Conventional monitoring method is used for evaluation of the reservoir and levee at the highest height sections. In recent years, automated measurement technology has been developed, and the measurement results are transmitted, collected and stored in real time into management office. Despite the development of real time monitoring technology, the measurement results are not used directly or indirectly with facility management at real time. Recently, as wireless sensor network measurement technology has been developed based on internet of things, this study proposed a real - time measurement and evaluation system based on wireless sensor network technology in the reservoir structure. As a result of the seepage analysis for the application, it was confirmed that the volumetric water content changes together with the change of the seepage line inside the embankment body according to the change of the water level of the embankment. In other words, the applicability of the measurement system with the volumetric water ratio set as the sensor node was verified.

The rapid urban expansion and the increase in natural disasters due to the increase of population after industrialization and climate change are causing numerous urban management problems. The IP based hyper-connectivity caused by the initiation of the 4th industrial revolution enables a variety of technologies and services that produce vast amounts of data and solve urban management problems based on this. Especially, the quality of life is improved by providing the necessary information for life that are produced through a sensor network on wired and wireless communication. In this study, we intend to propose the method of optimal communcation network composition for innovative and futuristic city management technology through the case of K-water Smart Village Communication System
Recently, worldwide to respond to climate change and secure sustainability. Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Therefore, the necessity of establishing and operating governance is expanding to ensure the sustainability of agricultural water. In this study aims to evaluate the importance of agricultural water governance components and provide essential data for the participation of stakeholders in the efficient use of agricultural water in Korea. For this study, a total of 19 respondents to the ANP survey for this study were composed of experts in agricultural water and governance in Korea. As a result, the ranking for the main components was in the order of law, policy, and systems(0.222), core subjects(0.191), information sharing and communication(0.180), budget support(0.178), mutual learning(0.124), and external experts(0.105). The most important components for the operation of agricultural water governance are laws, policies, and systems. Since Korea's agricultural water management is a public management system, national standards are considered the first priority. This study, which is the purpose of the agricultural water governance model, evaluated the importance of the constituent components for participating in demand management with a sense of responsibility. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustainability through agricultural water saving.
Wet porous media representing agronomic soil that contains variable water content with variable electrolyte concentration was measured to study the shape of the curves of the electric double layer capacitance versus frequency (from 10 KHz to 10 MHz. This was done in an attempt to find the lowest practical operating frequency for developing low cost dielectric constant soil moisture probes. Cellulose sponge was used as the porous media. A high frequency electronic bridge circuit was developed for measuring the equivalent network parallel resistance and capacitance of porous media. It appears that the effects of the electric double layer component of the total parallel network capacitance essentially disappear at operating frequencies greater than approximately 25 MHz at low electrolyte concentrations but are still important at 50 MHz at higher concentrations. At these frequencies, the double layer capacitance masks the diffusion region capacitance where true water content capacitance values reside. The general shape of the curve of volumetric water content versus porous media dielectric constant is presented, with an empirical equation representing data for this type of curve. It was concluded that the lowest frequency where dielectric constant values which represent true water content information will most likely be found is between 30 and 50 MHz at low electrolyte concentrations but may be above 50 MHz when the total electrolyte concentration is near the upper level required for most mesophyte plant nutrition.

This study proposes the DMA(District Metered Area) operation technologies to reduce water losses in water supply network, such as development of DMA control and monitoring system and analysis method of DMA water flow and pressure analysis. DMA boundary analysis and control and monitoring systems of J city was studied in advance, and some problems to be improved was presented. Water losses analysis program was developed to assess the effects of this study.
Loopnet model was developed to simulate unsteady flow in the looped network channel, considering change of the time and space. In this study, the looped solution algorithm was derived and the accuracy and stability of the model was tested. The Gulpo river system was used to calculate the flood water levels considering the hydraulic structures, tidal effect and inflow hydrographs. The result of the simulation showed that the accuracy and stability of this model was reliable. The change of flood water level of the Gulpo River system and the spillway section were not greatly affected by the operation water level of the navigation channel. But this analysis showed that roughness was one of the very important physical factor in changing flood water level.
Groundwater monitoring data from the National Groundwater Monitoring Stations, a total of 320 stations, were analyzed to identify the response of water level and quality to the Odaesan earthquake (M4.9) occurred in January 2007. Among the total of eight stations responded to the earthquake, five wells showed water-level decline, and in three wells, water level rose. In terms of recovery, water levels in four stations had recovered to the original level in five days, but not in the rest four wells. The magnitude of water-level change shows weak relations to the distance between the earthquake epicenter and the groundwater monitoring station. However, the relations to the transmissivities of monitored aquifer in the station with the groundwater change were not significant. To implement the earthquake monitoring system through the groundwater monitoring network, we still need to accumulate the long-term monitoring data and geostatistically analyze those with hydrogeological and tectonic factors.

It is crucial to predict water temperature for aquatic ecosystem studies and management. In this paper, we first address challenging issues in predicting water temperature in a real time manner and propose a distributed computing model to address such issues. Then, we present an Artificial Neural Network (ANN)-based water temperature prediction model developed for the Soyang River and a cyberinfrastructure system called WT-Agabus to run such prediction models in an automated and real time manner. The ANN model is designed to use only weather forecast data (air temperature and rainfall) that can be obtained by invoking the weather forecasting system at Korea Meteorological Administration (KMA) and therefore can facilitate the automated and real time water temperature prediction. This paper also demonstrates how easily and efficiently the real time prediction can be implemented with the WT-Agabus prototype system.

In areas where water is scarce, water management is critical. This has an impact on agriculture, as a significant amount of water is used for that purpose. Electronic measurement equipment are essential for regulating and storing soil data. As a result, research has been conducted to manage water usage in the irrigation process. Many equipment for managing soil fertility systems are extremely expensive, making this type of system unaffordable for small farmers. These soil fertility control systems are simple to implement because to recent improvements in IoT technology. The goal of this project is to develop a new methodology for smart irrigation systems. The parameters required to maintain water amount and quality, soil properties, and weather conditions are determined by this IoT-based Smart irrigation System. The system also assists in sending warning signals to the consumer when an error occurs in determining the percentage of moisture in the soil specified for the crop, as well as an alert message when the fertility of the soil changes, since many workers, particularly in big projects, find it extremely difficult to check the soil on a daily basis and operate agricultural devices such as sprinkler and soil fertilizing devices.
A river water level monitoring system which prevents salt water damages and effectively excludes floods has been developed to contribute efficient operation of Nakdong river estuary barrage. The system can be used for monitoring upstream conditions more quickly and do appropriate responses over changes. Telemetry and telecontrols using PLCs have been built at the three sites that directly influence on the operation of barrage gates, and are linked to Nakdong river estuary barrage's IOS (Integrated Operation System) through public communication networks. By using PLC, the system can achieve even higher reliability and versatility than before as well as easy management. By power control devices, we can remotely control the power of PLCs to treat the minor troubles instantly without going on-sites. The power control devices also save data in preparation for the cases of communication failures. The system uses ADSL (FTTH) as a main network between SCADA server and PLCs, and CDMA (M2M) as a secondary network. In order to compensate security vulnerabilities of public communication network, we have installed the VPNs for secure communication between center and the observation stations, just like a dedicated network. Generally, river water level observations have been used custom-manufactured remote terminals to suit their special goals. However, in this case, we have established a system with open architecture considering the interface between different systems, the ease of use and maintenance, security, price, etc.
