypothetical system to find a solution which remains feasible under the possible parameter uncertainties having the correlation effect between the uncertain coefficients. The system components to supply, treatment, and transport water are included in the developed water supply system and construction and expansion of the system is allowed for a long-range period. In this approach, the tradeoff between system robustness and total cost of the system is evaluated in terms of the degree of conservatism which can be converted to the probability of constraint violation. As a result, the degree of conservatism increases, the total cost is increased due to the installation of large capacity of treatment and transportation systems. The applied robust optimization technique can be used to determine a long-range water supply plan with the consideration of system failure.
