Appropriateness of Location of Nuclear Accident Evacuation Shelters based on Population Characteristics and Accessibility -The Case of Busan Gijang-gun, Geumjeong-gu and Haeundae-gu in Korea- (인구특성과 접근성을 고려한 방사능재난 대피시설 입지 적정성 분석 -부산광역시 기장군, 금정구, 해운대구를 대상으로-)

  • Korea has set up a radiation emergency planning zone based on the 「Act on Physical Protection and Radiological Emergency」 to protect residents living near nuclear power plants in the event of nuclear disasters. Little research has been conducted on the appropriateness of existing nuclear evacuation facilities because of a general lack of interest in nuclear accidents. This research addresses this gap by analyzing the location adequacy of evacuation facilities in Busan's emergency protection planning area based on vulnerable populations and accessibility analyses. The Gijang-gun which has the greatest risk, shows that only 4.05% of the total urban area was included in the evacuation service area within 5 minutes while only 36.93% of Geumjeong-gu and 37.23% of Haeundae-gu were included in the evacuation-enabled area. In addition, evaluation facilities in the elderly population hotspots were lacking, and there was a wide gap between dongs within the same Gu. Thus, additional evacuation facilities need to be designated and installed considering the spatial equity between areas and safety of both the public and vulnerable populations.

  • SCADA (Supervisory Control and Data Acquisition) system has been used fur remote measurement and control on the critical infrastructures as well as modem industrial facilities. As cyber attacks increase on communication networks. SCADA network has been also exposed to cyber security problems. Especially, SCADA systems of energy industry such as electric power, gas and oil are vulnerable to targeted cyber attack and terrorism. Recently, many research efforts to solve the problems have made progress on SCADA network security. In this paper, we introduce recent security issue of SCADA network and propose the application of encryption method to Korea SCADA network.

  • Sixty natural springs and wells used as community facilities for drinking water are developed along mountain climbing way of suburban area and residential area in Daejeon City. In this study, the seasonal variation of their water quality and hydrochemical characteristics were investigated. Some natural springs are vulnerable to bacilli contamination because of their short residence time and shallow circulation in subsurface environment. The waters show hydrochemical types of Ca-HCO$_3$ and Na-HCO$_3$, and are characterized by low electrical conductance and weak acidic pH.

  • Recently, Lu and Cao proposed a password-authenticated key exchange protocol in the three party setting, and the authors claimed that their protocol works within three rounds. In this paper, we analyze the protocol and show the protocol cannot work within three rounds. We also find two security flaws in the protocol. The protocol is vulnerable to an undetectable password guessing attack and an off-line password guessing attack.

Analysis of Slope Characteristics of Solar Power Plants in Gangwon Province based on Geospatial Database (산지 태양광 발전시설의 지형 공간 데이터베이스 구축 및 사면 특성 분석)

  • In Korea, many solar power generation facilities are being installed in mountainous regions, which cover 70% of the country' area. This study aimed to analyze the slope characteristics of solar power generation facilities installed in such regions, considering the potential for mountain hazards. A database was created for 663 mountainous solar power generation facilities in Gangwon province, including data on area, slope angle, slope direction, altitude, and soil depth. GIS techniques were used to analyze the slope characteristics of these facilities. The area of solar power generation facilities installed in the Gangwon Mountains ranges from 606 to 320,718 m2. We found that a notable number of these facilities have slopes exceeding the permit standards for mountain solar power installations and steep slope criteria. In addition, most facilities are located south, making them vulnerable to landslides. The correlation between soil depth and slope or topographical altitude was found to be quite low.

  • The coverage of the National Health Insurance for the elderly is expanding to denture and implants. Although the National Long-Term Care Insurance was just being settled, Oral health service was not provided to the Elderly in Long-Term Care Facilities. The long-term care facilities had part-time facility doctors. However, there is no dentist in the long-term care facility because of lack of long-term care insurance-related legislations. The amendments of long-term care insurance-related legislations for the introduction of part-time facility dentists are needed because the elderly in long-term care facility are vulnerable to oral health. For the substantial management of the National Long-Term Care Insurance, the development of oral health service model for the elderly and education materials for the dental team will be needed. Also, adequate dental service fee of the National longterm care insurance will be needed.

