  • The water supply facilities of Korea have achieved a rapid growth, along with the other social infrastructures consisting a city, due to the phenomenon of urbanization according to economic development. Meanwhile, the level of water supply service demanded by consumer is also steadily getting higher in keeping with economic growth. However, as an adverse effect of rapid growth, the quantity of aged water supply pipes are increasing rapidly, Bursts caused by pipe aging brought about an enormous economic loss of about 6,161 billion won as of 2019. These problems are not only worsening water supply management, also increasing the regional gap in water supply services. The purpose of this study is to classify hazard evaluation indicators and to rank the water distribution network hazard by cluster using the TOPSIS method. In conclusion, in this study, the entropy-based multi-criteria decision-making methods was applied to rank the hazard management of the water distribution network, and the hazard management ranking for each cluster according to the water supply conditions of the county-level municipalities was determined according to the evaluation indicators of water outage, water leakage, and pipe aging. As such, the hazard ranking method proposed in this study can consider various factors that can impede the tap water supply service in the water distribution network from a macroscopic point of view, and it can be reflected in evaluating the degree of hazard management of the water distribution network from a preventive point of view. Also, it can be utilized in the implementation of the maintenance plan and water distribution network management project considering the equity of water supply service and the stability of service supply.

A survey on the Sanitary Conditions of Water Supply and Privy Facilities to the Rural Area. (일부 농촌지역의 급수시설 및 분뇨처리에 대한 위생학적 조사)

  • The survey on the sanitary conditions to the water supply facilities, privy facilities and disposal methods of human excreta in Sindong area of Choonseung-gun, Kangwon Province was carried out during 7 months from May to November, 1976. The results of the survey are as follows. 1) The pump-wells are used in the 1,185 households as 66.7% of 1,775 and are almost private. 2) The materials of drainage floors and drainage are almost cement, and the drainages are good condition. 3) Most parts of dug-wells have been used beyond 9 years after installation, and disinfection of water has not been carried out in the case of 68.1% of total wells. 4) Objectives of water use to the number of households as 60.2% are drinking, kitchen and cleaning. 5) Water consumption per capita day is estimated to be about 22.7% litters. 6) 1,521 households as 85.7% of total 1,775 possess their private privies and the numbers as 80.6% of the private privies are located outside the houses. 7) The privies are needed to be improved much more in the view point of excreting to the ashpile instead of the septic tank in the case of 39.2% of total households. 8) Human excreta as manure are used to the field in the number of households as 82.4 of total 1,316.

A Study on the Unified Operation and Maintenance System of Irrigation Facilities in Korea - With Reference to the Survey Results on the Activities of Irrigation Fraternities in Chungnam Province - (농업용수리시설의 유지관리체제일원화에 관한 연구 - 충남지역 수리계 운영실태조사결과를 중심으로 -)

  • This study is aimed at identifying the national economic value of the irrigation facilities by reviewing the existing papers on economic values of the irrigation facilities and presenting current status of dual O & M problems of the irrigation facilities. This study suggested the unified O & M system rather than continuing the existing dual O & M system of irrigation facilities based on the surveyed results of the activities of irrigation fraternities in Chungnam Province. The findings and proposals for the successful unified and mono O & M system of the irrigation facilities are as follows: (1) Total number of irrigation facilities in the nation accounts for 67,582, while the total length of irrigation and drainage canals amounted to about 174,259km. On account of the total length of structural canals was estimated at 31%, much losses of water and much O & M costs have been inevitable for the full irrigation rice culture. In spite of the past heavy investment for irrigation facilities, the ratio of rain-fed and partially irrigated paddy fields accounts for 23% in 2003. Both Korea Agricultural and Rural Infrastructure Corporation (KARICO) and the city and Gun Governments have managed the irrigation facilities separately by irrigation fraternities. The KARICO have commanded 59% of irrigation paddy area with 18% of the total irrigation facilities, while the city and Gun governments covered 41% of irrigation paddy area with 82% of the existing number of irrigation facilities representing small and medium scale. (2) The 1999 demand prices of irrigation water per ton expressed in 2000 constant market price was estimated at 388 won, the supply price was amounted to 184 won per ton. Considering the supply and demand curve of the irrigation water, the existing irrigation facilities could not satisfy the demand of irrigation water. (3) In 1999, total present added value of the irrigation facilities during the economic life accounted for 48 trillion won, while total supply cost was 44.7 trillion won. The marginal benefit and cost ratio of irrigation water was 1.08. (4) The total O & M cost per year amounting to 681.1 billion won have been required to maintain and repair the existing irrigation facilities in Korea. For the successful unified O & M of irrigation facilities covering whole irrigated paddy field in Korea, 950 billion won of O & M costs are required to keep up the marginal benefit of irrigation water as 2,800 billion won per year. The total O & M cost as 950 billion won should be allocated 40%, 380 billion won for O & M costs of irrigation facilities and 60%, 570 billion won for improvement of irrigation facilities. (5) The study investigated and reviewed the present O & M status of the irrigation facilities by small and medium irrigation fraternities. Most of the farmers belong to the irrigation fraternities preferred not only unified O & M but also KARICO take-over of the whole O & M activities of the irrigation facilities. The prevailing O & M cost per 10a expended by the Corporation was amounted to 104,890 won, while that of city and Gun governments was only amounted to 4,600 won per 10a. regarding the small amount of O & M cost expended by city and Gun governments, it is evident that the existing irrigation system have been managed ineffectively and deteriorated the facilities comparing that of KARICO. In conclusion, the Government could not satisfied the demand of irrigation water by suppling water with existing irrigation facilities. Therefore new additional investment and financial support for irrigation water development should be made to convert rain-fed and partially irrigated paddy fields into fully irrigated ones. The operation and maintenance cost should be supported to keep the marginal values of rice production of existing irrigation facilities in the national economy and to modernize the obsolete irrigation facilities. By unifying the existing dual O & M systems, all the farmers belong to the irrigated paddy fields have to be equally benefited and could be increased their farm income and be stabilized their rural lives.

