As an advanced study on the method of calculating the target revenue water ratio of local waterworks through the leakage component analysis method proposed by Kim et al. (2022), this study developed a model to calculate the achievable revenue water ratio within the specified project cost, the required project cost to achieve the specified target revenue water ratio, and the economically appropriate target revenue water ratio level by considering the leakage reduction cost and leakage reduction benefit for each revenue water ratio improvement strategy, and conducted an applicability evaluation of the developed model using actual field data. The procedure for calculating the target revenue water ratio of local waterworks considering economics proposed in this study consists of three stages: physical data linkage model construction, leakage component analysis, and economic analysis, and the applicability was evaluated for Zone H with branch type and the Zone M network type. As a result of the application, it was calculated that approximately 32.5 billion won would be required to achieve the target revenue water ratio of 70% in the Zone H, and approximately KRW 10.5 billion would be required to achieve the target revenue water ratio of 75% in the Zone M. If the business scale of Zones H and M was corrected to 10,000 m3/day of water usage, the required project cost for a 1% improvement in the revenue water ratio of Zone H was calculated to be 0.7642 billion won and 0.4715 billion won for Zone M.

It is very important to supply safe drinking water for rural area not only a prevention of entric diseases but also a promotion of health life. It is estimated that 6,981,000 rural inhabitants were covered by the simple piped water supply system at the end of 1987 in Korea. The programme for improvement of water supply system in rural villages was initiated by the government since 1967. But most of these systems have been operated carelessly by the hands of villagers who have no proper knowledge and experience. Since most of water sources were located nearby farmland, there might be a possibility that the sources could be contaminated by pesticides and fertilizers. For this reason, it is recommended to take underground water as a water source rather than surface water such as a pond or streamwater in rural areas. However, the system is supplied from the surface water, its water quality can be improved by using of simple sand filter and simple chlorinator inexpensively. On the basis of an on-site study, conducted during 1986-87, in San-Buk Village, Keum-Sa-Myon, Yeju-Gun, Kyong-Gi-Do, the new simple piped water supply system was designed by the Institute for Environmental Research, Yonsei University, and constructed by the villagers themselves in September 1987. This simple system which is protected by metal fences consists of three main parts, pump house, vertical sand filter and water tank. The pumped water from underground flows into the upper part of the sand filter, through the sand, and out the water tank which is connected to the bottom of vertical filter. And the simple plastic-bottle chlorinator was installed in the water tank for chlorination. The water quality was remarkably improved after completion of construction. The total bacterial count was not detected from the tap water in households distributed by this simple piped water supply system. The construction cost of this system which was connected 34 households in San-Buk Village, was 4,851,000 won (approximately 6,020 U.S. dollars : 1$=805.8 won) in 1987,77% of expenses was supported by the Community Development Foundation in Korea. This case study for simple piped water supply projects will be applicable to other programme for improvement of water supply system in rural areas of Korea, and other developing countries.

