WTO/TBT 협정 및 제조물책임법(PL : Product Liability Law)이 시행됨에 따라 전기설비 공사 시 안전성 확보는 전기공사의 최우선 과제로 정부 및 전기관련 단체에서는 안전에 대한 연구가 활발하다. 정부는 안전관리 강화를 위한 조치로 전기설비 검사제도와 관련하여 전기사업법이 매년 부분적으로 개정되고 있다. 그러나, 개정내용의 대부분은 사용전검사(점검)등 신규시설물 검사에 대한 범위에만 주안점을 두고 있기에 우리협회를 비롯하여 전기관련 단체 및 기술자들은 실질적인 안전강화에 대한 의견을 지속적으로 제시하고 있다. 본 연구는 현재 전기설비 검사제도의 실태를 되짚어보고 외국의 전기설비 검사제도 운영을 검토하여 보다 합리적인 발전방안을 제시하고자 한다.

With the advent of the WTO system in 1995, non-tariff barriers including technical barriers to trade(TBT) has become one of the important issues in world trade order. The purpose of this study is to analyse an impact of the calibration and measurement capabilities(CMC), the degree of equivalence of national measurement standards which is maintained by NMIs to provide governments with a technical foundation for wider agreements related to international trade. The results of the analysis using the gravity model with the proxy of the CMC shows that the CMC has a positive impact on Korean trade. Particularly, it was estimated that the CMC registered by high-income economies has more impact on Korean trade than those by low income economies. This implies that the countries highly dependent upon foreign trade like Korea need to have much more interest in the investment into measurement standards and science which is generally considered to be a public goods.

IEC is an international standards which are used in many countries with Europe as the center. IEC standard is introduced in Korea according to WTO/TBT agreements, however until now there are no buildings in Korea which are designed applying IEC standard. Therefore, KEA(Korea Electric Association) is scheduled to construct Korean low voltage electrical installation integration test site which is designed applying IEC standard. In this paper, before being under construction of Korean low voltage electrical installation integration test site, power substation is modeled based on real design parameters and method to select circuit breakers and cables is presented applying IEC standard in the modeled power substation. EMTP(ElctroMagnetic Transient Program) is used for simulation program. EMTP which is power system analysis program is easy to model power system and power substation.

기술의 발전과 사회/환경변화, WTO/TBT 및 FTA 협정 이행을 위한 국제표준 도입 등 대내 외적 환경에 능동적/선제적으로 대처하기 위하여 국제표준 수준의 규정인 한국전기규정(KEC) 제정(안)을 개발하고 있다. 한국전기규정(KEC)은 국제표준인 IEC를 근간으로 하고, 상세사항은 DIN, BS, NEC 등의 선진표준을 참조, 국내외 표준들의 비교/조사를 통한 개발을 목적으로 제정 중에 있다. 한국전기규정(KEC)은 제1편 공통분야와 제2편 저압전기설비분야, 제3편 고압전기설비분야, 제4편 지능형전력망분야 등 총 4편으로 구성되며 이 중 피뢰시스템은 IEC 62305를 기초로 하여 제정되었다. 본 논문에서 한국전기규정(KEC) 제1편 제5부 피뢰시스템분야에 대한 중요사항에 대해 제시하였다.

WTO/TBT 협정에 따라 2006년부터 IEC 전선의 전면적인 사용과 전기설비기술기준의 판단기준에 IEC 60364 저압전기설비분야의 도입으로 국내현장에서 국제표준을 적용할 수 있게 되었다. 그러나 국제표준(IEC)은 내용이 포괄적이며, 원론적인 부분을 다루고 있어 실제 현장 적용에 많은 어려움이 있다. 이에 따라 대한전기협회에서는 국제표준(IEC)을 기초로 하여 국제수준과 대등한 "한국전기규정 KEC"를 제정중이며, 본 연구는 KS C IEC 60364-5-52 기초로 작성한 KEC 제2편 저압전기설비분야 제43장 배선설비의 제정현황을 소개하는 것이다.

WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.