  • Recently, due to the onset of the information age, various high-priced, large-size machines have been invented such as intelligent building and high-tech computer operated facilities. Consequently, all kinds of electrical, electronic, and communication equipments and facilities have been found to be vulnerable even to small amounts of electrical shock. Interference between equipments and equipment malfunction occur because of various electromagnetic interferences. Galvanic action by direct current (D.C.) causes gas valve corrosion and other electrical problems such as static electricity and electromagnetic interference (EMI) occur as well. Most of the problems stated above occur because of problems in grounding.

  • This study aims to develop the living SOC function index and classified classes using the GIS-based spatial analysis method by applying the "Central Place Theory" as basic data for classifying living areas necessary for establishing rural spatial strategies in Boryeong. Boryeong-si is classified as a southern living area in the northern living area, centering on Daecheon-dong, the first class, and it is analyzed that living services such as used car service procurement and education are needed, and the southern living area needs a mid- and high-vehicle service delivery system in Ungcheon-eup. It is believed that this study can provide important clues to the classification of central functional facilities suitable for rural centers, reinforcement of vulnerable functional facilities by living area, and provision of living services.

Assessment of Accessibility to Medical Facilities in Rural Areas using Real Road Distance focusing on Pyeongchang-gun (실제 도로거리를 이용한 농촌지역 생활권의 의료시설 접근성 평가 -평창군을 중심으로-)

  • Since most medical facilities and medical personnel are concentrated in urban areas in South Korea, an imbalance of access to medical facilities causes a gap in medical resource availability between urban and rural areas. Accessibility to medical facilities is a means of assessment that evaluates a measure of inequality in utilization of medical resources. The evaluation of accessibility uses Euclidean distance, in general; however, this method has its limits in that Euclidean distance cannot reflect actual distance. This study aims to estimate real road distance from village halls to medical facilities in rural areas using Open Application Programming Interface (Open API) of an internet portal site. Using real road distance, we evaluated medical accessibility and compared it with Euclidean distance. The accessibility to primary medical institutions was valued relatively well, but secondary and tertiary medical institutions were vulnerable in Pyeonchang-gun. Comparing Euclidean distance with real road distance from village halls to medical facilities, real road distance appeared to be approximately 1.4 times that of Euclidean distance. This calculation is similar to the circuity factor of Gangwon-do in Korea that estimated to fix the limits of Euclidean distance and assumed real road distance.

Vulnerable Analysis of Emergency Medical Facilities based on Accessibility to Emergency Room and 119 Emergency Center (응급실과 119 안전센터의 접근성을 고려한 응급의료 취약지 분석)

  • The purpose of this study was to identify vulnerable area of emergency medical care. In the existing method, the emergency medical vulnerable area is set as an area that can not reach the emergency room within 30 minutes. In this study, we set up an area that can not reach within 30 minutes including the accessibility of 119 emergency center. To accomplish this, we obtained information on emergency room and 119 emergency center through Open API and constructed road network using digital map to perform accessibility analysis. As a result, 509 emergency room are located nationwide, 78.0% of them are concentrated in the region, 1,820 emergency center are located, and 61.0% of them are located in rural areas. The average access time from the center of the village to the emergency room was analyzed as 15.3 minutes, and the average access time considering the 119 emergency center was 21.8 minutes, 6.5 minutes more. As a result of considering the accessibility of 119 emergency center, vulnerable areas increased by 2.5 times, vulnerable population increased by 2.0 times, and calculating emergency medical care vulnerable areas, which account for more than 30% of the urban unit population, it was analyzed that it increased from 17 to 34 cities As a further study, it will be necessary to continuously monitor and research the real-time traffic information, medical personnel, medical field, and ambulance information to reflect the reality and to diagnose emergency medical care in the future.
