Podcasting and Politics in Singapore: An Experimental Study of Medium Effects

  • A ban on political podcasting during the General Elections 2006 in Singapore was justified by the Singaporean government on the grounds that the new medium had a greater power to influence voters than traditional modes of political discourse. A between-subjects controlled experiment was conducted to test whether podcasts of political speeches had a greater power to influence voters' evaluations of political candidates and likelihood of voting for them than online text-based transcripts of the same speeches. The study also examined whether mere exposure to political speeches online, irrespective of the modality, had an effect on voters' more general political preferences, i.e. the likelihood of support and voting for the opposition. The findings suggest that political podcasts were no more persuasive than text-based websites and that the effects on political preferences, if any, were likely due the exposure to political content online, not because of the nature of the medium. The implications of the findings are discussed.

The Integration of Social Media to the Theory of Planned Behavior: A Case Study in Indonesia

  • Leader and leadership are one of the important aspects in the life of a country. This study aims to predict the intention of young voters to vote for state leader elections by expanding the theory of planned behavior to the Indonesian context. Apart from the importance of the presidential election, research rarely uses the theory of planned behavior, and to the best of researchers' knowledge, there are no studies that have applied the theory of planned behavior to predict the intention to vote for the president. Therefore, this study is an attempt to fill that gap. Two hundred questionnaires were distributed using non-probability purposive sampling. Data analysis was carried out using the structural equation modeling (SEM) approach. The results showed that attitude and behavior control were positively related to voters' intention to elect presidential candidates. Furthermore, information from social media also has a positive relationship with the attitude of choosing presidential candidates. However, the results also show that subjective norms do not have a significant relationship with voters' intention. This study contributes knowledge to researchers, practitioners, and policymakers about the factors that influence youth intention to vote in Indonesia, namely, attitudes, perceived behavior control, and information from social media.

A Novel Electronic Voting Mechanism Based on Blockchain Technology

  • With the development of networking technology, it has become common to use various types of network services to replace physical ones. Among all such services, electronic voting is one example that tends to be popularized in many countries. However, due to certain concerns regarding information security, traditional paper voting mechanisms are still widely adopted in large-scale elections. This study utilizes blockchain technology to design a novel electronic voting mechanism. Relying on the transparency, decentralization, and verifiability of the blockchain, it becomes possible to remove the reliance on trusted third parties and also to enhance the level of trust of voters in the mechanism. Besides, the mechanism of blind signature with its complexity as difficult as solving an elliptic curve discrete logarithmic problem is adopted to strengthen the features related to the security of electronic voting. Last but not least, the mechanism of self-certification is incorporated to substitute the centralized certificate authority. Therefore, the voters can generate the public/private keys by themselves to mitigate the possible risks of impersonation by the certificate authority (i.e., a trusted third party). The BAN logic analysis and the investigation for several key security features are conducted to verify that such a design is sufficiently secure. Since it is expected to raise the level of trust of voters in electronic voting, extra costs for re-verifying the results due to distrust will therefore be reduced.

선거정보의 페이크뉴스에 대한 유권자 인식 분석 연구 -제19대 대통령선거 정보를 중심으로- (An Analysis on Voters' Awareness on Fake News related to Elections - Focused on the 19th Presidential ElectionData -)

  • 본 연구는 제19대 대통령선거를 중심으로 선거정보의 페이크뉴스에 대한 유권자 인식을 분석하여 문제를 파악, 개선방안을 제언하고자 하였다. 전체 응답자 128명(남자53명, 여자75명)을 대상으로 분석결과, 첫째 응답자의 99.2(127명)가 선거 정보를 접해본 경험이 있었으며, 주로 방송(77.2%)과 스마트폰(70.9%), 인터넷(63.8%), 신문 32.3%(41명) 등의 순으로 접하는 것으로 나타났다. 둘째 응답자의 87.4%가 선거정보가 투표에 영향을 미치는 것으로 인식하고 있으며, 이들 모두가 보통 이상의 영향을 미치는 것으로 응답하였다. 셋째 19대 대통령선거에서 후보자들이 주장했던 선거정보를 표집하여 제시한 후 팩트 인식을 분석한 결과, 연령별로 유의한 차이가 있었으며, Scheffe 사후검증결과 30-40대가 20대에 비해 팩트 인식 평균이 유의하게 높은 것으로 나타났다. 이상의 분석을 토대로 선거정보의 사전 등록제도 및 검증제도를 법제화, 시스템화 할 것, 중앙선거관리위원회가 각 선거조직별로 선거정보 조사분석위원회를 설치하여, 상시적으로 선거정보를 조사 분석하여 팩트성을 유권자인 국민에게 알릴 것 등을 제언하였다.

4.7 재보궐 선거의 중간평가적 성격: 왜 유권자는 정권심판을 선택하게 되었는가? (4.7 By-Election as Mid-term Evaluation: Why Did Voters Choose to Punish the Government?)