  • The correct estimation of the daily or hourly urban water demand is required for the efficient management and operation of the water supply facilities. The prediction of water supply demand are regression model and time series method, the optimum ARIMA (Auto Regressive Integrated Moving Average) model was sought for the daily urban water demand estimation in this paper. The data used for this study were obtained from the city of Kwangju Korea. The raw data used in this study were rearranged 15, 30, 60, 90 days for the purpose of analysis. The statistical analysis was applied to the data to obtain the ARIMA model. As a result, the parameters determining the ARIMA model was obtained. The accuracy of the model was 2% of water supply. The developed model was found to be useful for the practical operation and management of the water supply facilities.

Application of analytic hierarchy process technique for selecting a hydrothermal energy site (수열에너지 입지 선정을 위한 계층화분석법의 적용)

  • In this study, an evaluation system that can be used to evaluate the feasibility of developing and supplying hydrothermal energy for the operation of large-scale complex facilities was developed. To this end, this study derived factors to be considered when selecting a location for the use of hydrothermal energy using raw water from multi-purpose dams and regional water supply systems through literature survey and expert interviews. The evaluation indicators derived from this study are divided into four sectors: hydrothermal energy utilization factors, location factors, planning factors, and disaster safety factors, and are composed of 10 mid-level indicators and 34 detailed planning indicators. The relative importance of all factors was derived using the Analytic Hierarchy Process (AHP) technique, and the developed evaluation indicators and relative importance were applied to four multi-purpose dam regions in the country. As a result, it was found that in the development and use of hydrothermal energy utilizing regional raw water supply line the urban planning conditions of the supply site can have a greater impact on the location selection results than the hydrothermal energy development itself. Due to the characteristics of the evaluation indicators developed in this study and their nature as comprehensive indicators, it is believed that the results should be applied to determine the overall adequacy of site selection in the early stages of hydrothermal energy development. In the future, it is believed that it will be necessary to analyze the problems in supplying and operating hydrothermal energy using raw water from multi-purpose dams and regional water resources. Based on the analysis the evaluation system developed in this study is expected to be improved and supplemented.

  • The Philippine government enacted the National Water Crisis Act in 1995, as a response to the burgeoning situation of water supply systems in the country. This act led to the privatization of Metropolitan Waterworks and Sewerage System (MWSS), sector having jurisdiction and control over all waterworks and sewerage systems in a service area including Metro Manila. Nowadays, the region's supply of water is still facing a lot of difficulties, both in quality and quantity. The unabated migration of people to the metro which increases its population, tapping from the aged pipelines, lack of water facilities and infrastructure, excessive groundwater withdrawal, environmental degradation, and surface and groundwater pollution are some of the issues that Metro Manila have to deal with. These situations lead to two primary water supply issues suffered by Metro Manila: water shortage and flooding. The purpose of this paper was to present water supply in Metro Manila with respect to the problems in its distribution, environmental implications and quality. In this paper, several technical reports, published literature, and news articles were consulted and became the major basis for identifying gaps and suggesting remedial measures.

  • Recently, many water treatment facilities are operated by automatic control or by remote control. These high technology control systems require more stable power supply than before Badly most automatic control systems adopted in water treatment facilities are non-linear load which generates electrical harmonics inevitably. This study is intended to measure and analyze the electrical harmonics occurred at the chemicals control device which is inverter application circuit. and to show the effect of the harmonics filter.
