According to SOLAS Convention, a voyage data recorder(VDR) is to be fitted onboard ships to assist in the marine casualty investigation However, a review of Korean Maritime Safety tribunal(KMST), shows that the current VDR systems is inconvenient in practical because the storage format of VDR and the casualty reproduction method are different from one manufacturer to another making it economically and timely difficult for the maritime casualty investigation bodies to carry out investigation in a proper manner. To solve this problem, this paper proposed a newly designed VDR Analysis System(VDRAS), which decodes the voyage data of VDR producea by different manufacturers, reproduces the condition at the time of casualty in an accurate, and performs necessary checks.

본고에서는 최근에 IMO에서 시행될 VDR(Voyage Data Recorder)에 대해 분석하고 특히 통신설비와 결합된 부양형 S-VDR(Simplified -Voyage Data Recoder)에 대한 통신 기술적 측면에 대해서 기술하였다. 이 장비에 결합된 통신 기술은 기존 EPIRB(Emergency Position Indicating Radio Beacon) 기술을 S-VDR과 결합한 것으로 통신적인 측면에서 기술적인 변화는 없다.
The voyage data is very important for safety of ships, and duty being effectuated by the installation of voyage data record (VDR) on ships. VDR is a black-box, and it contains 14 kinds of voyage data as text. But it is not easy to understand when the accident happened because voyage data is saved as complicated texts. User interface (UI), analysis, visualization system, which works for assist to gather information about situation of accident, was developed. It will be possible to develop onboard ship monitoring and voyage prediction system by the VDR visualization system's development in near future.

This study aims to design a chief VDR(Voyage Data Recorder) system which is appropriate to small and medium sized vessels and also implement the data about marine communication devices, sensors, etc. to be stored or printed at the navigator when those data are connected to VDR through data communication between marine navigation and VDR which are based on serial communication or internet in order to prove efficiency of the marine navigator. Also, the design of VDR is intended to be small and light in order to expand to apply it to small and medium vessels, which enables to analyze causes of marine accidents precisely through its characteristic functions which are the same as those at "vehicle mounted black-box" (location of the car, image and voice storage) by which the same roles are played on land.

The big problem of accidents at sea is negligent watch, it causes collision, fender bender, stranding, rollover, and sinking of fishing vessel. Most accidents happens without an eyewitness, it is difficult to identify the cause of the accident. VDR(: Voyage Data Recorder) is needed to identify a cause of the accident, the VDR is not usually used for fishing vessel because of high cost. Thus, this paper designs and develops a VDR system for fishing vessel. If the system is used, cause of a sea accident can be quickly identified. Also, a VDR system can be used for appropriate measures to fix a cause of the accident. Finally, it also can be helpful to prevent maritime accidents.

The purpose of VDR capsule is to maintain a stored information securely and retrievably in the extreme environment like voyage incident. This study shows the modellings, the analyses and the experiments of the survivability test of penetration, high and low temperature fire. The capsule housing is used to protect capsule against penetration and the influences of its thickness are studied by the modelling and analysis of penetration using LS-DYNA. The phase change material and thermal insulation material are used to protect capsule against high and low temperature fire test. The thermal characteristics of various volume ratios of phase change material to thermal insulation material were conducted. Also the tests were conducted to confirm the structural and thermal reliability.
A ship-to-ship (STS) lightering operation takes place in order to transfer cargo (e.g. crude oil or petroleum products) between an ocean-going ship and a service ship alongside it. Instrumental measurements to accurately determine the relative speeds and distances during the approach between the vessels would benefit the operational safety and efficiency. A velocity information GPS (VI-GPS) system, which uses the instantaneous velocity measures from carrier-phase Doppler measurement, has been applied in a field observation onboard a service ship (Aframax tanker) approaching a ship-to-be-lightered (VLCC) in open waters. This article proposes to apply VI-GPS as the input sensor to a guidance and decision-support system aiming to provide accurate velocity information to the officer in charge of an STS operation. A method for precise velocity measurement using VI-GPS was described and the measurement results were compared each other with the results of Voyage Data Recorder (VDR) and VI-GPS that showed the concept of a guidance and decision-support system applying VI-GPS with the field test results during STS operations. Also, it turned out that VI-GPS has sufficient accuracy to serve as an input sensor from the field test results.

The results of investigations into marine incidents have become an important basis in determining not only possible causes, but also the extent of negligence between the perpetrator and victim. However, marine incidents occur under special circumstances i.e. the marine environment, and this leads to difficulties in identifying causes due to problems in scene preservation, reenactment and acquisition of witnesses. Given the aforementioned characteristic of marine incidents, the International Convention for the Safety of Life at Sea (SOLAS) has adopted mandatory regulations on the carriage of Voyage Data Recorders (VDRs) and Automatic Identification Systems (AIS) for ships of a certain gross tonnage and upwards, so as to reflect recent developments in radio communication and marine technology. Adopted to provide an international standard for investigations and to promote cooperation, the Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident (Casualty Investigation Code) recommends member states to build capacity for analysis of VDR data. Against this backdrop, this paper presents methods for efficient investigations into the causes behind marine incidents based on data analysis of VDR, which serves as the black box of ships, as well as digital forensic techniques.
This paper deals with the development of RACOM(Radar Signal Detecting & Processing Computer). RACOM is a radar display system specially designed for radar scan conversion, signal processing and PCI radar image display. RACOM contains two components; i )RSP(Radar Signal Processor) board which is a PCI based board for receiving video, trigger, heading & bearing signals from radar scanner & tranceiver units and processing these signals to generate high resolution radar image, and ⅱ)Applications which perform ordinary radar display functions such as EBL, VRM and so on. Since RACOM is designed to meet a wide variety of specifications(type of output signal from tranceiver unit), to record radar images and to distribute those images in real time to everywhere in a networked environment, it can be applicable to AIS(Automatic Identification System) and VDR(Voyage Data Recorder).
