  • This study analyzed the origin and status of the registration system of water leisure craft to suggest an improvement plan for the ocean leisure industry. To identify the transition of the registration system, related water leisure craft, registration procedures and revised acts from "water leisure safety act", which was established in the early 2000 and enacted since then were examined. To understand the problems raised, the management of the registration system and related other systems were analyzed. The results were as follows. First, the registration system was designed just to check the number of registrations of water leisure craft so it does not provide various and useful information that administrators and registrants want. Second, it is impossible to utilize and reconstruct the information regarding water leisure craft. In addition, the current registration system does not have a data sharing system with the Ministry of Government Administration and Home Affairs so self-governing administrations are not connected to each other or to other electronic government systems. To resolve these problems, the construction of a new registration system is required. The new registration system of water leisure craft should facilitate not only processing registration files and administration work, but also multiple electronic governmental services that provide the water leisure users with useful information and encourage them to learn about their craft management and so on.

  • Small vessels of less then 20 tonnage and leisure boats such as motor boats, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea. As a result, these small vessels and leisure boats have remained within the blind area of maritime safety and environment protection. Among these vessels and boats, some leisure boats such as motor boats of 20 horse power or more(excluding motor boats equipped with engine inside the vehicles), water motorcycles and rubber boats of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea. In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

Second, according to result of analyzing the accessibility of natural leisure areas by types, the rest of valleys and swamps showed the highest accessibility among the natural leisure areas : the rest of natural ecology learning had the medium level of accessibility; the rest of forest indicated the lowest accessibility. Therefore, it is necessary to create more leisure areas concerning the futures demands. In addition, they should be constructed in the places adjacent to the urban district area exhibiting higher usability and accessibility. In the places where there are many natural leisure area with higher utility, management plans should be deliberated as well. Based on the result of analyzing the rest of valleys and swamps and the rest of tideland and fishing village experience, it was found that the natural leisure area should improve the quality of water intensively and hydrophile property and create hydrophilic spaces. The development of natural leisure areas need to be carried out under the principle of environmental protection while considering historic sites and nearby rivers and lakes. Moreover, water leisure programs should be developed actively as well with further utilization of water resources in order to enhance the usability of natural leisure.
