Effects of the Voluntary Scheme of Total Maximum Daily Load based on Water Quality and Annual Evaluation data in the Gyeongan Watershed, South Korea (경안천 유역 수질 및 이행평가 자료를 통한 임의적 오염총량관리제도 시행의 성과 분석)

  • This study presents the achievements and limitations of the voluntary-based Total Maximum Daily Load (TMDL) through statistical analysis of water quality monitoring data and performance assessments of TMDL plans implemented in the Gyeongan watershed. The results clearly showed that responsible local governments complied the allocated TMDL and the designated water quality goals were successfully achieved in the required period. This was possible because the Ministry of Environment provided innovative incentives, such as, relaxations of the existing tight land-use regulations and full-scale financial aids for constructing and operating public treatment facilities to draw local government voluntary participation. However, a couple of problems which decreased the effectiveness and efficiency of the voluntary TMDL were identified. The different TMDL implementation schedules between upstream (Yongin) and downstream (Gwangju) governments caused delay in water quality improvement and exaggerated TMDL allocation to the local development which made excessive investment in the treatment facilities. Although it is not directly related to the voluntary scheme, technical methods for establishing and assessing the water quality goals should be improved so that the effects of flow conditions on water quality are properly assessed. We expect that results of this case study contribute to developing a more effective voluntary-based scheme for the implementation of the so-called 'tributary TMDL' in the future.

Analysis of Human Neck Loads During Isometric Voluntary Ramp Efforts: EMG-Assisted Optimization Modeling Approach

  • Neck muscle forces and spinal loads at the C4/5 level were estimated that result from isometric voluntary ramp efforts gradually developing to maximums in flexion, extension, left lateral bending and right lateral bending. Electromyographic (EMG) activities, a three-dimensional anatomic data of the neck and a hybrid model, EMG-assisted optimization (EMGAO) model, were used. The model computed the cervical loads at 25%,50%,75%, and 100% of peak moments. The highest model-predicted C4/5 joint compressive forces occurred during flexion; $361\;({\pm}164)\;N,\;811\;({\pm}288)\;N,\;1207\;({\pm}491)\;N\;and\;1674\;({\pm}319)\;N$ in 25%, 50%, 75% and 100% of peak moment respectively. Variations in load distribution among the agonistic muscles and co-contractions of antagonistic muscles were estimated during ramp efforts. Results suggest that higher C4/5 joint loads than previously reported are possible during isometric, voluntary muscle contractions. These higher physiological loads at C4/5 level must be considered possible during orthopedic reconstruction at this level.

Effects of Individual Characteristics and Subject Norm on User Acceptance of e-Learning for Voluntary Studies (자발적 학습에서 개인특성과 주관적 규범이 e-learning 수용에 미치는 영향)

  • E-learning becomes an important part of education these days in Korea. Students had no choice but to accept the e-learning when the e-learning was used as a supplementary learning tool within a traditional class or a stand-alone distance education. This study focuses on the students' intention of e-learning acceptance for voluntary studies. In voluntary study, students have the rights to adopt the e-learning or not for their personal study. We used individual characteristics as the external variables of TAM to explain user acceptance of e-learning for voluntary studies and examined the effect of individual characteristics on user's beliefs. Research model and nine hypotheses were set up to identify the relationships among these variables based on investigations of previous researches. The theoretical model is tested with questionnaires from 420 users who accept e-learning for voluntary studies. We tested the measurement and research models by applying a structural equation modeling(SEM) approach, using the AMOS 5.0. Overall, the results provided support for the model as explaining acceptance of an e-learning system. Most path coefficients in the research model were found statistically significant. The results showed usefulness and enjoyment and subject norm were the factors affecting attitude of students using e-learning. In addition, usefulness and subject norm were the factors affecting intention of students using e-learning. The results show innovation and self-efficacy have a significant impact on user's perception of ease of use. Self-efficacy also have significant effects on user's perception of usefulness.