In 2009 the Korea Ministry of Environment announced 'A Comprehensive Plan for the Improvement of Sewer Service in Rural Area' aiming at reduction of the sewer service gap between urban and rural areas as well as improvement in the residential environment of the rural area. According to the plan, the sewer system supply rate for the rural area is expected to reach up to 75% until 2015 with the budget of 4.7 trillion won (Korean currency). It is not certain, however, that the increase in the sewer system supply rate will accompany improvement of water quality in receiving water because several veiled problems that can occur in small-scale sewer treatment plants are poorly addressed in the plan. In this study, those issues for the small-scale sewer treatment plants and their solutions were discussed based on a case study in which we investigated 19 treatment facilities at two rural regions in Gyeonggi province. This study also included strategies useful for the plan. From the results of investigation, some problems, e.g., high hourly variations but low in flowrates and low mass loading were commonly identified. Although operation parameters in sewer treatment plants require to be modified depending on the mass loading, most of the plants were operated with the initial design parameters which causes the decrease of removal efficiency. In the intensive diagnosis, we arranged and applied solutions (e.g., flow equalization, air on/off time control, etc) to the two selected plants and found out improvement of effluent water quality, especially organic matters (COD and SS) and T-N with better denitrification performance.
The purpose of this research is to propose the measurement of improving DEM by using the water surface range of SAR image analysis for river corridors and to suggest the construction of satellite-based 3D river spatial information of inaccessible regions such as North Korea. For this research, it has been progressed from the accessible area, watershed of Namgang river, the branch of Nakdonggang river. The satellite image was collected from SAR satellite image data for a year in 2021 which was provided by ESA from Sentinel-1A/B data and extracted from the seasonal water surface area. Ground gauge water level was collected from hourly intervals data by WAMIS. The DEM was improved by analysis of the river altitude of water surface area change by the combination of the ground water level of minimum to maximum water surface area data extracted from SAR image analysis. After the improvement of DEM, the altitude of the river varied that it is defined to comprise more natural form of river DEM than the existing DEM. The correction validation of improvement DEM was necessary in field survey elevation data; however, the correction validation was not progressed due to the absence of the data. Although, the purpose of this research is to provide the improvement of DEM by using the analyzed water surface by existing DEM data and SAR image analysis. After the progression of additional correction validation research, we would plan to examine the application in other places and to progress the additional methodological research to apply in inaccessible and unmeasured area including the North Korea.
The paper is to estimate willingness-to-pay (WTP) for residential water quality improvement in Busan, using non-parametric approach. There are several significant advantages of non-parametric approach, compared to parametric methods. That is, no probability distribution assumption is necessary so that there are no needs to assume or test goodness of fit, model specification and heteroscedasticity statistically. For the reliability and the validity of contingent valuation method a survey was conducted for 665 respondents, who were sampled by stratified random sampling method, by personal interview method. The result of mean WTP for residential water quality improvement in Busan was estimated to be 3,190 won to 3,331 won per month per household, while median WTP being 1,750 won. Provided that our sample is broadly representative of the Busan's population, an estimate of the annual aggregated benefit of residential water improvement for all Busan households is approximately 50.2 billion won in case of mean WTP or 27.5 billion won in case of median WTP.
Flood discharge capacity in a dam downstream reach has been decreased after dam construction because of the river cross section reduction impacted by farm lands, sand-bars and parking lots, etc. in river flood plains. Those obstacles being in the river inside areas have caused negative influences to the dam operation policy. Therefore, the dam downstream river improvement work associated with the dam operation improvement plan is under construction for removing reduction factors on the dam effective storage, assuring flood safety in the dam downstream river and incrementing dam operation benefits. But the project has issued some problems such as project feasibility, economic evaluation, cost allocation and benefit share, etc. Since a dam enterpriser has not committed such kind of project before, it is necessary to set up an objective analysis process and a quantitative financial valuation. This study examines the measurable economic benefits and the cost allocation of the project for the fairness between benefit owners (central government and water electricity enterprisers). As a result, the total economic benefit from 3 dams (Imha, Daechung and Youngdam Dam) accounts for 14.41 Billion Won/year. The financial valuation of K-water as a project enterpriser is approximately estimated at 40% of the total value and the government is 60%.
The objective of this study is to perform hydraulic and numerical model experiments of the flows in circulation-water-pump(CWP) chambers of combined cycle power plants (CCPP) to be built and to suggest improvement plans if the flows might cause a serious problem on the operation of CWPs. Hydraulic model was constructed in a scale of 1 to 20 using acrylic sheets and a two dimensional numerical model used was RMA2. To evaluate results of Hydraulic and numerical model experiments, evaluation criteria of flow conditions in the intake canal and CWP chambers were determined. Vertical vorticities obtained from numerical simulations for the initial plan of CCPPs were qualitatively compared with results of hydraulic model experiments and the formation possibility of a large scale vortex, one of the flow evaluation criteria, was evaluated. The initial plan was found not to satisfy the flow evaluation. Nine improvement plans were devised and numerically simulated. Four alternative plans among nine improvement plans were selected and hydraulically experimented. On the ground of the results of hydraulic model experiments, a final improvement plan, one of four improvement plants, was suggested. When CWP chambers and intake canals were designed with spatial constraints, flow separating wall and guide walls were found to improve flow conditions in CWP chambers.
Recently, Korean development Institute includes water for environmental improvement as an additional water demand category in water resources development project. In response to this change, this paper is to measure benefits of providing additional water in Yeondok Ohsip River by applying contingent valuation method. This study extended the conventional CVM design by incorporating distance variable into WTP function of dichotonomous choice responses and treated protest bids by estimating sample-selection models. The empirical analysis exhibited that more than 30% of respondents were categorized as protest bids and the mean of WTP from sample selection models were three times higher than that of the whole sample. In addition, the distance variable had significantly negative impact on sample WTP regardless of variables forms, and the geographical market area were more 400km, which implies that beneficiaries of water service would the households from the whole nation.

Land use and climate changes are the important factors to determine the runoff and sediment loads from the watershed. The changes also affected to runoff volume/pattern to the dam operation and may cause flood and drought situations in the downstream area. Sirikit Dam is one of the biggest dams in Thailand which cover about 25 % of the runoff into the Central Plain where the Bangkok Capital is located. The study aims to determine the effect of land use change to the runoff/sediment volume pattern and the rainfall-runoff-sediment relationship in the different land use type. Field measurements of the actual rainfall, runoff and sediment in the selected four sub-basins with different type of land use in the Upper Nan Basin were conducted and the runoff ratio coefficients and sediment yield were estimated for each sub-basin. The effect of the land use change (deforestation) towards runoff/sediment will be investigated. The study of the climate change impact on the runoff in the future scenarios was conducted to project the change of runoff volume/pattern into the Sirikit Dam. The improvement of the Sirikit Dam operation rule was conducted to reduce the weakness of the existing operation rules after Floods 2011. The newly proposed dam operation rule improvement will then be evaluated from the water shortage situations in the downstream of Sirikit Dam under various conditions of changes of both land use and climate when compared with the situations based on the existing reservoir operation rules.

The objective of this study was to determine the effects of low temperature plasma on the surface properties of polyester fabric with respect to wettability and water repellency. Highly wettable polyester fabric surfaces were obtained by oxygen treatment. The improved wettabililty of oxygen plasma treated fabrics decreased with aging time up to 30 days, and then the wettability remained relatively constant and still exhibited significant improvement compared to that of untreated polyester. Water repellency was significantly improved by tetratfluorocarbon plasma treatment. Such an improvement appears due to introduced fluo\ulcornerrine atoms or a thin fluorocarbon film on the fiber surface. Water repellency remained constant in fact, even after 150 days.