물류 표준화의 핵심은 수송, 보관, 포장, 상/하역, 정보/보안의 물류활동간의 호환성과 연계성의 확보이다. 국제표준 채택을 의무화하고 있는 WTO/TBT 협정을 차치하더라도 물류표준화의 정도는 국가의 물류경쟁력을 결정짓는 가장 중요한 척도라고 할 수 있다. 특히 한 중 일 3국의 경우 교역랑만 5조 3,236억불로 전 세계 교역량의 17.6%(2010년 기준), GDP 합계 12조3443억 달러로(2010년 기준) 세계전체 GDP 62조 9093억 달러 중 19.6%, 해운물동량은 전 세계 물동량의 60% 이상을 차지하고 있는 상황에서 물류경쟁력은 곧 국가경쟁력으로 보아도 무방하다. 아직도 국내에서는 물류분야 간 연계와 첨단정보기술이 결합된 현장중심의 융 복합 표준이 미비하고 대부분의 경우 해외국가들이 자신들의 입장대로 추진하거나 선점한 표준을 따라가기 바쁜 실정이었다. 스마트물류표준화는 이러한 현실에서 탈피하여 글로벌 물류표준을 선도하고 국내 현실에 적합한 현장물류표준을 반영하자는 취지에서 출발한다. 스마트물류는 i-ULS(Intelligent-Unified Logistics System) 체계, 즉 IT와 각 물류기술을 융합하여 표준화시키는 것은 물론 기존 표준을 산업현실에 맞게 반영해 나가는 것이 국가표준코디네이터로서의 주요한 목표가 되고 있다. 본 고는 전년도 스마트물류 표준화로드업에 작성된 표준화기술 중 산업체 설문을 통하여 10대 주요 표준화 트렌드를 선정하여 정리한 것이다. 10대 표준화 기술로는 순환물류포장시스템, 실시간 위치추적기술, 스마트컨테이너(Smart Freight Containers), 해상용 컨테이너 모니터링 시스템(CTMS), 글로벌 포장 표준모듈, 친환경물류 표준지표, 스마트물류 포장용기, 스마트그린물류센터(Passive Warehouse), 모바일 RFID 물류 적용 기술, Modal Shift(전환교통) 등이 선정되었다. 이번 4월호 특집에서는 10대 표준화 전략트렌드 가운데, 스마트물류에 대해 알아보도록 한다.

Many different approaches and databases have been developed for the evaluation of non-tariff measures (NTMs) and free trade agreements (FTAs). This paper is devoted to the EU-South Korea agreement, which is the first 'second-generation' FTA of the EU, addressing a wide array of non-tariff policies. We review the evolution of NTM types applicable to the EU-South Korea trade relationship and the role of NTMs in ex-ante and ex-post analyses of the agreement. Subsequently a structural gravity model is employed to assess the value added of information on different aspects of FTAs and types of NTMs by evaluating their ability to predict the trade effects of the EU-South Korea FTA. Our results show that, when accounting for information on the components common in modern deep trade agreements, no additional trade effect is attributable to the EU-South Korea FTA. The evolution of NTMs differs considerably across indicators used, but trade predictions are hardly affected. Most specifications point towards a negative effect of bilateral differences in the number of technical barriers to trade (TBT) applied and sanitary and phytosanitary measures (SPS) against which trading partners issued complaints at the WTO.

An MRA is considered to be an important policy tool within the WTO for overcoming technical barriers to trade. A number of studies on the economic impact of MRAs have demonstrated their positive economic effects. However, no studies have been conducted on MRAs in the pharmaceutical industry since analysis has been limited to industries as a whole or certain industries where some data were accumulated. Therefore, this paper analyzed the economic impact of MRAs for GMP inspection exemption in the pharmaceutical industry through the Conditional Valuation Method (CVM), a valuation technique for non-market goods. Pharmaceutical companies were asked whether or not they were willing to pay for the Korea-EFTA MRA through double-bounded dichotomous choice (DBDC) questions. The final WTP was estimated using the utility difference model developed by Hanemann (1984). As a result, annual economic effects on the pharmaceutical industry were estimated to be between KRW7.03 billion to KRW15.8 billion.

BLUs are major component in LCD industry which occupies 90% or more of FPD market worldwide and BLU market is expected to be expanded continuously according to the trend of miniaturization, slimness, low power consumption and low weight. The larger the BLU market scale, the more important standardization of performance evaluation techniques to clearly prescribe the product specification. Currently the government is promoting the establishment of related laws and coincidence with international standards to cope with agreements such as WTO/TBT, but the nongovernmental standardization activities are not enough to be actualized. Furthermore, BLU related components such as CCFL, EEFL, inverter and reflector are already developed for localization to substitute imports with home products but collective standardization, national standardization, and international standardization are still not done. So, performance specifications and evaluation methods for normal fluorescent lamps or industrial lamps are being adopted and used as national standards and safety certification standards instead. Making these standards enables to prepare a chance to penetrate into global market and to promote world best products. Also, by making this collective standard, it provides chances to take part in international standardization activities, to protect domestic industries and technologies, to obtain the trend of advanced technologies, and to be predominant over other countries. That is to say, CCFL standardization helps raise 21st century national strategic technology policy and go ahead of globalization of core technologies.
