In order to improve areas lagged behind well-developed others ing the balanced national development. Development Promotion Areas(DPA)was designated in 1996. This study aims to develop a rational evaluation system for projects of DPA. This system has 3 evaluation steps. The first step is to evaluate 10-unit operations which are tourism, recreation, road, water supply and drainage, life environment, and so on. The second step is to evaluate 3 sub-programs such as tourism and recreation, local infrastructures and specialized industry. The third step is to evaluate comprehensively in entire area. A tentative system for project evaluation of DPA was proposed by brainstorming of expert-group. Weighting values of items in PDA were calculated through pair-comparison works of expert group using stepwise matrix sheets by AHP(Analytic Hierarchy Process).
Decarbonization and energy transition can be considered as a main concern even for the oil industry. One of the initiatives to reduce emissions under studies considers the use of renewable energy as a complimentary supply of electric energy of the production platforms. Wind energy has a higher TRL (Technology Readiness Level) than other types of energy converters and has been considered in these studies. However, other types of renewable energy have potential to be used and hybrid concepts considering wind platforms can help to push the technological development of other types of energy converters and improve their efficiency. In this article, a preliminary hydrodynamic assessment of a new concept of hybrid wind and wave energy conversion platform was performed, in order to evaluate the potential of wave power extraction. A multiple OWCs (Oscillating Water Column) WEC (Wave Energy Converter) design was adopted for the analysis and some simplifications were adopted to permit using a frequency domain approach to evaluate the mean wave power estimation for the location. Other strategies were used in the OWC design to create resonance in the sea energy range to try to maximize the potential power to be extracted, with good results.

Desalination has the advantage of being easy to supply water resources. However most desalination devices are developed mainly for large plants and it is not common to use desalination system for a small fishing ship. More than 50% of the input fuel energy of the small shipbuilding's engine is wasted without reused in a ship, and it is necessary to improving the fuel efficiency of the small fishing ship. In this study, a desalination device using waste heat from engine of the ships was developed. As results, it was found that if the condensing chamber uses a fan to circulate the water vapor, the freshwater production was up to 40.0% higher, and the freshwater production efficiency was up to 30.1% increased when the fan was operated.
With the world population's continuous growth and urban industrialization, capacitive deionization (CDI) has been proposed as a next-generation water treatment technology to augment the supply of water. As a future water treatment method, CDI attracts significant attention because it offers small energy consumption and low environmental impact in comparison to conventional methods. Carbon electrodes, which have large surface area and high conductivity, are mainly used as electrode materials of choice for the removal of ions in water. A variety of carbon materials have been investigated, including their adsorption-desorption behavior in accordance to the specific surface area and pore size distribution. In this review, we analyzed and highlighted these carbon materials and looked at the impact of pore size distribution to the overall CDI efficiency. Finally, we propose an optimal condition in the interplay between micropores and mesopores in order to provide the best electrosorption property for these carbon electrodes.
We suggested industry-specific priorities of R&D investment with R&D investment elasticity to GDP calculated from the ripple effect of 28 large-sized industry R&D investment, using a Computable General Equilibrium(CGE) Model. Priority orders apply to only 12 industries, because 16 industries with less than 1% of total investment have been excluded. First, R&D investment elasticity to GDP says that priorities are ordered as Basic metal products, Chemicals, drugs and medicines, Food, beverages and tobacco products, Electronic and electrical equipment, Transportation equipment, Precision instruments, Electrictity, gas, steam and water supply, General machinery and equipment, Communications and broadcasting, Construction, Other services, and Real estate and business services. These priorities show the status quo of Korean industry structures well. The GDP growth rate to 2030 year reference equilibrium, which is an auxiliary index, says a similar priority to results from R&D investment elasticity to GDP. In the end, two criteria of priority order can be functioned as a good index for National Science and Technology Commission deciding what industry to invest and what budget to allocate.