Analysis on the Compliance Factors for the Voluntary Surrender of Driver's License for Senior Drivers (고령운전자 운전면허 자진반납 수용요인 분석)

  • Purpose - To study the factors that are related with compliance for the voluntary surrender program of drive's license for senior drives and to estimate the rate of voluntary surrender. Design/methodology/approach - We online surveyed 147 individuals in order to analyze the intention to comply the program. The surveyees were driver's license holders aged 54 to 65 and drawn to answer their willingness to comply in a 5-point Likert scale. We developed an ordered probit model to analyze the data. Findings - According to the main results of the empirical analysis, the higher the average number of driving per week, regardless of gender and age, the more negative was the driver toward voluntarily surrender of driver's license. Various policy measures need to be prepared to activate the voluntary surrender system using the willingness to voluntarily surrender the driver's license and the characteristics of the voluntary returners, and the implementation of customized safe driving training for elderly drivers may be one such method. Research implications or originality - Population aging is known to cause various social problems, and in the transportation field, the number of elderly drivers and traffic accidents by elderly drivers are also increasing. The government is implementing a program for elderly drivers to voluntarily surrender of their driver's licenses in order to reduce traffic accidents caused by elderly drivers. If only elderly drivers who rarely drive surrender their driver's licenses then traffic accidents may not reduce as much as the program targets, however, and further policy instruments may be needed.

The Mid-term Results of Inferior Capsular Shift Procedure for Multidirectional Instability of the Shoulder (견관절 다방향 불안정성의 하방 관절낭 이동술에 대한 중간 추시 결과)

  • Purpose: To report the mid-term results of the inferior capsular shift procedure for the multidirectional instability, and to analyze whether the bilateral laxity, the generalized ligamentous laxity and the voluntary instability can influence upon the final outcome. Material and Method: We reviewed 95 patients with 96 shoulders treated by the inferior capsular shift procedure for multidirectional instability through an anterior approach. In total, 49 shoulders(51%) showed generalized ligamentous laxity, 56 shoulders(58%) bilateral laxity, and 65 shoulders(68%) voluntary subluxation. Mean follow-up was 27 months(11-60 months). Result: The final Rowe score was 75 points in patients who had had at least one of the bilateral laxity, generalized ligamentous laxity, or the voluntary subluxation and 84 points without any of these in each element. Seventy-five percent of the bilateral laxity and 87% of the unilateral instability continued to function well without any pain and instability postoperatively. Those with a voluntary(74%), those with an involuntary instability(83%), those with a generalized ligamentous laxity(73%) and without laxity(84%) could do well a daily living activity without instability Eighty-six percent who had had the voluntary instability was eliminated completely the voluntability. Eighty-four percent of the patients stated that they were subjectively satisfied with the status of their shoulder. Nine shoulders(9.4%) had recurrence of symptomatic and disabling instability and theses patients had had at least voluntary instability preoperatively. Seven patients(7.3%) suffered from the stiff shoulder after the inferior capsular shift procedure. Conclusion: The inferior capsular shift procedure in multidirectional instability provided satisfactory results both in objective and subjective terms. Nonetheless, a patient who has a bilateral laxity, a generalized ligamentous laxity or a voluntary instability could be expected less favorable results compared to those with neither of these. A careful selection of the inferior capsular shift procedure for the multidirectional instability is needed before surgery. But our results suggests that a voluntary instability is not always poor candidate for the inferior capsular shift procedure.

  • The Purpose of this study is to get basic material about voluntary association in local community and its utilization. In order to achieve the purpose of this study, it was considered that trust of social capital plays a leading part in voluntary association to maintain or strengthen its role and activities. For this reason we attempt to find the process of trust building in voluntary association. The revised ground theory that is complementary weaknesses of ground theory is used in this study and in 11months, four times researches have investigated. As a result, it was analyzed that the structure of building trust can be categorized into three structure, building up relationship, dynamic interaction and structural stabilization in voluntary association. In the space that is structured spatially and temporal, role, activity, accomplishment, attitude, conflict and environment acted as basic attributes. These attributes can be found in every building process of trust and influence on continuance and growth of voluntary association. The fact that this study offers in-depth understanding of voluntary association and empirical directivity regarding the community welfare services is of great significant.