  • 2021년 4.7 재보궐 선거에서 여당인 더불어민주당은 최근의 선거에서 확인된 탈 중간평가적 성격의 흐름을 깨고 기록적인 참패를 당했다. 왜 더불어민주당은 최근 선거의 흐름과 달리 큰 점수 차의 패배를 당한 것일까? 본 연구는 이러한 물음에 대한 답을 찾기 위해 4.7 재보궐 선거 이후 실시한 유권자 의식 조사 자료를 바탕으로 개별 유권자의 투표행태를 분석하는 한편으로 그와 같은 유권자 선택을 초래한 배경과 원인이 무엇인지를 살펴본다. 연구 결과, 4.7 재보궐 선거에서는 선행연구에서 확인된 바와 마찬가지로 정부여당에 대한 심판 여론이 강하게 나타났으며, 네거티브 선거가 전개되었다. 그러나 이번 재보궐 선거의 과정과 결과를 보다 구체적으로 살펴보면 일반적인 재보궐 선거와는 다른 모습이 확인된다. 과거 재보궐 선거에서 정권심판은 정치적 비중이 낮은 선거에서 여당 성향 유권자의 소극적인 참여나 정치적 부담이 덜한 상황에서 더욱 극대화되어 나타나는 적극적인 심판 심리에 기인했다. 그러나 이번 재보궐 선거에서는 이와는 반대로 정치적 비중이 높은 선거에서 더불어민주당 성향 유권자와 무당파 유권자의 적극적인 심판 심리가 선거의 중간평가적 성격을 강화하는 쪽으로 영향을 미쳤다. 아울러 야당을 지지하는 보수 성향 유권자의 결집 역시 선거의 중간평가적 성격 강화에 강한 영향을 미쳤음을 알 수 있다.

당파적 유권자는 정부의 국정 운영에 대해 어떻게 문책하는가?: 정부의 국정 운영 평가와 정부 신뢰, 그리고 당파적 책임 귀속 (How Partisan Voters Dispense Reward and Punishment for Government Performance: The Influence of Partisan Blame Attribution on Trust in Government)

  • 정부의 국정 운영에 대한 유권자들의 부정적인 평가는 정부 신뢰를 낮춤으로써, 이들이 정부에 대해 문책을 하는 의미를 지닌다. 따라서 정부 신뢰는 대의 정부의 정치적 책임성을 제고하는 기능을 한다. 그러나 국정 운영의 주체가 실질적으로 정당 정부라는 점, 따라서 정부 신뢰가 담고 있는 당파적 속성을 고려할 때, 본 연구는 유권자들의 국정 운영 평가가 정부 신뢰를 낮추는 영향력이 정당일체감에 의해 차별적으로 나타날 것을 경험적으로 검증한다. 응답자가 인식하는 정치/사회 갈등 수준이 높을수록, 정부 정책 평가가 부정적일수록, 경제 상황 평가가 부정적일수록 정부에 대한 신뢰가 낮아지는 가운데, 여당인 더불어민주당 지지자에게서는 이러한 영향력이 미미하였으나, 제1야당인 미래통합당 지지자들에게서는 그 영향력이 가장 명확하게 나타났다. 본 연구의 결과는 정부에 대한 유권자들의 신뢰와 불신의 대립이 정부의 국정 수행에 대한 평가보다 오히려 유권자들의 정치적 선호에 근거하여 발현되고 있음을 보여준다. 또한, 이는 정부 신뢰가 가지는 문책의 기능이 왜곡됨으로써 정부가 정치적 책임성을 제고할 유인이 약화될 수 있음을 시사한다.

Extension of Votopia to Mobile Voting

  • The electronic voting becomes new challenging area in cryptographic application. A variety of schemes are designed and implemented based on cryptographic protocols. Initiated by ICU, one of best practices was votopia[1] which was successfully served into the Internet voting based on modified Ohkubo et al.'s scheme[2] under Public Key Infrastructure (PKI) and Java technology. Votopia was used to select the Most Valuable Player and Best Goal Keepers of 2002 FIFA World Cup Korea/Japan$\^$TM/ through the Internet where most voters can access and cast their ballots from any place and at any time. However, votopia assumed that the resources of the Internet voters only connected via wired environment. In this paper, we suggest how to extend votopia to mobile voting which has limited computing resources.

Estimation of Transition Probability on Two Successive Occasions Sampling with Randomized Response Technique

  • A combination procedure of successive occasions sampling and randomized response method is investigated. Randomized response technique is very simple for use in a telephone survey of a sensitive subject. In the suggested randomized response method. the interviewee replies "yes" or "no" to a randomly selected question and the investigator can estimate the proportion of "yes" or "no" answer. When this procedure is used on successive occasions, not only the proportion supporting a candidate and the time change in this supporting proportion can be derived but also the voters' swing in the trend of voters' support can be estimated. A numerical example is given to show how the suggested sampling strategy can be applied to a practical telephone survey.

The Third- and First-Person Effects of Election Polling News Through Emotions

  • In this study, we examine how the third- and first-person perceptions of election polling news are linked to voters' political behaviors through anxiety and pride. The results of two web-based surveys conducted before and after the 2022 local elections in South Korea demonstrate that the third-person perception of election polling news is directly and indirectly linked to support for restrictions on media reports of election poll results through anxiety. The first-person perception of polling news is positively associated with reinforcement of support for the preferred candidate. These results suggest that how voters perceive the effects of polling news may have actual impacts on their political behaviors.

The Linkage Between Issue Ownership Perception and Campaign Advertising: A Case Study of the 2012 Taiwan Presidential Election

  • Assuming that a political party has a strong incentive to gain votes via issue setting as part of its campaign strategy, this study utilized a Web experimental survey to explore the extent to which three issue-related campaign advertising strategies - namely, issue ownership, issue convergence, and issue trespassing - affected voters' perceptions toward parties' issue-handling capabilities. Our empirical results show that issue ownership perceptions exist in Taiwan. In the 2012 Taiwan presidential election, as issue ownership advertisements may reinforce voters' beliefs regarding parties' issue-handling capabilities, issue trespassing advertising may improve a party's image on the disadvantageous issue dimension. At least our data shows that the Kuomintang's (KMT) advertisements have both effects.