The issue problems to be solved in Pohang city were traffic control 47.3%, environment pollution 22.7%, cultural institutions 11.6%, water service 9.9%, education system 5.1% and community security 2.1%. The 55.1% of subjects responded that responsibility for environment pollution is every citizens duty. The trash from houses were 'garbage'(48.1%), 'waste of life'(21.8%), 'reuse trash'(15.6%) and 'one use thing'(14.5%) in order. The 66.9% of subjects responded that the trash's standard envelopes can be easily tear and its texture is not good. The respondents sometimes or often had experienced foreign bodies, sediment in the water service supply. The 45.9% of the respondents use natural water as drinking water, and the water service supply(26.7%), underground water(17.0%) and buying water(9.3%) were followed. Pertaining to the air pollution(by percent) was pollution of the steel industry complex 78.0%, combustive gas 16.6% and construction dust 1.7%. The respondents at southern district complained of respiratory tract by air pollution and the respondents at northern district complained of the visual disturbance and the offensive odor(P<0.05). Water pollution problem is factory's wastewater 56.2%, home wastewater 36.4% and livestock's wastewater 5.6% in order. The respondents at southern district complained of the noise pollution by airplanes and factories at the afternoon and the respondents at northern district complained of the noise pollution by vehicles(P<0.05).

Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will be developed. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source tree of Greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80% of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. The essential conditions for success include: ${\bullet}$ Timely adapted licensing process and regulations, codes and standards for such application and design ${\bullet}$ An industry oriented R&D program to meet the technological challenges making the best use of the international collaboration. Gen IV could be the vector ${\bullet}$ Identification of an end user(or a consortium of) willing to fund a FOAK

Jack-up drilling rigs are mobile offshore platforms widely used in the offshore oil and gas exploration industry. These are independent, three-legged, self-elevating units with a cantilevered drilling facility for drilling and production. A typical jack-up rig includes a triangular hull, a tower derrick, a cantilever, a jackcase, living quarters and legs which comprise three-chord, open-truss, X-braced structure with a spudcan. Generally, jack-up rigs can only operate in water depths ranging from 130m to 170m. Recently, there has been an increasing demand for jack-up rigs for operating at deeper water levels and harsher environmental conditions such as waves, currents and wind loads. All static and dynamic loads are supported through legs in the jack-up mode. The most important issue by society is to secure the safety of the leg structure against collision that causes large instantaneous impact energy. In this study, nonlinear FE -analysis and verification of the requirement against collision for 35MJ recommended by DNV was performed using LS-Dyna software. The colliding ship used a 7,500ton of shore supply vessel, and five scenarios of collisions were selected. From the results, all conditions do not satisfy the class requirement of 35MJ. The loading conditions associated with chord collision are reasonable collision energy of 15M and brace collisions are 6MJ. Therefore, it can be confirmed that the identical collision criteria by DNV need to be modified based on collision scenarios and colliding members.
In South Korea, 850 standard watersheds and 7,807 KRF catchment areas have been used as basic maps for water resources policy establishment, however it becomes necessary to set up new standard maps with a more appropriate scale for the integrated managements of surface water-groundwater as well as water quantity-quality in the era of integrated water management. Since groundwater has a slow flow velocity and also has 3-D flow properties compared to surface water, the sub-catchment size is more effective than the regional watershed for the evaluation of surface water-groundwater interaction. The KRF catchment area, which has averagely a smaller area than the standard watershed, is similar to the sub-catchment area that generally includes the first-order or second-order tributaries. Some KRF catchment areas, which are based on the surface reach, are too small or large in a wide plain or high mountain area. Therefore, it is necessary to revise the existing KRF area if being used as a unit area for integrated management of surface-water and groundwater. A unit watershed with a KRF area of about 5 to 15 ㎢ can be effective as a basic unit for water management of local government considering a tributary composition and the location of groundwater wells, and as well it can be used as a basic tool for water demand-supply evaluation, hydrological observation system establishment, judgment of groundwater permission through a total quantity management system, pollution assessment, and prioritizing water policy, and etc.
This study investigates effects of hardware and telecommunication and software service divided by ICT service on each 5 transportations to explore convergence of ICT and Transportation. Research models are production inducing effects, Added Value inducing effects of Demand-Driven model and Shortage cost effects of Supply-Driven model by using data for 2010~2012 of Input-Output Table. Results are that network and software service effects are more impact than hardware effects on transportations. Especially, hardware is impacted heavily on production inducing effect, telecommunications and software services has had a significant impact on the production inducing effect and Shortage cost effects. In addition, by each detail the transportation industries, packages and other transport and road transport is influenced greatly from ICT. On the other hand, rail and water transport are relatively lower impact by ICT, However, the effects of rail and water transport by ICT is grater than investment ratio of ICT. As a result, increasing investment in the ICT services could contribute to development of rail and water transport development.