A Psychophysical Approach on the Assessment of Lifting Loads (정신물리학적 접근방법을 이용한 들기작업의 작업하중 평가에 관한 연구)

  • Low back pain (LBP) is a major issue in modern industrialized society which is mainly caused by manual material handling (MMH) tasks. The objective of this study was to provide scientific data for establishing work standard for Korean workers throughout the laboratory experiment including some specific lifting tasks. Thirty male college students were recruited as participants. The maximum voluntary contraction (MVC), recommended weight limit (RWL), and psychophysical safety weight using Borg's CR-10 scale were studied. Results showed that the RWL was 8.4% MVC higher than the proposed psychophysical safety weight. Based on this result, it is suggested that the NIOSH lifting equation (NLE) should not be directly applied to Korean without reasonable modifications. The ratio of psychophysical safety weight to MVC was ranged from 20.1 to 26.4%. It is expected that use of the methodology in this study may provide better expectation of the work ability of Korean for reducing lower back pains caused by MMH.

Preventing ID Mapping Attacks on DHT Networks through Non-Voluntary Node Locating (비 자율적 노드 위치 결정을 통한 DHT 네트워크 ID 매핑 공격 방지)

  • DHT(Distributed Hash Table) networks such as Kademlia are vulnerable to the ID mapping attack caused by the voluntary DHT mapping structure where the location of a node is solely determined by itself on the network topology. This causes security problems such as eclipse, DRDoS and botnet C&C on DHT networks. To prevent ID mapping attacks, we propose a non-voluntary DHT mapping scheme and perform analysis on NAT compatibility, attack resistance, and network dynamicity. Analysis results show that our approach may have an equivalent level of attack resistance comparing with other defense mechanisms and overcome their limitations including NAT compatibility and network dynamicity.

  • This study is to explore the contents and interaction of residents voluntary network and propose the strategies to promote residents voluntary network. The grounded theory was utilized to attain our object. Total of seven social worker and 17 residents participated in the study. Data were collected through in-depth interviews and documents. The data were analyzed by using Strauss and Corbin's method. Results are the followings. In open coding 13 categories, 32 subcategories and 133 concepts were constructed. In axial coding causal conditions were qualitative ascent of needs, emergence of the right welfare consumer. Phenomenon was agitation of praxis ground and grope of exist. Contextual conditions were crisis resources, skepticism of welfare. Intervention conditions were maturation of welfare cognition and proliferation of the sense of community responsibility. Strategy were resocialization of voluntary organization and construction of field related service delivery system. Consequence were grass routing welfare strategic fitting service system. In selective coding we constructed the core category: The praxis revolution from bottom for break social welfare environment.

Processes of Voluntary Services Delivered by Korean Undergraduates: An Approach Based on the Grounded Theory (대학생의 자발적 봉사활동에 대한 질적 연구: 근거이론을 중심으로)

  • The Purpose of this study is to understand phases and paradigms related to voluntary services offered by undergraduates and the processes in which voluntary services are implemented. For this, interviews for 23(men: 10, women: 13) undergraduates were conducted from Aug., 2008 to Apr., 2009 were conducted and the data collected from those interviews were analyzed on the basis of the Grounded Theory. Main analysis procedure is known as codings(open coding, axial coding, selective coding). This analyses produced 119 concepts, 41 subcategories, and 16 categories in open coding. Then, axial coding was conducted to organize the basic framework of generic relationships among psychological motivation, social context, personal perception, practical action, psychological response, and psychological consequence. Core essence is "Volunteer types are categorized simple practice type, self-serving type, and community type." Finally, undergraduate volunteers were explained in 3 types(simple practice, self-serving, and community) on the basis of paradigms. These results were discussed in terms of further research and limitation.
